Abstract

In France and Europe today, claims arise defining so-called Muslim and European ‘worlds’ and labelling them irreconcilable. These claims ignore the intertwined history of France and North Africa. When the six founding members of the European Economic Community (EEC) signed the Treaty of Rome, French administrators still considered Algeria to be a constituent part of France, despite the ongoing war. The Algerian question was central to negotiations for the Treaty of Rome and during them, French officials attempted to inscribe Algeria within the founding documents of the European project through a policy of ‘Eurafrique’. Their partners, eager for France’s signature on the Treaty, accepted a vision of integrated Europe with borders crossing the Mediterranean. This decision raised thorny issues in the months and years to come, first in debates of how or even if the Treaty could be implemented overseas, then when independent Algeria attempted to define its relationship with the EEC. These episodes of negotiation and interaction reveal the centrality of the question of empire to the foundations of integrated Europe.  相似文献

Abstract

This article examines the first debate within the European Economic Community (EEC) over democracy following the Treaty of Rome. The treaty called for the newly created European Parliament to draw up a proposal for direct, transnational parliamentary elections. A plan in 1960 led by Fernand Dehousse emerged as the consensus choice. Charles de Gaulle, however, opposed the plan and succeeded in defeating it. We see during the1960 debate over the Dehousse Plan competing interpretations of democracy in European unity that still frame the issue today. At stake was the democratic character of the new EEC as well as the proper role of the public in the uniting of Europe. Should the public vote on matters of European integration via transnational parliamentary elections, national referendums or neither? By analytically reconstructing the key participants’ democratic worldviews, the article contributes to developing a deeper understanding of the debate over direct elections to the European Parliament, a fuller comprehension of the early life of the Treaty of Rome and a sharper realisation of the essential interconnectedness of the development of the EEC and the resumption of national democracy in post-WWII Western Europe.  相似文献

NATO and its members are beginning to gear themselves up for the summit in Chicago in May 2012. Such summits are always important, especially when they are held in the United States during an election year and in the aftermath of the French presidential elections. This article addresses the issues that are likely to be most prominent at the Chicago summit—NATO's wars; enlargement and Russia; burden‐sharing; and divergent agendas—before drawing some general conclusions. The outstanding question is whether these issues will lead to division within NATO and hence its possible demise—or will they be finessed?  相似文献

This article analyses the emergence in French public discourse since 2010 of the term ‘insécurité culturelle’ (‘cultural insecurity’). It traces firstly the take-up of the term outside France since the 1980s in anglophone written news media. It establishes four received meanings for the term: a ‘pure’ cultural insecurity expressing simply a relation to the arts world; a nationally refracted cultural insecurity that expresses that relation through the prism of relations between nations; an anthropologico-political conception; and a conception related to the human development paradigm. The take-up in France of the term has conformed to the anthropologico-political conception. Developments after 2002 in France created propitious conditions for coupling the semantic fields of ‘culture’ and ‘insecurity’. The term itself was launched from 2010 through the work of two quite different ‘discursive entrepreneurs’ associated with the erstwhile ‘popular left’ current close to the French Socialist Party (Christophe Guilluy and Laurent Bouvet). The article analyses in both linguistic and political perspectives how the expression has been taken up since 2012 in the national press in France. In particular, it explores the debate concerning the purchase of the term on reality, and its current discursive fit with the agendas of the mainstream and far right.  相似文献

This article provides an analysis of President Obama at mid‐term. It looks at the mid‐term elections from the perspective of the political issues that informed the debate, the implications of Republican control of the House of Representatives for both legislation and relations between the administration and Congress, and the policy areas where cooperation and possible progress is possible. The article looks at the Tea Party movement as a collection of single issue and multi‐issue political groups ranging from ‘nativists’ to Christian fundamentalists to the eclectic and unprecedented combination of fiscal and social conservatives seen at Glen Beck's ‘honoring America’ event at the Washington Monument. This broad movement may be seen as a classical revitalization movement, not unlike those described by Anthony F. C. Wallace. It is opposed by another ‘revitalization movement’ namely the ‘American renewal’ promised by Obama as he ran for office in 2008. These countervailing narratives—in effect two different versions of America, one reflecting the Tea Party broadly conceived and the other reflecting Obama's ‘promise’—are seeking political traction among independents. The implications of this struggle are momentous. The prevailing narrative will frame policy going forward on a range of domestic issues and on selected foreign policy questions, which will include the present debate on the Strategic Arms Reduction Treaty (START) with Russia and the upcoming debate on China, which will have even further reaching effects. Finally, this article describes Obama's struggle to frame his policy successes and the ensuing debate in a favourable light. His opponents have sought to limit his progress by presenting him as ‘the other”, an effective but destructive technique that could have longer term effects on the domestic political discourse. However, the author remains an optimist; he believes, together with 50 per cent of Americans, the president is likable, logical and gives a good speech, and that he will be re‐elected in 2012.  相似文献

Current French political discourses contain numerous references to food. The phenomenon began in the late 1990s with the issue of food safety and references to ‘la malbouffe’, as the population became increasingly anxious about the consequences of globalisation. In the 2010s the phenomenon gained momentum, particularly during the 2012 presidential elections as the debate focused on French identity and the place of Islam in France. Today, both the far right and the mainstream right include the issue of food in their discourses. Careful analysis suggests that the Identitaires, an electorally weak but ideologically influential political movement, were ahead of the tide before being followed by the Front National, which focused on the issue of halal meat, and finally other key figures from the former Union pour un Mouvement Populaire. This study highlights how the parties on the right appropriated the theme of food at different times and underscores similarities with regards to their frequent recourse to discursive strategies based on a dichotomy between ‘us’ and ‘them’. The topic of food therefore represents a new strand in the right’s and far right’s traditional discourses on immigration and identity and can be viewed as a new rhetorical tool to mark otherness.  相似文献

This article discusses the ongoing discourses on love that first developed in the 1980s in France as they are articulated through the work of Malek Chebel. It argues that for Chebel ‘love’ contributes to the ongoing negotiation between Islam and the West and of Islam in France/Europe. The article considers his discourse on love within the context of the current debates on French constructions of community and membership and examines how love engages with the question of difference and identity to decentre and de‐essentialise ‘Islam’. It concludes that the negotiation between Europe and Islam involves questioning the role of Maghrebi culture and tradition in defining ‘Islam’ in France.  相似文献

Much has been said since the 2000 presidential election regarding the administration of elections in the United States, particularly about how election administrators are selected and to whom they are responsive. Unfortunately, there has been little research on the different administrative structures that are possible and the preferences of Americans regarding these different administrative options. In this article we present the results from a national survey of American adults in which we asked them their preference for whether elections should be run by partisan or nonpartisan officials, whether the officials should be elected or appointed, and whether the administration of elections should be by a single unitary executive or by an election board. In addition to eliciting the basic preferences of Americans about these administrative choices, we also undertake a deeper analysis of these data to determine the underlying patterns in support for the different administrative options.  相似文献

The 1949 federal election in Australia is widely regarded as one of Australia's most significant elections. This election ended eight years of ALP government and began a long period of unbroken rule by Liberal‐Country Party governments. Surprisingly, very little has been written about the 1949 election although various authors have addressed themselves to the question of why the Chifley government lost in December 1949. The orthodox interpretation is that Chifley's defeat in 1949 was to do with the issues of ‘bank nationalisation’ and ‘communism’. In this article, I offer a reinterpretation of the connection between political issues and voting behaviour in the 1949 election. Following the theory of Fiorina that voters tend to make their decision on the basis of how a party fares in handling problems in the past, I argue that the Australian electorate in 1949 responded negatively to Chifley's handling of the general economy and his policies on two crises in 1949 — the national coal strike and the dollar crisis.  相似文献

This article examines the specificity of rural France in Europe and assesses the nature of the new challenges confronting it. Discussing the changes affecting the peasant world and French rural society, it aims to provide a balanced picture of the agricultural question by linking it to the issue of ruralité. Rural France has now become an object of debate not only for French society, but also for the future of European agriculture. The article also analyses to what extent France remains original in its position as the most ‘rural’ of the western European states by examining its relationship to its territoire and its integration into a global economy.  相似文献

Abstract

The relationship between religion and the presidency impacts both the viability of candidates and the manner in which decisions are made in the voting booth. Today we are living in culture where religion is front and center in politics. This article examines the role of religion in political discourse with special attention to the 2012 presidential election. It focuses on the manner in which religion and politics have become inextricably interwoven in the past sixty years. It begins by establishing the role of religion in the broader political arena. The article then turns to the manner in which religious identity and participation influence voting patterns, and how religious affiliation shapes the office of the presidency. The conclusion offers some reflections on the future of religion in presidential politics, an issue that will continue to be a significant factor in how and why voters support and marginalize particular candidates.  相似文献

ABSTRACT

Migrant street prostitution in France has increased since the 1990s, largely as a result of the ease of movement facilitated by political shifts in Eastern Europe opening up national borders and the arrival of greater numbers of prostitutes from Africa and China. These often precarious migrations have generally been made by cisgender females; although, a comparatively smaller (but progressively significant) number are transgender. The representation of this latter group is explored in this article through four documentary/docufiction films that respectively recount what can be described as the sequential stages of geographical mobility (i.e. pre-migration, migration, and post-migration). Motivated by the concern that more particular voices within the ‘queer community’ are insufficiently represented, the focus here will be on how this group of transgender migrant prostitutes articulate a sense of ‘home’. Analysis is framed through Sara Ahmed’s notion of ‘home’ as ‘skin’, a porous space that blends the static and the mobile, the ‘here’ and ‘there’. The selected texts disarticulate the epistemology of prostitution in gendered terms and dislocate the transgender body from material associations that link successful migration with the movement from one place and body to another.  相似文献

ABSTRACT

This article aims at focusing on four main features of the European elections that were held on 26 May 2019. Firstly, it analyses electoral turnout, both from a diachronic and a geographical point of view. Secondly, it presents electoral data and identifies winners and losers of the vote, not only by comparing 2019 E.U. results to 2014 E.U. results and 2018 political results, but especially focusing on the territorial dimension of electoral dynamics. Thirdly, it discusses flows of vote in five Italian cities (Brescia, Turin, Florence, Naples, Palermo), in order to give a clearer picture of how citizens (potentially) changed their electoral preferences from 2018 to 2019. Fourthly, it focuses on preferential vote, with the aim of distinguishing between parties characterized by ‘micro-personalization’ and ‘macro-personalization’. On many of these aspects, the 2019 European elections in Italy can be understood on the basis of the well-known ‘second-order election theory’. Yet, there are also interesting empirical findings that deviate from this pattern, among which the electoral success of the League – one of the two parties in government at the moment of the elections – merits further attention and can be mostly explained on the basis of government political action. That same electoral success, in addition, represented one of the causes that led to the end of the so-called yellow-green government in August 2019.  相似文献

The aim of this article is to provide an appreciation and analysis of the expatriate connectivity of Italian and French citizens from their place of residence in Australia through their respective elections in their home countries. Specifically, the article examines the case of Italians in Australia voting in the 2013 Italian elections and equally that of French citizens in Australia voting in the French presidential and the following legislative elections in 2017. The article examines the voting patterns there might be between those voting in their home country (Italy and France) and those voting in external electoral colleges (in this case, the relevant Australian college). The article shows that those living abroad—in this case, Australia—provide different political choices and less surprising low voting participation compared to the domestic districts. It also highlights that the transnational community can be, and is, influenced by the political context of their host country, which will be different from that which occurs in their home country.  相似文献

This article applies Maurice Duverger’s 1964 thesis of the éternel marais to the French party system following Emmanuel Macron’s victory in the 2017 presidential election. Duverger argued that for around 80 per cent of the period from 1789 to 1958, France had been governed from the centre, which he called the marais, with power shifting not between the left and the right, but between governments of the moderate left and the moderate right. At the time, Duverger believed that this tendency might be about to end due to social change and the then recent introduction of the direct election of the president that created the potential for a bipolarisation of the party system. In retrospect, Duverger’s argument was very prescient. We update his figures to show that from 1959 to 2017 marais governments all but disappeared. However, Macron’s election seems to mark a change. We show that there has been a return to a Duverger-style marais government. Moreover, Macron’s election has challenged the established bipolarisation of the French party system, suggesting the potential for a new three- or four-pole system. In this context, we argue that the chances of a return to a new and ongoing period of marais governments are high.  相似文献

Abstract

This article examines the question of policy towards the Jews in the Italian occupied zone of southern France from 1940 to 1943. It develops the argument that in the World War II the Alps constituted a clearly demarcated geographical area that for Jewish refugees from all over Europe promised shelter and safety. A number of ‘exemplary cases’ (for example that of Angelo Donati) as well as an unpublished document relating to the case of ‘residence forcée’ in St Martin Vésubie, provided the opportunity for comparing different interpretations of Italian attitudes towards the Jews in those years.  相似文献

ABSTRACT

On 11 May 2014, voters in New Caledonia went to the polls to elect representatives to three provincial assemblies and the national congress. The election results reaffirmed the division between supporters and opponents of independence, as New Caledonians move towards a self-determination referendum scheduled before the end of 2018. The election results confirmed longstanding regional and political divisions. In the rural north and outlying Loyalty Islands, the FLNKS independence movement holds sway. In spite of a united mobilisation by a pro-independence coalition in the Southern Province, three competing anti-independence parties dominate the Southern assembly. The campaign highlighted issues that will dominate political debate in coming years: electoral reforms, economic and fiscal policy, the key role of nickel mining and competing alternatives to ‘exit’ the 1998 Noumea Accord. In the incoming congress, 29 conservative opponents of independence face 25 members of independence parties. This balance of forces in New Caledonia's political institutions and divisions within the loyalist camp means tension will be ongoing as the country moves closer to the scheduled referendum on self-determination – especially as France seeks to maintain its status as a midsized global power.  相似文献
