This article compares the recent ‘Prussia Year 2001’events marking the 300th anniversary of the founding of thePrussian state with the famous ‘Prussia Wave’ ofthe late 1970s and early 1980s in order to evaluate the evolvingstatus of Prussia in postwar German memory. It asserts thatGermans have largely abandoned their formerly polarized viewsof Prussia and have increasingly arrived at a more balancedview of its historical legacy. In developing a more normalizedview of the Prussian past, Germans have demonstrated that difficulthistorical legacies may, to some degree, in fact, be ‘mastered’.At the same time, the article shows how the seemingly successfulconfrontation with the Prussian past remains burdened by theenduring effort to confront the legacy of the Third Reich.  相似文献

The primacy of foreign policy in Nazi Germany has been debatedfor decades. This article seeks not to re-open an old debate,but focuses on the two big aims of Nazi policy: ‘FinalVictory’ and ‘Final Solution’. In order toanalyse their relationship, they are identified as war aims;there follows an examination of both the role of the war inNazi doctrine and Hitler's role in decision-making in general.It can be shown that Hitler's original war plan saw ‘FinalVictory’ as a prerequisite for the ‘Final Solution’,but that from August 1941 the implementation of the ‘FinalSolution’ followed the intention of achieving ‘FinalVictory’ through the extermination of the European Jews.‘Final Victory’ and the ‘Final Solution’thus appear as goals which illuminate the primacy of foreignpolicy in Nazi Germany.  相似文献

The postwar ‘baby boom’ focused unprecedented attentionon young people in Britain and made ‘youth’ a newand increasingly worrying category of both social and politicalidentity. Belief in the uniqueness of postwar youth was widelyshared among political parties but it caused particular anxietyfor the Conservatives who feared that young people in the 1960swere shaped by values that predisposed them to socialism, notconservatism. This article traces the Conservative party's interactionwith ‘youth’ through an examination of the policy-makingefforts of the Young Conservatives (YCs) organization. Afterthe 1959 election, the Conservative party was anxious to retainthe support of younger voters and saw the YCs as a vehicle topublicize its commitment to them. Departing from the YCs’long-standing emphasis on social activities, the party establisheda Policy Group Scheme to integrate younger members into policy-makingand encourage a ‘youth’ perspective on key policyareas such as the welfare state. However, in 1966, the PolicyGroup Scheme ended as it became clear that young people's loyaltyto the main party was not conditional upon participation inpolicy-making and the YCs’ model of postwar conservatismdiffered very little from that of older Conservatives. Thisanalysis of grassroots discussion of the welfare state thusestablishes the limits of a distinctive ‘youth’perspective on major issues in modern conservatism such as individualfreedom and the role of the state, and contributes to recentdiscussions of the role of age and demographic structure inpostwar Britain.  相似文献

It is generally believed that the reputation of Sir Edward Elgarexperienced a disastrous reversal of fortune after the GreatWar. This has conventionally been explained by the changingmusical tastes of the public and by a postwar reaction againstthe unappealingly ‘Edwardian’ character of Elgar'smusic. Both claims, I argue, have been exaggerated. Examiningevidence from concert programmes, gramophone record sales, andBBC broadcasts, this article demonstrates that Elgar continuedto enjoy estimable popularity after 1918. The article also considersthe way in which Elgar came to be seen as an archetype of ‘Englishness’and ‘Edwardianism’ in music. With a legacy of virulentattacks on the composer's ‘complacency’ and ‘jingoism’,critical attention by the 1930s had been refocused onto a perceivedrural nostalgia within Elgar's music. This atavism complementedinterwar visions of the Edwardian period as a prelapsarian ‘goldenage’. The implications of these changing perspectiveson Elgar are twofold. This paper traces the development of ideas about ‘professional’and ‘scientific’ publicity during the Weimar era,and their gradual absorption by mainstream politicians and officialsfrom the late 1920s onwards. The unprecedented wartime effortsto influence domestic morale and the scandalous revelationsof misinformation afterwards greatly increased popular awarenessof the ability of élites to manipulate public opinion,and generated intense interest in the problems of communicatingwith mass publics. Nowhere was this fascination greater thanin Germany, where many attributed their defeat primarily tosuperior enemy propaganda. The result was a wide-ranging postwardiscourse about the power of this modern ‘weapon’and its unavoidability as a part of modern political and commerciallife. Far from learning the so-called ‘lessons of thewar’, government self-representation efforts were steadilycriticized by journalists and advertisers as both quantitativelyand qualitatively inadequate. Whereas most republicans regarded‘propaganda’ as mendacious and unstatesmanlike,many of the radical parties’ publicity efforts clearlyreflected the basic tenets of the concurrent propaganda discourse,in particular the emphasis on emotional appeal and ritualisticsymbols. During the crisis of the early 1930s, amidst the visiblesuccess of the Nazis’ advertising-inspired campaigning,the spread of this discourse across the political spectrum helpedto hollow out democratic conceptualizations of leadership andpublic opinion from the very centre of Weimar political life.  相似文献

In Soviet-occupied East Germany during the mid- to late 1940s,a remarkable but scarcely remarked-upon transition took place.Hundreds of thousands of young Germans who had previously beenmembers of the Nazi youth organizations, the Hitler Youth (HJ)and the League of German Girls (BDM) flocked to join the Communist-ledFree German Youth (FDJ), a unisex ‘united youth organization’founded under Soviet auspices in March 1946. This paper examinesthe experiences of this ‘twice betrayed’ generation,whose members rapidly—though with varying degrees of enthusiasm—switchedallegiance from Nazism to Communism after the Second World Warand ultimately exchanged life in one authoritarian youth organizationfor life in another. Drawing on archival and interview material,it first seeks to outline Communist attitudes towards denazificationamong the young in the postwar period, before going on to examinefrom a grass-roots perspective the experiences, motivations,and attitudes of those who exchanged their HJ or BDM membershipbooks for those of the FDJ. Despite, or perhaps because of,East Germany's strongly-espoused and rigidly dogmatic ‘anti-fascism’,open discussion of the Nazi past was—for a variety ofreasons—taboo during the immediate postwar period, particularlyamong the young. This paper concludes by discussing the reasonsbehind this ‘pact of silence’ between the Communistsand the ‘Hitler Youth generation’—and howit impacted upon subsequent generations of young people ‘borninto socialism’.  相似文献

During the 1760s a fierce political struggle developed betweenthe shareholders and the royal ministry over the administrationand continued operations of the Compagnie des Indes. Portrayingthemselves as members of a self-governing commercial republic,the shareholders insisted that ultimate authority rested withtheir assembly and accused the ministry of despotic interferencein company affairs. The ministry, concerned with the financialstability of the company, employed the abbé Morelletto shift the debate from the rights of the shareholders to theadvantages of commercial liberty over the company’s privilegedtrading monopoly. Although the ministry succeeded in endingthe commercial operations of the Compagnie des Indes, the affairhad taken place in the public sphere where the publicist Pidansatde Mairobert and the financier Jacques Necker, among others,extolled the patriotism of the shareholders, condemned the despotismof the ministry, and insisted upon the importance of the companyto France’s international presence. By including an accountof the shareholders’ meetings in his anti-Maupeou publicationsof the 1770s, Mairobert linked the affair to the infamous Maupeoureforms, thereby broadening the patriot attack on ministerialgovernment.  相似文献

This essay, based on primary sources from the privately-runInternationale FKK-Bibliothek and a growing body of secondaryliterature, examines some of the myths and misconceptions regardingthe fate of naturism in the Third Reich. It shows that despiteGoering's decree of 3 March 1933, which described the ‘nakedculture movement’ as ‘one of the greatest dangersfor German culture and morality’, naturism did not cometo an abrupt halt after the Machtergreifung. While officialhistories of German naturism talk proudly of the movement's‘persecution’ and ‘non-violent resistance’,there was little concerted effort to close down naturist associationsor to arrest individual activists. In fact, without a definitiveorder from the Führer, Germany's naturists existed in asemi-legal limbo for much of the 1930s. Many National Socialistsregarded the clothes-free lifestyle with contempt, but therewere elements within the Nazi state—and particularly theSS—which could see significant benefits from celebrating‘the instinct for bodily nobility and its beauty in ourVolk’. A mutual desire to de-eroticize nudity helped cementthe bond between Heydrich, Himmler and naturist leaders. Asa result, German Freikörperkultur passed some of its mostimportant landmarks in the years of Nazi rule, including itsvery first book with photographs in full colour, a full-lengthfeature film, and a new, more permissive Bathing Law. Thus whileGeorge Mosse's Nationalism and Sexuality claims the Nazis ‘forbadenudism after their accession to power’, a closer examinationof the fate of naturism after 1933 reveals a more complex picture,which serves to highlight not only the limits of the régime'stotalitarian aspirations, but also the naturist movement's owndisparate and problematic heritage.  相似文献

In the 1950s and 1960s, decolonization coincided with the ‘goldenage’ of British capitalism, with record rises in popularliving standards. Economic historians have understandably usedthis coincidence to suggest that by this period the BritishEmpire was no longer offering substantial economic benefitsto the mass of the metropolitan population. Yet there were linksbetween economic performance and the decline of the Empire.First, despite the good performance, profoundly pessimistic‘declinist’ accounts of British society and theeconomy abounded in the early 1960s, and these had a major impacton policy formation. A key underpinning for such accounts wasthe ‘culture of decline’ intimately linked withthe loss of imperial status. Secondly, while it has become acommonplace of discussion of post-war Britain to assume thatreversing ‘decline’ and modernizing the economyrequired a re-orientation of policy away from the Empire andCommonwealth towards Europe, such a reorientation was not aconstant feature of modernization strategies. Indeed, a centralfeature of the initial period of Wilsonian ‘modernization’after 1964 was its attempt to use closer links with the Commonwealthto achieve this objective.  相似文献

Revisionist socialists of the 1950s and 1960s are typicallydepicted as advocates of the ‘Keynesian welfare state’route to economic equality. This article argues that this isan oversimplification: while the revisionists supported thewelfare state, they also aimed to promote equality by redistributingprivate property and expanding social ownership, endorsing anegalitarian version of a ‘property-owning democracy’.The article first discusses the political ideals and calculationsthat motivated the revisionists’ interest in this modelof egalitarian strategy and then examines in turn the threemutually reinforcing strands of policy that this goal generated:greater progressive taxation of wealth; measures to diffuseprivate property ownership and access to marketable skills;and the expansion of novel forms of social ownership.  相似文献

In the summer of 2006 a new permanent exhibition on East Germanhistory opened its doors on the banks of the river Spree, justa frog's jump away from the Berliner Dom and the slowly disappearingPalast der Republik. The DDR Museum1 sets out to show all facetsof life and growing up in the German Democratic Republic inbasement premises measuring just 400m2. The exhibition is composed of seventeen thematic areas, rangingfrom earnest topics such as ‘border’, ‘statesecurity’ and ‘construction’ to the more diverting‘fashion’, ‘consumer goods’ and ‘holidays’.The whole space is designed as a miniature pre-fabricated housingdevelopment, the facades of which incorporate display cabinetsand drawers inviting visitors to explore their contents. Eachthematic area is given roughly the same space, and consequentlythe GDR's dozen or so popular bands get about as much room asthe Stasi.  相似文献

Historians now view Auschwitz as marginal to the origins ofthe Holocaust. In a surprising volte-face from a generationago, Historians now accept what can be called a ‘transformationnarrative’. That is, most accounts cast Auschwitz, notas first mover, but as late comer to the destruction of theEuropean Jews. This fits a much larger historiographical movementattributing the Final Solution to a local initiative withina disorganized, even ‘debureaucratized’ German state.Once again, this departs completely from, say, Raul Hilbergor Hannah Arendt, who defined the Holocaust as a crime uniqueto modern, organized society. Thus, in the case of Auschwitz,what some have come to ridicule as the ‘dating game’—thealmost obsessive attempt to identify a precise microchronologyof the final solution—has larger implications. It cutsto the heart of whether we see the Holocaust as a crime of amodern, dynamic industrial state or as a haphazard initiative. This article uses testimony from the three most relevant professionalgroups that built the genocidal factories of Auschwitz to reassessthe current consensus. Contrary to the ‘transformationnarrative’, little evidence supports the argument thatthe SS and its independent contractors were somehow divorcedfrom efforts to mechanize genocide from Minsk to Lublin to Oswiecimin the autumn of 1941. The testimony as a whole—drawnfrom civilian managers, SS architects, and prisoner-engineers—leaveslittle doubt that the new crematoria of Birkenau were intendedfrom the beginning (that is, from October 1941) as gas chambers.The ‘transformation narrative’, ironically enough,finds support in only one account: the internally contradictoryand almost desperate testimony given by one former SS architectat his own trial. To put a fine point on it, the ‘transformationnarrative’ hews most closely to a dubious defence narrativegiven by a perpetrator, in which neither his lawyers nor hisfellow defendants placed much credence.  相似文献

Supermarkets have spread extremely rapidly in developing countriesafter the ‘take-off’ in the early to mid-1990s.Former analyses of supermarket diffusion have not adequatelyexplained the sudden burst and then exponential diffusion ofsupermarkets in the late 1990s and early 2000s. We argue thatrather than taking demand and market institutional and organizationalconditions as ‘exogenous’, as former analyses havetended to do, modern food retailers instead have treated localconditions as substantially ‘endogenous’. To enabletheir rapid growth, supermarkets undertake ‘proactivefast-tracking strategies’ to alter the ‘enablingconditions’ of entry and growth. Beside the retail investmentsthat have been extensively treated in recent literature, theseproactive strategies focus on improving the ‘enablingconditions’ via (i) procurement system modernization and(ii) local supply chain development. One important strategyretailers have used to facilitate (i) and (ii) is to form symbioticrelationships with modern wholesale, logistics and processingfirms. An example we address is ‘follow sourcing’,where a transnational retailer encourages transnational logisticsand wholesale firms with whom the retailer is working in homemarkets, to locate to the developing country. This is a spurto globalization of services in support of retail. Follow-sourcinghas been treated for example in the automobile manufacturessector (follow-sourcing from spare parts manufacturers)—butnot in the food sector. A second important strategy is thatof multi-network-sourcing, in which supermarkets source fromnational, regional and global networks. We analyze that strategyhere, adding to the literature which to date has touched onthis theme only scantly, and for the first time identify typicalpaths, present preliminary evidence (from Central America andIndonesia) concerning this multi-sourcing-network strategy anddiscuss trade implications. One of these is the move to primacyof South–South trade in supermarket sourcing—a newdimension of globalization. By introducing this link of retailertransformation and trade into the literature, we hope to spura new line of research that is timely in light of the trade,development and globalization debates in developing countries.  相似文献

The article tests the claim that certain Labour MPs and ministersin the 1920s succumbed to an ‘aristocratic embrace’.It begins with a short account of debates in the early LabourParty over social mixing, which culminated in the 1924 disputeover the wearing of Court Dress by some Labour ministers. Theextent of ‘embrace’ is assessed through the examinationof who wore Court Dress (and why), who was offered and acceptedhonours, and of patterns of residence, income and wealth, andparticipation in London Society, measured by club membershipsand appearances in the Court & Social columns of The Times.The article concludes by examining the usefulness of the ideaof ‘aristocratic embrace’ in explaining the defectionof J.R. The Paris riots of the six février 1934 are rememberedchiefly as the event that provided the initial spark and theeventual rationale for the anti-fascist Popular Front. However,most French historians have tended to downplay the importanceof the riots themselves, arguing that the Republic was not underserious threat, and that the Left at the time greatly exaggeratedthe danger. Indeed, the fact that the regime ‘survived’these events has often been cited as proof of its resilience,of France’s deep-rooted ‘democratic political culture’,and its inbuilt ‘immunity’ to fascism. This historiographicalreview argues that the standard interpretation of the six févrieris deeply flawed, especially in its tendency to deduce the intentionsof the actors from the outcome of the events. The six févrierconstituted a serious challenge to the regime, and created adangerously fluid situation in which a variety of ‘outcomes’became possible. It should be analysed not as a discrete andtemporally circumscribed event but as a key moment in an ongoingprocess of political radicalization on the French Right.  相似文献

This article traces a history of the queue in post-war Britain,both in relation to its changing social organization and itsshifting symbolism. In the immediate post-war period, with thecontinuation of rationing and shortages, the queue was exploitedfor its political capital by Conservative politicians like WinstonChurchill, who equated queuing with meddling socialism. As queuingceased to be an explicitly political issue in the 1950s and1960s, it began to be linked implicitly with the issue of national‘decline’, which dominated political discussionand social commentary from the late 1950s onwards. The queuesin banks and post offices, in particular, were seen as a symptomof the ‘British disease’ of badly trained, poorlymotivated employees and mediocre management. In the 1970s and1980s, the ‘dole queue’ also became part of a politicizedmythology of decline, although much of its imagery was borrowedfrom the 1930s. In the Thatcher era, queuing was increasinglytransformed by queue management theories and technologies. Beingprimarily market-led, this queuing revolution was an unevenphenomenon. In low-status public spaces, such as bus stops,people were still left to improvise their own queue discipline;and organizations like banks used queueless services to focuson valued clientele. This article explores the significance of the report of theBeveridge Committee on Broadcasting (1949–1951)—whichwas charged with considering all aspects of post-war broadcastingin Britain at a time of political, social, economic and culturalchange—in relation to Wales. It argues that the interactionbetween the committee and the Welsh political and cultural andgroups that submitted evidence to the committee allows for aninsight into the cultural politics of Wales during the earlypost-war period. It also argues that a study of the report throwslight onto issues of broadcasting and nationhood, the significanceof the Welsh language in defining nationhood and a nationalconsciousness and the relationship between a minority languageand the state, at a time of political and cultural change. Astudy of the Welsh dimension of the committee's report alsoprovides a framework for an understanding of the broadcastingpolitics of Wales in the 1950s and 1960s. Finally, the articleexemplifies the tensions that existed between what media historianJames Curran calls the ‘newness and modernity’ ofthe broadcast media and a political and cultural elite whichsought to preserve a ‘traditional’ way of life inthe face of the perceived impact of those media.  相似文献

This article uses the search for the ‘missing’ Wehrmachtsoldiers in the 1950s as a prism through which to explore theways in which we might insert the notion of trauma into ourunderstanding of West Germany's status as a postwar society.In seeking to point out the connections between the ways inwhich ‘ordinary Germans’ suffered during and afterthe war on the one hand, and the inability of post-war WestGerman society to ‘confront’ the crimes of the paston the other, it argues that the traumatizing impact of warhas to be considered alongside the ideological and politicalnecessities of the Cold War and reconstruction if we are tounderstand why West German society failed to place the Holocaustat the centre of its memorial culture in the immediate post-waryears. Moreover, in pointing to the Lutheran church as a keysite of memorial politics in the post-war era, it argues forthe integration of a study of religious narratives, mentalitiesand discourses into an understanding of the evolution of thecommemorative practices of the 1950s which has hitherto beenshaped by an excessively one-sided focus on secular sites andnarratives.  相似文献

This article explores some little-examined aspects of the widespreadrevival of religion in Britain in the 1950s through a closeexamination of the evangelistic crusades of the Baptist ministerDr Billy Graham and the Irish-American Roman Catholic priest,Fr Patrick Peyton. Against the backdrop of the ‘secularizationdebate’, which continues to dominate the existing historiographyof the period, it suggests that a re-examination of the roleof religion in English society might provide new and valuableinsights into the broader social and cultural preoccupationsof the post-war era. Employing a cross-denominational approachit argues that, much to the surprise of some contemporary commentators,the considerable appeal of these religious crusaders lay intheir ability to articulate common fears and anxieties aboutthe individual, the family, and Cold War society within a religiouscontext. Moreover, from a contemporary historical perspective,it questions whether the appeal of Graham's and Peyton's evangelismis better viewed not as an instance of an ‘illusory’religious revival of old-fashioned Christianity before a plungeinto ‘secularism’, but rather as an illustrationof a broader and hitherto unexplored shift in post-war Englandtowards new configurations of religiosity.  相似文献

This article discusses Der gelbe Stern by Gerhard Schoenberner,a book of Holocaust photodocumentation appearing in West Germanyin 1960, and analyses its reception in the contemporary WestGerman press. Both the work and its public discussion are placedin context of Aufarbeitung der Vergangenheit (‘comingto terms with the past’) and of what historian Habbo Knochhas termed ‘the return of the pictures’, in otherwords, atrocity pictures of the kind that the Allies forcedGermans to see right after the war, that Germans tended to shunthereafter, but that came back into public view in the late1950s. The reception of Schoenberner's book included reviewsfrom a wide range of West German newspapers and magazines. Thesereviews were overwhelmingly favourable and in considerable agreementon the book's importance. There was consensus that its pictureswould stir viewers emotionally and lead them to ‘the truth’about the Third Reich and its crime against the Jews. In addition,there were moral, historical and political reflections, includinga discussion of German ‘guilt’ concerned not onlywith specific crimes but with the general acquiescence of Germansociety in persecution of Jews in the 1930s. There was alsoappreciation of the role of pictures in conveying historicalunderstanding and, it was hoped, in educating West German youth.In addition, some reviewers considered Der gelbe Stern to bea prod to greater public discussion and thus to an enlargementof democratic culture. There was a marked reticence in the reviewsto indicate that awareness generated by this book would contributeto public outcry against the employment of men with a Nazi pastas high officials of the Federal Republic, or to defend Schoenberneragainst the charge that was sure to come from the Right: sincesome of his photos were from Communist Eastern Europe they wereof dubious origin and no doubt part of a plot to distract theWest from the fight against Communism. It is suggested thatsilence on either issue would have had the effect of keepingreaders focused on the pictures and their moral, historicaland democratic implications.  相似文献
