Most of the numerous peace traditions of the early middle ages developed within a framework of three dimensions: monastic, ecclesiastical, imperial. But after 1150 the equilibrium among these three views of peace became upset. The pax ecclesiae and the imperial peace were channeled into papal jurisdiction and the public peace of the lay powers. This paper analyses the role of roadbuilding as a process of state territorialisation in post-war Sri Lanka. In the aftermath of a brutal civil war (1983–2009), and in lieu of a broader peace and reconciliation process between Sinhalese, Tamil and Muslim communities, road infrastructure has been promoted by the state as essential to the region's recovery and nation's sovereignty. Roads were to bring national unity and political integration. We interrogate such claims, drawing on fieldwork conducted in Jaffna and neighbouring areas to cast doubt on the prospects of new roads to ameliorate ethnic tensions. Rather, as militarised security discourses and policies continue to dominate the Sri Lankan public sphere, such schemes can be understood as part of broader Sinhala-Buddhist nationalist project to consolidate territorial control in restive parts of the country. Our research suggests that, rather than facilitating rehabilitation and recovery, road networks mirror pre-existing fault lines and entrench the privileged position of the military in Sri Lankan society. Such shifts do little to avail persistent minority sentiments of political marginalisation, aggravating social fractures and re-constituting the hegemony of Sinhala-Buddhist nationalism.  相似文献

This article surveys current security challenges and identifies obstacles to effective global and regional responses and cooperation in an era when security has become increasingly divisible. The new situation is partly explained by the complexity and variety of security challenges, both traditional and new, and by the linkages between them. It argues that a new pattern of improvised, ad hoc and often case‐specific security mechanisms has developed, which it calls Collective Conflict Management (CCM). The argument is illustrated by reference to cases of CCM where a wide range of actors—multilateral institutions at the global and regional levels, individual states or ad hoc coalitions, professional and commercial bodies, and non‐governmental organizations—collaborate in an effort to manage specific security threats and challenges, bringing together a variety of relationships, resources and skills. The urge for collective action, rather than unilateral or single actor‐led, is motivated by a number of factors and ‘drivers”, not all of them necessarily positive or constructive. The article concludes that the success or failure of CCM will depend in part on the severity of the problems it faces and in part on the motives and incentives behind collective responses. This new pattern raises interesting and important questions for the future of international security. While CCM may be untidy and lack clear norms and standards, in many cases it may be the best available in an increasingly fractured world.  相似文献

The forces of climate change and globalization are transforming the Arctic, tightening the links between this seemingly remote region and the world at large with regard to matters of environmental protection, sustainable development, and the pursuit of peace. This has triggered an explosion of both popular and scholarly interest in the far north. Much of the resultant literature is marked by persistent expectations that the Arctic will become the scene of escalating jurisdictional conflicts, resource wars, a new great game and even armed clashes during the coming years. Yet as the books considered in this review article make clear, these expectations are greatly exaggerated; there is much to be said for the proposition that armed conflict is less likely to occur in the Arctic than in most other parts of the world anytime soon. What is needed is an alternative paradigm to provide a basis for understanding the significance of the profound changes now eroding the old order in the Arctic and establishing a basis for framing innovative governance arrangements capable of ensuring the future of the Arctic as a zone of peace.  相似文献

Postconflict societies are often plagued by violence long after formal declarations of peace. There is a need to understand why peace often remains elusive. This article develops a theory of participation in peace and violence in postconflict societies, which it understands as being rooted in interactions between local structures and agency. Evidence to inform this theory comes from a study of young men in postconflict Bougainville, Papua New Guinea. We find that young men seek pathways to achieve positively valued and contextually relevant goals. However, difficulties with trauma, education and work, achieving social standing, and escaping from cultures of violence limit the capacity of young men to participate peacefully in society. Disenfranchised and marginalised, some young men may turn to acts and displays of violence. We argue that peace occurs when individuals choose to make and sustain it, and so, if the end of conflict does not bring with it changes in the structures which constrain the capacity of individuals to choose peaceful pathways, the risk of violence remains.  相似文献

The ‘long peace’ of the last twenty-five years has linked various forms of intervention—from development to peacebuilding and humanitarian intervention—with human rights. This ‘interventionary system/order’ model has premised its legitimate authority on expanded versions of human rights, connected to liberal frameworks of democracy, rule of law, and capitalism in order to connect peace more closely with justice. Human rights offer a tactical way forward for those interested in conflict resolution, but this has led to unintended consequences. Unless conceptions of rights are continually expanded as new power structures and inequalities are uncovered and challenged, philosophical and material matters of distributive and historical justice will remain.  相似文献

This article contributes to the recent historiography on Enlightenment plans for European peace by shedding light on the political and intellectual work of the neglected Spanish minister and intellectual José Carvajal y Lancaster. The article begins by outlining the intellectual context surrounding the War of Spanish Succession, and proceeds to analyse the ways that Carvajal deployed, both in his texts and in power, Enlightenment ideals to reform the Spanish Empire and achieve perpetual peace in Europe. The ideas of his first work, his Testamento Político, revealed the ways that the logic of joint-stock companies could catalyse the reform of the Spanish Empire. His measures in government, in turn, illustrated how international cooperation could be mutually beneficial, but turned on his fraught relationship with the future Marquis of Pombal. Finally, his text Mis Pensamientos, written in 1753, envisaged a formal commercial and political coalition between the Spanish and the British Empires. Carvajal’s vision for European peace was at once utopian and clear-eyed, and the ideas behind his plan persist as demanding questions for our age.  相似文献

This article pushes for a postcolonial, feminist critique of “anti-terrorist” securitization, that makes space for transformative peace-building. The post-9/11 securitization of the African continent builds on a long legacy of colonial conquest and racist Othering. Somalia is regularly centered here, portrayed in media and state narratives as a volatile failed state, one that produces terrorist bodies and acts. But rather than building peace, we follow others in arguing that the projects of securitization have stoked violence, intensifying discrimination against the Somali diasporic community (Mohamed, 2017; Wairuri, 2020). To counter this dominant narrative, we centre the Somali-Kenyan Awjama Cultural Centre, in the Eastleigh neighborhood of Nairobi, Kenya. A particularly rich and instructive case study of peace-making through community activism, we ask: How do Somalis who use the Centre subvert racist, Islamophobic narratives and reclaim their own modes of representation? And how do these new narratives disrupt systemic violence and build peace? Demonstrating the insights of a feminist, postcolonial geographic approach, we argue that spaces like the Awjama Centre provide interpersonal support and new kinds of (self-) representation. These fundamentally disrupt single stories of Africa and of terrorism, with greater possibilities for establishing long-term embodied peace than projects of geopolitical securitization.  相似文献

During the First World War, intellectuals in both combatant and neutral nations engaged in debates on the justification for the bloodshed and in envisioning solutions for a sustainable peace. In the latter regard, the issues of democracy and future forms of government were focal. This article examines two public intellectuals from Sweden, Ellen Key and Rudolf Kjellén, and their conflicting views. A comparative and transnational perspective on their thinking about war and peace sheds light on their political backgrounds and wider worldviews. The article further reveals the international contexts in which their ideas were embedded. Using the concept of ‘the ideas of 1914 versus those of 1789’, the conservative geopolitician Kjellén spoke for the justification of German expansion and Swedish military intervention, whereas the Left-liberal pacifist Key condemned all parties involved, defending the legacy of the French Revolution and Sweden’s neutrality. Based on his geopolitical tenets, Kjellén could not envision a future with peaceful cooperation between nation states, while, for Key, the solution lay in the development of democratic decision-making. In this respect, the granting of political citizenship to women, to whom she accorded a special competence for peace-keeping, based on their maternalism, was crucial.  相似文献

This article reviews western donor support for building African peace and security architecture, specifically in relation to G8 efforts to engage in the capacity-building process in line with commitments made in the Joint Africa/G8 Plan to Enhance African Capabilities to Undertake Peace Operations (the Joint Plan)—agreed between G8 and key African leaders at the G8 Summit in Evian in 2003. It describes a project by the New Security Issues Programme at Chatham House, carried out jointly with the Peace and Security Programme at the United Nations Association-UK and the Institute for Security Studies in Pretoria, to provide strategic input into implementing the Joint Plan. The article outlines the background to western involvement in peace and security capacity-building in Africa, the nature and current status of the African peace and security architecture and some key challenges to the G8/Africa capacitybuilding process—particularly African institutional human resource capacity and coordination among the various players involved. Finally, it maps out potential priorities for future progress in taking the capacity-building process forward.  相似文献

The article sheds light on a neglected piece of the Euromissile Crisis puzzle, namely Greece’s policy of peace. The article examines the interaction of Andreas Papandreou’s socialist government’s foreign policy, developments in the country’s political culture and national frames of reference, and the unfolding drama of the nuclear crisis of the 1980s. While subscribing to an international cause, papandreou framed the policy of peace in ardent nationalist terms that involved renegotiation of the american bases on greek soil, relations with nato, balkan regional schemes for nuclear-weapons-free zones, and international initiatives with the third world.  相似文献

The great epidemic of cholera which swept through the Philippine Islands in the immediate aftermath of the Philippine–American War (1899–1902) spread in two temporally distinct, but spatially concordant, waves of infection. Part I of this paper studied the first wave (wave I, March 1902 to February 1903). Here, in Part II, we explore the manner in which the second wave (wave II, May 1903 to February 1904) diffused through the same geographical areas. Using the cholera reports prepared by the Chief Quarantine Officer for the Philippine Islands and published weekly in the contemporary USPublic Health Reports, the diffusion of wave II is analysed at the geographical levels of province, island and nation. Comparison with wave I confirms that spatially contagious spread dominated in both waves at all spatial scales. However, it is shown that there were important differences between the waves in their intensity, speed of spread and resulting spatial patterns. Amelioration of the disruption brought about by the Philippine–American War may account for some of the observed differences between the two waves.  相似文献
