Despite the growing literature on the history of European integration, scholars have not reached a general consensus on the rationale for the introduction of direct elections to the European Parliament. This review article analyses representative books and articles through three levels of analysis: the evolution of the European Community institutional framework; the role of national governments; and the contribution of European federalist movements. In doing that, the article highlights the lack of a clear synthesis and the need to investigate the role and perception of the European Parliament before its direct elections. Indeed, the controversy over direct elections demonstrates that, far from being a useless talking shop, the European Parliament was a creative institution and a target for both federalists' hopes and national governments' fears. The former considered the introduction of elections as a trigger to democratise and federalise Europe; the latter suspected to lose their power as the only depositaries of national sovereignty.  相似文献

Abstract

In France and Europe today, claims arise defining so-called Muslim and European ‘worlds’ and labelling them irreconcilable. These claims ignore the intertwined history of France and North Africa. When the six founding members of the European Economic Community (EEC) signed the Treaty of Rome, French administrators still considered Algeria to be a constituent part of France, despite the ongoing war. The Algerian question was central to negotiations for the Treaty of Rome and during them, French officials attempted to inscribe Algeria within the founding documents of the European project through a policy of ‘Eurafrique’. Their partners, eager for France’s signature on the Treaty, accepted a vision of integrated Europe with borders crossing the Mediterranean. This decision raised thorny issues in the months and years to come, first in debates of how or even if the Treaty could be implemented overseas, then when independent Algeria attempted to define its relationship with the EEC. These episodes of negotiation and interaction reveal the centrality of the question of empire to the foundations of integrated Europe.  相似文献

Abstract

As well as marking 60 years since the signature of the Treaty of Rome, 2017 will see the 10th presidential election of France’s Fifth Republic. The overlap between the question of Europe and the election to France’s highest office provides the framework for this article to explore the development of the European debate in France. Prior to 2012, and despite the increasing and undeniable salience of it for French domestic concerns, the question of Europe is widely considered to have been a secondary issue in presidential elections. Focusing in particular on the period since the pivotal debate and referendum on the Maastricht Treaty and the intervening transition from ‘permissive consensus’ to ‘constraining dissensus’, this article will explain how and why Europe has seemingly defied logic to remain on the margins of successive election campaigns, before presenting the 2012 presidential elections as a game-changer on how the question of Europe featured. The conclusion offers a discussion on the ramifications for future presidential elections, starting with that of 2017.  相似文献

Empowering backbench Members of Parliament in order to restore the effectiveness of the House of Commons has been a central theme in Canadian parliamentary reform for at least fifty years, but results are widely seen as disappointing. This article argues that unrealistic expectations, fostered by adherence to a traditional conception of the Westminster model of representative and responsible government, are part of the problem. A modernized conception of parliamentary government, recognizing the House as a forum for competing political parties between elections, could help us to better understand the House and improve its contribution to democratic governance. The proposed approach suggests innovative procedural options for legislative debate, Question Period, and other activities. It also offers a consistent basis for addressing issues such as floor-crossing, coalitions, and prorogations. More broadly, it points to the need for an integrated approach to the House, elections, political parties, public education, and citizen engagement in order to respond to contemporary democratic challenges.  相似文献

The article examines the origins and evolution of Yugoslav policy toward the European Economic Community (EEC) from the mid-1960s until the signing of the Cooperation Agreement in 1980. The signing of the Treaty of Rome and the Community's initial success in the 1960s had a profound impact on the direction of Yugoslav foreign trade. Increased trade relations with the EEC and the domestic introduction of the 1965 Economic Reform proved vital in persuading Belgrade to become the first Communist country to establish diplomatic and trade relations with the Community in 1968. The article argues that these relations in the 1970s became of increasing relevance to the economic and, ultimately, political stability of Yugoslavia.  相似文献

ABSTRACT

This article investigates the patterns of Europeanization of the Italian public sphere during the 2019 European Elections campaign. Europeanization is meant as a multifaceted process. The visibility and salience of the European Union (E.U.) within the public debate is realized by dynamics involving different actors, in terms of interactions, connections and contaminations between different public spheres. The aim of the article is to clarify whether and to what extent the Italian media covered the E.U. during the European Parliament (E.P.) elections campaign and more precisely to assess through which dynamics of Europeanization the E.U. entered the domestic public debate. We relied on data from a human content analysis carried out on 10 Italian media outlets during the seven weeks before election day. Our findings suggest that, compared to 2014, the visibility of E.U. and E.U. related issues is increasing within Italian media coverage. Italian media still maintain a neutral approach to the issue, resisting to Eurosceptic claims from political parties and public opinion. With regard to the Europeanization, we found that media tend to focus on the vertical dimension especially, providing visibility to domestic actors addressing the E.U. and its political actors. Elements of horizontal Europeanization, instead, are mainly referred to events from other E.U. member states, with few connections among political actors. All in all, our results confirm the idea of a growing centrality of the E.U. within national public debate combined with signals of more structured and substantial Europeanization.  相似文献

Aside from bribery and corruption associated with the police and organized ‘vice and crime’, Mr Tony Fitzgerald Q.C. highlighted in his ‘Report’ five criteria as areas of concern over the health and future of parliamentary democracy in Queensland. They were: 1. Decline of Parliament in terms of (a) sitting hours, and (b) consistent refusal by the Premier and Ministers to answer parliamentary questions and to be fully accountable and responsible to Parliament for public expenditures, ministerial expenses and extra‐parliamentary executive decisions; 2. Business deals, joint ventures and other financial transactions between government, its agencies and government favourites; 3. Lavish funding of the governing political party by recipients of its favours; 4. Political ‘stacking’ of the public service; 5. The so-called footnote period in the 1980s is a controversial era in the history of Danish foreign policy. This article shows how footnote policy was not restricted to the North Atlantic Treaty Organization (NATO) area; rather, it reflected a wider parliamentary practice whereby footnotes and parliamentary resolutions were also used as strategies to impose Social Democratic preferences on the official European Economic Community (EEC) positions of the otherwise right-of-centre government. The article provides a nuanced analysis of the policy making in that period, arguing that the relative importance of different explanatory factors in the literature changed in the period 1982–1986. For instance, support is found for the transnational thesis that the Scandilux security-policy forum had some importance in determining the Social Democratic position, especially during negotiations on the Single European Act (SEA) in 1985. In other periods, short-term electoral concerns played a role, for instance in December 1985 and January 1986. However, the Social Democratic positions on the institutional questions in the 1982–1985 period were remarkably stable and could be interpreted as an attempt to maintain internal party cohesion.  相似文献

ABSTRACT

In this article we provide a general interpretation of the results of the 2019 elections of the European Parliament in Italy. The Italian case contains several elements that are, at the same time, ambivalent and interesting, especially if observed in a larger, European-wide comparative perspective. Besides a general interpretation of the vote for the European Parliament, the article discuss also the consequences of the elections results for the transformations of the Italian party system and the patterns of government formation in a context characterized by an increasing process of political integration in a multilevel political system. Finally, we discuss the trend of Euroscepticism in the Italian public opinion and the role played by radical or ‘sovranist’ parties in promoting a feeling of distrust or detachment towards the European Union.  相似文献

A truly democratic European Union seems to have become the graal of European politics, the project's redemptive promise and unreachable horizon. Much has been written about the gap between promise and performance and about the obstacles to EU democratization. Here, we suggest that one way to apprehend the ‘democratic deficit’ debate as it has evolved in the wake of the euro crisis is to think of it as a ‘democratic trilemma’. We argue that European legitimacy requires responses in different realms: first, an acknowledgement of Europe's ‘transnational democratic interdependence’; second, an anchoring of the functionalist European superstructure in ‘national democratic legitimacy’; and third, a grounding of both European and national power in ‘local democratic legitimacy’. While the very notion of trilemma points to the tensions that arise in trying to satisfy these requisites simultaneously, we nevertheless need to look for ways of alleviating the trilemma rather than coming up with democratic magic bullets in a single one of these realms. While our main goal is to reframe and open up the debate around the key concepts of empowerment, mutual recognition and flexibility, we also provide examples of what this may mean.  相似文献

Federalism, or the fear of it, worked as a catalyst in the British pre-referendum debate on Brexit in June 2016. In this paper, we focus on the pre-European integration context and ask what kind of an alternative federalism was seen to afford in British politics during and after the Second World War. We limit our discussion to parliamentary debates, which have only rarely been used as primary sources for studying European integration history. The British Parliament was one of the key political arenas for debates on foreign policy, not just in terms of informing the party lines but also guiding the public discussion. In the early part of the 1940s, the British federalist movement was able to generate political debate on the issue and gain the attention of many leading politicians. We argue that the approach to the use of the concept was politically charged but remained open to various context-based interpretations, which did not eventually lead to any concrete proposals. During the latter part of the 1940s, the majority of British MPs were open to different ways of creating unity in Europe. The emphasis on national sovereignty, however, continued. As a result ‘federalism’, attached to structures for unity, gave way to more pragmatic political solutions.  相似文献

ABSTRACT. Political resistance to European integration in the UK laid important ideological foundations for contemporary English nationalism. The politics surrounding accession to the European Economic Community (EEC) was such that it signalled that accession was a matter of supreme national importance and, via the device of a referendum, it led to the fusing of parliamentary and popular sovereignty. The unfolding of the Thatcherite project in Britain added an individualistic – and eventually an anti‐European – dimension to this nascent English nationalism. Resistance to the deepening political and monetary integration of Europe, coupled with the effects of devolution in the UK, led to the emergence of a populist English nationalism, by now fundamentally shaped by opposition to European integration, albeit a nationalism that merged the defence of British and English sovereignty. Underpinning these three developments was a popular version of the past that saw ‘Europe’ as the ultimate institutional expression of British decline. Thus Euroscepeticism generated the ideology of contemporary English nationalism by legitimising the defence of parliamentary sovereignty through the invocation of popular sovereignty underpinned by reference to the past.  相似文献

ABSTRACT

The aim of the article is to trace the evolution of the Movimento 5 Stelle (Five Star Movement [M.5.S.]) over the last four national elections (the 2013 and 2018 general elections and the 2014 and 2019 European elections). In particular, our goal is to understand how the electoral support for the party changed, in the context of the broad transformations of the Italian electoral geography. In order to accomplish this goal, we investigate the explanatory role of the spatial dimension on electoral support, specifically in terms of geographical zone and municipality size. The M.5.S. is also compared with the two parties that reported the best results in the last European elections: the Lega (League) and the Partito Democratico (Democratic Party [P.D.]). Our results show that the recent European elections do not represent a turning point in the (electoral and geographical) history of the M.5.S.: its territorial rooting in the south of the country and in medium-sized municipalities are present from the 2014 European elections onwards. Interpretations and implications of these findings are discussed in the conclusions.  相似文献

Ten years after the creation of the Common Agricultural Policy (CAP), the so-called Mansholt Plan was the first attempt at radically transforming European agriculture and modernising agricultural structures. Drawing upon archives of national and Community-level farm interest groups as well as records of the European Commission, this article analyses the reactions of farm interest groups to the Mansholt Plan and their strategies to oppose it between 1968 and 1972. It explores the resistance of farmers and their professional organisations to agricultural change. In particular, the article sheds new light on the reasons behind the spectacular failure of the plan and examines the long-term consequences of that failure for farm interest groups, the Commission and the member-states. It scrutinises initial reactions from farm organisations, examines the debates over the family farm (a core economic and cultural element of European agriculture), and discusses the national and transnational lobbying and protest strategies used by farmers to oppose the plan. The article contributes to a deeper understanding of the origins of transnational societal mobilisation in post-war Western Europe and highlights the impact of national and European interest groups in EC-level policy-making.  相似文献

Abstract

This essay moves beyond the limits of the post-September 11 debate over national security versus civil liberties to consider again the possibilities of democratic politics. It briefly surveys three Protestant interpretations of American democracy that have dominated recent debates. These interpretations leave us with the dilemma of having to choose between democratic dissent and the political pursuit of the good. Such a dilemma begs for other interpretations. Martin Luther King, Jr, stands as an obvious but neglected resource. His interpretation of democracy reconciles the pursuit of the good, a substantive politics, with diversity and dissent. This argument requires the retrieval or reconstruction of King's interpretation, which involves an examination of King's religious convictions as well as his engagement in and reflection on the political arena. The essay concludes by suggesting how King's interpretation informs contemporary debates and shapes Christian practice.  相似文献

During the First World War, the legitimacy of established polities was challenged everywhere in Europe. Not only the combatant great powers but also smaller states witnessed a resurgence of constitutional disputes and competing ideological conceptualizations of revolution and reform, the will of the people, democracy, and parliamentarism. While these controversies primarily focused on the future of the national polities concerned, historical experiences and discourses accelerated by the war and the Russian Revolution were transnationally interconnected and contributed to discursive transfers between political cultures. Swedish and Finnish socialists were linked by their internationals, liberals were connected by transnational debates for and against ‘Western’ democracy and parliamentarism, and conservative politicians and academics were involved in ideologically oriented networks. This article reconstructs transnational links and discourses in order to understand the exceptionally confrontational dynamics (which, in Finland, partly led to a civil war) and the outcomes of the Swedish and Finnish constitutional debates in 1917–1919. It examines the nature of the transnational connections of eight Swedish and Finnish conservatives, liberals, revisionist socialists, and far-Left socialists, analysing their argumentation on constitutional questions in published works and parliamentary speeches as illustrative examples of the political groups they represented.  相似文献

Over the past decade, state capacity has increased at all levels, including that of central government, and the emergence of effective government in Italy has proved popular. A second trend has been the reassertion of party government since 1996. Given these two trends, the large parliamentary majority obtained by Silvio Berlusconi's alliance, the Casa delle LibertÀ, might be expected to result in strong party government. In fact, Berlusconi's triumph offers something more and something less than party government, challenging Italian democracy. Nevertheless, as a consolidated democracy, Italy should be able to withstand such a challenge. One stable, democratic outcome to Italy's political transformation would be the consolidation of a Schumpeterian model of democracy. This would require the anomalies of the right's accumulation of powers to be resolved, a process which the left could promote by accepting that strong democratic government is a public good, and by organizing itself to challenge Berlusconi by campaigning to provide Italy with such government through parliamentary competition.  相似文献

In the early 1960s, the Liberal Party employed Toronto-area Member of Provincial Parliament Andrew Thompson as its Ethnic Liaison Officer. Under Thompson’s operation, the Liberal Party undertook efforts to engage ethnocultural communities to win the 1962 and 1963 federal elections. This article compliments existing scholarship on federal elections and shows exactly how the Liberals coordinated their efforts to appeal to ethnocultural communities. Though the Liberal Party targeted these communities, their efforts failed to include them in the Liberal Party, the election process, and the broader parliamentary system. In this sense, ethnocultural communities were marginalized in this political process. The analysis in this article also explores how the Liberals and the Conservatives homogenized “ethnic groups” in specific moments and utilizes the scholarship on the invention of ethnicity, particularly Rogers Brubaker’s idea that ethnicity is an event.  相似文献

This article addresses the role of democracy in Australia’s foreign policy formation. It argues that public debate and deliberation on foreign policy is a normative good. When there is a lack of debate on a government decision, a democratic deficit occurs. Such a deficit is evident in the way Australia goes to war; however, the examples of Canada and the UK show that reforming parliamentary practice is possible. In the context of the ‘war on terror’, this article compares Australia, Canada, and the UK from 2001 to 2015 with regards to ‘war powers’. Drawing from debates recorded in Hansard, it finds that while Canada and the UK took steps to ‘parliamentarise’ their foreign policy formation, the war-powers prerogative of the Australian government remained absolute. It concludes that increasing the role of parliament may go a long way towards democratising the decision of when Australia goes to war. This has practical as well as normative benefits, since it may prevent governments from entering wars that are unsupported by the public. At minimum, it will compel governments to engage more thoroughly in public debate about their proposed policies, and justify their decisions to the nation.  相似文献
