This article looks at modern sectarian (here referring to Sunni/Shi'a) identities and their interaction with nationalism in the Middle East. In doing so I make three interrelated claims: 1) the term ‘sectarianism’ is distortive and analytically counterproductive. A better understanding of modern sectarian identity requires us to jettison the term. 2) Once discarded, our focus can then shift to sectarian identity: how it is constructed, perceived, utilized and so forth. A holistic understanding of sectarian identity must recognize the multiple fields upon which it is constructed and contested. The model adopted here frames sectarian identity as simultaneously operating on four fields: doctrinal, subnational, transnational and, crucially for our purposes, the national dimension. 3) Thirdly, this article challenges the assumptions regarding national and sectarian identities in the modern Middle East. Contrary to conventional wisdom, modern sectarian identities are deeply embedded in the prism of the nation‐state and are inextricably linked to nationalism and national identity. The article will rely primarily on the example of modern Iraq but, as will be seen, the Iraqi example is significantly echoed in the cases of Bahrain, Syria and Lebanon.  相似文献

The main goal of the 2003 war with Iraq of the coalition forces led by the United States was to topple Saddam Hussein's regime and establish a new political system that would adopt democratic practices. Iran, a country that deemed Saddam's regime to be a threat, considered this war to be very helpful in many ways — first because it put an end to Clinton's “dual containment” approach and would thus help Iran to become a regional superpower at Iraq's expense. Second, a war with Iraq could put an end to the decades of oppression of the Shi'a community in Iraq. This article argues that Iran's involvement in Iraq's internal affairs created chaos in Iraq and contributed to the sectarian conflict against Sunni terror groups, notably the Islamic State of Iraq and Syria (ISIS), also known by the Arabic name Daesh, a terror group with the most extreme form of Sunni Radical Islam ever known. The sectarian conflict that resulted from the above is now taking place between the Sunnis and the Shi'a of both Persian and Arab backgrounds and this clash could not have become as radical as it is without Iran's aggressive foreign policy. It should, however, be noted that Iran is not the sole player in the country and therefore its part in inflaming sectarian conflicts should be viewed through a realistic prism that allows other forces — domestic and foreign — to be seen as having influenced the events for their benefit.  相似文献

The invasion of Iraq in 2003 ushered in an era of great uncertainty and turbulence that left the country in an economically crippled, politically unstable, and socially desperate situation. While the built‐in ethno‐sectarian divides have been widely used as analytical categories to address the enduring violence in both Mosul and the rest of Iraq, little attention has been paid to the connection between the long‐term Anglo‐American invasion of Iraq and the ethno‐sectarian violence that currently characterizes Mosul. This study argues that while ethnic and sectarian loyalties have historically persisted in their social forms since the rule of the Ottoman Empire, the highly politicized and violent forms of ethno‐sectarian conflict are modern phenomena, produced and reproduced under the conditions of the decades‐long British and American interventions. The study retrospectively evaluates the current dynamics of ethno‐sectarian confrontations in Mosul through two stages in the long historiography of modern Iraq. The first section reveals how Britain’s mismanagement of colonial Iraq set the initial conditions for communal cleavages and instability in today’s Mosul. Later, the second section turns its attention toward the contemporary manifestation of ethno‐sectarian violence, particularly under the U.S.‐led occupation.  相似文献

At the Iraq “liberation” in 2003, many asked, “Could Sunni, Shi'a and Kurdish factions be brought together, or is it likely that ethnic conflicts would lead to civil war?” This pilot project addressed: 1) How do Iraqis' self‐reported ethnic/religious identities (their membership in their personal in‐groups) relate to their perceptions of other unlike groups (out‐groups)?, and 2) How does a place of residence relate to Iraqi perceptions of out‐groups? My team collected 479 surveys of Iraqi opinions in Iraq, Jordan, and The Netherlands, asking for perceptions of Those Other Groups, their out‐groups. I found that background items of religion, ethnic origin, and location, taken by themselves, did not relate strongly to respondents' attitudes towards out‐groups. But, some combinations of background items did give significant differences in perceptions towards other groups. For example, moderate Arabs (with respect to ethnic importance) in Iraq were the group most opposed to foreigners, and were the group most opposed to expatriate Iraqis returning to Iraq. In this paper I explain important terms (out‐group and wiki); report on my findings in the midst of a period of regime change in Iraq; mention the use of an alternate way to disseminate research findings over the internet via a wiki; and describe follow‐up projects on social capital among Iraqis. My hope is that this will contribute to a base from which researchers and fieldworkers can develop theories to explore and explain elements of civil society in Iraq and other societies. Recent trends in the Syrian civil war have caused important shifts in alignment among neighbouring states. The conflict has exhibited a sharp turn towards ethno‐sectarian violence, fighting among rival factions of the opposition and loss of central command over peripheral districts. In conjunction with the rise of the radical Islamist movement called the Islamic State in Iraq and the Levant (ISIL) and the Kurdish Democratic Union Party, these developments precipitated a raging, multisided battle that spread across Syria's northeastern provinces, and sparked renewed sectarian conflict inside Turkey and Iraq. Turkey and Iran responded to the growing ethno‐sectarianization of the civil war by taking steps to conciliate the largely autonomous Kurdistan Regional Government (KRG), as well as one another. Rapprochement with the KRG alienated Turkey and Iran from Iraq, prompting Iraqi officials to step up military operations along the Syrian frontier. These moves set the stage for large‐scale intervention in Iraq by ISIL, which further weakened Iraq's positon in regional affairs. The resulting reconfiguration of relations accompanied a marked increase in belligerence by non‐state actors, most notably the Kurdistan Workers' Party (PKK), which buttressed Turkey's newfound ties to the Kurdistan Regional Government and Iran.  相似文献

While the use of public policy to construct a Canadian identity has been established in the literature, what is less well understood is whether national identity, once established, might shape Canadians' feelings about these same public policies. This article examines the extent to which citizens' national identities influence their pride in Canada's social security system, and how this relationship may be changing over time. Using data from the International Social Science Programme's 1995 and 2003 National Identity Modules, the article argues that citizens' national identities help explain the contours of social security attitudes in Canada, and that this relationship persists despite significant policy change in the field. Additionally, the paper suggests that political actors may successfully increase public support for their social security policies by “framing” them in ways that appeal to citizens' definitions of Canada.  相似文献

The ‘oil question’ in Iraq has traditionally been viewed almost exclusively through the prism of ethno‐sectarianism. Disputes over the management and licensing of the hydrocarbon sector and over revenue distribution have been seen as a battle for power between Iraq's ethnic and sectarian communities, as if these were monolithic entities. This has led to a conviction—especially among US policy‐makers in post‐war Iraq—that solving the problem lies in a simple formula of apportioning control of the sector to decentralized authorities and dividing revenue proportionally. This view ignores the fact that disagreements over management of the sector and over revenue distribution reflect a deeper dispute that cuts across ethno‐sectarian lines. In reality, disputes are driven far more by the as‐yet‐unresolved issue of whether ultimate sovereign authority in Iraq lies with the central government or should be decentralized to regional and provincial governments. As the main source of revenue in Iraq, control over the oil and gas sector is critical to the success of these rival agendas. Consequently, compromise has been impossible to achieve, and neither side is willing to make concessions for fear of threatening their long‐term ambitions. Tactical maneuvering by different parties in the aftermath of the recent elections may provide some temporary respite to the oil and gas dispute, as Arab leaders in Baghdad seek to co‐opt the support of Kurdish parties to form a new coalition government. But an accommodation over the federalism question in Iraq still seems out of reach. This will not only hamper the legislative process and effective government in the coming years, but could also threaten stability, particularly along the fragile border that separates the Kurdistan Region from the rest of Iraq.  相似文献

Since the fall of the Ba'athist regime in 2003, the Shi'i religious establishment in Iraq has come to the fore as a signifcant political force, intervening, guiding, supporting and opposing various types of developments. Its prominence has been directly related to the realization that the Shi'a constitute an absolute majority in Iraq and hence would have the primary influence in a democratic state. Alongside the recognition of its importance, some analysts tend to assume that the Shi'a are more inclined than others in Iraq to follow their religious and cultural leadership. This article attempts to clarify a number of issues pertaining to the actual attitudes and relationships between the marja'iyya and politics in Iraq. First, it examines three important approaches to an activist understanding of the role of the marja'iyya in politics and comments on the actual political movements that arise from them. Second, the article analyzes the role of the paramount fgure in the marja'iyya in Najaf, Ayatollah Ali Sistani and his attitudes towards politics and some of his active interventions in Iraqi politics. Finally, it comments on outstanding problems and failures within the leadership of Shi'i politics and the limitations of the marja'iyya in promoting democratic and civic politics. Any political actors in contemporary Iraq must take cognizance of the role of the marja'iyya but also account for the deficits that need to be overcome to propel Iraq beyond a compromise of ethnic and confessional affliations.  相似文献

This article explores the policy choices and political stances that lie behind Turkey's growing isolation both from its western allies and its regional neighbours. It details Ankara's approach to a range of current issues in its region—particularly relating to Syria but also Iraq, Libya, Iran, Russia and Israel—and seeks to trace these approaches back to the world‐view of the country's ruling party and its leading figures, most notably President Erdogan and Prime Minister Davutoglu. It also assesses Turkey's reactions to the complex regional circumstances that have confronted Turkey in recent years. It considers the content and impact of some of the rhetoric emanating from Ankara, especially where it is directed towards the West. The article asks whether and why Turkish foreign policy has acquired an anti‐western tone, and also looks at the extent to which its dealings with its neighbours can be explained by sectarian considerations or by pro‐Muslim Brotherhood leanings. It then goes on to speculate about Turkey's future relationship with NATO and to a lesser degree the EU. It considers the prospects for an improvement in Ankara's relationship with its western allies, or whether Turkey–US relations in particular are now likely to be characterized by ‘strategic drift’ and a more transactional and contingent approach to alliance relationships.  相似文献

Iraq has not enjoyed regular foreign relations since 2003, and arguably for several years before. Looking ahead, Iraq is now in a position to develop its foreign relations fully, yet how these relations will be constructed remains unclear. As with all states, Iraq's foreign policy remains conditioned by geopolitical factors— and in particular control of resources, access to waterways, and its geographical location between the Arab world, Turkey, and Iran. There are also the legacies of the Ba'athist regime to consider—and especially the way foreign policy was constructed, and how ‘foreign’ was defined in terms of foreign to the regime, rather than to Iraq. Layered on top of these geopolitical determinants and legacies is the reality of the post‐2003 state. With the removal of the structures of the Ba'athist regime and the emergence of new political elites under the guidance of the US, Iraq's foreign relations are now clearly different, yet some of the patterns of the past still remain very much in place.  相似文献

A major aspect of Ireland's history is the continual problems of a sectarian nature, yet the issue of 'the troubles' gets scant consideration in the permanent exhibitions mounted in Northern Ireland's museums, and is only beginning to emerge in more temporary exhibitions and statements about museums. In addition, the belief that cultural heritage plays a significant part in conflict resolution in Northern Ireland has long been expressed in statements on education policy and local government programmes. However, the concept of using museums for exploring this history for a positive outcome has not, despite the scale of the political problem, been a high-profile issue in Northern Ireland's museums nor has it had a great deal of academic attention. This paper is a contribution to this gap. It assesses the role that Northern Ireland's museums play in the current political context. It evaluates the reasons why, since their foundation, museums in Northern Ireland have largely chosen to avoid controversial issues in their displays. It considers how attitudes are changing and how museum professionals are tentatively beginning to engage with political issues and enter into dialogue on subjects such as cultural and political identities in Northern Ireland.  相似文献

Since the coup of May 2000 an estimated 24,000 Indo‐Fijians have left Fiji, the majority of them moving to Australia, New Zealand, Canada and the US. Those who remain in Fiji have faced increasing marginalisation as the government of Prime Minister Qarase has proposed significant reforms to both the administration of land and Constitutional arrangements of political representation. The situation has been further compounded through Qarase's recently proposed ‘Unity Bill’, which would grant amnesty to some of those responsible for the 2000 coup. These reforms are all part of an effort to ensure the ‘paramountcy’ of indigenous Fijians as well as to limit Indo‐Fijian participation in Fijian national politics. In this paper, I employ Greenhouse's concept of ‘empirical citizenship’ to analyse Indo‐Fijian responses to their political marginalisation in Fiji. After considering how national identities and sentiments of belonging are expressed in Indo‐Fijian discourse through the symbolic inter‐connection of the land and the Indo‐Fijian body, I argue that even if Indo‐Fijians are openly willing to recognize indigenous Fijian supremacy in national politics and the project of nation‐making, assertions of their right to live and labour on Fijian land constitute claims to ‘citizenship’ that are highly contestable in Fiji's current political climate.  相似文献

After the fall of Saddam Hussein's regime in April 2003 many women supported the process of transition and became active in political parties and coalitions. A wide range of groups were also formed which pursued women's rights agendas and, in many cases, included a call for peace and reconciliation and charity activities for women and children. However, female political action and the field of women's rights remain divided by the same multiple boundaries of belonging which affect Iraqi society itself; women operate in specific ethnic and denominational, local and regional settings, and they support nationalist, secularist, left‐wing or Islamist agendas. Women's rights—whatever the direction—can be of major or minor concern. This article outlines female political action and draws attention to the key issues which are discussed, in particular, by secular feminists in Iraq. In so doing, the article highlights how women in Iraq have not only lost, as a wide range of observers argue, but have also benefited from the restructure of the political landscape. Female political activists are still faced with old and new social, cultural, legal and political obstacles. The article argues that when women support narratives that leave men's superiority untouched, they are not simply victims of men or ‘false consciousness'; women either compete and cooperate, or they reject ideological narratives and power relations, while pursuing agendas of individual interest. Yet, despite competition among women and women's groups, and women's loyalty to agendas controlled by men, radical overtones that resist male domination can be heard— and should be supported.  相似文献

This article aims to present a political analysis of the relationship between the Shi?a community in Afghanistan and the new political system that emerged after the US military intervention of 2001. In light of the sectarian conflicts in the greater Middle East and the connection between South West Asia and the Syrian war since 2011, this article illustrates the limits of the social empowerment of the Shi?a communities in Afghanistan. The article outlines the internal religious scene and the connections between āyatollāhs (marāje?), mainly from Iran or Iraq, and Afghan Shi?ite believers. The relation between state formation and identity in MENA multi‐sectarian societies is examined, taking Syria as a case study. The paper looks at the impact of the mix of sectarianism and nationalism on the formation of state institutions and the impact of the latter on this mix. The flawed export of the Westphalian state system to MENA established the structural context—multiple identities, hybrid states—wherein the two identities compete, overlap, and coexist. Next, the factors that explain varying identity patterns in MENA are surveyed and their likely consequences for state formation; then, reversing the analysis, the impact of state formation and state institutions on the nationalism–sectarianism balance is examined. The Syrian case is briefly discussed in order to illustrate the argument, looking at three periods when the identity balance interacted differently with state formation: pre‐Ba'thist Syria when nationalism eclipsed sectarianism; Ba'thist Syria (1970‐2000) when patrimonial instrumentalization of sectarianism was compensated for by inclusive bureaucratic institutions, populist policies, and nationalist ideology; neo‐liberal Syria under Bashar al‐Asad (2000‐2010) when inclusion shrank, reanimating sectarianism; and civil war Syria (2010‐) when partial state failure fostered exclusionary militant sectarianism at the expense of nationalism.  相似文献

America won an asymmetric war in Iraq and lost an asymmetric peace. Translating material power advantage into favourable political outcomes has been a challenge for great powers down the ages—what makes this bridge even more difficult to cross today is the raised expectations on the part of liberal publics about the moral purpose of US‐led interventions. In this sense, Iraq is part of the explanation for why influential liberals believe there is a ‘crisis’ in America's world leadership. ‘America after Iraq’ subjects this claim to analytical scrutiny—in particular it addresses whether Iraq was simply a chapter in a longer book detailing American power and purpose in the post‐9/11 world? In answering this question the article is drawn to consider conceptual debates about a shift in the international system from anarchy to hierarchy with the US as the hegemonic power. While it rejects strong versions of the hierarchy thesis that imply the Washington is the new Rome, it is nevertheless drawn to an understanding of a hierarchical form of ordering where the US oscillates between a hegemonic role and an imperial outlaw. Seen through this lens, the Iraq War was an intervention that happened because it could, and not because it was just or necessary. Public opinion and the weakness of domestic institutions are also critical factors in explaining how it was possible for a previously status‐quo oriented hegemonic power to act recklessly and put the rules and institutions of international society under strain.  相似文献

The realities of the ethno‐sectarian conflict have dominated the analysis of social problems within the context of Northern Ireland (NI). As a result of this, issues such as non‐conflict related childhood risk have received less attention than in the remainder of the UK. However, with the rapidly changing agenda of the Peace Process there is now the momentum to take a broader approach to examining Northern Irish society. This paper examines children's own experiences of growing up in rural NI and explores their own and adults' perceptions of the risks that they encounter and the resulting constraints placed on children's activity outside the home. It is evident that the legacy and reproduction of ethno‐sectarian conflict still influences notions of fear and mistrust of ‘an ethno‐sectarian other’. However, as shown within this paper these fears run in parallel with other fears that are constructed around concerns over ‘everyday’ risks that are evident in the range of outdoor play practices reported by the children involved in the study.  相似文献

This article argues that American policy towards Iraq went through four major shifts between the invasion in 2003 and the announcement of the surge in 2007. The best way to understand the Bush administration's evolving policy towards Iraq is by examining the ideological parameters within which it was made. The article assesses various approaches to understanding the relationship between ideology, policy making and foreign policy, concluding that ideology shapes the paradigm and analytical categories within which foreign policy is made. A major change in foreign policy originates either from the decision‐maker consciously recognizing and attempting to rework the ideational parameters within which policy is made or in reaction to ‘discrepant information’ or ‘anomalies’ that destabilize the paradigm and its analytical categories. The article goes on to examine the extent to which both neo‐liberalism and neo‐conservatism shaped George W. Bush's foreign policy. It identifies a series of major analytical categories that originate from within these two doctrines and shaped policy towards Iraq. The article argues that the four major shifts in Bush's policy towards Iraq were forced upon the administration by the rising tide of politically motivated violence. Ultimately this violence forced Bush to abandon the major analytical categories that, up to 2007, had given his policy coherence. In order to extricate his administration from the quagmire that Iraq had become by 2006, Bush totally transformed his approach, dropping the previously dominant neo‐liberal paradigm and adopting a counter‐insurgency doctrine.  相似文献
