The post‐Suharto ‘Reform Era’ has witnessed explosive revitalization movements among Indonesia's indigenous minorities or ‘customary’(adat) communities attempting to redress the disempowerment they suffered under the former regime. This study considers the current resurgence of customary claims to land and resources in Bali, where the state‐sponsored investment boom of the 1990s had severe social and environmental impacts. It focuses on recent experiments with participatory community mapping, aimed at reframing the relationship between state and local institutions in planning and decision‐making processes. Closely tied to the mapping and planning strategy have been efforts to strengthen local institutions and to confront the problems of land alienation and community control of resources. The diversity of responses to this new intervention reflects both the vitality and limitations of local adat communities, as well as the contributions and constraints of non‐governmental organizations that increasingly mediate their relationships to state and global arenas. This ethnographic study explores participants’ experiences of the community mapping programme and suggests its potential for developing ‘critical localism’ through long‐term, process‐oriented engagements between communities, governments, NGOs, and academic researchers.  相似文献

ABSTRACT

Participatory governance practices are enjoying popularity, not least in local government. This is driven by legislation that requires councils to undertake some of these processes; also by communities and practitioners – parties that derive income from participatory governance. An industry is emerging: one characterised by demand and supply, with frameworks, strategies and processes, training and conferences. This industry warrants investigation so that its impacts upon local democracy can be understood. Following a theorisation of local democracy and community engagement, the paper describes the community engagement industry, presenting evidence about council activities, providers and professional associations to establish that the commercialisation of engagement is a significant phenomenon in Australian local government. Possible risks to local governance and local democracy are explored.  相似文献

There is increasing interest in understanding China's environmental governance through the lens of governmentality. This article contributes to that discussion by using the Foucauldian analytical apparatuses of discipline and security to understand China's governance of farmland. It argues that the Chinese state applies these two apparatuses simultaneously: on the one hand, it disciplines and deters local states from illegal land grabs by utilizing surveillance tools such as remote sensing and national land surveys; on the other hand, it relies on indirect governance through the land quota market to achieve grain security, transforming both local states and peasants into autonomous market players, and reconstructing China's rural landscape by launching mass peasant relocation programmes. The study also reveals the contingent effects of those power tactics: the state's governance is compromised by the local states’ counter‐conduct, such as data fabrication and concealment, and by the peasants’ denial of their new subjectivity as market players. When the tactics are effective, as in the case of local states actively assuming roles of land quota producers and traders, the villages and peasant households suffer from deprivation of land rights.  相似文献

The concept of rural network governance can include different practices, and it is important to gain insight into governance role formation processes. The ability of rural municipalities to effectively perform their role as governance network actors is significantly influenced by municipal organization and norms. Small differences can have big consequences and lead municipalities into different types of governance network roles. This is important to consider in situations where rural communities are facing imbalances and the municipalities increasingly are expected to engage in new roles and take more responsibility for local development. Effective strategies for using local network structures can help rural communities achieve sustainable development. We develop four different governance network models and discuss how the municipal authorities and citizen groups in two rural communities in Setesdal, Norway, perceive the current governance role of the municipality as well as their views on how this role ideally should be performed. We conclude that explanations for the different strategies relate mainly to norms and processes that are endogenous to the communities, which may indicate that rural municipalities have a great deal of autonomy in deciding how to use local network resources.  相似文献

This paper explores the ways in which local communities are articulating, negotiating and contesting relationships with place. It does this through a case study of place contestation in the Barmah-Millewa Forest, in south-eastern Australia. A Native Title Claim by the local indigenous community to land and inland waters was heard in the Australian Federal Court while this research was conducted. This has provided an avenue through which to explore the politics of place and identity in contemporary Australia. Recent theoretical discussions of place and identity and their manifestations in Australia are discussed in this paper. Through the case study, the paper demonstrates the complex and problematic ways in which place and identity can be constructed in Native Title Claims, and the intense and unsettling politics of claims to 'belonging' that result. It argues that whilst there is a need to recognize the desire for profound attachments to place of all Australians, we must be mindful of the political ramifications of the particular responses of local communities. The paper concludes that ongoing interdisciplinary and theoretically informed empirical research is necessary to understand the complex context of people-place relationships in settler societies.  相似文献

Abstract

This paper explores the case of the Khami archaeological site, whose degradation by the local communities in recent years was as a result of socio-economic problems caused by the collapse of the Zimbabwean economy combined with the inability of the Zimbabwean government to support the site. We argue that the negative attitude by the local communities towards the management of cultural heritage sites is embedded in the colonial history of the country, and has been driven by the socio-economic difficulties emanating from the collapse of the Zimbabwean economy in recent years. We begin by explaining the history of Khami, its architecture, and the local communities residing around it. We then show and assert that the subsequent degradation of Khami and the landscape around it by the local communities is linked to the socio-economic problems of the country and poverty, which emanated from the collapse of the Zimbabwean economy. In the end, we contend that the economic constraints are part of the reasons why the local communities have from time to time failed to respect the importance of protecting cultural heritage sites in the country.  相似文献

Abstract

In a zone of improved upland pasture some 2 km east of the Cistercian monastery of Strata Florida (Ystrad Fflur), Ceredigion, are the earthwork remains of a 'sheepcote' and four abandoned medieval farms, one probably originating as a monastic sheep-handling station. Documentary evidence and field observation suggest that these farms have preserved their late-medieval forms in a relatively unmodified state. Three were apparently situated along a contemporary ffridd boundary (head dyke) that separated a zone of pasture and perhaps arable land from mountain pasture. We cannot establish the relationship between the 'sheepcote' and the 'farms' through field observation alone, nor do we know the absolute age of the ffridd boundary. Our paper describes and briefly discusses the character and local context of the area defined by the latter. The pattern of land-use is comparable to that in Swaledale (North Yorkshire), an area that has been discussed on the one hand in terms of patterns of townships (hamlets) and their land-use zones, and on the other in terms of monastic enterprise and the identification of 'vaccaries'. In the study of 'monastic landscapes', we risk becoming preoccupied with estate economies and the identification of 'tool-kits', at the expense of dealing with the complexity of relationships between monasteries and local communities.  相似文献

The Uyuni salt flat in Bolivia is a strategic location with a vast deposit of lithium; a key mineral for the production of Li-ion batteries for electric vehicles and energy storage. Over time, the Uyuni salt flat has become a space of contestation and grievances over its mineral resources, its territorial limits and for the most ambitious State-led project for lithium extraction and industrialization in Bolivian history. The paper aims to interrogate how notions of space ownership are intertwined with the governance of strategic resources such as lithium. Using qualitative primary data collected in Bolivia between 2014 and 2017, I explore the case of the Uyuni salt flat and the territorial arrangements of the nearby region (southwest region also known as the Land of Lipez). By examining the geo-spatial history, this case, I argue, illustrates geo-spatial delimitations are inherently political, contested and co-produced by the surrounding communities to define forms of access to and control of resources and the territory. The co-production of territory and the governance of its resources produces new spatial and political configurations in which there is a growing tension in terms of the recognition of indigenous land rights in spaces where the extractive frontier is expanding and the State maintains and perpetuates power imbalances in the sphere of decision-making. As this case shows, the history, the struggles over the governance of its resources and the land titling process behind reveal a territorial project in constant making and entangled in a political project to control mining of lithium in Bolivia.  相似文献

ABSTRACT

Innovation comprises both novelty and practicability. These two dimensions of innovation correlate partly negatively in our analysis of survey data about planning processes in declining rural districts. As argued in the literature, declining regions need innovative concepts beyond traditional counteracting strategies to ‘shrink smart’. Competitions are suggested as feasible-to-initiate innovative local concepts by the state. The German Federal Ministry of Food and Agriculture invited 39 particularly affected rural districts to participate in such a competition among the best concepts. We address the questions of how the districts dealt with the requirements for novelty and practicability in their concepts and how the rules of competitive bidding procedures influence those concepts. Answering these questions, we conducted a survey and statistically tested hypotheses deduced from governance and innovation theory. Moreover, we analysed the bidding documents. The results show that most districts came up with hardly novel and only partly practicable concepts because the organization of the competition, and local bargaining processes impede innovation. Furthermore, the ministry’s requirements for the competition overburdened local actors with a lack of resources in declining regions. As a policy implication, we propose to integrate external experts in local networks and to accompany declining regions over a longer time instead of short-term competitions and projects.  相似文献

This paper studies if intensity and recentness of wartime violence is related to the trajectory of post-conflict agricultural development. We consider the case of Mozambique, where the government has made agricultural concessions to corporations, as well as land grants to communities. These uses may stand in competition with one another, and we test if violence affects the awarding of concessions or land grants. We analyze district-level, GIS-generated data on concessions, grants, and civil war events. We find wartime violence intensity is associated with more concessions and fewer grants. We conversely find recentness of violence is associated with fewer concessions and more grants. Embedding our empirical analysis in a community resilience framework, we suggest the intensity of wartime violence may erode local institutions – be they traditional governance structures, or agricultural cooperatives seeking community lands – or limit their access to government bodies and local NGOs tasked with vetting, delimiting, and monitoring proposed concessions. Paradoxically, recentness violence may mobilize those same institutions.  相似文献

In this paper, based on the case study of the aerospace cluster of the Basque Country (Spain), we aimed at analysing how local industries develop a new specialization, that is, how a cluster emerges, and how it evolves over time. For that purpose, apart from considering local factors (both forces that are internal to the cluster and to the territory), we explicitly consider the role of institutional and technological changes, and how they affect industry structure and governance patterns of global value chains (GVCs). We observe that global-scale regulations (deregulation and competition policy) and technological change, together with local factors such as the existence of anchor firms, local policies, related variety and social capital at regional and cluster levels played a significant role in the emergence of the cluster and how it became inserted in the GVCs. Later on, the development of suppliers' capabilities also had a relevant role in the evolution of the governance patterns of GVCs.  相似文献

Abstract

Recent, dramatic spatial development trends have contributed to the consolidation of a unique territorial governance landscape in the Baltic States. The paper examines the transformation of this evolving institutional landscape for planning practice and knowledge, which has been marked by the disintegration of Soviet institutions and networks, the transition to a market-based economy and the process of accession to the EU. It explores the evolution of territorial knowledge channels in the Baltic States, and the extent and nature of the engagement of actors' communities with the main knowledge arenas and resources of European spatial planning (ESP). The paper concludes that recent shifts in the evolution of these channels suggest the engagement of ESP has concentrated among epistemic communities at State and trans-national levels of territorial governance. The limited policy coordination across a broader spectrum of diverse actors is compounded by institutionally weak and fragmented professional communities of practice, fragmented government structures and marginalized advocacy coalitions.  相似文献

Exploring the implications of a recent discovery in NW Honduras, this paper considers the ethical dilemma that arises when an archaeologist's responsibility to disseminate information conflicts with her/his commitment to protect cultural resources. The evident failures of international peacebuilding and statebuilding interventions (PSBIs) have recently prompted a focus on the interaction between interventions and target societies and states. Especially popular has been the ‘hybridity’ approach, which understands forms of peace and governance emerging through the mixing of local and international agendas and institutions. This article argues that hybridity is a highly problematic optic. Despite contrary claims, hybridity scholarship falsely dichotomizes ‘local’ and ‘international’ ideal‐typical assemblages, and incorrectly presents outcomes as stemming from conflict and accommodation between them. Scholarship in political geography and state theory provides better tools for explaining PSBIs’ outcomes as reflecting socio‐political contestation over power and resources. We theorize PSBIs as involving a politics of scale, where different social forces promote and resist alternative scales and modes of governance, depending on their interests and agendas. Contestation between these forces, which may be located at different scales and involved in complex, tactical, multi‐scalar alliances, explains the uneven outcomes of international intervention. We demonstrate this using a case study of East Timor, focusing on decentralization and land policy.  相似文献

The state has the power both to enable local communities to regulate land usage, as well as to override local jurisdictions' zoning policies. In Massachusetts, two pieces of legislation have empowered the state to override local land use control for the purpose of constructing two types of facilities: low and moderte income housing and hazardous waste treatment facilities. Both initiatives have stimulated considerable debate and controversy. This paper provides a framework or “test” for understanding the relative appropriateness of state overrides in general. In addition, the two Massachusetts case are discussed and analyzed according to these criteria.  相似文献

This study examines traditional fisheries-related resource management through a case in which local communities, from a basis of customary, ‘common property’ control over the sea and its resources, handle a multitude of development issues. Presenting first some important issues relating to people's role in fisheries management and to the ‘common property’ debate, the article then describes a traditional system for management of land and sea resources in a Pacific Islands society; that of Marovo Lagoon, Solomon Islands. Emphasis is given to fisheries resources, with a view to explaining in practical terms how a system of customary marine tenure operates under the wider social, political, economic and ecological circumstances of change arising from development pressures. Against this background, assessments are made of the viability of this traditional fisheries management system under present conditions of state control and of both external and internal pressures for large-scale resource development enterprises.  相似文献

In Aotearoa New Zealand, as elsewhere, partnership programmes overtly targeted to the strengthening of local communities are developing in a range of institutional sites. This development, it is claimed by some, moves social governance well beyond the narrow, market‐oriented, contractualism of earlier forms of neoliberalism, and into a new era of joined up, inclusive governance. Here we highlight the emergent role of "strategic brokers" who do the grounded joining up of governance in this new partnering ethos. Drawing on the findings of a large project on local partnerships in Aotearoa New Zealand, we show how community activists have played a distinctive historical role in shaping the form that local partnerships take. We then turn our attention to the current context, examining the rise of mandatory partnership working and the implications of this for community activists. We highlight key aspects of new forms of gendered professionalism, including the need to have both knowledge of and knowledge about communities. In outlining the historical development and current scope of strategic broker roles, we ask what we can learn about the nature of would‐be "post‐neoliberal" social governance.  相似文献

In Central America, drug traffickers are deforesting the region's remaining forests and protected areas through a process known as narco-ganadería, narco-cattle ranching. Drawing on the case study of Laguna del Tigre National Park, this article argues that narco-cattle ranching is a key driver of deforestation in Guatemala's Maya Biosphere Reserve. Using ethnographic and remote-sensing methods, we describe narco-cattle ranching's money-laundering practices, its territorial dynamics, and its environmental impacts. We draw on theorisations of “political forests” to explain how drug trafficking organisations transform land use in the reserve, and along the way, remake its ecology, territories and subjects. Our work illustrates that drug policy is inextricably linked to conservation policy in the Americas. More specifically, we argue that community-based resource management improves forest and protected area residents’ abilities to resist drug-trafficking related land use change by strengthening local governance and land tenure regimes.  相似文献

In light of the ongoing urban shrinkage debate, planners stressed the need for new planning concepts and strategies. In this respect, the relevance of involving civil society in governance of urban shrinkage has been emphasized. So far, however these issues have received limited attention. This paper aims to contribute to the debate by investigating (1) how actors in civil society experience urban shrinkage and (2) their perspectives on the governance of urban shrinkage. We study this in two shrinking medium-sized cities: Heerlen (the Netherlands) and Blaenau Gwent (Wales). To answer these research questions, we make use of the concept of social capital. We follow a comparative case study design, primarily basing the analysis on data from 52 in-depth interviews. In the case studies, specific patterns of social capital can be observed: strong place attachment, strong informal participation and weak trust of civil society in local governments. However, the experience of urban shrinkage and the reaction to shrinkage differs. We conclude that understanding shrinkage and addressing it are predominately context related. Explanations based on historical developments and welfare state provisions are offered. The paper ends with reflections on the implications of these findings for governance of urban shrinkage.  相似文献

Provision of public services by state governments rather than municipalities is considered an important urban governance factor preventing deeper levels of socio‐spatial inequality in Australian cities. The paper examines the spatial patterns of investment by the New South Wales state government in a wide range of services and infrastructure in metropolitan Sydney over 28 budget years from 1988/89 to 2015/16. We examined the relationship between volume and type of investment in infrastructure and services, and considered a local area's socioeconomic characteristics, distance from the central business district, and designation as a strategic site in metropolitan plans. Despite an overall redistributive approach favouring relatively disadvantaged areas, the most disadvantaged suburbs in metropolitan Sydney had significantly lower levels of investment. When funding was directed to the most disadvantaged suburbs, it was often in the form of new social housing development, reinforcing both the concentration of poverty and disadvantage in resource access. The findings suggest that this is a case of under‐investment by the state government in areas already populated by disadvantaged communities rather than a market‐driven process whereby disadvantaged households move into poorly resourced neighbourhoods.  相似文献
