The Regional Assistance Mission to Solomon Islands (RAMSI) ended in June 2017 after 14 years. It was an initiative of the Pacific Islands Forum authorized under the Biketawa Declaration of 2000, which enabled a regional response to crises in the region. Between 1998 and 2003, Solomon Islands had undergone a period usually called the ‘tenson’ in Solomons Pijin, or the ‘Tension’ or ‘Ethnic Tension’ in English, when government processes failed and two rival militia groups out of Malaita and Guadalcanal terrorized Honiara and its surrounds. Prime Minister Ulufa‘alu was removed in a de facto coup in 2000. Although all Pacific Islands Forum nations participated, Australia paid 95 per cent of the costs. This was the first time Australia and New Zealand had led a substantial intervention mission beyond their borders that was not under United Nations auspices. The article places Solomon Islands politics and governance issues into a 20-year perspective and examines the success and failures of RAMSI, which was far more adaptable than is usually admitted. The article also considers the appropriateness of the Westminster system to government in Solomon Islands.  相似文献

In its first three years (2003–06), the Pacific Islands Forum-sponsored and Australian-led Regional Assistance Mission to Solomon Islands (RAMSI) was successful in stopping violence, confiscating weapons and restoring peace. But RAMSI must now tackle difficult questions concerning its role and the underlying challenges of national development in Solomon Islands. Concurrently, relations have deteriorated between Australia and RAMSI on the one hand and, on the other, a new Solomon Islands Government under Manassah Sogavare. This Introduction offers a review and analysis of recent events and ‘opens windows’ onto the five articles and final comment that follow. As indicated by the title of this Special Issue, ‘Tingting baek, lukluk raon: Solomon Islands, History and Predicament’, these papers collectively look back on the past, survey the present, and look forward to the future.  相似文献

This article engages ethnographic research on perceptions of disputation, justice and security in rural Solomon Islands to reflect on issues of agency, power and scale in areas of limited statehood. Set against widespread popular perceptions of state retreat in Solomon Islands, the authors situate their study within the literature which addresses engagements with conflict‐affected and fragile countries and, in particular, literature with an interest in the spaces created by prolonged state absence as potential sites of innovation and transformation. The article examines the role of agency and power at different scales in the highly contested processes of state formation underway in post‐conflict Solomon Islands. Taking issue with the presumed privileging by local actors of non‐state over state forms that runs through much of the hybridity literature, the authors suggest that international ‘state‐building’ interventions, such as that recently experienced in Solomon Islands, require a more nuanced and historically informed understanding of local agency vis‐à‐vis the state in fragile and conflict‐affected settings.  相似文献

An entry in Edith Safstrom’s diary, We Wia Ragai, marks her first posting to the girl’s mission school in the Solomon Islands, and is a Mota phrase told to her by lay missionary colleague, Ida Wench. The phrase essentially means “it is good to be here among you all” and echoed Edith’s thoughts on life at the school on tiny Mbungana Island. The Safstrom collection of artifacts held in the Museum of Victoria and Edith’s diaries unwrap a synergetic dialogue between lay missionary women and Indigenous women and children. The collection circumscribes a lay missionary’s collective experience of Christianity and acceptance of Indigenous cultural heritage from 1921 to 1942 in the Solomon Islands.  相似文献

Archaeologists frequently interpret the duration and type of prehistoric occupation at a location/site from the relative abundance of prehistoric materials (accumulations research). Taphonomic factors have the potential to alter substantially the archaeological record leading to inaccurate assumptions about the nature of prehistoric settlement. Where vessel families of potsherds can be established, we provide a general method to estimate the parent population from which the sample of sherds derives, through analysis of vessel completeness of the sample. This provides a basis for archaeological interpretation of the scale of discard represented at a location. The approach used has broad applicability to many archaeological settings where behavioural inferences are made from poorly preserved ceramic samples. Statistical analysis of a ceramic assemblage from Roviana Lagoon stilt villages indicates that most of the ceramic assemblage has been destroyed over time. An unexpectedly severe taphonomic regime is inferred for this relatively sheltered landlocked lagoon setting. Rather than marking an ephemeral occupation, estimating a parent ceramic population indicates instead that early stilt village sites in the Solomon Islands region were probably permanently occupied for several centuries. Results also suggest that the relative absence of recorded Lapita sites in the main Solomon Islands, and possibly elsewhere in Near Oceania may be a result of a harsh taphonomic regime for the remains of stilt village occupation.  相似文献

A 10‐week series with 60 photographs on the Solomon Islands was not unusual in illustrated newspapers and magazines in the early 20th century, and The Queenslander was maintaining a pattern of photographic imaging of sub‐empire going back to the 1890s, concentrating on possible post‐war colonial realignments, appropriateness of British policy and the economic and political roles Australians would adopt if a formal relationship existed with the Solomon Islands. In calling for a greater presence in 1917–18, The Queenslander was supported by expansionists, missions and traders, shipping companies and readers with personal links through work, investment, friends or missions. This essay acknowledges the role of photography in Australian relations with the Pacific, its role in shaping public opinion, and the access it offers to the history of Australia's diverse regional links and particularly its thwarted claims for a closer relationship with the Solomons, depicted optimistically as a planter's paradise and a potential addition to an Australian sub‐empire.  相似文献

We report on the first prehistoric identifications of the Greater Adjutant (Leptoptilos dubius ) in the prehistoric archaeological record of Vietnam, the earliest known example of this species in Mainland Southeast Asia (MSEA). The two bone fragments, a proximal tarsometatarsus and a distal tibiotarsus, were found in the hunter–gatherer midden/cemetery site of Con Co Ngua in Thanh Hoa Province, and date to c. 6000 – 5500 BP. The tarsometatarsus has been modified into an edge ground implement similar to artefacts recorded at other archaeological sites in the region. Modifications to the functional end suggest that the implement is consistent with the manipulation and/or manufacture of plant‐based fibres. Copyright © 2016 John Wiley & Sons, Ltd.  相似文献

Abstract

In the Pacific islands, subsistence diversity made possible continuous production of food while well-developed exchange networks redistributed these foodstuffs as well as items within the prestige economy. All these were aspects of the ‘storage structures’ that enabled social and nutritional value to be saved, accumulated and later mobilised. In addition, there were investments in the land, landesque capital, which secured future food surpluses and so provided an alternative to food storage, in a region where the staple foods were mostly perishable, yams excepted, and food preservation was difficult. Landesque capital included such long-term improvements to productivity as terraces, mounds, irrigation channels, drainage ditches, soil structural changes and tree planting. These investments provided an effective alternative to food storage and made possible surplus production for exchange purposes. As an example, in the New Georgia group of the western Solomon Islands irrigated terraces, termed ruta, were constructed for growing the root crop taro (Colocasia esculenta). Surplus taro from ruta enabled inland groups to participate in regional exchange networks and so obtain the shell valuables that were produced by coastal groups. In this paper, we reconstruct how this exchange system worked in New Georgia using ethno-archaeological evidence, we chart its prehistoric rise and post-colonial fall, and we outline the factors that constrained its long-term expansion.  相似文献

This article examines the transformation of marriage-related exchanges and the agency of women among the Langalanga people in the Solomon Islands. The Langalanga perspective is distinctive because they have been the main producers of shell money in the region, and the persistence of bridewealth is important for their economic and cultural lives. Looking into the three essential components: kwatena (bridewealth), duuna (micro exchange network among new affinal kins), and launia (bridal dress), I discuss the roles women play in the process of marriage-related exchanges, with particular attention to the affective dimension. In recent years, it has become more popular to dress the bride in the expensive launia, and some Langalanga brides, who live in urban areas, have begun to take possession of the valuables, which contributes to their growing economic independence and autonomy. I argue that while marriage-related exchanges sometimes constrain the autonomy of women in Melanesia, the Langalanga case provides an alternative view.  相似文献

Small, remote islands were marginal environments for prehistoric human populations. We report archaeological and radiocarbon data from Alamagan, a small and isolated island in the northern part of the Mariana Islands archipelago. Challenging environmental conditions, including rugged terrain, active or recent volcanism, and uncertain freshwater availability posed significant challenges for permanent settlement throughout the Northern Islands. The Alamagan archaeological investigations documented 14 megalithic domestic structures, or latte sets, as well as isolated and non-portable Latte Period artifacts, and one historical site. Test excavations were undertaken at two of the latte features. These investigations add to a growing body of data suggesting colonization of the Northern Islands during the middle part of the Latte Period (probably during the late a.d. 1200s or early 1300s). We consider the implications of these data for the study of human adaptations to marginal insular environments in the Pacific.  相似文献

Studies of the relationship between the strontium content of human bone and past diet are still in an experimental stage. Because of the low frequency of carnivore remains at most archaeological sites and the absence of information on local strontium levels, it has been difficult to (1) estimate dietary intake for a prehistoric population, and (2) to compare prehistoric populations from spatially disparate areas. However, examination of strontium/calcium ratios in a modern herbivore may help to alleviate these problems. Bones from modern white-tailed deer (Odocoileus virginianus) were compared with deer diet in Wisconsin. An observed ratio between deer bone and diet in terms of a strontium/calcium index was calculated at 0204, which compares favourably with observed ratios reported for other mammals. Prehistoric white-tailed deer are used in the analysis of two Late Archaic sites in the midwestern U.S.A. The strontium levels in deer can be used as a baseline for comparison between sites. The prehistoric subsistence patterns are generally comparable, with hunting accounting for the bulk of the diet.  相似文献

This paper considers the Australian intervention in Solomon Islands as evidence of Mark Duffield's claim that the concept of development has been reinterpreted or ‘radicalised’ in the post-Cold War period. Duffield's contention that development now incorporates more transformative measures to address the concern among Northern states for conflict resolution is presented as a manifestation of the security–development nexus. The following argues that although Duffield's analysis cannot be applied to Solomon Islands without qualification, his claims provide insights into the disjuncture between Australian governmental declarations, policy and policy outcomes in regard to the ongoing Regional Assistance Mission to Solomon Islands.  相似文献

Fluoride percentage of bone is often used to determine relative dates of burials in archaeological contexts. An analysis of prehistoric Maya burials at Chau Hiix, Belize, identifies taphonomic factors, including soil composition, grave depth, soil disturbance, age at death and cortical bone thickness, that cause variations in the rate of fluoride absorption by altering the access of water to bone. This example demonstrates that fluoride dating is unlikely to be useful at most prehistoric Maya sites because of the inconsistent taphonomy due to typically diverse mortuary practices, and it also serves as a cautionary tale for applications of this methodology in other contexts.  相似文献

Stable carbon and nitrogen isotope analysis was applied to archaeological specimens of the commensal Pacific rat (Rattus exulans) to investigate nutrient fluxes in prehistoric socio-ecosystems on Mangareva (Gambier Islands) and their implications for anthropogenic environmental change. The Pacific rat – ubiquitous in Polynesian archaeological sites – is characterised by low dietary selectivity and a limited home range, making it an ideal candidate for assessing changes in island food webs. Temporal trends in diet-derived bone collagen δ13C and δ15N values are assessed from three sites: The Onemea Site, Taravai Island (TAR-6), Nenega-iti Rockshelter, Agakauitai Island (AGA-3) and Kitchen Cave Rockshelter, Kamaka Island (KAM-1). An overall trend of decreasing δ15N values in rat bone collagen over time reflects archipelago-wide changes to island socio-ecosystems most likely resulting from seabird population declines. Differences in site function and human activity may have also influenced local rat dietary patterns. Stable isotope analysis of the Pacific rat provides a low-impact line of evidence towards the reconstruction of human-centred food webs and the flow of nutrients within island socio-ecosystems.  相似文献

Fermentation is a common method of processing and preserving breadfruit throughout the Pacific Islands. While these pits are often reported in the archaeological record, they can pose some interpretive challenges. This paper presents an analysis of probable archaeological breadfruit (Artocarpus altilis (Parkinson) Fosberg) fermentation pits on Temwen Island, Pohnpei, Micronesia. Using the existing ethnographic record as a guide, I present archaeological and paleoethnobotanical criteria for identifying fermentation features. Architectural and stratigraphic analyses from four excavated pits match ethnographic expectations. Phytolith analysis shows some concurrence in terms of taxonomic data, but is more useful for indicating disturbance specific to building activities. Based on the distribution and size of pits present in the survey area, I suggest that breadfruit fermentation took place as primarily a household level (rather than community level) activity during the late prehistoric and early historic period in Pohnpei.  相似文献

This article examines the key attributes of members of parliament from Solomon Islands. Drawing on bio-data on MPs, interviews and election results, the authors’ findings show that politicians are getting older, have atypical education levels and are from an increasingly diverse range of occupational backgrounds. The authors also find that, while Solomon Islands MPs are a political elite of sorts, they remain tightly tied to their communities. They consider the implications of these findings for research on developmental leadership, political professionalisation and elite theory. They argue that none of these three literatures adequately captures the political trajectories of politicians in Solomon Islands but that this case study contributes to research in these areas.

Although the taking of scalps is arguably a perimortem trophy‐taking behaviour, cases of scalping survival are occasionally reported in the historical documents of the American Colonial Period and the 19th century westward expansion. Survival cases are also detected in pre‐Columbian bioarchaeological contexts. Although scalp avulsion injuries can heal without complication, often the process is compromised by secondary osteomyelitis, usually attributable to environmentally ever‐present Staphylococcal or Streptococcal bacteria. A scalping survivor case from the late prehistoric (AD 1200–1600) Hampton site (40RH41) of East Tennessee unusually displays infectious sequelae in the area denuded by scalp avulsion which are pathognomonic for treponemal disease (caries sicca, stellate scarring). This infection is probably a reflection of the easy opportunity afforded by the large size of the wound bed, poor post‐trauma hygiene, and direct inoculation of the diploë by a ubiquitous Treponema. Osteoporosis is a prevalent condition in Norway, as evidenced by the fact that this country has the highest reported incidences of hip and distal forearm fractures. Because recent studies suggest a higher bone density in rural populations compared with urban ones, increased physical activity is believed to be an important factor in reducing fracture incidence. In the present investigation, 185 femoral necks from the Schreiner Collection in Oslo were measured by means of a bone‐mass scanner. The bones, anthropological specimens ranging from the Stone Age to the Middle Ages, were separated into three groups: prehistoric (n = 36), Viking Age (n = 38) and medieval (n = 111). The medieval group was further separated into urban, rural and monastic populations. The examination showed that: (a) there was no significant difference at a 5% level in average bone mineral density (BMD) between the male and female material; (b) there was no significant difference in average BMD among the prehistoric, Viking Age, and medieval periods (P = 0.151); (c) there was no significant difference in average BMD between the rural and urban medieval material; (d) there was a significant difference in average BMD only between the monastic and the rural medieval material; (e) only the medieval material showed a significantly higher average BMD than that of today (P = 0.001).
