朝鲜战争的爆发迫使美国最终确定了单独媾和的对日和约新方针,并且期待战局好转而实现对日媾和;美国为了阻止中国出席旧金山会议,在对日和约签订之前采取了拖延谈判的策略;旧金山会议后美国急于停战,而因对日和约在远东陷入困境和被动局面的苏联和中国却决心在停战谈判中坚持强硬的和不妥协的立场,以便在朝鲜战场吸引和消耗美国的力量。这就是在冷战大背景下对日和约与朝鲜停战谈判之间的微妙关系。  相似文献

This paper examines performances of hospitality in everyday life to explore the lived experience of “being Moldovan”. National identity in Moldova can only be understood by reference to the peculiarities of history—to the presence of a neighbouring kin-state (Romania), a multiethnic population, Soviet ideology, and successive efforts at nation-building. The instabilities, contradictions, and ambiguities of national identity are also experienced and interpreted, as they are regularly performed in informal and formal settings. The “hospitality” of Moldovans—performed daily through linguistic code-switching, in practices of buying and selling, in life-cycle celebrations such as weddings, and in the official greeting and welcoming of dignitaries and visiting delegations by folk-costumed performers—is, paradoxically, an important site of this experience of ambiguity. The same set of practices both renders its performers “masters of their own houses”, while at the same time revealing the limits of the metaphor.  相似文献

In 1885, Kropotkin called for geography to be ‘a means of dissipating [hostile] prejudices’ between nations that make conflicts more likely, and ‘creating other feelings more worthy of humanity’. As a body of scholars, we have risen far more ably to the negative task of ‘dissipating’ than to the positive charge of ‘creating’: Geography is better at researching war than peace. To redress that imbalance, we need both to conceptualise more clearly what we mean by peace, and make a commitment to researching and practising it. These arguments are made with reference to the broader literature and research along the Danish/German, Israeli/Palestinian and Kyrgyz/Uzbek interfaces.  相似文献

After a decade of conflict (1999–2011), peace-building in Abidjan, Côte d’Ivoire, focused on the local as a primary site of reconciliation. In addition to being local, peace was anti-political, seeking to separate place from politics as autonomous realms of public life. Through the example of local radio peace programmes, this article offers a critical, ethnographic account of anti-political peace as a spatial process. It links local peace and its justifications to the operations of governmental power, emphasising continuities of anti-political mediation and political domination. Such a historicised perspective challenges the framing of anti-political peace as the opposite of politics-as-conflict: they have long been two sides of the same coin in Abidjan and, as a binary “choice,” prevent the search for more democratic alternatives. Simultaneously, I argue that anti-political peace it is best approached as a field of contest. An ethnographic approach acknowledges the widespread rejection of politics in the Ivoirian metropolis, while resisting the collapse of institutional and everyday perspectives into a self-reinforcing consensus. I show that radio producers and Abidjanais residents could not quite pin down the meaning of politics, as that which ought to be shunned. Rather than bypass these hesitations through normative or ontological reasoning, I suggest (following others) that we might treat politics' irreducible polysemy as a source of continued struggle.  相似文献

The outbreak of the Korean War caused the U.S.A. to become determined in excluding the People’s Republic of China (PRC) from the Treaty of Peace with Japan, the signing of which is hoped to be hastened by winning the Korean War. Before the signing of the treaty, the U.S.A. intentionally delayed the Korean truce negotiations in order to prevent the PRC from attending the San Francisco Peace Conference. After the signing, the U.S.A. preferred an immediate cessation of hostilities in Korea, whereas the Soviet Union and the PRC, bogged down in the Far East by the terms of the treaty, were determined to take a hard-line stance, hoping that the U.S.A. would become tied down and drained on the Korean battlefield. Thus, there was a subtle relationship between the treaty and the negotiations in the context of the Cold War. National narratives are an essential part of the Israeli–Palestinian conflict. Little is said, however, on how the Oslo Peace Process sought to address these narratives. Conventional wisdom argues that the peace process initiated in the 1990s largely ignored the matter. This article challenges this view, arguing instead that the peace process was and continues to be actively engaged in solving the narrative wars that divide Israelis and Palestinians. To shed light on these solutions, this article looks beyond the agreements of the Oslo Peace Process and focuses on the peacebuilding paradigms that informed it, more specifically, the national partition and the liberal peace paradigms. These prescribe two solutions to the Israeli–Palestinian conflict over history: narrative partition and evasion. In their implementation, the article concludes, these solutions imposed greater identity costs on the Palestinian narrative than on the Israeli one.  相似文献

中国领导人对越南战争的态度在1968~1971年间发生了转变,即1968年初至1969年上半年,坚决反对越南与美国谈判;1969年下半年至1970年8月,从不干涉越美和谈转变为支持越南谈判;1970年9月后,态度鲜明地支持和谈。中国前后两种立场都引起越南的强烈不满。虽然中国没有以牺牲越南的利益来换得中美关系的缓和,而且在自己并不富裕的条件下,仍给予了越南大量的无偿援助,但这些努力都没有改变越南对中国的不满、疑虑与不安。在中美缓和与越美谈判的进程中,中越关系却不断恶化,这为后来双方的冲突埋下了隐患。  相似文献

论文探讨了在中国参战语境、社会革命语境以及当代改革开放语境下一战华工历史论述的形成过程及特定意义。百年来,中国围绕一战华工形成的论述分为两类:一类着眼于国家视角,着重从中国作为参战国与战胜国的角度展现中国在华工招募过程中发挥的主导性作用与华工扮演的参战角色;另一类立足于华工视角,最典型的是在社会革命语境下从华工作为帝国主义、军阀主义对立面的角度揭示英、日、法帝国主义与北洋军阀势力的压迫本质与华工的革命精神。当代改革开放语境下的华工论述似乎接续了中国参战语境下的华工论述。虽然同是立足于国家视角,但在当代改革开放语境下的论述更侧重展现华工在中国走向世界的历史进程中所发挥的作用以及中西文明交流的历史进程。尽管社会革命语境下的华工论述逐渐瓦解,但个体视角的论述依然不失为国家视角论述之外的另一个重要视角,二者之间的矛盾突显,是当前中国一战华工论述重建的困境所在。  相似文献

This article investigates the implications of women’s exclusion for the nature and durability of peace processes, and whether factors that undermine peace consolidation post-settlement might be prevented through more inclusive peacemaking. It examines the Sudan-South Sudan peace process that produced the 2005 Comprehensive Peace Agreement, the roles women played in peacemaking and their exclusion from official negotiations, and the sources of insecurity post-CPA. South Sudan’s peace process shows that the exclusion of women can be understood as a canary in a coal mine: a highly visible marker of the broader exclusivity of such processes, and the complex dynamics of elite capture in war and peace processes. Women’s exclusion was the product of the region’s political marketplace, in which power and authority is secured by elites through violence and bargaining, to the exclusion of other groups. By understanding exclusion as a deliberate strategic tactic that extends from war into peacetime, I argue that the exclusion of women is not the reason why peace processes fail in and of itself, but rather the product of elite ownership of peace processes and the structure of many peace processes that facilitates and rewards such ownership, with serious consequences for the sustainability of peace post-settlement.  相似文献

Abstract

Major currents within contemporary continental thought have been significantly influenced by the psychoanalytic tradition, particularly via Jacques Lacan. Thus a pervasive stream of thought conceives of the relationship between self and other as one characterized primarily by conflict, threat, or lack. This reading has often been taken as paradigmatic and broadened to include relations between societies. If not challenged, this paradigm undermines any cause for hope that society might be structured in terms other than us/them, insider/outsider. Jacques Derrida’s work opens up a way to think differently, training our attention on the essential affirmation of the other that underlies all human experience. The central thesis of this paper is that the developmental theory of Jean Piaget, read against the grain of how his work has often been appropriated, lends robust support to this more hopeful reading, highlighting a self constituted in and by orientation to the other. Currents within contemporary developmental psychology provide substantial support for this more hopeful and hospitable image of self and other.  相似文献

The Peace Treaties of Münster and Osnabrück ended the Thirty Years’ War in 1648. While scholarship is still divided between sceptics and supporters regarding the actual impact of the Westphalian Peace on the international order in Europe, let alone the concept of continental community, this article seeks to tackle the issue from an original perspective. A close study of the language and rhetoric employed in the two Latin Instrumenta Pacis Westphalicae reveals the underlying ideas which can be seen in the discourse of Europe and continental identity.  相似文献

Drawing on ethnographic data collected among a group of coastal villagers in Southwest Madagascar between 2006 and 2011, this article looks at the relationship between hospitality towards strangers and land dispossession, a major issue of concern in Madagascar, especially given the comparatively recent mineral, energy resource, and stone mining rush in the country. ‘Peace’ has not lent itself easily to emblematic or mnemonic forms of representation. In Europe’s furnished urban landscapes of the 19th century peace was often personified in female allegorical form. She can be seen in many of the sculpted memorials that commemorate distant battles fought on the edges of Empire. Invariably, however, the figure of ‘Peace’ had a more modest role in the allegory of commemoration than that of ‘Victory’ or ‘Triumph’. As an ideal, peace and pacifism is more often regarded as a process, a long‐term goal that cannot be captured in single static form. To this end, the promotion of peace has most often been realised through intervention, occupation, and fluid, temporal forms such as campaigns, marches, songs, dances and other extended programmes. Peace has also been promoted through slow, evolutionary forms such as designed landscapes, parks and gardens. Drawing on international parallels, this paper examines in detail two community gardens in central London. Each owes its origins to radical local agendas set within the political climate of the Cold War of the 1980s, but both were born out of grand visions for world peace, multilateral disarmament, and global accord. Twenty years after their creation, the author explores their current condition and examines their value as sites of political value and heritage.  相似文献

Abstract

Over the past few years, there has been growing interdisciplinary interest in the history of European solidarity movements that mobilized on behalf of the ‘Third World’ in the wake of the post-war decolonization process. Focusing on European campaigns against the Vietnam War and Pinochet’s Chile, this article aims at positioning these international solidarity movements in the broader history of North–South and East–West exchanges and connections in Europe during the Cold War. It explores some key ideas, actors and alternative networks that have remained little studied in mainstream accounts and public memories, but which are key to understanding the development of transnational activism in Europe and its relevance to broader fields of research, such as the history of Communism, decolonization, human rights, the Cold War and European identity. It delves into the impact of East–West networks and the Communist ‘First World’ in the discovery of the Third World in Western Europe, analyses the role of Third World diplomacy in this process, and argues how East–West and North–South networks invested international solidarity campaigns on ‘global’ issues with ideas about Europe’s past and present. Together, these networks turned resistance against the Vietnam War, human-rights violations in Pinochet’s Chile, and other causes in the Third World into themes for détente and pan-European cooperation across the borders of the Iron Curtain, and made them a symbol to build a common identity between the decolonized world and Europe. What emerges from this analysis is both a critique of West-centred narratives, which are focused on anti-totalitarianism, as well as an invitation to take North–South and East–West contacts, as well as the role of European identities, more seriously in the international history of human rights and international solidarity.  相似文献
