The US economic recovery of the 1990s accelerated amidst privatization, selective devolution and the reinvention of the public sector itself. Simultaneously, mortgage finance and assisted housing policy were recast in terms of market processes, individual responsibility and private home-ownership, even as gentrification enjoyed a dramatic resurgence. The intersection of these seemingly unrelated processes signifies an important transformation of the American inner city. Nowhere are these connections more explicit than in Chicago, where newly devolved and flexible policy infrastructures are built on the ashes of prominent experiments of previous generations. In this paper we use Chicago as a context to explore the linkages between reinvestment, housing finance and the reinvention of assisted housing. We analyse local and federal developments in assisted housing policy and develop a multivariate analysis of mortgage loans in Chicago's neighbourhoods during the 1990s expansion. New constructions of scale in assisted housing, exemplifed by Chicago's Lake Parc Place and the federal HOPE VI programme, constitute a centripetal devolution mediated by the relationship between public policy and local private market forces. National changes in housing finance have altered historical processes of redlining, disinvestment, and gentrification. Mortgage capital, traditionally responsible for the creation or exacerbation of rent gaps, now lubricates the flow of capital into the gentrifying frontier of the inner city. The intensified market discipline of housing policy, based partly on theories incubated in Chicago, suggests a new regime of neighbourhood change in the American inner city.  相似文献

Sweeping changes in national policy aim to radically transform public housing in the United States. The goal is to reduce social isolation and increase opportunities for low income tenants by demolishing ‘worst case’ housing, most of which is modern, high‐rise buildings with high vacancy and crime rates, and replacing it with ‘mixed‐income’ developments and tenant based assistance to disperse current public housing families. Transformation relies on the national government devolving more decision‐making power to local government and public housing authorities. The assumption here is that decentralizing the responsibility for public housing will yield more effective results and be more efficient. This paper explores the problematic nature of decentralization as it has been conceptualized in policy discourse, focusing on the underlying assumptions about the benefits of increasing local control in the implementation of national policy. As this paper describes, this conceived space of local control does not take into account the spatial features that have historically shaped where and how low income families live in the US, including racism and classism and a general aversion by the market to produce affordable rental units and mixed‐income developments. As a result, this conceived space of local control places the burden on low income residents to make transformation a success. To make this case, Wittgenstein's (1958) post‐structural view of language is combined with Lefebvre's view of space to provide a framework in which to examine US housing policy discourse as a ‘space producing’ activity. The Chicago Housing Authority's Plan for Transformation is used to illustrate how local efforts to transform public housing reproduce a functional space for local control that is incapable of generating many of the proposed benefits of decentralization for public housing tenants.  相似文献

This paper examines the outcome of interregional migration in various aspects from the migrants' perspective. It is based on a survey, including 6 000 interregional migrants in the five Nordic countries. The results indicate that interregional migration leads to a positive outcome for most migrants and few people seem to be forced to make decisions including painful tradeoffs. Motives have an effect on what aspects of outcome migrants are satisfied with. The influence of individual migrants' characteristics on migration outcome revealed few significant effects. Migrants claimed to be most satisfied with living conditions and less satisfied with the livelihood after moving. To be satisfied with social conditions turned out to be crucially important for the general outcome of migration.  相似文献

Nordic companies have been leaders in the rapid expansion of Western business into Estonia, Latvia, Lithuania, and the St Petersburg area of Russia. While joint ventures were being developed prior to the demise of the USSR, investment rose sharply in early 1992. Our survey of companies from Nordic countries revealed a pattern of location and of adaptation to the conditions of former Soviet infrastructure, culture, politics and economy. Initial Nordic investment has renewed economic ties across the Baltic Sea, with inter‐country links stronger between specific countries. Frustrations with changing government rules, communications, work ethic, quality expectations and other conditions were expressed in interviews with managers of Nordic companies in the Baltic area. Optimism was tempered by continued uncertainty about Russian governmental policies and market potential.  相似文献

The Nordic countries – including Iceland – have been portrayed in the political-science literature as consensual democracies, enjoying a high degree of legitimacy and institutional mechanisms which favour consensus-building over majority rule and adversarial politics. In this explorative article the author argues that consensus politics, meaning policy concertation between major interest groups in society, a tendency to form broad coalitions in important political issues and a significant cooperation between government and opposition in Parliament, is not an apt term to describe the political reality in Iceland during the second half of the 20th century. Icelandic democracy is better described as more adversarial than consensual in style and practice. The labour market was rife with conflict and strikes more frequent than in Europe, resulting in strained government–trade union relationship. Secondly, Iceland did not share the Nordic tradition of power-sharing or corporatism as regards labour market policies or macro-economic policy management, primarily because of the weakness of Social Democrats and the Left in general. Thirdly, the legislative process did not show a strong tendency towards consensus-building between government and opposition with regard to government seeking consultation or support for key legislation. Fourthly, the political style in legislative procedures and public debate in general tended to be adversarial rather than consensual in nature.  相似文献

The eugenic legislation was a defining aspect in the development of the Nordic welfare state. While sterilization is a widely recognized method of restricting reproduction, another part of the legislation was the castration of male sex offenders for criminal-therapeutic purposes. This article discusses the conflicts arising from the castration of male criminals. Especially targeted were male criminals whose crimes could be traced back to a conflicted sexuality, including homosexuality and such vaguely termed conditions as hypersexuality and an abnormal sex drive. This article highlights the exclusive connection of sexual violence to male violence in the context of Nordic castration legislation. It is further argued that the decriminalization of homosexuality did not lead to sexual liberation but rather to much more harshly restricted sexuality through medicalization. The medicalization of homosexuality and the castration of men labelled as sexual offenders show how the conformity of the Nordic welfare state has tended to restrict sexuality with the help of the concept of heteronormativity.  相似文献

The felling of the oak trees used to build the Karschau ship took place in or around the AD 1140s. The tree-ring curves from the oak planks from the Karschau Ship match best with site-means from Odense, a medieval town on the island of Funen, Denmark. New research being carried out by the author is allowing the determination of the provenance of ancient oak to a more local level. Through this dendrochronological research, it is now possible to differentiate between small regions of timber sources for shipbuilding, allowing a more nuanced interpretation.

In the late 1960s a Joint Nordic Co-operative Assistance Project was established in Tanzania. Its objective was to promote co-operative development in Tanzania based on Nordic experiences in the field. The project's effort to export Nordic co-operative ideas and traditions to Tanzania soon encountered major problems as the Government of Tanzania (GoT) launched a villagization process in the beginning of the 1970s, which sought to move the entire peasant population into ujamaa villages. The resettlement effort was implemented with the use of force and coercion and implied a dismantling of the traditional co-operative structures in Tanzania. This article finds that the Nordic countries helped facilitate GoT's compulsory policy by adjusting and restructuring the project to GoT's villagization strategy, despite the fact that the primary objective of the project was no longer present. As the article will reveal, there was a clear concern in the Nordic aid administrations that the Nordic project could be linked with the politics of coercion ingrained in the ujamaa policy.  相似文献

When the Icelandic television series ‘Trapped’ was aired it instantly garnered worldwide attention. The main character, a rugged Icelandic man, is presented as being one with the harsh cold landscape. This article demonstrates how visual materials, like ‘Trapped,’ have become extremely important in the presentation of Iceland to the outside world, as well as working to present Iceland as a tourism destination. Furthermore, we evidence how ‘Trapped’ identifies with the Nordic noir genre. Our analysis shows that the series ‘Trapped’ and recent Icelandic films rest on the strong and entrenched association of Icelandicness with maleness, while also reflecting on existing stereotypes about Iceland and the Icelandic people as being exotic, both of which have become reanimated through the tourism industry. Thus, visual material such as ‘Trapped’ constitutes a part of, and becomes in and of itself symbolic of recurrent masculinity in Iceland. Our analysis emphasizes the importance of framing the ‘official’ production of locations as tourism destinations by both state and commercial industries in relation to other cultural productions that often also engage with mobile historical stereotyping and commercial attempts at nation branding.  相似文献

Intensified land use practices in the Nordic countries are increasing the need for more determined strategies in both natural and cultural conservation. The development of such management strategies requires an inter‐disciplinary approach to overcome the existing boundaries between research disciplines. The paper focuses on certain biological elements which should be taken into account in landscape management. These elements are discussed in different perspectives: temporal, spatial Nordic and European, and the close relationship between biological and historical landscape values is emphasised. Examples of changing evaluations over time and among different groups of people are given. In conclusion the paper stresses the need for a holistic approach to preserve the natural and cultural heritage and secure a long‐term utilisation of the landscape.  相似文献

This essay provides historical perspective to Senator Bernie Sanders’ appropriation of elements of the Nordic model in the 2016 campaign by studying how Scandinavia was used as a political image in 1930s United States. Departing from previous scholarship, this essay argues that accounts of Scandinavian achievements were variable in their ideological outlook and sometimes deliberately challenged the existence and goals of New Deal policies. Moreover, this essay explores the usage of Scandinavia in New Deal social legislation by examining the policymaking rhetoric of the Social Security Act and its 1939 amendments. The surprising plasticity of the Scandinavian image amongst policymakers ultimately reveals the fluid nature of both New Deal-era politics and the Scandinavian images it appropriated.  相似文献

The extent of homeownership among immigrants may be seen as an indicator of integration and as a determinant of ethnic residential segregation. Studies have shown differences in the determinants of homeownership between immigrants and natives, indicating that variation in homeownership is not only a function of differences in economic resources. These studies have largely focused on Anglo‐American contexts, using mostly cross‐sectional data. We apply survival analysis methods to analyse the determinants of entry to homeownership in the capital regions of three Nordic countries – Denmark, Finland and Sweden – utilizing longitudinal individual‐level register‐based datasets. We find that differences in entry to homeownership between natives and different immigrant groups cannot be explained by differences in socio‐economic background factors. We also find differences in the effects of these factors. Effects of income are generally weaker among non‐Western immigrants and immigrants are less responsive to changes in household composition. The share of non‐Western immigrants in the neighbourhood is only weakly related to entry to homeownership, while immigrants and natives living in public rental housing tend to be slightly less inclined to move to homeownership. Weaker income effects among immigrants, weak effects of ethnic segregation and the importance of the public rental sector differentiate our results from earlier findings. Weaker income effects may indicate that uncertainty about the future also affects middle‐income immigrants. Differences between the three contexts in housing markets and policies do not seem to matter much, although the results indicate that difficult access to the private rental sector may push immigrants to homeownership.  相似文献

ABSTRACT

This paper conceptualizes place branding narratives that mobilize local food and contemporary gastronomic trends by revisiting the notion of terroir (taste of place) as a strategic marketing asset. In particular, it explores how rural tourism destinations with little or no gastronomic heritage exploit the discourses of New Nordic Food to create a distinct sense of place. An extensive review of the literature identifies two conservationist strategies by which terroir narratives are constructed (accreditation and patrimonialization), neither of which fully captures the particular rhetorical approaches shaping the Nordic terroir. Drawing on empirical illustrations from Danish rural destinations, the paper argues that terroir can be reproduced and invented through manipulative rhetorical approaches and identifies two novel, transformational strategies framing terroir narratives (exoticizing and enterprising). The paper contributes with a conceptual model conceived through a unique combination of place-specific (typicality) themes and market-specific ideologies, which has the explanatory power to distinguish Nordic terroir narratives from earlier articulations of taste of place.  相似文献

ABSTRACT

In this paper, we explore the policies related to support structures surrounding national game industries, with focus on the three Nordic countries Finland, Norway and Sweden, and investigate what kind of context the Nordic welfare state model has provided for game development. The three cases illustrate how Nordic welfare state measures have interacted with the games industry over time. While the political ideals have been fairly similar, our study demonstrates how the objectives and practical means of state engagement have differed significantly. We argue that although the three countries all have support schemes of which game companies can take advantage, there are significant differences in the degree to which each individual country has organized government interventions and support. While the Finnish state has treated game development as an endeavour in business development, the regional Nordic game program and the Norwegian state has developed a cultural policy that primarily aims to protect the cultural heritage. The Swedish state has not established a tailormade policy directed towards game development but has a broad spectrum of general policies for supporting research and business development. We suggest that future research should investigate how the public funding is structured and how discourses are formulated around appeals for more public funding for the games industry.  相似文献

Although Torsten Hägerstrand is not known primarily as a landscape geographer, he made significant contributions to the understanding of landscape in Swedish geography. This paper argues that Hägerstrand examined the importance of representation for the understanding of landscape as place and territory, which is a key ingredient in current engagements with landscape within (Nordic) geography and the broader European political context. The current debate on landscape, however, reaches beyond Hägerstrand's rather “scientistic” approach and brings out a stronger sense of the cultural, social and political powers conveyed by landscape and representation. We show that this is made explicit in recent scholarly work on the so‐called substantive landscape. The paper also provides an introduction to the essays of this theme issue, which reflects a selection of the landscape research presented at the Inaugural Meeting of Nordic Geographers at Lund, Sweden, in May 2005.  相似文献

This article puts into a historical context the employment conceptions and policies of leading Social Democrats in Finland from 1975 to 1998. It takes into account both the strategic decision-making and public argumentation of the Social Democrats in employment-sensitive issues related to economic, employment, labour market, state company, competition, globalization and integration policies.

Finland’s Social Democrats moved towards emphasizing private sector-led employment, approached the middle classes, adopted monetarist ideas, accepted the ‘market economy’ and favoured ‘controlled restructuring’ over counter-cyclical measures in a series of steps in 1975–1998. The deregulation of financial markets meant a shifting of the basis of Social Democratic employment policy from steering the capitalist economy to seeking market acceptance of the party’s politics. This did not manage to guarantee full employment in Finland during the period.

Furthermore, Finland’s Social Democrats seemed initially to practise a ‘third way’ type of ‘Bad Sillanpää’ policy long before its adherents in the UK. such as Tony Blair. After the mid-1970s, the Finnish Social Democrat-led governments no longer imitated Sweden, while implementing many reforms which were followed by the Swedish Social Democrats.  相似文献
