中英两国国情迥异,但两国的国家公园均以自然保护、旅游与社区可持续发展为管理目标。本文以中国九寨沟和英国新森林国家公园为例,构建了由12个客观指标和12个主观指标组成的国家公园旅游可持续性评价指标体系,通过专家咨询和均方差法计算指标权值,用加权指标综合评价方法对案例地旅游可持续性进行了评价。评价结果表明,九寨沟旅游发展具有潜在的可持续性;而新森林国家公园则具有潜在的不可持续性。论文最后从两国国家公园管理体制和模式差异对评价结果进行了解释。  相似文献

In 2000 Scotland finally introduced legislation to enable the establishment of its first national parks, 50 years after England and Wales. This paper considers interpretations of this event and reflects on the importance of national parks to nation‐building. Grounded within a framework which holds landscape to be an important signifier of national identity, these issues are explored through a case study of the Cairngorms National Park. This study found that it was the ‘nation‐building’ agenda which was a key factor in securing the unanimous support of the Scottish Parliament for the National Parks Act (2000) but that this agenda hid competing definitions of what shape Scotland's landscapes should be. This suggests that the National Parks Act appealed as a form of institutional, as opposed to cultural, nation‐building.  相似文献

Charges for parking in the countryside pose a particular dilemma in Scotland as they are seen by many outdoor groups as a backdoor approach to restricting the public's newly acquired right of responsible access to the countryside. The issue is particularly sensitive in the case of the Cairngorms National Park (CNP) where charging has spread to a number of key car parks across the area. Based on the results of a survey of over 300 visitors this paper investigates visitors’ attitudes and perceptions towards car park charging in the CNP, and explores the conditions under which they would find charging legitimate; in particular, the notion of hypothecation (i.e. the practice of declaring where and how monies contributed will be spent). We find that the vast majority of visitors surveyed are supportive of charging but that support is conditional on: the nature of the charging system, the type of location in question, and the landowners’ commitment to hypothecating user fees for reinvestment in visitor facilities and preservation of the environment. We conclude by proposing a CNP‐wide charging policy, fundamentally based on the principle of hypothecation.  相似文献

Platt National Park, Oklahoma, was the smallest national park in the United States until it was combined with an adjacent, reservoir-centered recreation site in 1976 to form Chickasaw National Recreation Area. Set aside as Sulphur Springs Reservation by agreement with the Chickasaw Indians in 1902 and designated a national park in 1906, Platt is the only American national park to be demoted since World War II. The story of Platt's creation and demotion reflects the changing mission of the National Park Service (NPS), shifting images of nature and recreation among the American public, and broader social forces that frame park purposes. What started as local boosterism of hydrotherapy in cold mineral springs grew into one of America's most visited national parks by the 1920s. Despite its popularity, Platt lacked both scenic grandeur and political influence; it did not fit prevailing images of wild nature among NPS bureaucrats and the urban elite who formed the core of the environmental movement; it was too small, too humanized, and too ordinary. As images of people embedded in nature have gained wider acceptance in recent decades, would this small, geographically distinctive, and culturally rich “park of the people” have met a similar fate today?  相似文献

Great Smoky Mountains National Park was created in 1934 after decades of popular activism. The National Park Service initially planned to restore wildness to all formerly settled lands through the process of secondary succession, but did not in a valley in the northwest corner of the park, Cades Cove. Transforming the 1200-ha agricultural setting into forest would have eliminated the visual charm highly prized by the tourists who had long come there. Additionally, experts promoted the preservation of Cades Cove's historic–cultural landscape because they falsely perceived the local culture to be a relic of the past. The Park Service acceded, but its commitment to historic preservation was tempered by a concern to minimize its expenses. Consequently, an agricultural permit system was adopted in 1945, which allowed modern farmers to operate on the historic landscape, keeping it open. This cheap method kept open the beautiful vistas of Cades Cove. Unfortunately, the agency's commitment to beauty and economy led to decades of ecological degradation, including water pollution and species extirpation. Only in the last two decades, has park management moved away from its focus on a low-cost, attractive landscape to embrace one that is also ecologically healthy, and thus more sustainable.  相似文献

Canadian national parks are well‐known for protecting natural areas dedicated to ‘the benefit and the enjoyment of the Canadian people’. The history of national parks illustrates the evolution of a concept of nature from functional conservation, such as tourism, to an environmental conception, based on ecosystem protection and biodiversity preservation. Banff, Waterton Lakes and Wood Buffalo National Parks in Alberta, and Kootenay National Park in British Columbia (four of the fourteen parks established before 1930, the year the National Parks Act was passed) have been chosen for this study in order to understand how national parks have dealt with local communities since the beginning of the national park movement, and how these relationships have changed during the last forty years. Inclusion of local communities and collaborative management processes have been well developed in northern Canadian parks since the mid‐eighties. These practices have been considered successful in this region, but the situation is very different in the southern parks, especially those that were created before 1930. However, things have changed since Aboriginal culture and rights have been recognized in judgements rendered by the Supreme Court of Canada and by the Canadian Constitution. In the four parks chosen for this study, involvement of local communities and the development of their participation have been slow. Round tables and participation in the creation of interpretation sites and exhibits of Aboriginal history can be considered a step toward further cooperation.  相似文献

Museums are often sites for the fabrication of hegemonic discourse. They represent the political nature of heritage construction and the instruments used to support these narratives. This paper traces the appropriation of museums as symbols of national projects and argues that not all museums achieve this political end. The Kuwait National Museum designed by Michel Écochard will be examined as a case study for this argument. Écochard’s project demonstrates the many challenges that develop between nationalist politics, heritage production and competing centres of power.  相似文献

The Otterburn Public Inquiry (1997 and 1999) polarized opinion as to how England’s finest countryside should best be utilized. On the one hand, the Ministry of Defence sought to realize a major development in a protected area, whereas on the other, Northumberland County Council and Northumberland National Park Authority opposed the plans, arguing that conservation and recreation should take priority. This study was undertaken several years later and took a retrospective look at the saga through a recollection of personal accounts, so as to examine the impact and legacy that was borne out of this development. Semi-structured interviews were undertaken with a number of stakeholders as part of a wider project on partnership working. It was found that the Ministry of Defence used this planning dispute to affirm that defence of the realm was a greater national interest than environmental protection. The outcome of the Public Inquiry was also found to contribute towards a radical change in the way Northumberland National Park was managed.  相似文献

Visitors’ assessments of the negative impact of tourism, on physical and social environment, vary based on the location where the evaluation occurs. Research that focuses on identifying visitors’ norms within outdoor recreation settings has not been able to link the geographical location with the corresponding evaluation of unacceptable levels of impact. This study combines a traditional on-site visitor survey with a Public Participation Geographic Information Systems survey to produce spatially explicit information on visitors’ acceptance of tourism impacts. Using a web-based participatory survey, visitors were asked to indicate specific locations where they felt the effects of tourism disturbed the quality of their experience in Oulanka National Park. These evaluations were analyzed at multiple scales – destination, specific zones, and sites – to promote more efficient park management. Based on visitor evaluations, we found a collection of hotspots in the park where tourism has already caused unacceptable impacts. Visitors noted that crowding and erosion disturbed their experiences, especially along highly visited trail sections, while littering was considered problematic near wilderness huts. However, participant satisfaction at these sites was not lower than elsewhere in the park. This indicates that the association between negative impacts of tourism and visitor satisfaction is not straightforward, but complex. This study encourages the collection of spatially accurate data on visitors’ assessments of the effects of tourism because it has the potential to more efficiently direct park management policies. In addition, spatial techniques provide a new means to monitor the impacts of tourism, acknowledging that visitors’ perceptions of acceptability of tourism impacts also vary within tourism destinations, such as parks.  相似文献

Uluru‐Kata Tjuta National Park in Australia's Northern Territory continues to be a contested site, as half of its 400 000 visitors continue to climb Uluru each year against the wishes of the Traditional Aboriginal Owners, the Anangu. Since being opened to tourism in the 1950s, Uluru has come to symbolise the ‘heart’ of the Australian nation. The influx of tourists also marked the beginning of contestations over control and access to this site between settler Australians, who wished to photograph and climb it, and the Anangu, to whom it is sacred. That visitors still climb Uluru could be seen as evidence that this site continues to symbolise a split between settler and Aboriginal Australian concepts of place and appropriate actions in relation to Uluru. To explore whether the continued climbing of Uluru was indeed evidence of an irreconcilable ‘clash’ of cultures, a survey of visitors to Uluru and interviews with both tourist operators and National Park staff were undertaken regarding visitor decision‐making processes. This research found that rather than entrenched, fixed perspectives on the issue of the Climb, both non‐Aboriginal visitors and tour operators showed an openness to the Anangu view of Uluru and their wish that it not be climbed. It also indicated, however, the importance of tourism and other media in conveying the Anangu view to visitors before they arrived at the site of the Climb itself, a point considered to be ‘too late’ by many visitors. These findings suggest the potential for change in the actions of many visitors in regard to the Climb through a more proactive representation of the wishes of the Anangu to visitors before they reach Uluru.  相似文献

Since 2000, the Master’s Programme in Conservation de l’Environnement Bâti (conservation of the built environment) of the Université de Montréal has been collaborating with the Commission Scolaire de Montréal (Montreal School Board) for the preservation of the city’s scholastic heritage. Research projects and other activities have been undertaken to raise awareness about these historic buildings and to find practical solutions to ensure their future. The aim of this paper is twofold. First, it will provide an overview of different research projects carried out within the framework of the partnership between the School Board and the master’s programme, concluding with the most important findings of that research. Second, it will describe the challenges facing the preservation of this vernacular public heritage, which—despite its modesty—is a significant part of the many neighbourhoods of Montréal.  相似文献

Abstract

Frequently identified with ‘establishment’ values the National Trust has as often been a focus of critique as of celebration. This essay examines the Trust's changing relation to contested values of heritage as manifest in its acquisitions and management policies, in its engagement with environmental and social issues and an emerging politicisation which transcends a narrow, purely property‐based interpretation of its statutory purpose. Recent acquisitions challenge conventional perceptions of ‘natural beauty’ and ‘historic interest’. Organisational greening has precipitated a review of the implications of stewardship ‘in perpetuity’. Recognition of the needs of local communities and awareness of equal opportunities issues have prompted a reinterpretation of its founders’ concerns with access and enjoyment ‘for the nation’. These developments manifest an inchoate shift in the Trust's emphasis from the preservation of the status quo to engagement with change, both within the context of its own properties and in its relations to the wider society and environment. The Trust is unlikely ever to lead changes in public perceptions of heritage but neither is its role necessarily or irredeemably a wholly reactionary one. Inertial and cautious, the Trust reflects and articulates the shifting resolution of contested cultural values.  相似文献

This article explores the statue of Balto in New York’s Central Park within a framework of discussion of animal representation in creating national heritages. It discusses the reasons for Balto’s statue being sited in New York with reference to the competing demands for different heritage commemorations within the park’s space. In exploring the role of different interests in promoting this particular commemoration the article questions a simplistic notion of heritage being created by bodies of the state and draws analogies with other national animal ‘symbols’ such as Greyfriars Bobby, and ‘The Dog on the Tucker Box’. The article suggests that animal commemoration in everyday space may help create ongoing interest in animal pasts while noting the disjuncture between the represented animal and Balto’s actual existence.  相似文献

This article shares findings from a participatory assessment study of a community-based environmental monitoring project in the Peruvian Andes. The objective of the project was to generate evidence to support sustainable livelihoods through participatory knowledge generation. With the use of narrative framing, the study retrospectively reconstructs the project's trajectory as perceived by the three stakeholder groups: the community, the researchers, and the implementing NGO. This analysis reveals discrepancies between the stakeholder groups both in their view of the course of events and their understanding of the purpose of the intervention. However, while the storylines depict differing project trajectories, they often agree in terms of long-term goals. The study also uncovers some neglected positive externalities that are of considerable significance to local stakeholders. These include community-to-community knowledge transfer, inter-generational knowledge sharing and ecosystem knowledge revival. The article illustrates how assumptions and expectations about participatory projects are encapsulated in narratives of positive change despite the limited level of agreement among stakeholders about what such a change should comprise. It sheds light on development narratives and their power to shape stakeholders’ perceptions in accordance with their beliefs and priorities. This is of special importance for ecosystem governance projects, which are sensitive to normative differences and subject to competing claims.  相似文献

The relationships between traditional Aboriginal land owners and other Park users in Kakadu National Park in the Northern Territory are characterised by competing agendas and competing ideas about appropriate ways of relating to the environment. Similarly, the management of recreational fishing in the Park is permeated by the tensions and opposition of contested ideas and perspectives from non‐Aboriginal fishers and Aboriginal traditional owners. The local know‐ledge and rights of ‘Territorians’[non‐Aboriginal Northern Territory residents] are continually pitted against the local knowledge and rights of Aboriginal traditional owners. Under these circumstances, debates between non‐Aboriginal fishers and Aboriginal traditional owners are overwhelmingly dominated by the unequal power relationships created through an alliance between science and the State. The complex and multi‐dimensional nature of Aboriginal traditional owners’ concerns for country renders these concerns invisible or incomprehensible to government, science and non‐Aboriginal fishers who are each guided by very different epistemic commitments. It is a state of affairs that leaves the situated knowledge of Aboriginal traditional owners with a limited authority in the non‐Aboriginal domain and detracts from their ability to manage and care for their homelands.

Abstract

This paper explores how the protection of natural resources is managed in Madagascar in order to understand how and why tourism development is part of the strategy to safeguard these resources. Based on a heterodox political economy approach and using documentary analysis as well as exploratory interviews, this paper focuses on the specific case of Ranomafana National Park showing how the environment, economic growth and poverty alleviation strategies are instrumental to a ‘development framework’ that envisions the rural poor population as a problem as well as a solution with respect to resource depletion. The analysis concluded that tourism is far from being an ‘axis of development’ for the Malagasy economy, and, thus, an insufficient alternative to address the destructive practices described in this paper. The case study shows that ecotourism creates few work opportunities for local people and does not absorb the job seekers who rapidly revert to survival techniques and anarchic use of resources, thereby threatening the integrity of the forest and the long-term survival of ecotourism activities. In this context, the place of tourism in general and of ecotourism, in particular, appears to have been highly exaggerated in Madagascar as the direct economic benefits of tourism at the local level remain minimal.  相似文献
