At this critical juncture in human history, when technological, political, demographic, and climatological forces promise to reshape the world in fundamental ways, anthropology stands in a uniquely privileged position to understand and perhaps cope with these forces and the resulting changes. A noted American authority and investigator of China's economy outlines the general features of the ongoing reorientation of Chinese economic policymaking toward increased state activism, which has gained momentum in the aftermath of the global financial crisis. An initial section of the paper describes the marketization and privatization initiatives of China's late reform period to provide a baseline against which to measure the subsequent shift toward increased state intervention and guidance in the economy. The author traces the shift in three critical policy arenas (social policy, state-owned enterprises, and industrial and technology policy) and demonstrates how state involvement in each intensified during the global financial crisis. He then proceeds to explore the implications of accelerated state activism in the future, identifying potential rewards as well as large risks. Among the latter are macroeconomic imbalances, a "softening" of budget constraints, difficulties in recognizing and terminating unsuccessful economic programs, and tensions with trading partners.  相似文献

Abstract

In 2014 residents in Direct Provision Centres for asylum seekers staged a series of protests. The protests, which coincided with the appointment of a new Minister for Justice who announced the Irish government’s plans to reform the asylum system, voiced three clear demands. Firstly, the protestors demanded that all asylum centres be closed; secondly, they demanded that all residents be given the right to remain and work in Ireland; and thirdly, they demanded an end to all deportations. The government’s response to these protests was to appoint a working group in October 2014, made up of representatives of migrant-support NGOs (but without any significant representation of asylum seekers themselves) while also announcing that it intends to reform rather than abolish the system.

Against this background, this paper makes three interlinked theoretical propositions. Firstly, I propose that just as the Irish state and society managed to ignore workhouses, mental health asylums, “mother and baby homes”, Magdalene laundries and industrial schools, they also “manage not to know” of the plight of asylum seekers, precisely because the Direct Provision system isolates asylum applicants, makes them dependent on bed and board and a small “residual income maintenance payment to cover personal requisites”, and makes it difficult for them to organise on a national level. “Managing not to know”, or disavowing, entails the erasure of the Direct Provision system from Ireland’s collective consciousness at a time when increasing emigration is returning to haunt Irish society after years of refusing to confront the pain of emigration. I argue that asylum seekers represent the return of Ireland’s repressed that confronts Irish people, themselves e/migrants par excellence. Secondly, I propose that by taking action and representing themselves, the residents of Direct Provision Centres can no longer be theorised as Agamben’s “bare life”, at the mercy of sovereign power, to whom everything is done and who are therefore not considered active agents in their own right. The third proposition responds to the theme of this special issue, that multiculturalism is “in crisis”, arguing in the conclusion that this “crisis” hardly applies to Ireland, where the brief flirtations with “interculturalism” by state, society but also Irish studies disavow race and racism in favour of a returning obsession with emigration, which enables the continued disavowal of the experiences of asylum seekers in Direct Provision.  相似文献

This paper considers how dominant narratives of the housing crisis, since the 2008 banking crisis in England, have been created and what actions taken in its name. The paper deconstructs the term “crisis”, highlighting that its meaning has evolved from a critical moment to a protracted narrative which must be understood historically. Through discourse analysis into housing and party political policy, media and think tank reports, we argue that the employment of housing crisis by the government and others perceives it as an outcome of housing supply constraints and over-regulation—narratives that have justified subsequent policy actions aimed at propping up the housing and financial systems, opening new avenues for housing commodification, deregulation and financialisation and reproducing crisis anew. However, we note that these narratives can also break down and space can be created for the articulation of new narratives which refocus housing crises as emerging from inequality and class divisions.  相似文献

Abstract

This essay offers a critical analysis of the ‘culture and sustainable development’ discourse, notably among cultural activists and in actually existing cultural policy. It interrogates the utility of the narrative, seeks to uncover the semantic manoeuvres it employs and challenges the conventional wisdom it represents. The essay first explores the itinerary of the ductile notion of ‘sustainability’, the ways in which it has been stretched far beyond the original intent of those who coined the term, and identifies the conceptual discontents that this semantic multiplication has entailed. It hypothesizes that precisely because the term ‘sustainable’ and its derivatives are so acceptable and malleable at the same time, they have been easy to yoke to the bandwagon of the many-faceted and totalizing process that is ‘development’, allowing many different actors to project their interests, hopes, and aspirations under this composite banner. The essay then analyses the campaign to make culture ‘the fourth pillar of sustainability’ under the banner of the movement called ‘Agenda 21 for Culture’. It concludes with a plea for a return to the original ecological focus of the term ‘sustainability’ – notably as regards climate change – and outlines some cultural policy responses such a focus can and should generate.  相似文献

“Fast” urban policy is increasingly common as city leaders draw on globally mobile policy models to accelerate the policymaking process. Critics have responded with new types of “fast activism” strategies. Fast activists plan temporary and strategically timed campaigns, use relationally local messaging that jumps between global and local political critiques, and organise ideologically diverse coalitions to mobilise quickly against policy proposals. This was observed in protest campaigns against Olympic bids in Boston (USA) and Hamburg (Germany). Protesters successfully opposed mega‐event planning in both cities by combining all three tactics within a short period of time. The paper presents a comparative study of the Boston and Hamburg protests, drawing from qualitative fieldwork on the campaigns in both cities. The paper contributes by conceptualising an emerging mode of urban opposition, and by evaluating how this type of resistance changes local receptions of fast and mobile urban policy.  相似文献

This article examines the durability of neoliberalism in the face of crisis by analysing the Building the Education Revolution (BER), a key part of the Australian Labor Government’s stimulus measures in response to the global financial crisis in 2009. The fiscal stimulus measures enacted by governments in the aftermath of the crisis led many commentators to herald the end of neoliberalism. By examining the design of the BER, however, this article finds that one of the key policy tools of neoliberalism – the outsourcing of public sector capacity – was extended through such stimulus programs. The article argues that a materialist analysis of neoliberalism is better able to understand this phenomenon than the recent tendency to analyse neoliberalism in ideational terms.  相似文献

The transformation of the natural and built environment over the past three decades has left China with a legacy of environmental degradation and loss of biodiversity. The loss of cultural heritage, including cultural forms associated with the natural ecology, has been just as dramatic. The three studies in this special focus section of Asian Studies Review explore significant issues in environmental conservation, cultural heritage, and grassroots activism in urban and rural China, with an emphasis on the relationship between the natural environment, the transmission of traditional cultural forms, and localised forms of agency or activism. As discussed here, while China's discourse on these issues is strongly influenced by global norms, different regions of China are developing their own individual responses to environmental conservation, the protection of biodiversity, and the ongoing transmission of endangered cultural forms.  相似文献

In this paper, I challenge the conventional view that trade agreements act as a major constraint on Australia’s industry policy options. Through a comparison with South Korea – a country with similar trade obligations to Australia – I find that the Australian government retains significant room to move in the industry policy sphere. However, Australian policy-makers appear far less willing than their foreign counterparts to use that space. To explain Australia’s comparative industry policy in-activism, I move beyond broad-brush explanations centred on ‘liberal ideology’ to explore the ideational, institutional and structural obstacles to the pursuit of a more proactive industry policy approach on the part of Australian policy-makers.  相似文献

This article presents two arguments. The first relates to the relevance of citizen participation vis-à-vis the design and implementation of public policy. More specifically, the article empirically demonstrates how a model of community decentralisation can have a number of practical benefits for crisis-management policy. The second argument relates to a question that has come to characterise studies of citizen participation in public policy. Why is it that there is so much rhetoric in support of participation but so little action in terms of the day-to-day realities of policy implementation? We place this question in a crisis-management context so that we might ask: why is it that crisis-management systems built around the principles of community resilience continue to fail on these very grounds? We find our answer to this question in state-centric governance settings which devolve authority, but do not relinquish it.

The Swedish youth organization Fältbiologerna was founded in 1947 with the mission to inspire learning about nature through outdoor activities. Since then, the members have stayed true to their slogan ‘keep your boots muddy’ through engaging in bird watching and forest excursions; however, in the late 1960s and early 1970s – a period that environmental historians refer to as the ‘ecological turn’ – the organization’s activities were extended to also include political activism. Fältbiologerna increasingly evolved into a fertile terrain for young environmentalists. In this article, we explore how this Swedish branch of modern environmental youth activism came about. Based on a close reading of the members’ journal, Fältbiologen, between 1959 and 1974, we identify four key characteristics that were communicated in the journal during the years of study: adventurous, knowledgeable, influential, and radical. We demonstrate that Fältbiologerna took an increasingly radical position and began to engage in environmental debates and actions, while still holding on to ideals of learning through spending time in nature. Participation in these different activities shaped the young members into environmentalists.  相似文献

The task of teaching about acute ecological crisis presents a vital pedagogical challenge and an important provocation for critical scholars. Across various environmental subfields, educators are revisiting fundamental and politically significant questions concerning what to teach, how to teach, and even why to teach as their traditional subject matter transforms around them. In this article, we explore how environmental educators are grappling with the implications of what they are teaching and consider the politicising effects of this predicament. We show how this distinctive educational context, beyond posing bewildering learning challenges, is also creating unique openings for radical scholarship in higher education. Through interviews with educators endeavouring to teach about planetary environmental crisis (from within an exceedingly dire planetary environmental crisis), we examine diverse attempts to interpret the radical demands of this learning challenge and to negotiate its many complexities, practical difficulties, and political possibilities.  相似文献

在各种关于五四新文化运动的定性中,“启蒙运动”说无疑是最为常见的比附之一。事实上,最晚在20世纪20年代末30年代初,这种比附在左翼文化人中就已经较为流行。但是,并不能简单地把“启蒙运动”阐释视为“马克思主义方案”。出于现实革命斗争的需要,共产党人对“启蒙运动”说的认同是有限度的。而且,五四启蒙传统的丰富多元性决定了用“启蒙”来描述五四历史认识主体的复杂性,以及他们所阐释出的“启蒙”内涵的丰富多元性。  相似文献

As disasters increasingly affect a greater proportion of the population with growing strength and frequency it is becoming even more important to comprehend how recovery from these events is mediated and managed by society. Emerging from several decades of concerted work on the social determinants of disaster, vulnerability and risk, research is now being established that underlies the importance of the politics and power in shaping the processes and outcomes of disaster recovery. In particular, there is a need to situate the central role of neoliberal capitalism in shaping the values and practices of reconstruction and recovery, particularly through engagements with crisis politics. At the same time, disasters may open up space for contestation and resistance that allows for alternative and transformative forms of recovery politics. In this paper I draw on geographies of crisis and hope to frame a theoretical perspective that encapsulates both the capitalist dynamics of disaster recovery and the radical potential of post capitalist politics for facilitating transformative action at the community scale.  相似文献

第二次世界大战前后,由于国际格局的变迁,英国工党的外交政策发生了很大变化。理想主义是战前工党外交政策的主调,在国际问题的处理上它信奉集体安全政策,主张发挥国际联盟的作用,反对重整军备。经过第二次世界大战,工党逐渐接受了丘吉尔战时政府的现实主义外交原则,战后初期工党执政后,在外交政策方面摒弃了过去的理想主义,把现实的国家利益作为外交政策的重点。工党政府推动美国参加欧洲防务,借助美国的力量建立起欧洲均势,满足了国家安全的现实需要。在非殖民化问题上,工党政府同样从现实主义出发,撤出了印度和巴勒斯坦。从战前的理想主义到战后的现实主义,工党外交理念的变化在某种程度上反映了这一时期英国外交的演变过程。  相似文献
