This article evaluates the impact of the large number of Social Funds (SFs) which were introduced over the last fifteen years to offset the increase in poverty induced by adjustment. SFs have enjoyed greater visibility and financial support by the donor community than traditional social security programmes, and raised expectations about improvements in living conditions in developing countries. Notwithstanding the visibility and administrative flexibility they enjoyed, and their fairly rapid implementation, SFs played only a minor role in reducing the number of adjustment poor and chronic poor and reversing adverse shifts in income distribution. This was due to problems in funding, targeting and sequencing, and cost‐effectiveness. The article concludes that, all in all, SFs have proven to be no panacea. Many of them were formulated with the political objective of reducing domestic opposition to the adjustment process. Greater impact on poverty would have required increased resources, more permanent relief structures, improved planning and targeting and, especially, better timing in relation to the fiscal cuts entailed by macroeconomic adjustment.  相似文献

Russia's economic crisis in the summer of 1998 has renewed debate as to whether the International Monetary Fund (IMF) has helped, hindered or been irrelevant to economic transition in the core of the former Soviet Union. The authors examine the relationship between the Fund and Russia over the past ten years, highlighting a mixed record of successes, failures and the limits of the Fund's role. They argue that the institution may well have also inadvertently facilitated the rise of political forces which are today opposed to the second phase of reforms which Russia so desperately needs. In conclusion, the authors question whether the IMF ought to continue to lead Western attempts to foster stability and growth in Russia.  相似文献

This critique of the Structural Adjustment Programme in Uganda is argued at three levels. A discussion of the immediate consequences of SAP is based on empirical data on economic performance compiled by the Government of Uganda, IMF and World Bank. Second, information for a longer-term historical analysis is culled from the author's own research. Its purpose is to raise more fundamental issues of social transformation. Finally, these perspectives are reinforced through a comparative discussion using South East Asian development experience. The author argues that there are diverse paths to capitalist development, with diverse and contradictory social and political consequences. The real issue in contemporary Uganda is not one of the state or the market, but of the transformation of relations internal to both from the point of view of democratization.  相似文献

A study was made of the dynamics of the main ionospheric trough in the northern and southern hemispheres using data of ion density winter measurements on the Kosmos-900 satellite from 1977 to 1979. Significant longitudinal variations of the trough position have been found which prove to be different in the different hemispheres: in the northern hemisphere they have the shape of a double wave (period 180° longitude) with an amplitude of 4–6° of latitude by both day and night whereas, in the southern hemisphere, they exhibit a simple wave (period 360° longitude) with amplitude of about 6° in the night hours and 10–12° of latitude in the day hours.The analysis of the IMF influence on the trough position by day and night has shown both BZ and BY to affect the shift of the ionospheric trough. It has been found that in the northern hemisphere the vertical and azimuthal IMF components act in opposite phase while in the southern hemisphere the effects of the two components are added. Analytic relationships between the trough shift magnitude and the values of BZ and BY are discussed.  相似文献

The European Union (EU) has been involved in influencing major infrastructure in the fields of transport and energy mainly by means of the Trans-European Networks (TENs) programme begun in the 1990s. Other macro-planning and wider spatial planning exercises, including the European Spatial Development Perspective, made reference to such infrastructure systems, particularly in relation to the need for connectivity and mobility, but normally did not attempt to intervene in an area seen as one of the prerogatives of national states. Much more important have been the wider programmes of liberalization pressed by the EU since the 1980s, but these have had no specific geographical content. A revision of the TENs programmes since 2008 has led to proposals to increase the role of the EU, by drawing up continent wide schemas indicating needs for future investment in many fields of both transport and energy, and introducing new procedures to streamline decision-making by designating projects as of European interest. The initiatives in transport and energy are described here, including the two Regulations currently under discussion within the EU institutions. These include major proposals for cross-European multi-modal transport corridors within an EU core network, and regional schemas for energy drawn up primarily by energy industries and government counterparts. Both are likely to be of real significance for spatial planners throughout the continent, and have major impacts on the shapes of future infrastructure networks. These proposals are analysed, as cases of the rescaling and re-ordering of government, giving more force to the EU in these fields, and reinforcing sectoral- or silo-based decision-making. It is argued that somewhat different outcomes will result in the few areas, such as the Baltic, where long-term macro-regional collaboration has been present, from the rest of Europe, where these sectoral programmes may complicate further the mix of planning impacting on each region, making even more confused the accountability of governance. Suggestions are made for the careful assessment of these schemas by national and regional governments, and for the creation of some spatial planning analytical capability at the EU level, which could examine this type of proposals, with powerful spatial impacts.  相似文献

This paper focuses on the internationalization of curricula, faculty and campus activities in a case study of colleges and universities in Colorado. ‘Internationalization’ is a recent trend in US higher education and is sometimes given as a reason for hiring foreign-born faculty. A survey was used to explore how the definition and degree of internationalization would vary by institutional mission, goals and size as well as by the interests and expertise of key administrators and staff. None of these factors accounted for the survey results. Instead, the results indicate inconsistencies in institutional definitions of internationalization and in the implementation of resulting programmes. These inconsistencies may be a reason why foreign-born faculty can receive a mixed reception and encounter varied support on US campuses and raise a number of issues for further research on the discourse of contemporary US higher education.  相似文献

Using a case study from Ethiopia, this article examines the ways in which climate information and economic development interact in climate adaptation programmes. Microinsurance programmes have become very popular as an adaptation strategy but there has been little attention paid to the social, economic and political aspects of implementation. Examining one case in relation to the broader literature on climate adaptation projects suggests that greater attention needs to be paid to existing coping strategies, introduction of additional market risks, local capacity building and the socio‐political context of implementation. Climate change cannot be viewed as a technical problem only; it has a social dimension as well.  相似文献

The International Monetary Fund (IMF) and the World Bank (the Bank) are now regularly accused of being secretive, unaccountable and ineffective. Not only radical non-governmental organizations (NGOs) but equally their major shareholders are demanding that the institutions become more transparent, more accountable and more participatory. Accountability, in particular, has become the catchcry of officials, scholars and activists in discussing the reform of the institutions. Yet few attempts have been made to dissect the existing structure of accountability within the international financial institutions (IFIs), to explain its flaws and to propose solutions. That is the aim of this article. The first section examines the structure of accountability planned by the founders of the IMF and the World Bank. The second section discusses the defects in this structure. Section three analyses recent attempts to make the institutions more accountable. The conclusion offers some recommendations for improving the institutions, and a warning about the limits of accountability at the international level.  相似文献

This paper discusses Early Ironworking (EIW) pottery traditions of the southern coast of Tanzania. The beginning of the trend toward settled village communities in large parts of southeastern Africa was assumed to result from the southward movements of Bantu speakers who are presumed to have introduced the earliest evidence of domestication and sedentary behaviour, as well as iron- and pottery-making skills. The corollary of this was that the earliest settled villages of the coast were considered to have been of the Kwale tradition, which is a coastal variant of EIW ceramics that dates from the third and fourth centuries ad on the northern and central coasts of eastern Africa. Recent studies on the southern coast of Tanzania have revealed an EIW pottery tradition with a strong resemblance to the Nkope tradition of the southwestern interior, corresponding to the woodland belt on the southern edge of the equatorial forest zone. The temporal pattern of this tradition does not suggest any direction of movement but rather an axis of interactions between the coast and interior, at least since the last millennium bc.  相似文献
