This paper analyses the development of an Aboriginal ‘workfore’ program which operates in remote communities, the Community Development Employment Projects (CDEP) scheme, from its conception back in the mid 1970s through to the present day. It identifies a number of distinct periods in the development of the program; a period of debate surrounding its conception, an initial pilot period of operation beginning in 1977 in which the scheme endured both significant criticism and severe budgetary and administrative problems, a period of review and hesitation from 1980 to 1983 and a period of expansion and success since 1984. These changing fortunes of the CDEP scheme are explained through reference to three underlying forces which have contributed to the development of the program over the years; bureaucratic politics, Aboriginal community politics in remote areas and the the rising levels of unemployment in the Australian community more generally.  相似文献

In 1950 physicians at Tulane University School of Medicine began a program of research on the use of electrical brain stimulation that would span three decades and involve approximately 100 patients. Initially, electrical brain stimulation was used to treat of schizophrenia, but later it was applied to a variety of other conditions. Throughout its history the Tulane research was well publicized in both the professional and lay literature, and for almost twenty years, with rare exception, these accounts were laudatory. However, in the early 1970s this work began to draw sharp public criticism. Despite its public and controversial nature, the Tulane electrical brain stimulation program has received relatively little attention from historians. This review recounts the history of the Tulane program with particular emphasis on the ethical propriety of the work. Factors that shaped the historical context in which the Tulane experiments were conducted are discussed.  相似文献

Under the right conditions, compounding socio‐political and economic change can dramatically alter government policy. From 2000, Western Australia, a resource‐rich jurisdiction, experienced significant change owing to a once‐in‐a‐generation resources boom, which forced a break with earlier development approaches. In 2008, regional interventionism returned to the State via the State Government's Royalties for Regions program. Departing from the neo‐liberal tradition, the program allocated 25 per cent of the State's royalty income to non‐metropolitan regions, over and above existing regional allocations, and its success remains disputed. While it is easy to question the program retrospectively, the socio‐economic and political circumstances from 2000 to 2008 reveal a “perfect storm” of conditions enabling the transition from neo‐liberalism to interventionism in regional development. This paper sets out to understand the multi‐faceted conditions that enabled the dramatic paradigm shift embodied by the program. To this end, it examines the State's rural–urban settlement dichotomy, its staples economy, and the policy context leading up to the program. Following that, the paper proposes a causal framework mapping out the factors driving and rationalising the program. These factors are then examined in detail and include perceived rural voter disenchantment, ineffectual regional development policy, the State's mining boom, inadequate regional development funding, the contrasting fortunes of two regions (illustrative of the impact of growth, and the lack thereof), and the political manoeuvring during the 2008 election. Finally, the paper concludes by considering how the conversion of these conditions resulted in the State's most significant regional policy redirection in decades.  相似文献

This article examines the most recent history of the SLAC National Accelerator Laboratory, with particular emphasis on how this laboratory shifted its research program from accelerator-based particle physics towards astroparticle physics, cosmology and multi-disciplinary photon science. Photon science became the central experimental research program through a series of changes in the organisational, scientific, and infrastructural set-up and in its science policy context. The article shows that SLAC’s reinvention unfolded in a science policy context in which funding priorities drifted towards the materials sciences and the life sciences at the expense of nuclear and particle physics, which had dominated science budgets during the Cold War. SLAC took a lead position in this global development by partly dismantling and also redeploying scientific and technical capabilities from its particle physics program for these new fields, thus, providing novel experimental facilities for user communities to expand across academia and industry.  相似文献

UNESCO’s heritage policies are one of the most extensive global drivers of landscape and cultural transformation and investment. In response to complaints about Western and object-focussed bias in World Heritage, a push within UNESCO generated a new convention and a new category of heritage: intangible cultural heritage (ICH). Maligned by academic critics, it has nonetheless been an incredibly widespread program internationally with over 170 states signed up to its convention and subject to its obligations. This article provides an assessment of the geographical reach and impact of UNESCO’s ICH program, and, through a case study in Indonesia, analysis of its most successful (according to the Indonesian Directorate of Culture) program for the production of batik cloth. Through the case study, I assess the impact of the ICH policy in Indonesia at different levels and for different groups, the scales it has enabled, and its impact on historical batik landscapes.  相似文献

Recent growth in the number of school choice programs across the country has ignited debate on the stratifying effects of these programs. In the context of interdistrict open enrollment, this paper analyzes—both theoretically and empirically—how choice programs affect stratification levels through the mechanisms of (i) the relative characteristics of program participants and nonparticipants and (ii) the schooling choices of different groups of program participants. The theoretical analysis uses Monte Carlo simulation techniques to analyze a hypothetical world where interdistrict choice is available to students in three school districts that are allowed to vary in student composition, the type of students who take advantage of the interdistrict choice program, and schooling choices of students who open enroll. The results of these simulations provide an understanding of the conditions under which an interdistrict open enrollment program leads to increases, decreases, or no changes in stratification levels. The empirical analysis uses data from the universe of students attending Colorado public schools in 2009–10 to examine how the state's interdistrict choice program affects stratification levels. It also analyzes the factors responsible for any increases or decreases in stratification and finds both participation patterns and differences in schooling decisions across groups to play important roles. The paper concludes with a discussion of its implications for research and policy.  相似文献

The Soviet program to proceed from further expansion of the grain area in the semi-arid steppe zone to intensification of graingrowing in the humid Nonchernozem Zone after decades of neglect is considered a landmark decision in the history of Soviet agriculture. If successfully carried out, the Nonchernozem program might yield by the late 1980s a grain increment equivalent to the amount now being imported by the Soviet Union for its own needs and for re-export to its allies. The implementation of the Non-chernozem program would also have consequences for regional grain-production patterns in the Soviet Union. The Nonchernozem Zone would be in a position to make a more significant contribution to the demand for grain in the industrial centers of European Russia, thus easing the pressure on the virgin lands of northern Kazakhstan and reducing the need for the present long grain hauls. Finally, a greater shift of grain production into the humid Nonchernozem would be in keeping with a program of water economies since grain output in the humid zone requires less than half of the water needed for grain production in the arid zone. The success of the Nonchernozem program is conditioned on greater attention to the development of rural infrastructure, particularly roads, which the author considers a key element in upgrading the agriculture of the region.  相似文献

While there is widespread public and political support for cleaning up the nation's hazardous waste sites, Superfund has been fraught with dissension and controversy since its inception. Some criticisms of the program focus on deriding an all-too-expensive program run amuck with litigation and federal heavy-handedness. Other critics complain of an inefficient and ineffective program that has made painfully slow and inconsistent progress. Detractors do not disagree with the fundamental goal of the program—cleaning up hazardous waste sites. Rather, they focus on the fairness of Superfund's liability provisions and the Environmental Protection Agency's record of cleanup competency. This paper discusses these major issues at the core of the controversy over Superfund. The policy implications of Superfund program reform efforts and the ramifications for future hazardous waste policy are considered.  相似文献

Although it has hardly been noted in historical or popular literature, NASA's surprising decision not to prepare the first space shuttle Enterprise for spaceflight deserves attention as a significant event in early shuttle history. The decision came at a stressful juncture when the space shuttle program was transitioning from research and development to production and operations; it was an early signal of a looming crisis in the program and also an indication of early shuttle-era space policy. This essay examines the changing status of Enterprise in the little-noticed period 1976 through 1978. Three main factors influenced the fate of Enterprise : (1) the evolution of shuttle engineering and design, (2) funding and schedule pressures on the shuttle program, and (3) shuttle fleet size policy. Decisions in these areas came together in late 1977, with the result that, soon after its debut, Enterprise lost its place in the shuttle fleet and never flew in space.  相似文献

How did the rat-control program, launched by the Government of Alberta in 1950, become associated with the identity and heritage of the province? The authors answer this question by undertaking close visual analyses of the anti-rat posters and pamphlets that were distributed by the government throughout the 1950s. Using a visual methodology inspired by semiotics, they argue that the early rat-control program ambitiously promoted Alberta as a unified, clean province that was both distinct from its prairie neighbours and for the most part populated with vigilant, hardworking citizens eager to remove unwanted intruders.  相似文献

Solving conflictual environmental policy problems is increasingly falling under the purview of local governments and public agencies. Nonregulatory approaches, such as the development of voluntary environmental programs (VEPs), could offer a useful policy alternative as they often have greater political traction and flexibility. However, there has been little work examining the use of VEPs in the public sector. This article uses a new dataset from California to examine how political institutions affect decisions by local governments and public agencies to participate in a voluntary urban water conservation program and whether this program has improved the water conservation performance of its members. The results show that special district governments, private utilities, and water suppliers dependent on purchased water are more likely to participate in the program and to join early. However, urban water agencies that have joined the program have not reduced their per capita water use more than those that have not. These results underscore the influence of political institutions in public‐sector decision making and demonstrate that, as in the private sector, commitment to a VEP by local government and public agencies does not guarantee implementation or environmental improvements. While voluntary programs offer political and administrative advantages, in order for VEPs in the public sector to be effective they must be accompanied and supported by credible enforcement mechanisms, performance standards, and rigorous monitoring programs.  相似文献

Homeless families face the economic and personal challenges of sparse employment opportunities and child care and nutrition needs, compounded by the loss of adequate housing. The Family Development Center (FDC) is a transitional housing program in Atlanta, Georgia, designed to provide young homeless mothers an opportunity to emerge from what may well be desperate circumstances and begin the journey to economic self-sufficiency. This paper describes the research on programs for homeless families and presents the results of a comprehensive look at the operation and effectiveness of the FDC program during its first 5 years of existence. The work shows that while many families were able to effect notable positive changes in their lives during and after taking part in the housing program, for some the recovery from homelessness was extremely difficult. For even the most successful formerly homeless families—those that secured employment, housing, and other social supports—the escape from welfare dependence and poverty proved very difficult. The paper concludes with a discussion of the implications for relevant public policy.  相似文献

The Dose Rate calculator (DRc) is a software program written in Java that facilitates the calculation of dose rates and age determinations of materials, for use in palaeodosimetric dating methods. The program runs in a user‐friendly interface and provides a number of user‐controllable features. Dose rates are calculated using updated conversion and attenuation factors. For a set of geographical units in the Cartesian coordinate system, the locus of the standard deviation of the x coordinates of the set forms a closed curve as the system is rotated about the origin. This curve, often referred to as “standard deviational ellipse” (SDE), is not in fact an ellipse. The actual shape of the curve has remained unclear since the issue was mentioned initially by Lefever in 1926. In the present paper this closed curve, referred to as “standard deviation curve” (SDC), is clarified mathematically, and some of its applications in spatial analysis are discussed. The shape of SDC changes from a single circle to double circles when the distribution of the set of geographical units changes from an even condition to a straight line. The shape of SDC is determined explicitly by the ratio of its minor axis to its major axis. This ratio, therefore, is a useful index to show to what extent the distribution of a set of geographical units is circular, or linear. In addition, the size and radius of SDC can be used to indicate the distribution density of geographical units. The major axis of SDC, whose angle is determined explicitly for the first time, indicates the major orientation of geographical units. A program has been developed to apply SDC to spatial analysis (mean center, major orientation, distribution density, circular condition, etc.). The program is available from jx_gong@hotmail.com . It is argued that variation in uncertainty about social program goals and causal processes should influence the selection of evaluation designs and methods. Eighteen prominent evaluation reports are examined to contrast predicted evaluation strategies derived from theory about organizational uncertainty with the actual evaluation methods used. It was found that the actual design, measurement, and analysis procedures were frequently different from procedures that were compatible with the kinds of program uncertainty described in the evaluation reports. It is suggested that theory and practice in program evaluation can be improved by systematically incorporating organizational concepts that would contribute to the selection of evaluation methods.  相似文献
