Abstract

French support for European (EC/EU)-level macroeconomic policy coordination has been driven by remarkably consistent preferences since the 1950s. With the exception of the de Gaulle decade (1958–1968), French governments have sought European-level mechanisms for balance of payments support. This article sets out to explain these remarkably stable French preferences on European-level macroeconomic policy coordination over time through a combination of an interest-based analysis referring to structural and competitive weaknesses of the French economy and an ideational explanatory analysis focused upon French Keynesian thinking on symmetrical adjustment of both deficit and surplus countries. French preferences align largely with the concept of ‘embedded liberalism’. This article also interprets a number of developments in EU-level economic governance in response to the banking and sovereign debt crises that provided a policy window for France to move European-level mechanisms and institutions towards long-held French preferences.  相似文献

Abstract

As well as marking 60 years since the signature of the Treaty of Rome, 2017 will see the 10th presidential election of France’s Fifth Republic. The overlap between the question of Europe and the election to France’s highest office provides the framework for this article to explore the development of the European debate in France. Prior to 2012, and despite the increasing and undeniable salience of it for French domestic concerns, the question of Europe is widely considered to have been a secondary issue in presidential elections. Focusing in particular on the period since the pivotal debate and referendum on the Maastricht Treaty and the intervening transition from ‘permissive consensus’ to ‘constraining dissensus’, this article will explain how and why Europe has seemingly defied logic to remain on the margins of successive election campaigns, before presenting the 2012 presidential elections as a game-changer on how the question of Europe featured. The conclusion offers a discussion on the ramifications for future presidential elections, starting with that of 2017.  相似文献

This article examines the growing importance of the concept of rural heritage in contemporary France by exploring its creation and institutionalisation through French cultural policies. The French state has sought to define rural heritage as a social and economic tool enabling different social categories to promote rural France as a new object of consumption mainly aiming at urban society. The concept of rural heritage has become the object of an intense appropriation by the declining farming industry, which uses it as a mean to create a new relationship with its territory. Considered as an ongoing and future project, rural heritage remains a major issue for the future of French society as a whole.  相似文献

This article traces the development of European ideas of peace and unity from the time of Desiderius Erasmus to Immanuel Kant. The argument will be made that these ideas, which were initially strongly determined by Christian religious thinking, gradually changed, and from the seventeenth century onwards were put forward in more political and legal terms. Erasmus's way of reasoning about peace and war was still strongly influenced by his firm orientation on the New Testament and the teachings of Jesus Christ. Emeric Crucé, a French writer, was of the opinion that all human beings in the end had God in common, and so had to live peacefully together. Duc de Sully was one of the first not to argue as a religious man but as a politician: a system of balance of power could bring international stability. According to the English Quaker William Penn and the French Abbé de Saint-Pierre only the acceptance of international rules of justice could produce everlasting peace. Immanuel Kant finally directed attention to the form of government and to the founding of a federation of free republics. So God seems to have disappeared from Europe?…?but with what consequences for today?  相似文献

Considering the relations of two neighbouring countries with a difficult past and separated by ideological barriers, this article takes a look at the relations between Italy and Yugoslavia in a long perspective during the Cold War. The aim is to portray the development of relations from enmity after the Second World War to good neighbourly relations in Cold War Europe. Including new archival sources of Yugoslav origin, the article shows how mutual relations between Italy and Yugoslavia developed, considering the importance of economic factors, political ambitions, but also the impact of diplomatic agents and political leaders for cooperation on the Adriatic. Taking the international environment into account, the article shows that many developments leading to détente in Europe had indeed their precursors on the Adriatic. This makes the development of relations between Italy and Yugoslavia a success story during the Cold War which has hitherto not been thoroughly acknowledged in historiography.  相似文献
