This article examines the recent convergence of community-based and transboundary natural resource management in Africa. We suggest that both approaches have potential application to common-pool resources such as floodplain fisheries. However, a merging of transboundary and community-based management may reinforce oversimplifications about heterogeneity in resources, users, and institutions. A scalar mismatch between the ecosystem of concern in transboundary management and local resources of concern in community-based management, as well as different colonial and post-colonial histories contribute to this heterogeneity. We describe a fishery shared by Namibia and Zambia in terms of hybrid fisheries management. We examine settlement patterns, fishermen characteristics, sources of conflict, and perceptions regarding present and potential forms of fisheries management in the area. We also consider the implications that initiatives to manage resources on the local and ecosystem scale have for these fishing livelihoods. Our findings indicate that important social factors, such as the unequal distribution of population and fishing effort, as well as mixed opinions regarding present and future responsibility for fisheries management will complicate attempts to implement a hybrid community-transboundary management initiative.  相似文献

This article examines the potential and problems associated with global environmental governance with particular reference to Transfrontier Conservation Areas (TFCAs) in Southern Africa. By taking a political ecology approach, it reflects on theories and practices of global environmental governance through an analysis of transboundary environmental management. In particular, it examines the politics of the struggle over control of and access to key natural resources and how it impacts on the implementation of transfrontier conservation. In order to do this, this article includes an analysis of the complex role of local and global NGOs, the changing role of the state in relation to international actors, the importance of community based natural resource management, the commitment to tourism to make conservation pay its way and the problems associated with illicit networks of traffickers of wildlife products, cars and people.It is important to investigate the politics of TFCAs because they are part of a wider context of increasing forms of transnational management of the environment; such transnational forms of management are often deemed to be more effective than national level management because of the transboundary nature of environmental problems. This article argues that the assumption that transnational management can be neatly implemented needs rethinking. In particular, it highlights the ways that complex networks of actors constitute a significant challenge to global environmental governance. This in turn raises more general questions about the effectiveness of other forms of global environmental governance centred on managing problems such as climate change, pollution or trafficking of endangered species and tropical hardwoods.  相似文献

To a large degree, conflicts over transboundary freshwater resources arise because property rights have not been clearly defined. International water law provides only hints and suggestions as to how states should resolve their water disputes, since legal principles and clauses are ambiguous and contradictory. But conflict often creates a need for cooperation, which is achieved by means of negotiations, and the specific outcome of negotiations is almost always codified in an international treaty. This article considers bilateral water agreements for rivers with particular geographical configurations and aims to answer a fundamental question: how and why do bilateral treaties vary in their design? Further, it examines international freshwater treaties to deduce the nature of treaty remedies, particularly the side-payment and cost-sharing arrangements, used for resolving conflict over rivers shared by two countries. The theory and testable hypotheses consider geography and economics in order to explore treaty design. In essence, the ‘willingness to pay’ of one of the states reflects on the property rights solution and can be explained by geography and economics. Three geographical configurations are investigated here. The findings affirm that side-payments frequently occur to offset an asymmetric geographical relationship between upstream and downstream states, and are commonly regarded as an appropriate instrumentality for solving a property rights dispute. Side-payments are non-existent when the geographic relationship among the riparians is symmetric and costs for the joint project are most always equally shared. As expected, in this latter case, the geography of the river acts as a focal point for equal participation. When economic differences are taken into account, especially when the upstream state is richer, the side-payment outcome is reversed. As expected, richer states internalize the costs of taking action in favor of poorer downstream states. When the geographical relationship between the riparians is of a symmetrical nature, while the economic relationship between the states is of an asymmetrical nature, the richer state often assumes the bulk of the cost burden. In this way, it provides a side-payment to the poorer state. Such patterns reveal how property rights disputes over issues such as water quantity, hydropower, pollution abatement, and flood control have been concluded. They suggest how ongoing disputes may be resolved.  相似文献

In 1999 the Uzbekistan–Kyrgyzstan Ferghana Valley boundary became a brutal reality in the lives of borderland inhabitants, when it became the key issue in a crisis of inter-state relations. Mainstream explanations have suggested that the Soviet boundary legacy and convergent post-Soviet macro-economic policies made conflict inevitable. Drawing on critical geopolitics theory, this paper questions the implicit determinism in these accounts, and seeks to augment them by a political analysis. It suggests that ‘the border crisis’ was the product of the interaction of complex domestic power struggles in both countries, the boundary itself acting as a material and discursive site where elites struggled for the power to inscribe conflicting gendered, nationalistic visions of geopolitical identity. It concludes by insisting upon a moral imperative to expose and challenge the geographical underpinnings of state violence.  相似文献

Recent work on authority, power and the state has opened up important avenues of inquiry into the practices and contexts through which power is exercised. Why certain forms of authority emerge as more durable and legitimate than others remains a challenge, however. In this article we bring together two bodies of thought to engage this issue, feminist theories of power and subjectivity and Bourdieu's ideas of symbolic violence, in order to explore how power and authority are reproduced and entrenched. Our purpose is to advance theorizing on power and authority in the context of contentious political situations and institutional emergence. This unusual theoretical synergy allows us to illustrate how power is exercised in relation to natural resource management and the ways in which the conflict/post‐conflict context creates institutional forms and spaces which simultaneously challenge and reinforce antecedent forms of authority. To animate our theoretical concerns, we draw on work in community‐based forestry in Nepal, with a focus on some of the conflicts that have arisen in relation to the valuable Sal forests of the Terai, or lowland plains.  相似文献

Focusing on a mosque organization, the Turkish-Islamic Union for Religious Affairs (DITIB), this paper engages with the Turkish-Sunni diaspora's complex perception of the ‘state’ in Germany. DITIB is a Sunni-Islam based mosque organization that oversees over 900 mosques across Germany. However, the Turkish-Sunni diaspora does not consider DITIB mosques as simply religious or cultural spaces but instead attributes a highly complex quasi-stateness to it. My field research between 2016 and 2018 reveals that for this community, DITIB reflects an intimate familial version of the Turkish state in Germany. While DITIB has significant connections to the state in Turkey, based on my findings I argue that these connections alone do not explain why the diaspora perceive DITIB like a state. Rather, DITIB's perceived stateness has been constructed through a historical process that brings to the fore diasporic experiences, feelings, and memories centered at the ethnoreligious spaces of mosques. Thus, this research produces new questions for, and theoretical approaches to geographies of states, extending this literature's emphasis on everyday and intimate perspectives. I build on feminist geopolitics and diaspora studies to contribute to this scholarship by analyzing the role of feelings and memories in forming perceptions of the state. I explain how spaces of perceived states become fluid, cross the borders of officially defined national territories, and exceed the classical spaces and embodiment of states. Instead, spaces like mosques come to be perceived like a state through their association with care, unity, and a home. This analysis points to the emotional and memory-based production of what is perceived as a state and how those perceptions are formed.  相似文献

Much of the literature examining transboundary watercourses employs an implicit international relations framework. This literature, while helpful in understanding aspects of transboundary watercourses, routinely obfuscates many crucial factors. Specifically, such analyses are marked by: (i) a mis-theorization of the hegemonic structures at work, (ii) undue pessimism regarding the propensity for multi-lateral cooperation, (iii) an assumption that conflict and cooperation exist along a progressive continuum, (iv) a tenet that conflict is restricted to state competition, and thus a neglect of state collusion in violence against certain citizens, and (v) a depoliticization of ecological conditions. Bringing a geographical critique to bear on the IR framed literature illuminates such deficiencies and leads to a more grounded and holistic analysis of the politics of shared watercourses. A case study of the management of shared water resources in the Southern African Development Community is used to demonstrate, in a concrete way, what is obfuscated in the implicit IR approach and how a geographical critique is able to provide an analysis that is both more critical, and more insightful.  相似文献

Analysing a struggle between Palestinian campaigners and Israeli authorities over an ancient Muslim cemetery in Jerusalem, this paper explores the role of necrogeography in contesting urban boundaries, asserting historical legitimacy and realizing emancipatory spatial practices. The article bridges an existing gap between the geographical study of death spaces, and the necropolitical realities of conflict in late modernity. The case-study analyses one arena of contemporary urban geopolitics of death in Israel–Palestine, and the myriad of factors that shape its dynamics of struggle and power relations. The article argues that the multiple avenues of nuanced and creative political action found in necrogeographical research over the past two decades offers a lived alternative to the politics of despair that often dominates the prevailing conceptualizations of necropolitics.  相似文献

An American specialist on the water resources of the republics of the former USSR, and especially those in Central Asia, reviews the current state of the Aral Sea Basin water resource with respect to supply, consumption, and the legal/institutional framework governing its use. More specifically, he examines water resources and management in the Aral Sea Basin for the purpose of assessing the potential for either interstate conflict or cooperation among the basin states (including Afghanistan and Iran). The author explores actions that could be taken to enhance water availability in the basin and the status of current structures for interstate management of key shared water resources. Abstract: In this essay I look at the contemporary production of surplus life in liberal democracies, and how it manifests a new type of sovereign spatial power. This power operates through the capacity to exile individuals and populations who are defined—in advance—as risk failures. I investigate further the ways that these pre‐known risk failures are determined through historical and geographical processes of racial formation, arguing that certain kinds of bodies have become vessels for concepts of risk formed in anticipation of an inevitable future. This “inevitable future” involves the formation of populations, which I term Pre‐Black, who are projected as outside of the enabling web of pastoral power. Moreover, as a consequence of this pre‐failure, individuals and populations can be forcefully and, more importantly, “justifiably” removed from commonly held spaces and resources in a contemporary liberal form of sovereign dispossession.  相似文献

The Kosovo war of 1999 brought the checkered legacies of Russian and Western geopolitics back to the forefront of international relations. Central to the discussions of the Balkans is its century-old legacy as a Shatterbelt or Crush Zone. Though not identified by Saul Cohen as a Shatterbelt during the Cold War, the region is now located where the maritime (Western) and land power (Russian) geostrategic realms come into contact. NATO expansion and Russian insecurities about the region’s future have revised interest in geopolitical linkages and historical antecedents. The tradition of pan-Slavism, linking Russia to the Balkans cultural and political networks, has been uneven and is now subject to intensive debate within Russian political circles. In 1999, public opinion surveys showed consistent support in NATO countries for the bombing of Yugoslavia but strong opposition in Russia and other Slavic states. The surveys also question many stereotypes, especially the geopolitical visions of Russian citizens. Modern geopolitics is differentiated from classical geopolitics by the insertion of public opinion into the formation of geopolitical codes and foreign policy, in both the western countries and in Russia. In such an environment, the Balkans will remain central to the strategies of the great powers but public opinion, modifying geopolitical cultures, will ameliorate confrontations.  相似文献

The organization of political scale has served to facilitate the power of the dominant society to control, exclude and marginalize indigenous populations. This paper examines how geographical scale has shaped the historical and contemporary geography of indigenous peoples in the United States. More specifically, discussion will center upon the importance of scale in shaping natural resource conflicts between American Indians and state governments. Using the case of the Wisconsin Ojibwe treaty rights conflict, this study shows how scale informed the historical development of an exclusionary state natural resource policy and the state's legal effort to protect its monopoly over policy making during a 17 year court case over off-reservation hunting and fishing treaty rights. At the same time, Ojibwe Indians sought to use the dominant society's legal system to gain recognition of their hunting and fishing treaty rights and to alter the existing scale organization of power by decentralizing natural resource decision-making and creating a resource co-management regime. This paper shows how both the state and the tribes were active producers of space and scale and how attempts to restructure geographical scale represent attempts to restructure existing power relations. Although geographical scale and power relations are never fixed and are subject to contestation, this paper shows that the ability of marginalized populations to reshape scales of power is limited by the persistence of assimilationist attitudes and normative assumptions about the scalar organization of political life.  相似文献

楚国与其它诸侯国的联姻是楚国政治生活的重要方面,不仅反映了楚国与各国之间的关系变化,同时也有助于了解东周时期复杂的国际关系。楚国联姻与其国策密切相关,春秋早期为求发展多与周边小国如郧、邓等进行联姻,春秋中晚期至战国初期,争霸使其与其它大国如秦、晋等联姻频繁,战国中晚期楚国由盛而衰,联姻已失去其政治意义。由于文化差异及地理位置关系,楚国无固定的联姻国,与东周王室也无联姻关系。本文结合文献及青铜器铭文,对春秋战国两个时期联姻情况进行考证,并对楚国联姻特点进行了简要论述。  相似文献

This article engages with the politics of class struggle and state formation in modern Bolivia. It examines how current forms of political contestation are shaped by the legacy of the Revolution of 1952 and the subsequent path of development. In so doing, we therefore explore spaces of uneven and combined development in relation to ongoing transformations in Bolivia linked to emergent class strategies of passive revolution, meaning processes of historical development marked by the overall exclusion of subaltern classes. With this in mind we argue that state formation in Bolivia can be read as part of the history of passive revolution in Latin America within the spatial conditions of uneven and combined development shaping the geopolitics of the region. However, the expansion of passive revolution as a mode of historical development has been and continues to be rigorously contested by subaltern forces creating further spaces of class struggle.  相似文献

Russia has tried to use economic incentives and shared historical and cultural legacies to entice post-Soviet states to join its regional integration efforts. The Ukraine crisis exposed the weaknesses of this strategy, forcing Russia to fall back on coercive means to keep Kiev from moving closer to the West. Having realized the limits of its economic and soft power, will Russia now try to coerce post-Soviet states back into its sphere of influence? Fears of such an outcome overestimate Russia’s ability to use coercion and underestimate post-Soviet states capacity to resist. Rather than emerging as a regional bully, Russia is trying to push Eurasian integration forward by becoming a regional security provider. The article relates these efforts to the larger literature on regional integration and security hierarchies – bridging the two bodies of theory by arguing that regional leaders can use the provision of security to promote economic integration. Despite initial signs of success, we believe that the new strategy will ultimately fail. Eurasian integration will continue to stagnate as long as Russia’s economic and soft power remain weak because Russia will be unable to address the economic and social problems that are at the root of the region’s security problems.  相似文献

本文透过地缘政治理论中各种具体的解释方法,对不同时期地缘政治学进行方法论特征的考察,发现地缘政治理论的发展经历了从自然主义模式、空间-权力关系模式到结构主义模式的演变。结构主义模式是当代地缘政治理论的重要方法论特征,与其它模式相比,表现出较好的解释能力。对地缘政治学方法论演变的历史考察,有助于我们思考未来地缘政治理论建设的趋向,其中以行为体为主体的新地缘政治结构理论建设是地缘政治理论方法论创新的重要选择。  相似文献

This article extends the Institutional Analysis and Development Framework's seminal research on common pool resource (CPR) management in new directions by exploring how the design principles of robust and enduring CPR management, initially proposed by Elinor Ostrom in 1990, can be used to measure and assess cross‐scale institutional linkages. This study examines data from 14 interstate river basin compacts in the western United States to identify the types of linkages established in these interstate settings, the factors that contribute to the emergence of diverse types of linkages around these shared resources, and how different types of linkages perform. Using Ostrom's CPR design principles to operationalize and measure linkages, the study shows that diverse types of cross‐scale linkages were created under the 14 interstate compacts, with linkages related to monitoring found to be particularly prevalent. The types and diversity of linkages can largely be explained by the conditions under which compacts emerged and the water management issues states jointly face. In applying the evaluative criteria operationalized by the CPR design principles, this research further shows that the monitoring and collective choice linkages created by compacts tend to be of higher quality, while enforcement and conflict resolution linkages appeared to be of the lowest quality. In addition to developing the IAD literature on CPR management, these findings offer critical insights for assessing the capacity of interstate river basin compacts in the western United States to manage shared resources successfully, as well as insights for what types of institutional investments may be needed for enhanced resource governance.  相似文献

This article uses two case studies to illustrate the subjection of indigenous peoples’ marine territories to a ‘double jeopardy’ of exclusion — jurisdictional and proprietary — through the legal and administrative practices of European ‘settler’ states in Australia and Canada. While the fiction of terra nullius as a legal rationale for refuting indigenous rights of property and governance has steadily eroded in recent decades, its counterpart mare nullius has proven, so far, more resistant. The authors examine how state conceptions of jurisdiction, property and boundary‐making in coastal areas accomplish the distortion and fragmentation of the coastal and marine spaces of Torres Strait Islanders in northern Queensland, Australia, and of the Cree and Inuit peoples of James and Hudson Bays in northern Que´bec, Canada. Assumptions of land–sea continuity underlie these peoples’ cultural constructions of coastal and marine environments. In examining the progress that each has made in reasserting ownership and control of coast and sea, it seems that recognition and reinforcement of their institutions for managing marine spaces and resources offer the best prospect for reconnecting fractured jurisdictional domains, and for bringing about social equity, environmental protection, and self‐determined regional development.  相似文献
