Research theorising the rural‐urban fringe has not focussed in detail on the regulatory system managing land‐use conflict, including disputes arising between agricultural enterprises and residential property owners. To explore local forms of regulation the need to identify relevant actors, their interrelationships and the way that they compete to influence decision‐makers is widely recognised in the literature. Moran et al.'s (1996) conceptualisation of ‘real regulation’, with its emphasis on lobbying by social actors and the (re)formulation of legislation, is identified as a theoretical perspective that can help to explain local forms of regulation. The understanding of patterns of regulation on the urban fringe requires a more detailed conceptualisation of non‐legislative forms of policy, and a greater appreciation of the different strategies adopted by farmers to influence government. This paper investigates how urban fringe agricultural industries have attempted to influence decision‐making within the development approval process. Evidence is presented from the Western Port region in the urban fringe of Melbourne, Victoria, where refusal for the construction of broiler sheds by the Administrative Appeals Tribunal has resulted in the chicken meat industry adopting a more scientific siting strategy. It is concluded that, whilst this provides an example of agricultural adaptation and reinforces the importance of adopting a temporal dimension to investigate the land development process, the possibility that government will assess environmental harm differently in the future leaves urban fringe broiler farming in a precarious position.  相似文献

Two specialists on China's agricultural sector review the recent course of agrarian reform in the country since the year 2000. More specifically, they summarize the more significant policy changes occurring during the period 2000-2009 (including the rollout of major new programs and agricultural tax relief) while simultaneously tracking impressive improvements in a variety of standard indicators of agricultural performance and rural per capita incomes across China's province-level units. Among other things, the authors draw contrasts between the current (post-WTO accession) and earlier reform period (1980-1985) in agriculture in terms of level of government direction and commitment to develop the sector for its own sake, outline measures undertaken to address problems with the production of tainted and/or adulterated food products, trace significant spatial "reshufflings" of rice and corn production at the provincial level, and offer possible explanations for the outwardly confounding lack of positive relationships between aggregate value of field crops/total value of all agricultural activities and rural incomes at the provincial level. They argue that renewed (yet underpublicized) government attention to the farm sector since 2000 has helped promote social stability in China by increasing food supplies (thus reducing food price effects on inflation), encouraging more sustainable farming practices, and improving rural environmental quality in many areas.  相似文献

Intensive farming is an increasing part of Australian agriculture, including in the multi‐functional landscapes at the edges of Australian cities. The example of intensive “broiler” poultry production reveals the tensions that arise when sites of hyper‐productivity conflict with social change in rural areas. Planning processes for intensive farming in the Australian state of Victoria are predicated on stability and consensus: on assumed static and uncontroversial ideas of agriculture, its place, and the primacy of agricultural productivity. Yet concerns about the industrialisation of agriculture are live political issues at the local level, especially in dynamic peri‐urban locations. This paper explores the emergence of a politics of place outside the bounds of planning consensus through an analysis of planning appeals and associated media relating to planning permits for intensive poultry developments in Victoria over 2011–2016. We highlight tensions that exist in relation to technical planning assessments and categorisations used to assert farming as the orthodox use of rural land, especially when new forms of farming look and feel demonstrably different. Using Mouffe's problematising of the negation of antagonism and Rancière's notion of the risks of a false consensus democracy, we argue that planning processes for intensive farming illustrate critical issues in participatory planning. While ostensibly post‐political decision‐making narrows the politics of place and food systems to decisions about policing the boundaries and buffer distances placed around intensive poultry developments, alternative representations of rural life persist. The certainty offered by code‐based planning does not negate the ongoing (if inconvenient) politics of intensive peri‐urban agriculture.  相似文献

The 1990s saw a resurgence of interest in land‐use reform in the arid and semi‐arid rangelands of Australia. Scientists and conservationists called for a reassessment of land use in areas now used for extensive grazing of cattle and sheep. Landcare groups formed by pastoralists were criticised for deflecting resources away from questions of land‐use reform. While Landcare groups in agricultural regions of Australia have been subject to considerable assessment, analysis of rangelands Landcare has tended to revolve around questions of land use to the neglect of analysis of the operation of the groups themselves. Based on a case study of a pastoral Landcare group in the rangelands, the research reported in this paper found that pastoral Landcare in the rangelands has comparable outcomes to Landcare elsewhere in terms of the creation of opportunities for improved communication and learning among landholders. In addition, this group has developed from an emphasis on single‐issue projects towards multi‐faceted projects focussed on social as well as ecological sustainability. The analysis also found that political considerations were significant in the forma‐tion of the group and remained important for some pastoralists at the time of fieldwork. Finally, rangelands Landcare in this case study has provided a vehicle for reformist pastoralists and their associates to work actively towards influencing their peers to acknowledge land management problems and to reflect on their management practices.  相似文献

The north‐western part of Hong Kong is a marsh with traditional freshwater fish farming; however, this brackish area has been agriculturally diversified to include cultivation of red rice, reeds, shrimp and fish, and has only largely concentrated on freshwater fish farming starting from the 1960s. By looking into the geographical and social changes that have taken place in the brackish area, I will explain how the coastal landscape was changed in the 1910s through the introduction of large‐scale rice production in Tin Shui Wai which has turned into a high‐density residential new town, and the wetland conservation of Mai Po marshes. This article aims at understanding the meanings of intangible as well as agricultural/fishery heritage and the local politics among indigenous communities, conservation groups, the government and developers in post‐handover Hong Kong society. Inland freshwater pond cultivation was actually a major industry in the 1970s since it supplied most of the freshwater fish for the local market. Nowadays, the industry is shrinking because of lack of manpower and high operation costs compared to the mainland. With various kinds of social, economic and physical pressures, the local communities which are located at the buffer areas of the wetland in Mai Po are actually facing the tremendous dangers of losing those fishponds; most importantly, the fishponds have been serving not only as mitigation zone and source of a traditional local food but also as a major food supplier for migratory birds, adding to the conservation value of the Mai Po marshes and Inner Deep Bay in Hong Kong at large.  相似文献

The last decade of the twentieth century was heralded as the ‘end of agrarian reform’ in Mexico and the initiation of a new era of market‐led agricultural policy and practice. The impact of neoliberalism and the North American Free Trade Agreement on smallholder maize production has been widely conceived as negative, associated with ecological degradation, rural emigration and cultural erosion. Yet, some twenty years later, all evidence suggests that smallholder maize production is continuing in Mexico, albeit in evolving structures and forms. This article uses a farm‐level survey implemented in three Mexican states to assess the current condition of maize farming in Mexico. The authors revisit past categorizations of Mexican farmers and apply similar approaches to explore what maize‐producing households are doing with their maize, and what current patterns of production imply for future Mexican maize policy. They find evidence of greater persistence and adaptability in Mexican maize farming than is often presented. On the basis of their analysis, they advocate for a reconsideration of the underlying assumptions of public policy, highlighting the heterogeneity of the maize landscape and the unrealized and generally unrecognized potential this heterogeneity represents.  相似文献

In this article, the agricultural sector in Romania provides the basis of a sociological enquiry into the contribution of statistics to the definition of legitimate economic organization. Using the analytical tools developed by James C. Scott, the emphasis is laid on the Farm Accountancy Data Network (FADN) developed by the European Commission to define ‘economically viable’ farms. The measurement units which the FADN provides are applied at national level to determine legitimate agricultural practices. This imposes a productivist definition of the agricultural economy which diverges from the modes of social and economic organization observed in rural areas in Romania. Four million Romanian citizens make their living directly from working the land. The majority own smallholdings received during decollectivization and practise subsistence farming at the fringes of the legal economy. Instead of employing a definition of agriculture consistent with their practices and developing local distribution channels, quantification instruments provided by the European Commission form the basis of a selection procedure among these smallholders. These instruments have enabled the Romanian Ministry of Agriculture to set a threshold of ‘economic viability’ below which producers are deemed unable to develop a commercial approach to their activities. The objective is to help those who just about reach the required level to consolidate their agricultural holdings and take up intensive farming. The remainder are disqualified and encouraged to leave the sector. To further this objective, the category ‘semi‐subsistence’ agriculture has been created and takes centre stage in all measures implemented. Nevertheless, the statistical dividing lines on which this category is based have no substance and the structure of agriculture is manifesting high levels of inertia.  相似文献

Since the mid‐1990s, a new land‐use rights regime has gradually come into effect in China. It follows upon a series of earlier changes — land reform, collectivization and the first wave of contracting land to households — that paid attention to women's role in publicly recognized work and provided access to land. The new regime, which has gradually come into effect as previous (usually fifteen‐year) terms expired, authorizes an adjustment in land allocation which is then normally frozen for thirty years. An apparently inadvertent effect of this policy is not only the exclusion of young people from direct access to land for up to thirty years from birth, but the de facto separation of the majority of women who marry or remarry patrilocally from allocated land. ‘No change for thirty years’ (sanshi nian bu bian) has thus become the distinctive feature for women of China's current land‐use regime. The state has renounced its potential to reallocate land periodically and there is no indication that market mechanisms are filling, or are capable of filling, the void thereby created. This article examines local conceptions, responses and practices regarding land‐use rights and their transfer within this new framework, using field evidence from three upland agricultural communities in Chongqing and Sichuan (studied in 2003, 2004 and 2005), where land allocations were fixed in 1995, 1999 and 2001 respectively. The ethnographic findings are further explored in relation to contemporary research on gender and land rights.  相似文献

This paper examines the law as a mechanism for resisting neoliberal policy change through a consideration of legal challenges to welfare reform in the United States. The Welfare Reform Act of 1996 marked a sea change in both the content and scale of the American social welfare system. It has entailed a downward shift in policy creation and administration from the national to the state and local level, and conveys a heavy emphasis on the “responsibility” of single mothers to engage in waged labor. In addition to changing the scale at which the social welfare system operates, welfare reform has changed how the more oppressive aspects of this policy might be resisted. While some legal advocates are challenging welfare reform by working within the “policy scale”, others are invoking national level protections by appealing to Civil Rights legislation. By working against the scale imposed by neoliberal social policy, Civil Rights legislation presents the possibility for advocates to “re‐scale responsibility” from that of single mothers to submit to wage labor in order to survive, to the government’s responsibility to protect its citizens against identity‐based discrimination. Herein, I argue both that the law can serve as an important mechanism for re‐focusing the scale of resistance in efforts to challenge oppressive social policy; and that even in the face of policy that imposes a local scale, the national level holds potential as an important terrain of resistance.  相似文献

This paper provides an overview of the development of agricultural policy in Australia from a complex web of government intervention in the sector in the first half of the 20th century to the deregulation of the past 40 years. It highlights the close interrelationship between agricultural policy and manufacturing policy as well as the areas in which agricultural policy has been distinctive, namely the largely bipartisan nature of agricultural policy development and the strong cultural attachment across the community to farmers in general and family farming in particular. Recent policy debates suggest that agricultural policy will remain a sector apart in terms of the broadly bipartisan nature of policy and the ongoing influence of non-economic considerations. Australia will retain its comparative advantage in agricultural exports into the future and policymakers will need to continue to balance policies that support the economic performance of the sector with those that reflect community expectations of support for the farming community more broadly.  相似文献

农村土地流转长期受到决策者的鼓励,但我国农村土地使用权流转率一直偏低,西部地区尤其如此。本文试图以陕西省为例,通过问卷调查和访谈,分析农地社会保障功能等因素影响农地使用权流转率的作用机制;并从供给和需求两个方面,分析了经济落后地区农村土地使用权流转率偏低的原因。研究结果表明,农地流转受到现行的以提供社会保障为基本目的的农地制度的约束,任何旨在提高农地流转率的改革措施,都必须考虑现行农地制度的社会保障功能和地区差异,实行因地制宜的农地流转制度。  相似文献

Despite being a major site of recent population growth and, arguably, a key arena for sustainability concerns, the rural‐urban fringe has received relatively little attention in the literature concerning Australian cities and urban policy. To address this shortcoming the authors review post‐World War II efforts to plan the rural‐urban fringes of Sydney and Adelaide and find a number of issues for contemporary policy‐makers. First, the fringe is becoming increasingly complex due to multi‐faceted demographic change, a broadening economic base and demands for better environmental management, all within the context of an evolving understanding of sustainability. Second, water resource management, partly under the auspices of integrated natural resource management, is assuming a much higher priority than in early fringe planning endeavours, which emphasised urban containment, agricultural land protection and landscape conservation. Third, and partly as a consequence of this shift of priorities, there is also evidence of changes to the nature and focus of policy tools used in the fringe, with land management concerns now cutting across traditional land use planning. Finally, and fundamentally, these observations raise questions about how future governance of the fringe should be organised. Together these four themes pose an enthralling series of challenges for policy‐makers for which much more research and discussion are needed.  相似文献

Contrary to earlier pessimistic predictions, the Comprehensive Agrarian Reform Programme (CARP) in the Philippines has achieved significant success in land redistribution, although not quite matching the original claims of the state. The dominant public policy and land reform literature, broadly divided between state‐centred and society‐centred approaches, has difficulty in fully explaining the unexpected outcomes of the CARP process. Going beyond these dichotomous views, and using Fox’s interactive framework for analysing state–society relations, this article argues that redistributive land reform can be implemented in a politically hostile situation when initiatives by state reformists ‘from above’ positively interact with social mobilizations ‘from below’.  相似文献

This paper traces the history of ‘caring for country’ tropes in writing about indigenous Australian land and land management. While ‘caring for country’ initially referred to dynamic land use and ownership practices, it progressively became a less historical, more primordial, conception of indigenous land ownership, use, and management. In reviewing constructions of ‘land’ in scholarly literatures and policy debates, I seek to explain how they interact with local indigenous practices and idioms. Drawing on examples from the cultural and linguistic fields of A?angu, speakers of Pitjantjatjara and Yankunytjatjara, I examine a variety of concurrent uses of ‘country’, ‘caring’, or ‘nurturance’ and ‘caring for country’. A cross‐linguistic perspective on these objectifications – in English, Aboriginal English, and central Australian indigenous languages – shows how they may attend selectively to the historical specificity of indigenous experience. But this, I argue, may be the key to their efficacy in intercultural projects. Coded messages in bilingual documents reflect a kind of agency whereby A?angu choose to leave equivocal histories unstated and thereby reconstitute government projects in terms that work for them. The referential flexibility around idioms of land and nurturance is a kind of alchemy in language and social life that is the condition of the success of actual land management activities. Terms including ‘country’ and ‘caring for country’ elide the socio‐political dynamics that otherwise complicate actual rights and uses of land. That is why they can form the social basis of common activities, the production of ‘congeniality’ both within A?angu social life and at the interface with outsiders, in land management and other fields.  相似文献

Reintegrating the city is a priority of social justice and development in many urban centres of the ‘South’ that bear the legacy of forced displacement. In South Africa, much of the land restitution programme has thus far focused on urban areas. In certain large cluster claims involving the transfer and development of significant tracts of well‐placed land, restitution has presented the prospect of altering landed property regimes in the heart of the city. The predominantly rural and economic emphasis in scholarship and policy debate on land reform in South Africa — which reflects historical trends in development studies — has led to a narrowed vision of what is at stake in urban land restitution. Complex interventions aimed at redressing urban spatial segregation can potentially alter the relationship between citizens, institutions and urban space in ways that expand the possibilities for social and political agency in sites that are strategically important for influencing the direction of change more broadly. A key, as yet unrealized, challenge is how to articulate such struggles for a ‘right to the city’ with efforts at redressing the spatialization of poverty on the urban periphery.  相似文献

This study examines the local processes, effects, and responses to large‐scale logging and agricultural development efforts in subsistence communities on New Hanover Island, Papua New Guinea (PNG). Recently, New Hanover became the site of three special agricultural and business leases (SABLs) that combined to cover approximately 79% of the island. The proliferation of SABLs within PNG is an outcome of recent national development initiatives promoting a significant increase in the production of commercial agricultural crops such as oil palm and biofuel. Accordingly, SABLs are designed to facilitate the development of long‐term commercial agricultural industries in rural locations across the country through the conversion of forested lands and the simplification of communal land tenure, for the purposes of private lease. However, SABLs have simultaneously provided a convenient loophole around more restrictive national forestry policies and thereby become attractive to traditional logging interests in the Asian/Pacific region. Consequently, many SABLs across PNG have failed to produce viable agricultural development or broad local benefit. It is within this context, that this study pays particular attention to the experiences of women and lower‐status landowners living through the processes of SABL conversion, during the El Nino drought of 2015. The study details the statuses and roles of these groups within the overall development process, the ways in which their social relationships changed in the context of development, why these groups were particularly vulnerable to the broad livelihood effects of forest conversion and drought, how they adapted to these effects, and what their hopes were regarding the future of the development project and life on the island. This study adds to current theoretical interests on emerging neoliberal frontiers of land and resource control by examining these SABL landscapes on New Hanover as contemporary examples of land grabs and documenting the very real local level consequences of this phenomenon. The study is also particularly significant in light of the growing threats to forests and forest‐dependent livelihoods and the recognition of the importance of local forest practices to global sustainability.  相似文献

Klavs Randsborg has made important contributions to the archaeology of the Bronze Age and later prehistoric periods, but in the 1970s he also touched upon issues such as the formation of rank in Neolithic societies. In his article ‘Social Dimensions of Early Neolithic Denmark’, he suggested that a hierarchical society arose at the transition from the Early to Middle Neolithic, c. 3300–3200 BC. Since then, excavations and research have resulted in numerous publications about the Neolithic, but only rarely have these examined social development. In this article, the authors continue the debate, sharing the same starting point as Klavs Randsborg, but here approaching the question of emerging social inequality on the background of recent research into the early agricultural societies in Northern Europe, seen in a broader European context. The primary focus is upon burial monuments as manifestations of status and power, and parallels are drawn with similar construction activities amongst present‐day farming communities in such remote areas as the islands of Southeast Asia. The social organisation and ritual customs of these modern farming communities are considered relevant when interpreting the archaeological evidence for early agricultural societies in Northern Europe.  相似文献

The need for public investment to address loss of biodiversity in agricultural landscapes is well recognised, yet there is little analysis of the likely benefits of land‐use change for regional biodiversity or the cost effectiveness of different investment options. We estimated benefits for biodiversity and cost effectiveness of different investment scenarios over 50 years for a farming area in south‐eastern Australia. Declines in biodiversity were predicted under status quo land use. Implementing actions in the investment scenarios improved biodiversity status only slightly, compared with status quo land use. Future biodiversity status differed little between biodiversity‐focused investment and salinity‐focused investment. Biodiversity status equalled or exceeded current status only for investment scenarios with much more extensive revegetation than in catchment targets. Cost effectiveness of biodiversity improvement varied greatly between investment strategies. Biodiversity improvement was more cost effective when investment to meet catchment targets was focused on revegetation for salinity management rather than on high conservation value areas, because of lower opportunity costs for salinity management. With enhanced investment, the cost effectiveness of biodiversity improvement was greater when actions were in high conservation areas. Although improvements in biodiversity were small under the changed farming system scenarios, their cost effectiveness was higher than the other investment scenarios. Regional scale improvements in biodiversity in farming areas will require increased stewardship payments or other economic incentives for landholders.  相似文献

Why do farmers intensify their agricultural practices? Recent revisions of African environmental historiographies have greatly enriched our understanding of human–environmental interactions. To simply point at poor farming practices as the main cause of deforestation, desertification and other processes of land degradation is, for example, no longer possible. The contemporary analytical focus is instead on the complex and often unpredictable set of causal relations between societal, ecological and climatic factors. In the literature on agricultural intensification, conventionally defined driving forces, such as population pressure and market demand, remain important explanatory factors despite a growing body of research that suggests more dynamic scenarios of agricultural development and landscape change. This article reports on a case where the common‐sense logic of population pressure theory has dominated the historical narrative of a local process of agricultural intensification among an agro‐pastoral people in north‐central Tanzania. By way of a ‘detailed participatory landscape analyses’ a more complex and dynamic historical process of intensification is suggested, in which the landscape and the process of agricultural intensification itself are in focus. It is concluded that the accumulation of landesque capital has been incremental in character, and that the process of agricultural intensification in the study area has largely been its own driving force based on self‐reinforcing processes of change, and not a consequence of land scarcity and population pressure. This result demonstrates the possibility and usefulness of reversing the Bose‐rupian argument in analyses of agricultural intensification.  相似文献
