Abstract

Microfinance does not reduce poverty, but it does successfully construct economic relations between owners of capital and borrowers of capital, allowing surpluses to accumulate through finance. It does so by drawing on the agency of financialised civil society actors who facilitate financialisation by working around the state to build new markets in finance and other goods. This article understands financialisation as the expansion of the frontier of financial accumulation. Microfinance is shown to achieve this expansion by establishing credit-based linkages between owners and borrowers of capital, allowing surplus accumulation to take place via the credit relation. Underlying this material relationship, there is also a level at which financialisation motivates and pressures civil society actors to bring microfinance to the poor. By becoming financialised agents themselves, civil society organisations act as conduits for an expansion of financial markets and the construction of new market relations for other goods. A case study of microfinance for water and sanitation in India shows in detail how this construction of markets via civil society works in practice, highlighting the pressures and opportunities presented by microfinance as a vehicle for building markets.  相似文献

Abstract: This article analyses the gendered contradictions of microfinance's celebrated “double bottom line” of social and financial impact. The example of microfinance is used to illustrate the gendered and colonial constructions of “risk” and “responsibility” that underpin neoliberalism and its gendered paradoxes. After revisiting the discursive critique of these terms, I draw on how indigenous women participating in a microfinance institution in Bolivia describe their experience to suggest how gendered ideas of risk and responsibility are framing their negotiation of and resistance to the market. While the gendered and colonial construction of risk creates dynamics that perpetuate indigenous women's exclusion from the market, the terms of the resistance and use of the intervention also challenge feminist critiques of neoliberal governmentality developed mostly with reference to advanced modernity and welfare regimes.  相似文献

Abstract

Dark tourism, which deploys taboo subjects and commercially exploits the macabre, has always raised moral conflicts at a collective and individual level while providing new spaces in which morality is communicated, reconfigured and revitalized. Although earlier studies in dark tourism have focused upon the collective notions of morality with a considerable amount of discussion on the comprehension and the manner in which the history and information of dark tourist attractions are presented for tourist consumption, the individual differences of tourist morality and how tourists morally engage with death and its various forms of representation, has been neglected. In order to understand morally transgressive behavior displayed by tourists at emotionally sensitive or controversial sites and the various ways they justify their actions, the narratives of international tourists who are interested in death-related rituals at a cremation ground in India were collected and analyzed. Drawing upon a socio-cognitive theory, the moral mechanisms involved in tourist judgment towards photography of death-related rituals are discussed. It was observed that the cremation ground offers a liminal space for tourists to exercise their moral agency in an inhibitive form, as well as proactive form and that transgressive behavior among tourists is likely if they disengage from processes related to moral conduct using various moral disengagement mechanisms. This behavior arises due to an obscuring and fragmentation of human agency during moral disengagement thereby making it possible for tourists to not take ownership of the consequences of their actions.  相似文献

In an era of globalisation the 'global' is very much implicated in the 'local'. Local events like conflicts therefore need to be understood in the context of the dynamics of globalisation. This paper argues that neoliberal globalisation undergoes a thorough grounding in accordance with the pre-existing socio-cultural and economic specificities of places, which impact upon inter-community alienation and conflict. Using four case studies from a Hindu–Muslim conflict in a neoliberalising city, Ahmedabad, India, this paper illustrates how open market policies are implicated in local industrial restructuring and urban renewal that simultaneously utilise place-specific ethnocentrism to exclude and fragment the poor.  相似文献

The present article aims to contribute to the global history of the First World War and the history of ‘imperial humanitarianism’ by taking stock of the Indian Young Men's Christian Association's Army Work schemes in South Asia, Europe and the Middle East. The outbreak of the war was hailed by some American secretaries of the Y.M.C.A. working in India as presenting overwhelming opportunities for their proselytising agenda. Indeed, the global conflict massively enlarged the organisation's range of activities among European soldiers stationed in South Asia and for the first time extended it to the ‘Sepoys’, i.e. Indian and Nepalese soldiers serving in the imperial army. Financially supported by the Indian public as well as by the governments of Britain and British India, the US-dominated Indian Y.M.C.A. embarked on large-scale ‘army work’ programmes in the Indian subcontinent as well as in several theatres of war almost from the outset, a fact that clearly boosted its general popularity. This article addresses the question of the effects the Y.M.C.A.'s army work schemes had for the imperial war effort and tries to assess their deeper societal and political impact as a means of educating better citizens, both British and Indian. In doing so, the article places particular emphasis on the activities of American Y-workers, scrutinising to what extent pre-existing imperial racial and cultural stereotypes influenced their perception of and engagement with the European and South Asian soldiers they wanted to transform into ‘better civilians’.  相似文献

This essay argues that to understand Foucault's attraction to neoliberalism, we must understand the elective theoretical affinities that he perceived between this current in economic thought and one of the central elements of his own philosophical project: the critique of humanism or “anthropologism” (that is, the tendency in modern thought to sift all knowledge through human knowledge). Specifically, the essay examines moments in Foucault's 1978 and 1979 lectures when Foucault clearly refers to the arguments of his earlier work, The Order of Things, the locus classicus of his philosophical antihumanism. In particular, Foucault claimed that economists of the Chicago School developed a theory of labor that escaped the limitations of the “anthropological” theory of labor associated with Adam Smith, David Ricardo, and Karl Marx. He also interpreted the notion of homo oeconomicus and Smith's idea of the market's “invisible hand” as critiques of the characteristically modern attempt to make transcendental claims on the basis of human nature. The essay concludes by asking if Foucault's philosophical antihumanism provides an adequate vantage point from which to critique contemporary capitalism.  相似文献

Abstract: In the UK there has been a proliferation of agencies at differing regulatory scales as part of the rescaling and restructuring of the state by New Labour, following the neoliberal policies of previous Conservative governments. This raises questions concerning the extent to which New Labour's urban state restructuring is embedded within neoliberalism, and the local tensions and contradictions arising from emergent New Labour urban state restructuring. This paper examines these questions through the analysis of key policy features of New Labour, and the in‐depth exploration of two programmes that are reshaping urban governance arrangements, namely Local Strategic Partnerships (LSPs) and New Deal for Communities (NDC) programmes. We conclude that New Labour's restructuring is best understood in terms of the extended reproduction (roll‐out) of neoliberalism. While these “new institutional fixes” are only weakly established and exhibit internal contradictions and tensions, these have not led to a broader contestation of neoliberalism.  相似文献

Using the methods of textual analysis and in conversation with both Latin American cultural studies and queer studies, the essay examines the ways that Pedro Lemebel’s diverse body of work – ranging from live performances, fiction, non-fictional crónicas, and interviews – engages the limits of subversion in neoliberal times. On the one hand, Lemebel’s work has been routinely framed in terms of its subversion of gendered, sexual, and political norms. On the other hand, scholars and commentators have not deeply engaged the many ways that Lemebel’s own work comments on and represents the challenges of producing subversive cultural productions in a globalized, late capitalist environment in which subversion, including his own, can be undone precisely when it is most celebrated, valued, and commodified. Reading Lemebel’s commentaries and interviews as producing cultural criticism that complements his better-known crónicas’ and performances’ ideological narratives, the essay argues that Lemebel’s oeuvre repeatedly addresses the challenges of performing a delicate dance between resistance and co-optation, given his acknowledged inseparability from the market. Taking Lemebel as a model for this balancing act, the essay ultimately aims to reveal and critique some of the ways that we academics tend to read sexual dissidence as successful subversion without recognizing its complications and limits.  相似文献

Canadian identity is threatened. Canada is first and foremost a state, an institution before being a socio-cultural reality. The country needs the state to survive. Its viability is based both on a healthy economy which ensures prosperity and on the critical role that such prosperity allows the state to assume by redistributing wealth. In the future, the ability of the state to pursue these ends may be seriously reduced and the unique character of Canadian society thus diminished. The dilemma associated with the Canadian-American, free-trade agreement issue is revealing in this light. While free trade seems to be the only solution to maintain a strong Canadian economy, it could at the same time, threaten the very existence of Canada.  相似文献

The paper is a broad, comparative investigation of shifts in the educational rhetoric and policy of three countries over the past two decades. Using England, Canada and the United States as case studies, I argue that the spirit of multiculturalism in education has shifted from a concern with the formation of tolerant and democratic national citizens who can work with and through difference, to a more strategic use of diversity for competitive advantage in the global marketplace. This shift is directly linked with and helps to facilitate the entrenchment of neoliberalism as it supports a privatization agenda, reduces the costs of social reproduction for the government, and aids in the constitution of subjects oriented to individual survival and/or success in the global economy.  相似文献

This paper tells a story of debt within a rural Cambodian family in order to understand how microfinance produces more‐than‐individual financial subjects that are entangled in changing social relations of dependency. We draw upon 20 months of joint ethnographic research in Cambodia, where the microfinance industry is one of the largest per capita in the world. Informed by Judith Butler's notions of precariousness and precarity, we argue that even in the context of deepening financialisation, people's lives remain dependent upon others, especially within families. We analyse how these family relations of dependency are reworked along generational lines and spatially stretched due to precarious economic conditions of indebtedness, household migration, and distant labour markets. We conclude that reframing financial subjectivity in terms of precariousness helps us to analyse the relationship between households and financial markets, as well as inform a critical politics of finance.  相似文献

Abstract: In the last three decades in the advanced capitalist world, the idea of revolution has largely slipped from political view. The neoliberal moment seemed to smother any political possibility other than capitalism, but with that historical phase now itself fading, it may be a good time to revive the idea of revolution if for no other reason than that revolutions do happen. Certainly, the political right is concerned about the possibility of revolts resulting from the social privation resulting, in turn, from the global economic crisis. Abstract: The concept of neoliberalism is explored with respect to the history of the electricity industry and policy in the USA. Rather than view “neoliberalism” as an all‐encompassing form of governmentality or a hegemonic regime, it is instead situated in a political field of competing ideologies, policies, practices, and agents that includes social liberalism, socialism, and cooperativism, with hegemonic and redistributive forms of both social liberalism and neoliberalism distinguished. The field approach enables a dynamic interpretation of the history of the electricity industry in the USA that tracks the relative role of government intervention in the economy, scale shifts in the level of government intervention, and the extent to which the policies favor elite accumulation or redistribution to less favored economic categories. The field approach also enables an analysis of local responses to market restructuring that suggest some examples of redistributive politics, even local socialism, that have emerged as a consequence of marketplace restructuring.  相似文献

Abstract:  International aid is a dynamic bundle of geographical relationships at the intersection of war, neoliberalism, nature, and fear. The nexus between development and security warrants further conceptualization and empirical grounding beyond the instrumentalist and alarmist discourses that underwrite foreign aid. This article examines two such discourses, that of \"aid effectiveness\" and securitization, that serve to frame an analysis of aid to Sri Lanka. Since 1977, neoliberal policies of international assistance have shaped the country's economy and polity, and, since 1983, government troops and militant rebels have been at war. International aid focuses on economic development and support for peace negotiations, but little attention has been paid to the ways in which these agendas intersect to shape donor behavior and aid delivery. Drawing from research on international aid agencies operating in Sri Lanka, in particular the Canadian International Development Agency, the geopolitics of aid are analyzed.  相似文献

In this journal, it has been suggested that citizens practising community gardening “can become complicit in the construction of neoliberal hegemony”. Such hegemony is maintained, it is argued, through the day‐to‐day work of neoliberal citizen‐subjects, which “alleviates the state from service provision”. In this paper we acknowledge that community gardens are vulnerable to neoliberal cooptation. But, even where neoliberal practices are evidenced, such practices do not define or foreclose other socio‐political subjectivities at work in the gardens. We contend that community gardens in Glasgow cultivate collective practices that offer us a glimpse of what a progressively transformative polity can achieve. Enabled by an interlocking process of community and spatial production, this form of citizen participation encourages us to reconsider our relationships with one another, our environment and what constitutes effective political practice. Inspired by a range of writings on citizenship formation we term this “Do‐It‐Yourself” (DIY) Citizenship.  相似文献

A close reading of a neoliberal intervention in policy debates on ‘the regional economic problem’ is used to throw light on this method. When it is compared to economic geography, the neoliberal approach advances a relatively simplified conception of regional economic and social life that pays little regard to their richness, complexity and grounded realities. Correspondingly, this approach encourages a vision of regional policy that normalises and exonerates the spatially uneven outcomes of market forces. This article argues that policy‐makers’ ends in the field of regional development should be alert to the limitations that arise from the neoliberal tendency to override the evidence of empirical complexity in favour of a more simple narrative.  相似文献

This article examines the idea of the neoliberal city. Using the reform of the Detroit River international border crossing between Canada and the United States as a case study, the article explores the extent to which a small- to medium-sized Canadian municipality is capable of developing policy positions that challenge neoliberalism. The conclusion is mixed. Windsor City Council is not advancing policies that present a fundamental challenge to the economic status quo. It does not, for example, challenge the rationale that a new border crossing will facilitate freer trade. Nevertheless, neither are the municipal council's positions completely in line with arguments that municipal governments have no room to advance positions in opposition to major economic interests. The council is advancing policy positions opposed by major local, regional and international business interests. There is, therefore, some evidence of the possibility of local agency within the geography of neoliberalism.  相似文献

In the aftermath of the 2008 financial crisis, neoliberal governments embarked on austerity programs that include reducing public services, imposing public sector wage restraint, and reorganizing public sector working conditions and labour relations. In this context of economic crisis and austerity, populism has risen across North America and Europe on both the right and left of the political spectrum. The rise of right populism in particular confronts unions with key organizational and strategic challenges as neoliberal governments seek to mobilize right populist discourses in their efforts to restructure work and labour relations. Using a socio‐geographic framework, and based on an examination of post‐2008 legislative and policy measures undertaken at the federal, provincial, municipal levels in Canada, this paper explores the nexus between “uneven austerity”, rising populism, and union strategic capacities. We examine this intersection of austerity and populism at multiple scales to reveal the implications for organized labour.  相似文献

This article examines the architectural exhibition associated with the large‐scale Grand Paris urban development project initiated in 2007 by French President Nicolas Sarkozy. Through a close examination of the exhibition, I argue that imaginative representation is crucial to urban transformation, here acting to justify and naturalize neoliberal reforms. While the ten international teams of architects tasked with imagining twenty‐first century Paris presented sometimes radical scenarios, the architectural proposals are also used by the state to secure a sense of regional coherence, to reaffirm the imperative of economic growth, and to deny broad sociospatial conflict. The futural aspect of speculative regional development is redoubled in the prospective architectural visions, thus solidifying the dominance of a marketized mode of urbanization. While this cooption of architectural designs emerges from the unique circumstances of contemporary Paris, it also speaks to the broader promise and limits of imaginative urbanism and large‐scale architectural intervention.  相似文献

Airports are remaking Australian cities as they remake themselves as privatised enclaves of commercial entrepreneurialism. In line with overseas trends towards airport cities, all major federally leased Australian airports now derive a significant proportion of their revenue from non‐aeronautical property development. New land uses such as direct factory outlets, big‐box retailing, and even brickworks have proven most controversial. State governments, local councils, community groups, industry, and professional associations have expressed concerns about these commercial developments with statutory responsibility for development approvals vested solely in the federal government. The paper draws on the concept of ‘actually existing neoliberalism’ to interpret the making of the new market‐driven airport spaces, the controversies which have ensued, and the re‐regulatory interventions of the Commonwealth required to address community tensions. The debate about development of non‐aeronautical activities on federally leased airport land is explored through the lens of the National Aviation Policy Review. The recommendations of this Review aim to incrementally reconfigure the policy commitment to ‘light handed’ regulation but future planning conflicts seem inevitable.  相似文献
