General Circulation of the Atmosphere as an Essential Link in the System: Sun—Climatic Change

The author reviews the work done by himself and by Bezrukova-and Rubashev at the Pulkovo Observatory in relating fluctuations in the characteristics of the general circulation of the earth's atmosphere over the Northern Hemisphere to fluctuations in solar activity, on the one hand, and to climatic fluctuations, on the other. The general circulation of the atmosphere is thus found to meet the requirements of an intermediate link in the research system: sun—climatic change. This paper was read at the New York conference on solar variations, climatic change and related geophysical problems in January 1961.

Exclusive Visions? Representations of Family,Work and Gender in the Work of the British Social Exclusion Unit

The Social Exclusion Unit (SEU) of the British Government is a recent and innovative response to social problems in the UK. Through an examination of selected publications of the SEU, the article highlights some of the representations of family, work and gender which provide the discursive context in which the SEU operates and to which it, in turn, contributes. The article suggests that perspectives found in the post-1945 welfare state continue to influence approaches to problems of exclusion. Whilst there are areas in which current political thinking shows evidence of sensitivity to the social recomposition that has attended economic restructuring since 1970, it is argued that there remain tendencies within SEU discussions which reinforce a more nostalgic constitution of work, family and gender relations. Consequently, the article concludes that the potential of the social exclusion debate to grasp fundamental issues is yet to be fully realised.     

Italian welfare as seen from the standpoint of the International Labour Organization (1944–68)

The evolution of Italian welfare cannot be properly understood unless it is viewed within a scenario that goes beyond the national one and accounts for both the different state experiences and geopolitical and supranational conditioning. By adopting a supranational standpoint, the aim of this article is to offer some new sources of reflection on the role of the International Labour Organization (ILO) in conditioning and assessing the Italian welfare model starting from the end of the Second World War to the 1960s. I intend to linger both on the ILO’s role in urging the development of modern social security systems and the adoption of certain welfare measures and on the representation and assessments carried out by the ILO regarding the actual development of the Italian welfare state.

From Organismic Biology as History and Philosophy to the History and Philosophy of Biology—the Work of Hans-Jörg Rheinberger in the German Context**

In this paper, I ask about the broader context of the history and philosophy of biology in the German-speaking world as the place in which Hans-Jörg Rheinberger began his work. Three German philosophical traditions—neo-Kantianism, phenomenology, and Lebensphilosophie—were interested in the developments and conceptual challenges of the life sciences in the late nineteenth and early twentieth centuries. Their reflections were taken up by life scientists under the terms theoretische Biologie (theoretical biology) and allgemeine Biologie (general biology), i. e., for theoretical and methodological reflections. They used historical and philosophical perspectives to develop vitalistic, organicist, or holistic approaches to life. In my paper, I argue that the resulting discourse did not come to an end in 1945. Increasingly detached from biological research, it formed an important context for the formation of the field of history and philosophy of biology. In Rheinberger's work, we can see the “Spalten” and “Fugen”—the continuities and discontinuities—that this tradition left there.

Istill remember the facial expression of two foreign women a few days ago. Just like me, they were visiting an exhibitionof Tibet, but confused in front of a glass window. They asked me for help. The whole process of economic developmentthroughout the world has shown that the developmentof every region must rely on correlated industries.Re-gional distribution and relative size of industries dif-fer according to diverse economic conditions,socialresources,and differing developing processes.Hence,all national governments formulate industrial devel-opment policies in accordance with their local condi-tions and give priority to some dominant industries soas to speed up the overall development of their eco-nomic society.     

‘General interests’ as a rationale for the US–Republic of Korea alliance between 1998 and 2008

The US–Republic of Korea (ROK) alliance had significantly developed asset specificities and common social identities attached to it during the cold war period. If institutional features and ideational factors originating from the cold war threat can account for alliance resilience in the post-cold war period, the US–ROK alliance should be a ‘most likely case’ to support those causal links. This article shows that such is not the case. This article, instead, argues that the US–ROK alliance went beyond being an instrument of threat response to becoming a more complicated mechanism for serving ‘general interests’ in relation to North-East Asian regional order maintenance and order-building, which drove the US–ROK alliance between 1998 and 2008.
