Abstract

Sustainable development has long conceptual roots, and international organisations have played a significant role in articulating the meaning of the term and the content of the dominant discourses. Within these frames, the concept of cultural sustainability tends to be diversely defined and operationalized. ABSTRACT

Evolutionary economic geography (EEG) is receiving increasing attention from tourism geographers with over 30 publications explicitly incorporating EEG into tourism between 2011 and 2016. Many of these contributions are conceptual, which is not surprising given the novelty of EEG within economic geography, in general, and tourism, in particular. However, a sizeable number of these are built on detailed case studies, using EEG as an analytical lens rather than as a conceptual point of departure. Thus, many tourism researchers have found that EEG has great potential for understanding change in tourism destinations. In this Research Frontiers paper I critically reflect on this early research of EEG in tourism geographies from a sustainable development perspective. In the cases presented, EEG offers a fresh understanding of two related challenges in each of two separate aspects of sustainable tourism development. First, pro-growth governance models can be disrupted by engaged local stakeholders in order to make tangible sustainability gains but these gains remain precarious over time as pro-growth governance models prove tenacious in the very long-term. Second, regional institutional legacies hamper new path emergence in two ways – through institutional inertia which keeps the region's focus on past success in other sectors and through the (possibly competing) institutional imperatives of the dominant and emerging tourism sub-sectors or sub-regions. These challenges are illustrated through two complementary Canadian cases drawn from the extant literature – the mass tourism destination of Niagara and the resort community of Whistler. I highlight how a sustainable tourism perspective can also help to critique EEG theory and empirics in line with other recent political economy critiques in economic geography. I conclude that sustainable tourism, at its best, is an established reflexive lens which will help to develop, validate, and challenge aspects of EEG theory within tourism studies, in particular, and economic geography, in general.  相似文献

Abstract

In the Sustainable Development Goals adopted by the United Nations in 2015, the role of culture is limited. We argue that culture’s absence is rooted in the longue durée of interplay among theoretical and policy debates on culture in sustainable development and on cultural policy since the mid-twentieth century. In response to variations in concepts and frameworks used in advocacy, policy, and academia, we propose four roles cultural policy can play towards sustainable development: first, to safeguard and sustain cultural practices and rights; second, to ‘green’ the operations and impacts of cultural organizations and industries; third, to raise awareness and catalyse actions about sustainability and climate change; and fourth, to foster ‘ecological citizenship’. The challenge for cultural policy is to help forge and guide actions along these co-existing and overlapping strategic paths towards sustainable development.  相似文献

Abstract

The Port Arthur Historic Site in Tasmania provides an excellent opportunity to review the effectiveness of Australia's cultural heritage management processes. The place is extraordinarily complex, comprising modern tourist amenities, standing and occupied historic residences, ruins of penal and industrial structures, as well as subsurface and marine archaeological resources. The site represents two major epochs: the convict era, from approximately 1830 to 1877, and a later period, from 1884 to 1974 when it was the rural community of Carnarvon. In the 1920s the community reverted to its earlier name of Port Arthur. A review of the literature on sustainability and cultural tourism provides a context within which various planning documents and implementation outcomes at the Port Arthur Historic Site can be evaluated. The authors conclude that the present processes are confusing and open to manipulation for self-serving purposes. They suggest that the management framework prescribed for the Australian forestry industry is more likely to achieve sustainable outcomes. That framework features appropriate legislation, planning, implementation, monitoring and feedback.  相似文献

Abstract

One of the earliest signals of the severity of the spread of COVID-19 in the United States and other countries was the swift cancelation of many highly prominent amateur and professional sporting events and seasons like the NCAA Division I Men’s Basketball Tournament, known as “March Madness.” The loss of March Madness is treated as a moment of creative tension, when disruptions can facilitate reflection and lead to positive change. We discuss the economic, socio-cultural, and environmental effects of shuttering the tournament and suggest that an understanding of the impacts of COVID-19 offers an opportunity to bring about an alternative, more sustainable sports tourism economy. The cancellation of March Madness resulted in the loss of millions of dollars in tourism revenue for local economies and deprived traveler-fans of pilgrimages to arenas, important socio-cultural gathering spaces for American basketball fans. However, it also prevented the emission of a sizable quantity of greenhouse gasses based on our carbon footprint calculated from the previous year’s tournament. Ultimately, from the disruptive closing down of sport and event tourism, a post-pandemic sports tourism landscape should emerge that takes more seriously the triple-bottom line notion of balancing a reduction of greenhouse gas emissions with the creation and maintenance of resilient local economies all while both acknowledging the important role sport plays in society and keeping tourism actors healthy.  相似文献

Towards the end of the century, Serbia will face a dramatic increase in annual temperature between 2°C and 6°C and decrease in annual accumulated precipitation up to 12%. Recent 2014 floods in Serbia, with more than 30 victims, and more than 30,000 displaced people, with overall damage close to €1.5 billion, reflected those trends and the likely risks that region will face due the changing climate. Those risks may influence the development process at the local level. This paper assesses the existing priority measures in local sustainable development strategies and re-interprets their characteristics using a methodological framework for the definition of adaptation measures. It offers a new understanding of the ongoing local sustainable development approach in the potentially most vulnerable municipalities in Serbia. The study focused on following properties of developmental measures: cost-effectiveness, structural characteristics, target realm, spatial determination, time frame, climate responsiveness, and sector and budget allocation of development measures at the local level. The results of the analysis suggest that the initiation of adaptation planning should consider the improvement of the methodological framework – the introduction of inter-sectoral and cross-sectoral planning practice, cost–benefit analysis, the involvement of individual actors in planning and dynamic planning approaches.  相似文献

Abstract

The Gallo-Roman site at Grand (France, Département des Vosges) is famous for its amphitheatre and mosaic remains. Grand's development project (1990–9) has been made possible by its inclusion in the ‘Five-year Programme (1988–92) for French Monuments’. In 1990 hydrogeological work discovered that the original function of the site, until then a mystery, was as a water sanctuary, a major religious centre in eastern Gaul. The development project, having seen visitor numbers rise steeply, has addressed issues of visitor reception and management, and the provision of information in various forms. The aims of the project locally are to promote cultural tourism in a remote rural area and to develop the economy of the village of Grand.  相似文献

ABSTRACT

Enclave tourism is a growing field of research. In general, tourism enclaves are seen as products of global capitalism and a non-locally-driven neoliberal market economy. Enclaves also manifest certain kinds of tourism planning and development modes in destination societies. The enclaves are exclusively planned spaces that usually contain the vast majority of facilities and services needed for tourists who have limited possibilities or desire to leave the enclave. At the same time, the locals' access to these spaces can be limited or otherwise controlled. Therefore, there are always power issues and processes of inequalities and uneven development involved, which calls for a further understanding of enclaves and their evolution and governance in tourism planning and development. This paper aims to discuss and synthesize the conceptual idea of enclaves in tourism and get an overview of some of the key theoretical perspectives on how enclavic spaces are produced, bordered, and governed in contemporary tourism planning and development. It is concluded that in critical situations the enclave tourism spaces with all-inclusive products can turn out to be all-exclusive for local communities in development. To understand the nature and development of enclave tourism and to guide their transformation in more sustainable directions, further research on policy and governance aspects of enclave tourism is needed.  相似文献

Ireland, located on the north‐west periphery of Europe, illustrates all the difficulties of a small, marginal, island economy. It is an ancient landscape rich in heritage and cultural features. Tourism is now a vital part of the Irish economy and recent research has demonstrated that ‘Irishness’. whilst difficult to define, is the major appeal to overseas visitors. In 1989 the Irish Government challenged Bord Failte (the Irish Tourist Board) to double revenue from overseas tourists and create 25,000 new jobs. Heritage attractions formed a fundamental feature of Bord Failte's Framework Plan for Tourism. The methodology adopted for the development and interpretation of heritage attractions is evaluated in this paper, together with an assessment of the outcomes of the strategy. This particular initiative is discussed in the context of sustainable tourism strategies.  相似文献

Heritage routes and itineraries are mechanisms being used towards tourism needs and objectives. This paper defines these routes, reviews their context, and considers some examples in Europe. It looks at the 'why' and 'how' of heritage routes being established, and shows the inputs that tourism causes and needs. The particular dimensions to routes and what they bring and require are discussed. The associated demand of networks and networking is discussed and the potential beneficial aspects are described. The especial capacity of itineraries to bring about cross-boundary dialogue and interaction are highlighted and the wider potential of this feature for global society is alluded to. The need is suggested for more research into the use, outcomes and effects of routes.  相似文献

ABSTRACT

In this paper, we develop a conceptual approach from which to examine the moral landscape of volunteer tourism development in Cusco, Peru. Drawing from recent work on assemblage theory in geography and tourism studies, we explore how assemblage thinking can facilitate new understandings of volunteer tourism development. Using assemblage as an analytical framework allows us to understand volunteer tourism as a series of relational, processual, unequal and mobile practices. These practices, we argue, are constituted through a broader aggregation of human and non-human actors that co-construct moral landscapes of place. Thus, reconsidering volunteer tourism as assemblage allows for more inclusive and nuanced understandings of how geopolitical discourses as well as historical, political, economic and cultural conjunctures mediate volunteer tourism development, planning and policy. Finally, this paper calls for further research that integrates assemblage theory and tourism planning and development.  相似文献

Abstract

This article aims to analyse the meaning and implications of cultural rights for cultural policies concerned with sustainable development. Although references to both cultural rights and sustainable development have become widespread within cultural policy documents in recent decades, the actual conceptual and operational implications often remain vague, as an ambitious discourse that may conceal a poverty of resources and capacities. As a result, the ideal horizon suggested by cultural rights and sustainable development may not always be achieved in practice, nor are the mechanisms to achieve it always well known. In this respect, the article aims to dissect the actual requirements posed by cultural rights and sustainable development, including their different notions and areas of synergy and intersections, in order to shed light on relevant cultural policy approaches. To this end, a range of examples taken from a variety of contexts will also be examined as areas of expressed needs or areas of possible solutions.  相似文献

ABSTRACT

Wine tourism, which is growing and developing on a global scale, is widely considered a driver of economic and social development in rural areas. Limited job opportunities and unemployment are prevalent in most rural areas, particularly in South Africa. In 2015, the South African wine industry generated close to 300,000 direct and indirect employment opportunities. A geographical analysis of the development and current state of wine tourism in the region can assist in the country's efforts to develop a new strategy to enhance and preserve wine tourism in the future. Wine tourism development is analysed from a nodes, network and winescape perspective using the results from a national questionnaire survey. This mostly quantitative approach explains the wine tourism development over more than 40 years from a supply-side perspective including its wine tourism product portfolio and in terms of its physical footprint. Wine tourism development commenced from only three pioneer open cellar doors in 1971, to network formation of 21 wine routes and today boasting well-established wine tourism destinations. The Stellenbosch-Franschhoek-Paarl nexus emerges as South Africa's premier winescape, as being a well-established destination in its mature life cycle phase. Strong evidence of hierarchical differentiation between the wineries of the more established wine tourism regions has emerged. The impact of the wine tourism resorts on the smaller wineries has yet to be determined in the context of the resilience of the whole region. The development of wine tourism is also responsible for the transformation of rural landscapes and especially in the regions that have the most developed wine routes. These regions need higher-level protection (especially the cultural and natural resource bases) in the form of an ‘agricultural reserve’ or the declaration of a ‘national heritage site’.  相似文献
