ABSTRACT

For more than 50 years, the Inuit of Nunavik have been subjected to development plans devised in the south by the Government of Canada and Quebec that has a profound impact on Inuit people and their culture. The latest plan, known as Plan Nord, proposes sustainable development for the North based on the protection of 50 percent of the territory. However, the Inuit of Nunavik face many social challenges and this is reflected in the socioeconomic indicators of the region. In order to alleviate these social circumstances, numerous regional and local initiatives are attempting to establish programs better suited to the culture and needs of Nunavimmiut. Examples at the regional level include childcare and midwifery services supported by Quebec. At the local level, initiatives such as the Unaaq Men’s Association and the Innavik Project are making an effort to address local needs. In this paper, following a presentation of the Nunavik governance architecture, we will analyze how local (Unaaq, Innavik) and regional initiatives (Midwifery Program, Childcare, Preparation for Post-Secondary Education, Nunavik Parks) contribute to the sustainable development of Nunavik.  相似文献

ABSTRACT

Inuit have been the subject of research attention since the earliest encounters with Europeans. Using the Foucauldian concept of biopolitics this article explores the history of researcher–research subject relations produced through health knowledge in the region now known as Nunavik. This history is organized in three time periods: The first is the “Ungava” era and is explored in the observations of members of the Hudson Bay Expedition and subsequent mapping efforts. The second “Nouveau Québec” era begins in 1912 when the current borders of Québec were established and lasts until 1975. After a period of indifference, research interest grows rapidly in the post-war period with a focus of social adaptation and culture change. The third era begins in 1975 with the signing of the James Bay and Northern Quebec Agreement. This marks the beginning of Inuit political development within an Inuit-controlled regional governance structure. The conceptualization of three different health surveys during this period shows an emerging complexity in how Inuit health is imagined. An upcoming fourth survey which marks the first time the study of Inuit physical, social, and community health will be initiated by an Inuit-led health authority.  相似文献

ABSTRACT

During the first half of the twentieth century, northern Quebec was under federal jurisdiction. Tired of English Canadian supremacy and increasingly aware of northern Quebec’s considerable natural resources, which could provide a solid basis for future moves toward independence, the Quebec government began to take over responsibility for its northern territories in the 1960s. It established a regional administration to take charge of its northern affairs and sent officers to northern Quebec’s remote communities. For two decades, both governments administered the region and imposed two political systems on the local Inuit. This article is based on lengthy fieldwork and archival research. The historical background is described to show how Nunavik has developed as a political and social entity through its relationships with the Quebec and Canadian governments. This conflictual situation has created tensions in the Inuit community, resulting in political dissensions over the goal of self-government. Finally, this article details how the Inuit have exploited federal–provincial tensions to further their own interests.  相似文献

ABSTRACT

Arctic Quebec is one piece of the puzzle comprising the Circumpolar World. In fact, almost one-third of Quebec’s territory lies within the Canadian Arctic. This geographic fact places Nunavik and its people squarely in economic and political affairs swirling around the Circumpolar World, but so far their political involvement has been minimal. This article explores three main themes: the Arctic nature of Nunavik; Nunavik’s place in the political corridors of the Arctic Council, Canada, and the Circumpolar World; and global warming as a link between these topics, because of its impact on the Arctic environment and peoples and because of the growing interest of non-Arctic nations in the Arctic.  相似文献

ABSTRACT

The article explores the intersection between paramilitary mobilization and nation-building in the area of Thesprotia in north-western Greece. It does so by examining the activities of the right-wing paramilitaries of EDES (Ethnikos Dimokratikos Ellinikos Sindesmos – National Republican Greek League) between the Axis occupation and the early Cold War period. Studies of nation-building in twentieth-century Europe have adopted a state-centric approach. More recent scholarship has questioned this approach and presented a more nuanced picture of the nation-making process. A significant strand of this scholarship discusses the role of non-state armed actors – bandits, paramilitaries and criminal gangs – in this process. The present article contributes to this literature by focusing on an aspect of paramilitarism that has largely been overlooked in the existing scholarship: governance. The article discusses patterns of paramilitary governance and explores the impact of wartime rule in local institutions and civilian security, as well as the political legacies of paramilitarism.  相似文献

ABSTRACT

Today, one in four Inuit live outside of Inuit Nunangat, the Arctic territory incorporating the four northern Inuit land claims regions. With the majority of those Inuit living in cities, the issue of urban Inuit populations is becoming a more prominent focus for policy debate. In this article, I argue that urban Inuit mobility is a historically complex and multilayered phenomenon embedded in, not detached from, the major processes of social transformation affecting Inuit across the Canadian Arctic from the mid-twentieth century on. I use this analysis to explore the diverse formulation of Inuit-specific policy initiatives in Montreal, a task that, I show, is made easier by the Montreal Inuit radio show called Nipivut.  相似文献

ABSTRACT

This article explores the Chinese policies towards the International Criminal Court (ICC) in the context of global governance. Despite China’s fast-growing foreign policy competence, the level of confidence held by China in engaging with global governance systems has not yet fully transmitted to the legal institutions governing human rights issues, and the ICC is such an example. This article examines specific policy concerns of China regarding the ICC in light of China’s engagement with global governance, and some of the traditional concerns that have had an impact on that engagement. It discusses the extent to which these concerns should still be regarded as policy barriers preventing China’s full accession to the ICC in years to come.  相似文献

ABSTRACT

Research on Yellow River flooding and on its governance has always been an important focus on the history of water conservancy in China. In recent years, scholars have reflected on this topic and provided in-depth empirical discussions that reveal the multiple and complex relationships of water management to the state, region, and people. Jia Guojing’s latest research on Yellow River governance during the Qing dynasty is an outstanding example. Based on the intricate relationship between water conservancy projects, local society, and state power, the present article summarizes and evaluates Jia Guojing’s research in the context of China’s “water management history” as conceived using Wittfogel’s Oriental Despotism as a point of departure. In doing so, it points out the long-existing issues in the history of China’s water conservancy and brings in as well those from abroad. The article ends by offering possibilities for further exploration.  相似文献

ABSTRACT

This article aims to shed light on Quebec’s role in cross-border security governance. It exposes the challenges Quebec is facing in this area and what cross-border activities fall within its jurisdiction. The supported hypothesis in this article is that security is subjected to an increasing politicization from the Quebec government in a post-9/11 context, which contributes to the edification of an embryonic “multilevel governance.” If this politicization was noticeable in political statements and international agreements, it seems that it was more driven by conjectural imperatives than a real desire to make Quebec a leader in transnational security. Therefore, there were no diplomatic and financial commitments to make security part of the Gérin-Lajoie doctrine and develop a similar paradiplomacy as in other fields. However, on different technical and bureaucratic levels, transgovernmental relations between certain Quebec governmental organizations, including police corps, and their American counterparts were created. Consequently, they contributed to make continental action more effective, at least in a certain measure.  相似文献

ABSTRACT

Processes of collaborative governance, also known as network structures or joined-up approaches, have been embraced increasingly by policy makers responding to complex and intractable problems. In 2015, a collaborative governance approach was applied in New South Wales to facilitate settlement of 12,000 additional refugees from Syria and Iraq, under the leadership of the Coordinator General for Refugee Resettlement, Peter Shergold. This article examines the success of the initiative, using criteria drawn from collaborative governance and meta-governance literature and evidence from interviews with people working in the refugee sector who were involved in the project. The article concludes that initiative has improved the experience of newly arrived refugees, and identifies some reasons for success, including the existence of a facilitative or collaborative leader. It argues that greater emphasis in collaborative theory be placed on individual capacity, given such a leader’s ability to influence both interpersonal and structural determinants of policy success.  相似文献

This article presents, for the first time in the literature, an inventory of abandoned mining exploration sites in Nunavik, namely the sites containing materials representing a danger to the environment and human health, to lay the foundations for a priority cleanup operation. In this article, the historical context of mining exploration in Canada first provides a backdrop for the research problem. The methodology section then examines the various techniques tested during a pilot project aimed at determining the feasibility of the project at the lowest cost. The final section presents an inventory of abandoned sites and begins an initial discussion of the potential impacts associated with these sites and some of the priority actions envisioned to mitigate these impacts.  相似文献

ABSTRACT

Contemporary debates about poverty and its mitigation often invoke the idea of social inclusion: the effort to increase the capacities and opportunities of disadvantaged populations to participate more fully in the economy, polity, and institutions of developed societies. While practical outcomes have been inconsistent, this idea has been prominent in the social policies of both Canada and the United States. Both generally see themselves as liberal democracies committed to building socially inclusive societies, and both have adopted policies in support of that goal. However, we argue in this article that social inclusion, as presently conceived, fails to comprehend or address the distinctive situation of Indigenous peoples in both of these countries. Our critique focuses on four aspects of social inclusion as applied to Indigenous peoples: the external conception of needs, the individualization of both problems and solutions, the favoring of distributional politics over positional politics, and the conditionality of inclusion. We argue that both Canada and the United States need to reconceive social inclusion in ways that address these issues and that a more capacious conception of federalism may hold the key.  相似文献

Abstract

Archaeological survey data from the northern interior of Banks Island in Canada’s western Arctic builds upon traditional interpretations of past land use to explore the ways in which this landscape was perceived by different groups. The data confirm earlier archaeological, ethnographic, and oral history work which suggest that the area was occupied primarily in the summer months at two separate times in the past: the Palaeoeskimo period and the Inuinnait (Copper Inuit) period. The earlier occupation was less intensive than the latter and both were focused on muskox hunting. Drawing on ethnographic studies of the Inuit in both the early and late 20th centuries, and on the distribution of archaeological camp sites versus hunting sites, a reconstruction is made of the different ways in which men and women experienced and understood the survey area during Inuinnait times. It suggests that the main drainages formed important travel routes, and that while women’s knowledge of the region was concentrated along these corridors and in favorite camping places, men’s knowledge extended into hunting areas beyond their peripheries.  相似文献

Abstract

This article discusses how the European Commission employs cultural policy to facilitate EU enlargement processes. Since 1989 the European Commission has funded cultural programs in accession states as a ‘soft’ complement to its ‘hard’ conditionality. It reflects a more general trend in which the EU employs alternative modes of governance to deal with resistance against EU interference in national affairs. By investing in culture, the EU hopes to stimulate transnational cooperation, economic growth, social cohesion and identification with the EU. However, the outcomes of these investments cannot be predicted. Characteristic for soft policy programs is that participating states are responsible for their eventual interpretation and implementation. By comparing the policies and practices of EU cultural investments in accession states Southeast Europe, and particularly in Serbia, this paper discusses the limits and possibilities of EU funded initiatives to enlargement revealing an increasing governing through soft conditionality.  相似文献

ABSTRACT

In this article, the often conflictual intersection between transnational dimensions of religious social formations and narratives of global governance and national security is interrogated. Concretely, the article examines how the relation, between the transnational activities and commonalities actuated by the Islamic revivalist movement Tablighi Jama’at and the perception that it hosts and nourishes extremist elements, both activates and makes manifest efforts at attaining ontological security. At the heart of the analysis is hence the question of where to locate the limits to the common world as it finds embodiment in contemporary expressions of global governance and transnationalism. By critically engaging the possibility of incorporating the many voices of being human into a singular and all-encompassing framework of human existence, the article moreover builds and expands on Dipesh Chakrabarty’s theorising of ‘subaltern pasts’ and relates it to the seeming need of selfhood to strive towards wholeness, that is, for subjectivity to be securitised. It is, as a consequence, suggested that the identity formation that emerges through Tablighi Jama’at’s comportment, and the controversies that surround it, must be understood as a manifestation of the limits to what narratives of globality might accommodate. By claiming this, the article confirms and furthers extant reasoning on the incomplete and fractured relation between the possibility of a common world and the intrinsic silence of the subaltern within the realms of the international and the global.  相似文献

This article explores the operation of nordicity as a discursive resource in Canadian national identity. Drawing on the late nineteenth-century idea of Canadians as “the men of the north” and therefore having a particular national character, this article examines the way that the Inuit have been drawn into this discursive frame since the 1950s. The key argument advanced in this article is that idealized images of the Inuit as exemplars of “northern people” operate in various ways to affirm a “northern” identity for all Canadians. This claim is explored with reference to the images of Nanook of the North and of the Inuit as “a quintessential Canadian Folk.” Continuities between the nineteenth- and twentieth-century versions of the “northmen” thesis are examined in this article.  相似文献

This article uses two case studies to illustrate the subjection of indigenous peoples’ marine territories to a ‘double jeopardy’ of exclusion — jurisdictional and proprietary — through the legal and administrative practices of European ‘settler’ states in Australia and Canada. While the fiction of terra nullius as a legal rationale for refuting indigenous rights of property and governance has steadily eroded in recent decades, its counterpart mare nullius has proven, so far, more resistant. The authors examine how state conceptions of jurisdiction, property and boundary‐making in coastal areas accomplish the distortion and fragmentation of the coastal and marine spaces of Torres Strait Islanders in northern Queensland, Australia, and of the Cree and Inuit peoples of James and Hudson Bays in northern Que´bec, Canada. Assumptions of land–sea continuity underlie these peoples’ cultural constructions of coastal and marine environments. In examining the progress that each has made in reasserting ownership and control of coast and sea, it seems that recognition and reinforcement of their institutions for managing marine spaces and resources offer the best prospect for reconnecting fractured jurisdictional domains, and for bringing about social equity, environmental protection, and self‐determined regional development.  相似文献

In this Viewpoints piece, we reflect on the process of applying for National Health Service (NHS) ethical approval and governance for research with children in England. We present a case study of our experiences of navigating the Integrated Research Application System (IRAS) for one study, The Hair Study. We argue that, for children’s geographers, getting to grips with the complex processes of applying for NHS ethical approval and governance is important when considering the move towards interdisciplinary working, and engagement with children in underexplored spaces and places, such as: doctors surgeries; hospitals; dentists; and other services commissioned by the NHS.  相似文献

The fertility of the Inuit of Northern Québec went through many changes during the last fifty years. We observe, at first, a decline during the thirties followed by a recovery, in the early forties, stopped momentarily between 1946 and 1956. The fertility reached a summit around 1961 to drop sharply afterwards. In spite of this important decrease, the fertility of the Inuit remains much higher than the generations replacement level.

We will try to relate these fluctuations in the Northern Québec Inuit fertility to the various events that influenced the recent history of this population such as starvations, epidemics, settling process, health improvements and socio‐economic changes.  相似文献
