Recent scholarship on transnational immigration restriction have tended to frame British policies in opposition to those of white settler colonies, emphasising the frustration of British officialdom at the explicitly racist exclusions in South Africa, Canada, New Zealand and Australia. While acknowledging these, this paper interrogates the British position, by locating synergies between the deployment of examinations as a form of racial gatekeeping at the height of the empire, with reference to discourses of equity and access emanating from Britain, Australia and India. It reads British attempts to ameliorate the harsh exclusions of the White Australia policy – administered through the apparently neutral device of the Dictation Test – alongside remarkably similar constraints embedded in the exams for the Indian Civil Service that were designed to limit the numbers of Indians in the ICS. Race-based immigration restriction was consistent with – not repugnant to – imperial sensibilities, contrary to so many protestations. The prevalence of racially discriminatory immigration legislation in settler societies had the effect of projecting the worst forms of racism to the peripheries of empire, exposing the contradictions of the colonial project in India.  相似文献

This paper theorises the spatialisation of White supremacy through the siting and expansion of a US immigrant detention centre, the Northwest Detention Center (NWDC). This case reveals the spatial relationship between the detention centre’s displacement with the Seattle‐Tacoma region’s increasing wealth, highlighting the role of detention and incarceration in the spatialisation of White supremacy. If White advantage maps onto whiteness as property, then White supremacy maps onto interlocking systems of settler colonialism and racial capitalism that dispossess people of colour of land and turns their bodies into devalued pollution sinks, where the less‐than‐citizen is forced to live on Tar Pits that they cannot even call “home”. Since 2014, detained immigrants’ activism has fuelled conversations about the punitive nature of administrative immigrant detention, racial profiling, and the city’s responsibility to enforce health, safety and environmental regulations for all residents. Through the stories of detainees, deportees and their co‐conspirators, this site fight illustrates how abolition ecologies call for tearing down toxic detention centres. Beyond rejecting White supremacist logics in immigration enforcement, abolitionists make freedom as a place together.  相似文献

Taking into account that ethnic cleansing not only undoes the legal and spatial formations within a given territory but also is a productive force aimed at securing and normalizing a new political order within a contested territory, we examine its impact on settler colonial geographies. We show that the relative completeness or incompleteness of ethnic cleansing helps shape the specific configuration of two intricately tied sites of social management – spatial reproduction and legal governance – within settler colonial regimes. We claim that complete ethnic cleansing produces a ‘refined’ form of settler colonialism resembling the colonial geographies of North America and Australia and is more readily normalized, while incomplete ethnic cleansing produces an ‘intermediate’ form of settler colonialism similar to the colonial regime in Rhodesia before the settlers lost power and is impossible to normalize due to a series of contradictions stemming from the presence of the ‘indigenous other’. To uncover this less acknowledged feature of ethnic cleansing we compare two territories that were colonized by Israel during the 1967 War: the Syrian Golan Heights and the Palestinian West Bank.  相似文献

Contemporary Australian Indigenous policy changes rapidly and regularly fails to deliver its stated aims. Additionally, political and social relationships between Aboriginal and Torres Strait Islander peoples and the Australian state remain complex and contested. This article draws on critical Indigenous theory, alongside the increasingly influential scholarly paradigm of settler colonialism, to draw these two elements together. It highlights the ongoing nature of colonial conflict, and the partisan nature of state institutions and processes. While policy is usually framed as a depoliticised, technical practice of public management for Indigenous wellbeing, I suggest that it also seeks to ‘domesticate’ Aboriginal and Torres Strait Islander peoples, perform their dysfunction and demonstrate state legitimacy. This is especially the case in Australia, which has a long tradition of framing domestic welfare policy – rather than legal agreements – as the ‘solution’ to settler colonial conflict.  相似文献

Australia and Indonesia have engaged in cooperation on asylum policy since the late 1990s, bilaterally on immigration detention and people-smuggling agreements, and multilaterally through the Bali Process. Seen from a global perspective, this form of cooperation is one of many such bilateral and multilateral agreements that stymie the ability of asylum-seekers to gain effective and durable protection. This article argues that policy transfer theory can explain how these agreements are achieved, their political implications, and their outcome for the refugee regime and the asylum-seekers reliant on the regime for protection. In the case study of Australia and Indonesia, the authors argue that the cooperation is best understood as a form of ‘incentivised policy transfer’, whereby Australia has provided substantial financial and diplomatic incentives to Indonesia to adopt policies consistent with Australia's own. The implications for asylum-seekers in the Asia-Pacific region are substantial, and include an increase in the use of immigration detention in Indonesia and the introduction of border security measures that restrict the ability of asylum-seekers to reach territory where they may claim protection under the Convention Relating to the Status of Refugees.  相似文献

This paper explores the ways in which mobility can have governmental effects in the context of the management of asylum seekers awaiting deportation from the UK. Drawing upon the case of Campsfield House Immigration Removal Centre, a facility for the incarceration of immigration deportees near Oxford, the paper makes the case that the way asylum seekers are moved between detention centres within the UK has implications for the way they are represented to both asylum activists and asylum sector employees, causing them to choose to use their influence differently by with-holding the support that they might otherwise provide. The constant moving and repositioning of asylum seekers means that they are depicted as transitory, fleeting and depersonalised to those actors with the greatest degree of influence over them. The subjection not only of asylum seekers through forceful, blunt forms of power, but also of more powerful asylum sector actors through subtler, governmental techniques, has significant material implications for the incarcerated asylum seeking community that populates Britain's detention estate.  相似文献

The popularity of the British‐born Australian poet and sportsman, Adam Lindsay Gordon (1833–1870), flowered after his death. Between 1870 and 1920, he was widely extolled as an exemplar of the Australian bushman and of British imperial masculinity alike. Fans lauded Gordon as a daredevil horseman who had lived in the bush in the Australian colonies’ roaring days. Fascinatingly, though, they expressed their enthusiasm for him in sentimental terms. This article shows that sentimental expressions of devotion to Gordon were part of a distinctive form of masculine sentimentality emerging in Western culture at the turn of the nineteenth century. The proponents of this sentimentality encouraged the members of Western imperial and settler‐colonial publics to sympathise with rugged bushmen such as Gordon – to collectively experience their sorrows, griefs and joys. In so doing, they helped to reinforce masculine and settler‐colonial power, since they elevated the sentiments of hardy masculine types at the expense of feminine ones. In Australia, sentimental representations of Gordon also helped divert attention from the violence committed by settlers against Aboriginal peoples. Based on the insight that masculinity and sentiment were profoundly intertwined in the day, this article calls for a new way of thinking about the relationship between these two phenomena in the turn‐of‐the‐century era.  相似文献

This article aims to reintegrate the colonial history of Canada as part of the grids of analysis for understanding the evolution of its Federal cultural policy. Building on the notion of settler colonialism and its implication for Indigenous population (For the purposes of this paper, the term ‘Indigenous’ is used in place of, perhaps, more popular or familiar terms – such as ‘Aboriginal’ or ‘Native’ – in order to remain consistent with current Indigenous politics. In particular, some Indigenous scholars are reluctant to accept the label Aboriginal because they feel it is consistent with the colonial order imposed by the Canadian government [Alfred and Corntassel 2005, p. 599]). The term Indigenous also alludes to a global political awareness and to forms of alterity between different populations from North America, South America, Asia, and the Pacific. in Canada, this paper documents different transformations in cultural policy and illustrates some of its paradoxes and challenges. Building on principles developed by Indigenous scholars, this article highlights some of the components for decolonizing cultural policy in Canada. It is argued that a post-colonial cultural policy must build on the grounds of ethics (and ethos).  相似文献

This article offers a critique of the Wolfe-an model, which has become so dominant within contemporary Settler Colonial Studies (SCS). It focuses particularly on the central claim made by Patrick Wolfe, and others after him, that settler colonialism is categorically differentiated from other forms of colonialism by its drive to “eliminate the native”, instead of exploiting them. This paper builds on the literature that shows how settler colonies have used elimination as well as exploitation in their relations with indigenous peoples—even transitioning from one to the other. Instead, the paper argues that focusing on accumulation by dispossession allows for an analysis of the specificity of settler social relations to emerge. It highlights the specific ways in which settlers collectively expropriate indigenous peoples and struggle amongst different settler classes over the distribution of the colonial loot.  相似文献

This paper focuses on practices of non-violent resistance as they are played out in the ongoing Palestinian struggle against the Israeli settler colonialism in the occupied West Bank. By looking at the resistance of expanding settlements, demolition and land confiscation orders, and livelihood destruction in two Palestinian sites, the paper shows how Israeli settler colonial apparatuses, and the variety of techniques and practices of erasure they mobilize, can be fruitfully studied through site-specific ways of Palestinian resistance. In order to do so, the paper turns to discuss a peculiar form of non-violent resistance grounded in what Giorgio Agamben calls ‘destituent power’. It shows how the acts of destituent resistance in the two sites under study function by playing with the apparatuses of control in creative but non-violent ways; namely, by using the potentialities of that form-of-life that the settler colonial apparatuses try to cancel, overrule, control, weaken, criminalize, and erase. The idea of ‘destituent play’ is hence elaborated, and special attention paid to its ability to slow down and hamper the repressive functions of the settler colonial apparatuses through the creative use of the potentialities of Palestinian everyday life.  相似文献

In 1996, the USA issued a landmark decision to grant political asylum to a young woman, Fauziya Kassindja, due to the threat of forced genital circumcision. The case, Matter of Kasinga, is now a cornerstone in the area of law known as ‘gender-based asylum.’ While the legal victory occurred during a watershed moment for women’s human rights, it also spawned considerable critique for reproducing colonial tropes of third-world women, cultural backwardness, and narratives of rescue. This article offers another perspective by examining key phases of the case that predate the final decision. I demonstrate how logics of containment shaped the case trajectory and outcome. Initially, the Immigration and Naturalization Service (INS) sought to contain Kassindja as a bogus asylum seeker through detention. However, once a powerful advocacy campaign exposed the violence of detention, the INS shifted their containment strategies to safeguarding the legal paradigm and circumscribing its legacy as a precedent-setting case. By focusing on the role of detention and the logics of containment, this article supplements cultural critiques of the case and provides an example of how gender and gender violence can be leveraged by state agencies and actors to reinforce border control and manage refugee/asylee populations.  相似文献

This paper examines the ways in which colonial violence is transformed and spatialised into negotiated precarities at the occupied Palestine. The notion of “negotiated precarity” is developed herein, to refer to two aspects in particular. First, to spatial compartmentalisation, which shows how the settler colonial power operates by creating precarious administrative zones, where the life of the colonised becomes prone to several flexible, negotiated uses of power. Second, negotiated precarity is used to refer to the conduct of the colonised that counters, transforms, redirects, cancels or hampers the colonial spatialisations of power. By focusing on the “negotiated precarities” in a singular West Bank village, I exemplify how the colonial governing is entwined with spatial compartments that enable several informal, indirect and ad hoc techniques of colonial violence, but also how the colonial governing is constantly mobilised, negotiated, countered and redirected in/through the everyday Palestinian spaces.  相似文献

Across the settler colonies of the late nineteenth century the placemaking projects of newcomers were imbricated with Indigenous dispossession. Settler colonialism was, above all, a spatial project, and while the social and legal innovations of settler invasion have attracted substantial scholarly attention over the past two decades, its environmental dimensions remain insufficiently explored. Settler colonial studies might make more of its spatial turn. Through a close reading of the work of the Dunedin photographer Alfred Burton this article shows that visions of nature were the product of a system that managed continuing Indigenous presence by developing new conventions of representation. These practices divided Indigenous people from the landscapes that they inhabited, embellished settler environmental transformations, and contrived new natures. This article draws environmental history and settler colonial studies together to better understand the shared spatial foundations of Indigenous dispossession and settler placemaking.  相似文献

Despite the capacity of postcolonial theory to accommodate a wide variety of situations, one area of postcolonial experience still has not received much attention – the experience of non-hegemonic settler colonies, that is settler colonies that did not in the end succeed in dominating native populations politically or culturally. Analysis of the unionist community in Northern Ireland offers a number of refinements to postcolonial theory at the same time that it demonstrates how postcolonial theory can enrich our understanding of non-hegemonic settler populations. While every postcolonial culture, native or settler, is uniquely structured by specific historical circumstances, there are features that many of these cultures share, such as hybridity, estrangement, incommensurability, contradiction, mimicry, miscognition, ambivalence, resistance, and the construction of mythical/historical narratives. The structure of these features, however, differs between native and settler cultures, and it differs in a way that makes one culture the mirror image of the other. This should not be surprising since the same colonial situation produces both native nationalism and settler nationalism, and they are both subject to similar colonial contradictions. Recognising settler nationalism as a legitimate part of postcolonial studies opens up the possibility of exploiting the in-betweenness of settler cultures. Emphasising this in-betweenness, and thus its affinities with native nationalism, suggests that settlers, particularly non-hegemonic settlers, are likely to find more in common with the natives they see themselves in opposition to rather than with the colonisers they identify with.  相似文献

In a necessarily selective way, this paper explores the historiographical evolution of ‘settler colonialism’ as a category of analysis during the second half of the twentieth century. It identifies three main passages in its development. At first (until the 1960s), ‘settlers’, ‘settlement’ and ‘colonisation’ are understood as entirely unrelated to colonialism. The two do not occupy the same analytical field, pioneering endeavours are located in ‘empty’ settings and the presence and persistence of indigenous ‘Others’ is comprehensively disavowed. In a second stage (until the late 1970s), ‘settler colonialism’ as a compound identifies one specific type of diehard colonialism, an ongoing and uncompromising form of hyper-colonialism characterised by enhanced aggressiveness and exploitation (a form that had by then been challenged by a number of anti-colonial insurgencies). During a third phase (from the late 1970s and throughout the first half of the 1980s), settler colonialism is identified by a capacity to bring into being high standards of living and economic development. As such, settler colonialism is understood as the opposite of colonialism and associated underdevelopment and political fragmentation. It is only at the conclusion of a number of successive interpretative moments that ‘settler colonial’ phenomena could be theorised as related to, and yet distinct from, colonial ones. On the basis of this transformations, beginning from approximately the mid-1990s, ‘settler colonial studies’ as an autonomous scholarly field could then consolidate.  相似文献

This article investigates the power, and the politics, of Christian love on the Australian settler‐colonial frontier through the case study of two evangelical missionaries, Daniel and Janet Matthews, during their time at Maloga Mission (a non‐denominational mission to the Aboriginal people of the Murray River which they founded on its northern banks in 1874). Whether protested in private missives, professed in public tracts, or proclaimed to their assembled audiences, Christian love played a vital role in the both the secular justification, and the sacred sanctification, of the Matthews' mission. Yet in practice, the operation of this emotion was complex. Through an exploration of the role of Christian love in the life of Maloga mission and its missionaries, this article will show how the intricacies of its formulation, expression, reception, and reciprocation make this a crucial if often overlooked concept for the study of mission history, and specifically, in this case, the study of nineteenth‐century settler‐colonial missions.  相似文献

San (Bushman) society in the Cape Colony was almost completely annihilated during the eighteenth and nineteenth centuries as a result of land confiscation, massacre, forced labour and cultural suppression that accompanied colonial rule. Whereas similar obliterations of indigenous peoples in other parts of the world have resulted in major public controversies and heated debate amongst academics about the genocidal nature of these episodes, in South Africa the issue has effectively been ignored aside from passing, often polemical, references to it as genocide. Even recent studies that have approached the mass killing of the Cape San with sensitivity and insight do not address it as a case of genocide. This article sets out to redress this imbalance in part by analysing the dynamic of frontier conflict between San and settler under Dutch colonial rule as genocide. It demonstrates both the exterminatory intent underlying settler violence as well as the complicity of a weak colonial state in these depredations, including its sanctioning of the root-and-branch eradication of the San.  相似文献

Although the literature on settler colonialism intends to identify what is specific about the settler colonial experience, it can also homogenize diverse settler colonial narratives and contexts. In particular, in Canada, discussion of the ‘logic of elimination’ must contend with the discrete experiences of multiple Indigenous groups, including the Métis. This article examines relationships between Métis people and settler colonialism in Canada to distinguish how Métis histories contribute to a broader narrative of settler colonial genocide in Canada. Cast as ‘halfbreeds’ and considered rebels by the newly forming Canadian nation-state, Métis peoples were discouraged from ‘illegitimate breeding’. Moreover, their unique experiences of the residential school system and forced sterilization have heretofore been underexplored in historiographies of genocide and settler colonial elimination in Canada. These social, political and racial divisions in Canada are magnified through genocidal structures and they reach a critical juncture between colonialism and mixed ethnicities. At that juncture, groups like the Métis in Canada are within a metaphorical gap or, more accurately, a jurisdictional gap. Colonial treatment of the Métis demonstrates, in part, the broad reach of colonial control and how uneven it is, often to the detriment of the Métis and Indigenous groups in Canada.  相似文献

Elsa and Charles Chauvel's 1955 film Jedda was the first Australian feature film to cast Aboriginal actors in lead roles. The film was also unusual in the context of Australian film of the time for its rural domestic setting. Because the film explored the experiences of its lead character – Jedda – as an Aboriginal child adopted by a white woman, it is also one of the few films of the period to deal with colonial legacies in its attention to policies and practices of assimilation. The twin processes of racialisation and gendering of space in Jedda have been responded to by Tracey Moffatt in her surrealist short film Night Cries. This article uses the notion of intimate geographies to examine the production of relationships of power within domestic space that both films explore. The temporal and spatial practices deployed by the female figures within each film make visible a set of possible transformations of, as well as continuities within, enduring colonial power relations. Moffatt's retelling and respatialising of the Jedda narrative, however, is ultimately understood as a specifically feminist practice of cultural memory work, suggesting that struggles over memory are also struggles over place.  相似文献
