This study is an attempt to discuss various points of interest concerning the pilgrimages to Jerusalem which started from the German Empire during and after the Crusader period. On the basis of a comprehensive critical investigation, it will be demonstrated that by reason of extremely high travel expenses, most pilgrims decided against going on a pilgrimage to Jerusalem. It is pointed out to what extent the noble and non-noble pilgrims from the Empire who planned the journey to Jerusalem would have to take into consideration their legal and moral obligations toward their feudal lords or local communities. It will be shown that most German pilgrims' ignorance of foreign languages furthered the cohesion and isolation of their travel parties on the road to Syria. As may be proved, they were not ready to adapt themselves to unusual manners and customs and had a remarkable penchant for violence. Finally, it will be demonstrated that the presence of German pilgrims ready to give donations or to pay for an indulgence must always have been a very important economic factor for some of the religious communities in Jerusalem.  相似文献

Recently, evictions associated with climate change mitigation in the Rufiji Delta of Tanzania sparked intense debate about the ethics of coastal conservation between academics, NGOs (non‐governmental organizations) and government officials working in the region. Some actors argue that environmental change is a myth used to wrest control of natural resources from local communities, while others point to the urgency of environmental protection and action on climate change. Insights gleaned from interviews with multiple government officials, NGO employees, academics, and coastal village residents in Pangani, however, reveal a more complex and perhaps less contentious situation in coastal Tanzania. Although they often proffered different solutions, different stakeholder groups articulated the same key challenges in nuanced ways that shed a more hopeful light on currently heated conservation and development issues.  相似文献

Public policies increasingly address complex problems such as climate change mitigation and climate change adaptation that require forging connections across existing areas of policy activity. Despite the emerging prominence of these types of policymaking challenges, more research is needed to understand policy responses to them. In this paper, I use survey responses from 287 cities and a hurdle model to comparatively examine the factors that underlie the adoption of climate change mitigation and adaptation as issues influencing city policymaking and their extension across areas of city policymaking. I find evidence that while social change, crisis, and conditions supporting nascent coalitions were associated with adoption, extension across areas of policymaking was associated with the city?s prevailing political economy as well as the resources for expanding communities of interest. In the process, I offer empirical evidence for existing similarities and differences in cities? considerations about climate change mitigation and adaptation; particularly that the number of policymaking areas influenced by mitigation was associated with financial factors while the number influenced by adaptation was associated with socioeconomic ones.  相似文献

Truth commissions have become an almost obligatory component of the process by which national societies attempt to reconstruct themselves in the aftermath of, and recover from, periods of violent, authoritarian rule, and/or war, especially of the civil variety. Proponents of truth commissions see them as indispensable to promoting reconciliation between former adversaries as well as a transition to a more just, democratic, and peaceful political order, while serving as an important component in nation-state-(re)building. This paper analyzes and critiques the boundaries that typically define the tasks of truth commissions with a focus on East Timor’s. It contends that commissions achieve less than they might in terms of their goal of facilitating a justice-infused notion of reconciliation between conflicting parties because of their tendency to focus on individual acts or events of violence, while giving relatively little weight to systemic or structural forms of violence. To substantiate this argument, the paper analyzes the relationship of coffee—East Timor’s primary export commodity—to the violence and terror that the country’s truth commission addresses. In doing so, the paper illustrates the dynamic links between violence and the environment and how said environment comes to embody that violence and to reproduce it in various forms. It also demonstrates the limits of truth commissions as conventionally defined as they relate to matters of social justice. In doing so, it potentially points the way toward more ambitious, and more successful, truth-telling and reconciliation processes—if we assume the goal is to promote a just and peaceful coexistence between former adversaries. The framework employed is one of a Third World political ecology of violence, one that understands violence not only in terms of direct acts of physical brutality, but also in terms of indirect acts and social structures that cause injury.  相似文献

This article examines the intersections of gender, wartime nationalist rhetoric and the production of ‘healthy’ and ‘unhealthy’ bodies in both the Canadian workplace and the home during the Second World War. Analysing government, industry and media discourses in relation to oral history interviews with thirty‐eight women aircraft workers, we discuss women's distinctive role in shaping the health and morale of the social body during wartime, to ensure the maintenance of family, nation and the Allied war effort. While health in wartime was defined in terms of worker productivity for both men and women, anxiety about women's expanded roles heightened the emphasis on moral respectability as a marker of the ‘healthy’ female body. This was further complicated by the wartime emphasis on women's responsibilities to boost morale as part of their role in maintaining health and productivity for both men and women. Through such examples as workplace regulations and domestic advice, we examine the increased monitoring of women's individual and collective bodies and the intensified demands on female war workers as they crossed between the public and private spheres. We use our oral histories to examine women's embodied memories of ‘healthy’ and ‘unhealthy’ bodies within a regional context and their responses to government, industry and media discourses.  相似文献

From 1911 to 1914 an Anglo-Belgian boundary commission demarcated the 885 km boundary between the Belgian Congo and Northern Rhodesia along the watershed of the Congo and Zambezi rivers with a total of just 46 markers. Such low-density boundary demarcation with widely spaced pillars was typical of early British boundary-making in southern Africa. Less than fifteen years later, a second Anglo-Belgian boundary commission was created to re-demarcate the boundary. Not only was it unique for a colonial boundary in southern Africa to be re-demarcated, this second Anglo-Belgian boundary commission worked for six years with a budget that exceeded any previous British boundary commission in colonial Africa. This commission marked the Belgian Congo–Northern Rhodesia boundary on the ground with nearly five times the number of pillars as the first commission, literally etching the boundary in the African landscape. Its techniques of survey and boundary demarcation set a new standard, serving as a model for later British colonial boundary commissions and influencing boundary-making theory through the present day.  相似文献

Abstract

Recent decades have seen the rising of a vital, multifaceted politics in Canada, focused on the future relations between Aboriginal peoples and the Canadian state. While there are many debates about specific arrangements, there is consensus that the negotiated establishment of Aboriginal self-government constitutes a major piece of unfinished business for the Canadian federation. This essay seeks to contribute more structure and focus to contemporary debates by examining four different models of Aboriginal government: “mini-municipalities,” a third order of government institutions, the public government federal option, and nation-to-nation relations. Each form has different implications for the relationship between Aboriginal and Canadian political communities, and each has different implications for the institutions and practices of Canadian federalism. We argue that further concurrency of powers and greater asymmetries in intergovernmental relations are likely to be notable features of the Canadian federation, and that no single model or pathway is likely to emerge as the dominant one in the near and medium term.  相似文献

ABSTRACT

Can there be a legal or a moral right to resist the government? Scholarly interest in the right of resistance has rarely focused on German philosophy, which has often been considered unusually committed to authority. Yet, during the Enlightenment German philosophers regularly attempted to justify not just conscientious refusal but also revolution. This essay explores the two dominant justifications, which were based in Wolffian perfectionism and Kantian relational theory. It argues that we can best understand the complexity of these theories of resistance by exploring their contrasting views on the state’s purpose: providing material and spiritual welfare, or establishing freedom as independence.  相似文献

Industrial policy refers to deliberate government actions to affect the growth or decline of firms or industries for the sake of aggregate national prosperity and international competitiveness. This paper presents empirical evidence that policies designed to promote these objectives would be targeted differently from those designed to promote development of economically-distressed regions and communities. Facing multiple objectives, it is difficult for the public sector to pursue industrial growth directly as effectively as can private entrepreneurs. However, government aid to economically-distressed locales and dislocated workers and firms may indirectly support national industrial policy goals.  相似文献

Pride in Australia's extreme climate has long been a part of Australia's national identity. Today, climate continues to be enrolled in a range of nationalistic projects, including the (re)development of climate science and other responses to climate change. In this paper, we outline some of the contours of the ‘Australian national climate’, claims to know it, and four idealised responses to it: bounce back, dismissal, endurance, and migration. We argue that the deeply cultural framing of climate in Australia—in particular, Australians' emphasis on the climate's inherent variability and unknowability, and their own historical adaptability—is being exploited by the federal government and hampering climate change mitigation nationally.  相似文献

Summary

This introductory article sketches out the evolution of the concept of sociability in moral and political debates from Grotius to the German Romantics, so as to elucidate the range and scope of the contributions to this special issue. The article argues that the concept of sociability serves as a bridge between moral theory, domestic politics and international relations, just as it also connects the jurisprudential mode of enquiry to subsequent Enlightenment enquiries into political economy, aesthetics, individual and collective moral psychology, forms of government and philosophical history. Particular attention is paid to sociability's relationship to moral scepticism, and to its position between morality and anthropology. The article highlights the central role of Rousseau in radically reformulating the debate and in sparking new controversies up to the nineteenth century.  相似文献

Research reported here identified planning and management issues relating to integrated development of nature‐based tourism in the Central Coast Region of Western Australia. Stakeholder views were gauged through a workshop involving 45 people and a series of interviews. The workshop was also designed to stimulate interest in the establishment of a regionally, integrated tourism group to address any issues identified. Participants included members of the tourism industry, the community, and representatives of government and non‐government organisations. Seven individuals participated in interviews, including the chief executive officers of the local authorities and regional development commissions. The results indicate that the regional tourism industry is fragmented and uncoordinated, which is hindering regional development. Implementation of regional tourism planning is virtually non‐existent in the Central Coast, due to the lack of a regional tourism policy. Management of tourism resources is restricted by limited coordination between industry and government, and especially by inadequate resource provision to local authorities and land management agencies. An outcome of the workshop was the formation of a regionally integrated tourism group, the Turquoise Coast Sustainable Development Steering Committee, to implement recommendations arising from the workshop. However, the group has met with limited successes to date, owing to a range of political and sectoral issues beyond the scope of tourism planning. The research highlights difficulties in implementing collaborative tourism planning initiatives at the regional scale.  相似文献

This paper examines the extent to which sectoral diversification can act as an insurance mechanism against fluctuations in regional gross value‐added growth rates. Portfolio theory is applied to the growth‐instability properties of German districts. Furthermore, a comprehensive diversification measure is defined. Stochastic Frontier Analysis is deployed in order to estimate whether diversification allows regions to achieve more efficient growth‐instability combinations. The results confirm that diversification does generate such effects. Spatial interactions do also play a role: The effects are less pronounced for regions whose economic performance is mainly driven by the surrounding regions.  相似文献

ABSTRACT

Many communities rely on tourism spending, so it is important to understand any potential changes to tourist flows resulting from changing climate and weather patterns. However, tourists are not a homogenous group, as they have different motivations, values, and goals. Therefore, the purpose of this investigation is to better understand potentially varying perceptions and behavior of different tourist types, specifically in regards to their weather sensitivity, climate change concern, and behavioral intention for climate change mitigation. Tourists were randomly surveyed at 20 locations throughout the state of Maine in the United States (n = 704). Segmentation analysis on the activities tourists participated in yielded three segments of Maine tourists: non-nature-based tourists (50.6%), nature-based generalists (16.2%), and nature-based specialists (33.2%). Differences across segments were explored for perceptions of weather impacts, climate change concern, and mitigation intent. Additionally, weather sensitivity was analyzed based on type of overnight accommodations to better understand if this also had a role in differences. Non-nature-based tourists thought that weather variables were less influential during their travels in Maine than the other segments, while nature-based generalists perceived weather to have the highest influence. Additionally, nature-based specialists had the highest level of climate change belief, while nature-based generalists had the highest willingness to engage in climate change mitigation behavior. Results are useful to understand how segments of tourism demand may be altered with a changing climate, such as increased temperatures, precipitation, and storms, and what groups may be the most beneficial to target for marketing or educational efforts to reduce the impact of climate change.  相似文献

One of the most important dilemmas facing the British authorities when they occupied their zone of Germany at the end of the Second World War was what to do with German science. The contributions made by scientists and engineers to the Nazi war machine, in fields such as rocketry and submarines, meant that German science was both revered and feared, and was therefore closely linked to concerns about a post-war military resurgence in Germany. This article aims to chart the changing approaches which the British occupation officials adopted towards German science in this period. While the initial intention was to prevent Germany from ever waging war again, through demilitarisation, denazification and dismantling, the focus changed as British enmity shifted from a former adversary, Germany, to a former ally, the Soviet Union. Policy reflected this shift as technology transfer and the reconstruction of domestic German science won greater favour. This article aims to show that, in the face of growing hostility from the USSR and in the deeply suspicious climate of the early Cold War, Britain was forced to abandon its moral mission towards German science and adopt a far more pragmatic strategy instead.  相似文献

Globally, sea‐level rise is expected to impact on many coastal regions and settlements. While mitigation of global greenhouse gas emissions remains an important task, adaptation is now seen as a critical component of the policy equation. Local government is a key player in adaptation planning and managing risk through their mandated role in land use planning and development control. Yet, managing the predicted impacts of climate change is proving to be a complex and difficult task for planners and policy makers. This paper reports on a case of local government deliberation on possible planning responses to address future sea‐level rise impacts in New South Wales, Australia. Using structured, expert opinion of planners and other technical experts engaged in a collaborative network in the Sydney region, we explore the feasibility of implementing planning and policy measures at the local and regional scales to respond to inundation risk as a result of sea‐level rise and storm surge events. Our research shows how local governments employ specific scale‐oriented strategies to engage private and public actors at different scales to manage legal, financial, and technical risks in coastal adaptation.  相似文献

This article examines the anxiety and frustration of the Irish Free State government faced with the uncertainty of which party was going to become the next British government in 1923–24. The Free State government had only recently emerged victorious in its own fratricidal civil war and its moral and political legitimacy was still challenged in Ireland itself. The most contentious issue an incoming British government had to deal with on Ireland was the final demarcation of the boundary between the Irish Free State and Northern Ireland which, according to Article 12 of the Anglo-Irish Treaty, would be determined by a boundary commission. The Free State government remained unconvinced that any incoming British Labour government had the competence, understanding or commitment to resolve this issue and contribute to long-term stability in Ireland, given Labour's perceived lack of knowledge and interest in Irish politics and its commitment to social and economic issues taking precedence. This apprehension was articulated in contemporary Irish government papers and personal correspondence and proved well founded, given the legalistic and cautious approach of the Labour government to establishing the Irish Boundary Commission.  相似文献

This paper emerges from an attempt to more actively integrate archaeology with ongoing geographical and environmental discussions of human responses to the effects of climate change in the Caribbean. If archaeology is to contribute to the mitigation strategies currently being developed, then robust interpretations are necessary that can be practically integrated with inter-disciplinary action. This paper discusses the methods needed to provide the high-resolution data and interpretations required using archaeological and palaeoenvironmental research from a case study area in northern Cuba. Using data collected from an ongoing collaborative archaeological research project with the Cuban Ministry of Science, Technology and Environment, we evaluate whether it is possible to make useful interpretations of human response to past changes in sea-level, precipitation and hurricane activity. Specifically, the effects of these activities on the changing nature of settlement locations, food procurement strategies and household architecture among pre-Columbian communities are evaluated. Indigenous mitigation strategies are identified and used to inform modern day preparation for the impacts of climate change in the Caribbean.  相似文献

The essay focuses on the ERW controversy in the context of NATO modernisation of tactical nuclear weapons and Soviet deployment of SS-20s. The rationale of a low-yield warhead supposedly tailor-made for the European theatre enabled the Americans to ask their allies for a prior commitment on deployment, while the Europeans retorted that the process of decision making should be triggered by a US previous determination of whether to produce the neutron bomb. Consultations were essentially a FRG-US-UK affair. Against this background British inability to properly assess the genuine German position was a very important factor, resulting in a persistent climate of uncertainty. Bonn's decision not to inform the British that on 20 January 1978 they agreed to give the Americans a qualified green light to deploy ERWs on German soil represents a blunder in this sense. It kept the UK government wary, instead of possibly precipitating a solution of the controversy by hammering out the terms of an arms control offer to the Soviets according to a ‘dual track’ approach.  相似文献

This article examines the role of the British jurist, Sir Ivor Jennings, in the drafting of the Malayan independence constitution. Jennings was part of a five-man constitutional commission appointed in 1956 and led by the Scottish lord of appeal, Lord Reid. Unlike other such commissions, but at the request of Malaya's chief minister, its members were selected from a range of Commonwealth countries. The article discusses the principles which shaped the final document as well as the process of drafting, and argues that, while the constitution was the collective effort of five distinguished lawyers, Jennings' contributions were significantly greater. His working papers on governance served as the basis for the commission's discussion and his influence is most discernible in the provisions relating to the distribution of legislative and financial powers between the federal government and the states and in the section on fundamental liberties. This article concludes that Jennings not only provided the intellectual leadership for the Reid Commission but was also the master draftsman of the new constitution.  相似文献
