The literature on universities’ contributions to regional development is broad and diverse. A precise understanding of how regions may draw advantages from various university activities and the role of public policy institutions in promoting such activities is still missing. The aim of this paper is to provide a framework for analysing universities’ contributions to regional economic and societal development in differing national contexts and the policy institutions that underpin them. To do this, we review four conceptual models: the entrepreneurial university model, the regional innovation system (RIS) model, the mode 2 university model and the engaged university model. The paper demonstrates that these four models emphasize very different activities and outputs by which universities are seen to benefit regional economy and society. It is also shown that these models differ markedly with respect to the policy implications and practice. Analysing some of the public policy imperatives and incentives in the UK, Austria and Sweden, the paper highlights that in the UK, policies encourage all four university models. In contrast, in Sweden and Austria, policy institutions tend to privilege the RIS university model, whilst at the same time, there is some evidence for increasing support of the entrepreneurial university model.  相似文献

ABSTRACT

For more than 50 years, the Inuit of Nunavik have been subjected to development plans devised in the south by the Government of Canada and Quebec that has a profound impact on Inuit people and their culture. The latest plan, known as Plan Nord, proposes sustainable development for the North based on the protection of 50 percent of the territory. However, the Inuit of Nunavik face many social challenges and this is reflected in the socioeconomic indicators of the region. In order to alleviate these social circumstances, numerous regional and local initiatives are attempting to establish programs better suited to the culture and needs of Nunavimmiut. Examples at the regional level include childcare and midwifery services supported by Quebec. At the local level, initiatives such as the Unaaq Men’s Association and the Innavik Project are making an effort to address local needs. In this paper, following a presentation of the Nunavik governance architecture, we will analyze how local (Unaaq, Innavik) and regional initiatives (Midwifery Program, Childcare, Preparation for Post-Secondary Education, Nunavik Parks) contribute to the sustainable development of Nunavik.  相似文献

1814 is the ‘year of miracles’ in Norwegian history. The transition from Danish to Swedish rule was transformed into a union between a Norwegian kingdom and the Swedish one. Seen in a contemporary and regional perspective, the outcome of 1814 seems less of a Norwegian victory, but even less of a Danish tragedy or a Swedish triumph.

It was a geopolitical and geographical adjustment from one set of imagined ‘natural’ borders – in which Sweden/Finland were tied together by the Baltic Sea, and the Kattegat and the North Sea tied together the Danish composite state from the Danish islands and the Jutland peninsula to Norway and the North Atlantic islands – towards a new definition of ‘natural borders’, in which the Baltic and the Kattegat were the enemy areas. The Scandinavian state system became split between two peninsula states that turned their backs on one another.

Denmark was banished southwards; Sweden gravitated northwards. She was compensated with Norway in a twin union, explained as geographically ‘natural’, held together by the Scandinavian mountain range that had been nature’s own fortification wall for centuries.

The renegotiation processes of ‘natural’ borders in connection with the upheavals in 1814 shows the predominance of politics over nature in region formation. 1814 is, in the Scandinavian region-building history, a manifestation of the political changeability of constructed state borders.  相似文献

There is an increasing interest in Hungary to relocalize food. Spatial patterns and development potential of local food systems (LFSs) are analysed in this paper to help spatial planning practices. A composite Policy Intervention for Food Relocalization Index (PIFRI) is introduced to quantitatively reveal how rural development programme measures should be allocated efficiently to promote local food production. PIFRI points out lagging areas and hidden dimensions of development that need further support, and thus helps setting desirable and realistic policy goals. Besides socio-economic processes, biophysical limitations (availability of agricultural areas) are also accounted for. Results show that LFS development is at an early stage in Hungary. The present level of local food activity and future prospects mismatch. Eastern Hungary has the highest potential for further development as it has relatively widespread and intensive local food production activity. The few small-scale farmers operating in the Budapest area have been already engaged in short food supply chains to enjoy various benefits (and higher profit). Results imply a complex mix of several underlying causes behind the experienced patterns.  相似文献

ABSTRACT In this paper an attempt is made to measure the cultural industries in a cross‐national context. The paper starts with a discussion of the definition and delineation of the term the ‘cultural industries’. It is argued that a large range of goods and services may be considered to be cultural industry products and that it is important to place the production and exchange of such products in the context of an industrial systems approach. Following this the concept is operationalised using data on employment and firm activity from Denmark, Finland, Norway and Sweden. Results are presented which suggest that overall growth in both employment and firm numbers has been especially strong in the cultural industries. However, interesting differences between the countries emerged from the data. Thus regional dimensions are then examined resulting in the finding that in all four countries cultural industries have a strong attraction to urban areas but an even stronger propensity to agglomerate. It is suggested that the spatial dynamics observed may be key to the development of the industries' competencies and success. In summary the paper presents results of extensive data analysis that show the cultural industries' important contribution to Scandinavian economies and labour markets.  相似文献

ABSTRACT

Pierre Trudeau’s vision of Canada’s cultural policy was situated within a bilingual framework. Canada, so conceived, has “no official culture” and two official languages. Nearly 50 years later, debates regarding the effects and broader significance of this policy combination persist as illustrated by the recent debate about Supreme Court judges. Yet, Canadians’ attitudes about bilingualism have received relatively little scholarly attention. This paper probes the structure and recent evolution of public attitudes toward the general idea of official bilingualism using the Survey on Official Languages (2003) and the Canadian Election Studies (1997–2011). It goes on to investigate regional differences in public support for bilingual Supreme Court judges using a large-scale survey conducted by Vox Pop Labs in 2015 (n = 291, 577). The combination of these data sources offers new insights into the contextual and individual-level determinants of regional differences in public attitudes toward bilingualism policy in Canada.  相似文献

Cross-disciplinary research has highlighted the persistence of gender inequalities across music scenes. However, the way in which cultural policy shapes responses to gender inequalities in music has been relatively underexplored. This article draws on research from Swedish and UK contexts, supporting analysis with reference to 9 key-stakeholder interviews from both. Comparing perspectives from ‘more’ and ‘less’ gender-equal contexts, with sufficiently different cultural policy traditions, the article explores how responses to gender inequalities in music are influenced by ‘cultural democratic’ and ‘arm’s length’ approaches. It demonstrates that, as a result of these traditions, there is a comparatively more interventionist approach in Sweden at a national level, whereas the lack of central government response in the UK has encouraged more market-oriented solutions. It suggests that this ‘arm’s length’ approach necessitates different grassroots organisational strategies in order to affect change but notes that these, alongside austerity agendas, are insufficient in the long term.  相似文献

ABSTRACT

Recent years have witnessed much experimentation with smart specialization strategies (RIS3) and entrepreneurial discovery processes (EDPs) in European regions. The EDP can be seen as an opportunity to address institutional questions. Because institutional patterns can explain why some policies are eventually successful while others are not, looking at the institutional context of regional economies can increase the effectiveness of regional policy. This article argues that the EDP functions as a framework to discover institutional patterns specific to a regional economy, and to define policies either consistent with existing institutions or aiming at institutional change. The article proposes a conceptual framework to understand and analyze the two institution-related roles of the EDP, first as an institutional discovery process and second as an institutional change process. The article builds on empirical case studies in two regions (Lower Austria, Austria and South Tyrol, Italy) and two small countries (Slovenia and Croatia). The case studies focus on how these regions or countries organized the EDP that eventually led to the formulation of their RIS3, and on the institutional dynamics of the EDP in discovering and changing institutions. The article concludes with policy implications that contribute to the debate on post-2020 EU Cohesion Policy.  相似文献

This paper outlines a theoretical framework to study collective social capital at the local scale using social network analysis. To do so, it develops a review on empirical research that found evidence regarding the impact of networks on the performance of cities and regions. Eight network topologies are identified with collective social capital: size and composition, connectivity, closeness, clustering, small world, openness, centralization and heterophily. The paper inquires into the effects of these properties concluding that they influence two aspects that are highly relevant for territorial development: they facilitate the diffusion of information and they foster cooperation among actors. Results help tracing roots among three different academic fields: literature on social capital, local and regional economics, and social network analysis. Furthermore, the article suggests a framework to obtain relevant conclusions regarding political and economic aspects of territorial capacities.  相似文献

Municipal amalgamation has been the main policy instrument of local government structural reform programmes in Australia for well over a century. However, council consolidation programs have not achieved the intended cost savings or improved service provision promised by advocates of this means of structural reorganisation. This paper considers whether the failure of municipal amalgamation processes to produce significant economic benefits necessarily implies that structural reform programs that invoke consolidation have no place in Australian local government policy. It is argued that ‘top-down’ state government structural reform policy initiatives carrying the threat of amalgamation constitute an efficient mechanism for evoking optimal ‘bottom-up’ structural change models.  相似文献

This paper investigates a greenfield mining project in a peripheral region in northern Sweden through the analysis of how different actor groups formed their own ‘horizons of expectations’ that temporally became fused, only to crumble together with the mining company in a short period of time. By focusing on the co-evolvement of expectations, we show how expectations are differentiated along geographical and temporal scales, reflect upon how these differences relate to interests and historical memory, and finally what these differences mean for the development of large-scale, long-term, raw materials-based projects devoted to industrial production in depopulating areas in an economy otherwise orientated towards neoliberal governance and post-industrial development. By doing so, we make a theoretical contribution to the literature on expectations through the introduction of the concept ‘horizon of expectations’, and a contribution to the literature on neoliberalism and its cultural-geographical implications.  相似文献

ABSTRACT

The development of non-core regions has attracted growing interest within the current debates of economic geography, regional studies and spatial planning. The divergence between economically successful core regions and less privileged non-core regions continues despite policy interventions aimed at tackling spatial disparities and income inequalities. While traditional growth-oriented policies raise concerns over their effectiveness and relevance beyond large cities and metropolitan regions, there is growing interest in exploring new research paths and policy options that are better able to address development challenges in non-core regions. Contributors to this special issue engage with these debates by reflecting on planning policies and practices in five European countries, paying special attention to identifying planning strategies for non-core regions. This paper argues that alternatives to growth-oriented models require additional conceptualization and analysis to translate values into policies and institutions.  相似文献

Globally, sea‐level rise is expected to impact on many coastal regions and settlements. While mitigation of global greenhouse gas emissions remains an important task, adaptation is now seen as a critical component of the policy equation. Local government is a key player in adaptation planning and managing risk through their mandated role in land use planning and development control. Yet, managing the predicted impacts of climate change is proving to be a complex and difficult task for planners and policy makers. This paper reports on a case of local government deliberation on possible planning responses to address future sea‐level rise impacts in New South Wales, Australia. Using structured, expert opinion of planners and other technical experts engaged in a collaborative network in the Sydney region, we explore the feasibility of implementing planning and policy measures at the local and regional scales to respond to inundation risk as a result of sea‐level rise and storm surge events. Our research shows how local governments employ specific scale‐oriented strategies to engage private and public actors at different scales to manage legal, financial, and technical risks in coastal adaptation.  相似文献

Recent health scares such as BSE have contributed to the growth of local farmers' markets and consumption of organics sourced globally (Morgan et al., 2006 Morgan, K., Marsden, T. and Murdoch, J. 2006. Yet a central question about alternative agro-food networks (AAFNs) is whether they supply undemocratic diets chiefly for elites (Goodman, 2004 Goodman, D. 2004. Rural Europe redux? Reflections on alternative agro-food networks and paradigm change. Sociologia Ruralis, 44(1): 316. [Crossref], [Web of Science ®] [Google Scholar]). This is relevant to government campaigns such as ‘Generation Scotland’ and ‘5 A Day’ in the UK, and ‘Food Pyramids’ in the US, which promote better diets for their entire populations. Firefighting is risky work and because firefighters inhabit middle rungs on the socioeconomic ladder, and food is seen as key to morale and fitness, they are suitable consumers to query on food and risk. This firefighter survey presents evidence that alternative foods are gaining value in the UK and US study areas used here. Though Newcastle, UK, lags behind Seattle, US, on a continuum from conventional to alternative food systems, consumption of alternative foods by Newcastle firefighters is greater than that of workers surveyed in Edinburgh a decade before (Tregear, 1994 Tregear, A., Dent, J. Subfossil remains of Cannabis sativa L. (hemp) have been found at Lindängelund in the region of Malmö, southern Sweden. These represent the earliest robust evidence so far for hemp retting in Scandinavia. Finds of seeds, stems and pollen of C. sativa from a waterlogged context on a settlement dating to the Roman Iron Age demonstrate that the plant was locally cultivated and processed during the 1st–2nd centuries AD. An introductory phase in Scandinavia is proposed (c. AD 1–400) during which the cultivation of hemp was apparently small scale and processing was probably carried out within settlements. In the succeeding centuries, c. AD 400–550 (the Migration Period), remains of hemp are mostly found in pollen records from lake sediments, and less frequently in the archaeological record. This could indicate that the process of hemp retting relocated from settlements to lakes shores where activity became larger in scale and more integrated with the prevailing agricultural system.  相似文献

When ethnicity is said to be manifest and practised through handicrafts, these seemingly innocent objects become political. They raise questions concerning who can do what handicraft, who can use what symbols or what developments are “allowed”. They illustrate the continuous production of ethnic norms and boundaries, especially when global tourism enters into the equation. Taking a social constructivist perspective, our study addresses ethnic boundaries and boundary-making in handicrafts in northern Sweden, Norway and Finland. Our findings are based on fieldwork (35 interviewees) with people of diverse local backgrounds making and selling handicrafts. Methodologically, we avoid preselecting people based on ethnicity, but instead contribute to an understanding of the constitutive processes of ethnicity by looking at how ethnic talk comes into conversations about handicrafts. Our findings demonstrate that the interviewees draw an ethnic divide between “Sámi”/“non-Sámi”, while other ethnic-choices move to the background. This divide can be seen to be amplified by tourism. The boundary for who can make a Sámi handicraft or use Sámi symbols remains significant, yet also fluid. The article deepens the understanding of the Sámi/non-Sámi ethnic categorization, here in relation to handicrafts. It also helps unravel the complexities between tourism, ethnicities and handicrafts more broadly.  相似文献

ABSTRACT

The aim of this article is to review and re?ect on the factors defining the expected benefits that have influenced the implementation of digital mediation initiatives in publicly funded museums over the course of the last 20 years. The expectations directed towards digital museum mediation are established by taking a closer look at Danish cultural policy implementation and socio-technological development. Examples from a review of cultural policy documents, funding applications and reports, supplemented by articles from a museum practice journal illustrate trends and developments in digital museum mediation. This article identifies a development of digital museum mediation in three phases, from providing access to digitized cultural heritage to more user-oriented communication strategies such as personalization and participation. The analysis shows that, in a cultural political context, the adoption of digital mediation in institutions is part of a higher strategy where technological development acts as a catalyst for innovation in the cultural sector.  相似文献

In spite of recent advancements regarding regional innovation policy rationales and evidence, there are few analyses about the actual features of existing regional innovation policies. Nevertheless, a policy analysis perspective is important in order to recognize their distinctive patterns across regions, and to understand how rationales and evidence can be translated into policy-making. To this purpose, this paper develops a framework to study the extent to which regional innovation policies have changed during the past few years. Since the mid-2000s, there has been an important development of innovation policy rationales, advocating for more specialization; likewise, greater data availability at the regional level has allowed more sophisticated assessment of innovation performance. Finally, the crisis since 2008 has had ravaging effects in some regions, with job losses and severe economic sluggishness. Therefore, it is reasonable to expect transforming dynamics in regional innovation policies. Against this backdrop, the paper compares the institutional frameworks and budgetary priorities of four Spanish regions during the period 2001–2014: Catalonia, the Basque Country, Galicia and Andalusia. In so doing, it aims at studying the extent to which regional governments have readily addressed past and new challenges related to their regional innovation system, and if so, how.  相似文献

Public opinion features prominently in policy research because it sets bounds on the definition of policy problems and acceptable policy solutions. We contend that public opinion is also important for setting bounds on the level of government at which policy hazards are regulated by shaping preferences for uniformity of regulation and, relatedly, preferences for centralization. We offer a theoretical argument for why risk creates pressures for uniform standards and examine the extent to which preferences for uniformity and centralization are the product of fairly stable individual-level predispositions (e.g. partisanship and ideology) versus more fluid attitudes like perceptions of risk, which vary in response to crises, new information, and issue framing. We test our argument using survey data in the policy domain of food safety and find that individuals who anticipate greater risk from food-borne illness prefer more uniform food safety regulation, which translates into preferences for federal-level policymaking. Our results imply that contextual circumstances and strategic communications that influence risk perceptions can create not only generalized public demand for more regulatory policy but specific demand for uniform, centralized regulation.  相似文献
