Historical analysis of the topic of women and smoking has concentrated on the early part of the twentieth century and on the challenge which smoking by 'new women' or 'flappers' offered to dominant notions of womanly behaviour. This paper considers, rather, the dominant constructions of women and smoking in the UK offered through the prism of changing versions of public health in the last fifty years. The construction of women and smoking, it is argued, has been emblematic of those policy agendas within public health and has borne a reciprocal relationship to them. The traditional view of women as mothers has been renegotiated and redefined through the new scientific alliances of late twentieth-century public health. These constructions have helped to set the parameters of discussion within which policy has been made.  相似文献

Since the mid-1980s, U.S. tobacco policy has been an intense and acrimonious issue between antitobacco advocates and the tobacco industry. In the United States, the tobacco industry has responded to heightened state antitobacco litigation, adverse public opinion, and public health advocacy by aggressively mobilizing against tobacco taxes and regulations. This article examines whether these tobacco policy trends can be generalized to punctuated equilibrium theory ideas that policy monopolies are stable over long periods and usually change because of sharp and short-term exogenous shocks to the policy system. From 1990 to 2003, there was a sharp mobilization by health advocates in all states and a significant rise in new legislation to control tobacco use. The tobacco industry, nevertheless, was able to generally keep state tobacco taxes low and counter significant regulatory threats to tobacco sales. From this, I conclude that the policy monopoly favoring the tobacco industry did not significantly change, despite the symbolic appearance of punctuation in the policy system.  相似文献

Predatory home mortgage lending has become a central concern for housing research, public policy and community activism in US cities. Regulatory attempts to stop abuses, however, are undermined by claims that ‘predatory’ cannot be defined or distinguished from legitimate subprime lending, and claims that the industry performs a public service by meeting the needs of low‐income, high‐risk consumers (many of them racially marginalized) who would have been denied credit in previous years. We evaluate these claims in historical‐geographical context, drawing on David Harvey's theory of class‐monopoly rent to analyse what is new (and what is not) in contemporary financial exploitation. We use a mixed‐methods approach to (1) provide econometric measures of subprime racial targeting and disparate impact that cannot be blamed on the supposed deficiencies of borrowers, (2) qualitatively assess the rationale for judging particular subprime practices and lenders as predatory, and (3) trace the connections between local practices and transnational investment networks. The fight against predatory lending cannot succeed, we argue, without a renewed analytical and strategic emphasis on the class dimensions of financial exploitation and racial‐geographical discrimination.  相似文献

This article examines the intersections of gender, wartime nationalist rhetoric and the production of ‘healthy’ and ‘unhealthy’ bodies in both the Canadian workplace and the home during the Second World War. Analysing government, industry and media discourses in relation to oral history interviews with thirty‐eight women aircraft workers, we discuss women's distinctive role in shaping the health and morale of the social body during wartime, to ensure the maintenance of family, nation and the Allied war effort. While health in wartime was defined in terms of worker productivity for both men and women, anxiety about women's expanded roles heightened the emphasis on moral respectability as a marker of the ‘healthy’ female body. This was further complicated by the wartime emphasis on women's responsibilities to boost morale as part of their role in maintaining health and productivity for both men and women. Through such examples as workplace regulations and domestic advice, we examine the increased monitoring of women's individual and collective bodies and the intensified demands on female war workers as they crossed between the public and private spheres. We use our oral histories to examine women's embodied memories of ‘healthy’ and ‘unhealthy’ bodies within a regional context and their responses to government, industry and media discourses.  相似文献

In recent years some commentators have looked at successive waves of UK urban policy from the perspective of gender, although these commentaries have been somewhat marginal within wider discussions of urban policy and politics. This article seeks to make the case for a renewed emphasis on gender, which moves beyond tracing the role of men and women in relation to urban policy programmes, in two particular ways. First it is argued that a more sophisticated analysis of the gendered nature of urban governance is needed, in other words how forms of gendered labour, subjectivity and power work through and within policy projects; and second that there should be a wider consideration of what feminist visions of cities and politics, both past and present, might contribute to the project of a critical, and hopeful, analysis of urban policy and politics. The paper seeks to make a practical as well as theoretical intervention in relation to gender and feminist perspectives on UK urban policy. It is argued that there has been a silence around such issues in recent years, both in analysis and in policy discourses, and that this silence has masked how gendered labour and power has often been woven into urban governance. For example, forms of women‐centred organising have been relied on in a range of government projects seeking to build community and participation within poor neighbourhoods. Such reliance may be increasing in a context of austerity. As well as this critical analysis of current policy, the paper argues for the reinvigoration of feminist visions of cities that suggest different framings of aspects of urban life. For example, rethinking the lines between public and private spheres might result in different forms of housing or sites of civic participation. Through engaging anew with such perspectives cities might become more just, caring, and equal for all.  相似文献

Mentally ill individuals have always smoked at high rates and continue to do so, despite public health efforts to encourage smoking cessation. In the last half century, the tobacco industry became interested in this connection, and conducted and supported psychiatric and basic science research on the mental health implications of smoking, long before most mental health professionals outside the industry investigated this issue. Initially, representatives of tobacco industry research organizations supported genetics and psychosomatic research to try to disprove findings that smoking causes lung cancer. Tobacco industry research leaders engaged with investigators because of shared priorities and interests in the brain effects of nicotine. By the 1980s, collaborative funding programs and individual company research and development teams engaged in intramural and extramural basic science studies on the neuropharmacology of nicotine. When mental health researchers outside the industry became interested in the issue of the mentally ill and smoking in the mid-1990s, they increasingly explained it in terms of a disease of nicotine addiction. Both the idea that smoking/nicotine does something positive for the mentally ill and the conclusion that it is the result of nicotine dependence have the potential to support corporate agendas (tobacco or pharmaceutical).  相似文献

Beginning in the early 1950s, a series of epidemiological, biochemical, pathological, and animal studies demonstrated a link between cigarette smoking and lung cancer. A number of reputable scientists challenged these findings, but for a variety of reasons, including the behavior of the tobacco industry, historians have assumed that these objections were insubstantial and disingenuous. Viewing these objections in scientific and medical perspective, however, suggests that there was a legitimate and reasonable scientific controversy over cigarette smoking and lung cancer in the 1950s and early 1960s. That controversy had important consequences. A new chronic disease epidemiology emerged, transforming the role and importance of epidemiology to medical research. This new epidemiology supplemented Koch's postulates, establishing a statistical method that allowed for linking environmental factors to the etiology of chronic diseases. The 1964 report to the surgeon general, Smoking and Health, represented the denouement and codification of these developments. This reexamination of the scientific controversy over smoking in the 1950s and early 1960s provides an important context for understanding the subsequent public relations battles between the tobacco industry and public health after 1964.  相似文献

Abstract:  The Body Mass Index (BMI) is the dominant means of defining and diagnosing obesity in national and international public health policy. This paper draws on geographical engagements with Foucault's work on biopower and governmentality to question the power afforded the BMI in obesity policy. With reference to a UK public health intervention involving the measurement of children's bodies within schools, the paper questions the multiple materialities and spatialities of the BMI with reference to both its role in the construction of geographies of obesity and its (in)ability to capture the fleshy, material, and experiential bodies of those individuals involved in the process of measurement. The paper contributes to poststructuralist health geographies through writing fleshy, active bodies into a Foucauldian reading of health and illness, thus questioning the justifications and implications of an obesity politics focussed on the BMI.  相似文献

The engagement of Swedish industry in the Liberian American–Swedish Minerals Company (LAMCO), which mined iron in Liberia between 1963 and 1989, was the largest Swedish commercial investment in Africa during the Cold War. In this paper I investigate how political and administrative actors of the Swedish government conceptualized the link between private and public interests in the context of LAMCO’s operations, and how this shaped Swedish government policy towards the company and Liberia. I identify two phases: a phase of almost unanimous political support for LAMCO and close Swedish–Liberian relations from ca. 1955 to 1965, and a more fragmented phase following 1965, during which LAMCO was increasingly understood as a political liability. My findings show how business interests could figure into Swedish foreign policy during the Cold War, highlighting the coherence with which Swedish industry and government acted in relation to the commercial interests in Liberia before ca. 1965, but also the lack of coherence – between government and industry as well as within the state apparatus – that followed the turn to a more activist policy after the mid-1960s.  相似文献

Crafts have recently been experiencing a renaissance. This revitalization sees craft increasingly recognised as a growing industrial sector with benefits linked to educational, cultural and economic development policy agendas. This paper engages with policy debates around the place of craft in the United Kingdom from 2010. Drawing on craft sector perspectives and UK government policy initiatives it situates the disciplines and practices of craft within their institutional support networks, organizational contexts and draws attention to the role of individuals in driving agendas. The paper focuses on the national facing crafts development organizations, the UK Crafts Council and the UK Heritage Crafts Association, alongside recent policy discussion emerging from the UK Department for Business, Innovation and Skills. Recognizing that the legacies of past practice often inform contemporary agendas, the paper explores how the advocacy of craft in the recent past has shaped the place and positioning of craft in contemporary UK politics.  相似文献

Auditing culture     
This article explores the effects of the spread of the principles and practices of the New Public Management (NPM) on the subsidised cultural sector and on cultural policy making in Britain. In particular, changes in the style of public administration that can be ascribed to the NPM will be shown to provide a useful framework to make sense of what has been felt as an “instrumental turn” in British policies for culture between the early 1980s and the present day. The current New Labour Government, as well as the arm's length bodies that distribute public funds for the cultural sector in Britain, are showing an increasing tendency to justify public spending on the arts on the basis of instrumental notions of the arts and culture. In the context of what have been defined as “instrumental cultural policies”, the arts are subsidised in so far as they represent a means to an end rather than an end in itself. In this perspective, the emphasis placed on the potential of the arts to help tackle social exclusion and the role of the cultural sector in place‐marketing and local economic development are typical examples of current trends in British cultural policy making. The central argument purported by this article is that this instrumental emphasis in British cultural policy is closely linked to the changes in the style of public administration that have given rise to the NPM. These new developments have indeed put the publicly funded cultural sector under increasing pressure. In particular, it will be shown how the new stress on the measurement of the arts' impacts in clear and quantifiable ways – which characterises today's “audit society” – has proved a tough challenge for the sector and one that has not been successfully met. The article will conclude by critically considering how the spread of the NPM has affected processes of policy making for the cultural sector, and the damaging effects that such developments may ultimately have on the arts themselves.  相似文献

This article examines changes of the place that film has occupied in the public policy of the Japanese government, including not only cultural policy per se, but also industrial and economic policy. After describing some of the distinctive features of the Japanese film market, this paper discusses the inadequate basis of the government’s cultural policy for film. Film in recent years has received some attention as an industry with export potential, particularly with the rise of ‘Cool Japan’, the policy of promoting Japanese culture abroad as a tool for economic and diplomatic aims. In the chequered history of economic growth strategies and nation branding of recent years, the film industry has had some good news but received no serious attention either as a sector with economic significance or as a form of national culture.  相似文献

The goal of this article is to understand the multidisciplinary field of public affairs. Based on data and text mining on the profiles and publications of all faculty members from a list of research‐oriented U.S. public affairs programs, we describe the landscape of public affairs schools and scholars, identify 15 topics in public affairs research and discuss their trends of change between 1986 and 2015, and show the clustering and hiring networks of public affairs schools. Our results suggest a broader approach to understanding the field of public affairs than the public administration focus in the literature. Although public administration is highly visible in the field, which is evidenced by the journals most favored by public affair scholars, various specific policy areas (such as health, social, urban, environmental, global, and education policies) show strong representations based on our topical analysis of public affairs research.  相似文献

Infant feeding has become a target of policy at international, national and local levels. In the UK, although breastfeeding has been recognised as having a major role to play in public health, less than 1% of babies are exclusively breastfed for the first six months of life. In this article, I highlight the need to better understand this gap between policy and practice. I describe how Actor-Network Theory and the debates around vibrant materialities can bring fresh insights into the complex entanglements around breastfeeding, and its particular forms of politics, and consider how infant feeding might challenge and enrich these approaches.  相似文献

The events of September 11 2001 in New York and Washington, and of July 7 2005 in London, have ushered in a new era in protective counterterrorist planning within UK urban areas. With the mode of terrorist attack now encompassing the possibility of no‐warning suicide attacks, and target selection now often being seen as related to crowd density, a variety of public places such as sports stadiums, shopping centres, light rail systems, and nightclubs now have to consider ‘designed‐in’ counterterrorism measures. As such the UK has developed a national counterterrorist strategy (CONTEST) which is constantly revised, and one strand of which focuses on protective security measures. In the context of this ‘Protect’ strand of policy, and the increased targeting of crowded places by international terrorist groups, this article outlines the recent attempts to design‐in counterterrorism features to the urban landscape while paying attention not just to their effectiveness and robustness, but also to their acceptability to the general public and impact upon the everyday experience of the city. The article also addresses how the need to consider counterterrorism has affected the practices of built‐environment professionals such as spatial planners. Reflections upon how this aspect of counterterrorism policy might develop in the future are also offered.  相似文献

In order for the democratic process to work properly, it is vital that the public pays attention to politics and signals its opinions and preferences back to its representatives; if this is not the case, representatives have less incentive to represent. This article deals with the question of whether and how the public responds to welfare policy change. The thermostatic model departs from the assumption that the public responds to policy change with negative feedback, in relation to its preferred level of policy. The empirical analysis tests this model on public responses following the implementation of a consumer's choice model in Swedish primary health care. Did the reform trigger a thermostatic response from the public, and how should this be interpreted? A contribution in relation to previous research is the inclusion of ideological orientation and proximity, variables which, I argue, condition the nature and direction of public responsiveness. The study was designed as a natural experiment in which preferences of privatization of health care were measured before and after the health care reform of 2009/2010. The results provide partial support for the thermostatic model: preferences for further privatization decrease after the reform, but primarily within one subgroup. Additionally, public responses are demonstrated to vary according to ideological orientation, where the right‐oriented react thermostatically and the left‐oriented do not. The article contributes to a further understanding of the relation between policymaking and public opinion and to the expansion of thermostatic theory.  相似文献

The Kosovo war of 1999 brought the checkered legacies of Russian and Western geopolitics back to the forefront of international relations. Central to the discussions of the Balkans is its century-old legacy as a Shatterbelt or Crush Zone. Though not identified by Saul Cohen as a Shatterbelt during the Cold War, the region is now located where the maritime (Western) and land power (Russian) geostrategic realms come into contact. NATO expansion and Russian insecurities about the region’s future have revised interest in geopolitical linkages and historical antecedents. The tradition of pan-Slavism, linking Russia to the Balkans cultural and political networks, has been uneven and is now subject to intensive debate within Russian political circles. In 1999, public opinion surveys showed consistent support in NATO countries for the bombing of Yugoslavia but strong opposition in Russia and other Slavic states. The surveys also question many stereotypes, especially the geopolitical visions of Russian citizens. Modern geopolitics is differentiated from classical geopolitics by the insertion of public opinion into the formation of geopolitical codes and foreign policy, in both the western countries and in Russia. In such an environment, the Balkans will remain central to the strategies of the great powers but public opinion, modifying geopolitical cultures, will ameliorate confrontations.  相似文献

In the years since O'Toole called for scholars to "[treat] network seriously," research has progressively improved our understanding of how organizations collaborate in the development and implementation of public policy. This essay reviews recent important texts in the area of policy networks. Together the works illustrate that the scholarship on network governance should move to documenting the diversity and dynamics of policy networks. The article concludes with a discussion of what these texts reveal about the most important standing questions in the study of networks and the methods that need to be brought to bear to investigate these systems.  相似文献

While the prevalence of smoking has declined in the UK in recent years, class differentials in smoking behaviour have become more marked and smoking is increasingly recognised as a causal factor in inequalities in health. Health education initiatives to support both smoking cessation and to teach children about the health risks of smoking remain key initiatives in reducing health inequalities. However, teaching children about the risks of smoking and the impact of parental smoking on their health is not straightforward for children from backgrounds who are more likely to encounter smoking at home and in their local communities. These children have to reconcile the key messages taught at school and reinforced in smoking cessation campaigns with the knowledge that their parents and other family members smoke. In this article we consider how children from smoking homes make sense of these education and health campaigns as observed by their parents, and the impact that this has on both parental smoking and relationships within the home. The article thus seeks to challenge assumptions about the delivery of health education and the need to acknowledge family diversity.  相似文献

There are multiple theoretical accounts of how actors address problems of collective action in policy networks, but the two most prominent hypotheses are the risk and belief homophily hypotheses. The risk hypothesis claims that relational structures (e.g., bridging, bonding) depend on the benefits actors receive from uncooperative behavior, while the belief homophily hypothesis claims that relational ties form around shared policy beliefs. This study incorporates the case of autism and special education policy, a subsystem best characterized by Berardo and Scholz's (2010) conceptualization of a low-risk environment, to test hypotheses about the influence of risk, policy beliefs, and trust on the formation on relational ties in education policy networks. Utilizing data from a 2016 network survey of public and private special education stakeholders in Virginia, results from exponential random graph models provide support for the effects of bridging structures, beliefs related to the medical model of disability, and social trust on strong (collaboration) and weak (information/advice) relational ties in policy networks. The findings reinforce the importance of using policy networks to understand how actors build connections across multiple jurisdictions and policy sectors to mitigate problems of coordination in policy decision making and implementation.  相似文献
