At the end of World War II the Italian welfare system, which had taken shape under Fascism, was in need of a radical overhaul. Nevertheless, the wait for organic, structural reform dragged on for over two decades without arriving, even in the Sixties, at an efficient framework for the welfare state capable of dismantling the corporatist, familist one inherited from Fascism. This article reconstructs the debates on social security and social rights after World War II. Beginning with the interest that was sparked, even in Italy, by the Beveridge Report, I will investigate the meaning given to the expressions “social security” and “social rights” by politicians and technocrats engaged in trying to reform the Italian Welfare State.  相似文献

During the post-war period, margarine was re-conceptualised as a value-added product with distinct health benefits. This article contextualises the advertising of margarine as a healthy food, focusing on Unilever’s Flora brand as an important case study in legitimising the emergent role of disease prevention as a marketing tool. It uses the methodology of visual culture to examine how advertising employed chronic disease prevention as a selling tool. This article assesses how the post-war environment gave rise to new ways of visually advertising food, and how these promoted innovative visualisations of food, the body and their interactions with health.  相似文献

In recent years, geographic analysis on social movements has emphasised the influence of actors’ concepts, lived experiences and perceptions of space on the emergence of collective action. Cultural approaches to social movements in Latin America as well as feminist scholarship have revealed that women’s collective action is shaped by their perceptions of institutional and societal challenges, which are rooted in authoritarian and patriarchal culture prevalent in their society. This article combines geographic and cultural approaches to social movements as well as transnational feminist theories to explore women’s human rights mobilisation in Honduras after the coup d’état in 2009. It investigates how a group of urban and rural activists that included feminists, rural women, students and community leaders, adopted human rights discourses and practices to respond to the coup. The article draws on interviews and focus group discussions to suggest firstly, that protests in response to the coup shaped the interviewees’ spatial imaginaries and particularly considers how urban feminists’ spatial imaginaries were merged with those of rural women under the collective framework of human rights. Secondly, the study demonstrates that a collective identity as women human rights defenders was crucial for the emergence of collective action and also prompted the establishment of a national network. This case study contributes to research on women’s collective action to negotiate women’s rights, human rights and social justice in changing political processes.  相似文献

This article revisits the arguments of John Vincent's influential 1986 book, Human rights and International Relations and situates them against the context both of the debates of his own time and the debates of the early twenty‐first century. Vincent's arguments are assessed and evaluated in their own terms and compared and contrasted with dominant positions today. The arguments are then assessed in the light of two leading critical perspectives on human rights before considering a final criticism of the possibility and desirability of the current human rights regime in International Relations.  相似文献

AusAID has supported land titling projects in Southeast Asia with the World Bank for over two decades. These involve the first-time issuance of a land title in cases where the ownership rights of current occupiers are largely assured. Reflecting neoliberal thinking on private property rights and development, the rationale is that titling builds land markets and increases tenure security, investment and access to institutional credit. However, international research indicates that land titling can be neither sufficient or necessary to deliver such benefits and, under some circumstances, can harm poor landholders’ wellbeing. In this respect, attention is paid to political factors in addition to property rights per se which influence their tenure security. It is argued that the value which neoliberalism places on the exclusivity of ownership of land, to enable its efficient use and allocation, can be in conflict with the importance to poor people of secure access and use rights. If AusAID is to fully commit to poverty reduction goals, then there will need to be more attention paid to the social justice dimensions of land distribution in Southeast Asia and elsewhere.  相似文献

The Indigenous population in Canada totals approximately 1.6 million individuals, representing about 5% of the total population. The off-reserve Indigenous population represents the fastest growing segment of the Indigenous population, with over 50% living in urban settings. Despite the size of the off-reserve population, research on the health of Indigenous peoples tends to remain focused on reserve-based populations. The purpose of this paper is to contribute to a better understanding of health and social determinants of health among off-reserve Indigenous peoples in Canada. Using data from the 1991 and 2012 Aboriginal Peoples Surveys this paper examines changes in health status and the social determinants of health over a 20-year time span. Results show a decline in health care use and self-reported health status in the period between 1991 and 2012. The results may be related to urbanization, aging, and increased prevalence of some chronic conditions. The findings may also be tied to barriers to achieving adequate off-reserve health care—jurisdictional disputes, disjointed program coverage, systemic racism, and a lack of equity-oriented health services. There remains a pressing need for Indigenous and non-Indigenous governments, researchers, and policymakers to build new relationships that bridge these gaps in health and access to timely care.  相似文献

This paper focuses on anti-discrimination guidelines covered by the mandates and reports of the Equal Opportunities Commission (EOC) as well as the Truth and Justice Commission (TJC) in Mauritius. It argues that in setting up the EOC and TJC, the government appears to have initiated a rethinking of the national ideology of multiculturalism from recognition in terms of ethnic collage to recognition as inclusive of issues of access and opportunity. This shift is particularly relevant for ‘bivalent’ communities such as the Creole minority, with respect to the ‘Malaise Creole’ problematic. These institutions have however only had a symbolic function to-date as the government has shied away from considering the redistribution dynamics that the commission reports have raised. The absence of disaggregated data precludes a coherent and long-term assessment of the impact of anti-discrimination programmes on marginalized populations, highlighting the diluted nature of the equal opportunity plans.  相似文献

The decline of ‘universal’, welfarist forms of social citizenship and the rise of selective or targeted social policy is generally considered to be a recent phenomenon, and a constituent element of neo-liberal citizenship and state forms (Brodie ), or ‘advanced liberal’ technologies of government (Rose ). This paper documents how targeted policies were in fact being defined at the height of Keynesian welfarism, in the newly consolidating post-war suburbs of Toronto. I suggest an alternative account of the genesis of these practices, which sees the spatiality of the post-war metropolis as key. The analysis considers how the mutual consolidation of these social and material spaces, and of hegemonic suburban political practices enabled the articulation of a suburban style of citizenship, which was both intensely familial and entrepreneurial in form. Through a case study in recreation policy in the Toronto region, this paper demonstrates how selective, targeted and residual approaches to service delivery evolved in suburban municipalities in the immediate post-war period, and were only generalized across the city more recently through the restructuring of a municipal amalgamation. It documents how these approaches have relied on radically different assumptions about citizenship that were dependent on the articulation of suburban life, literally built around the private family in private space. Thus this paper also documents ways in which these approaches to social policy, increasingly dominant across a range of policy areas and at a variety of spatial scales, construct gendered and racialized identities and problematize non-nuclear family forms.  相似文献

An increasingly salient policy innovation pursued by LGBT+ rights groups and socially liberal policy entrepreneurs is the right of trans people to bring their legally recorded sex in line with their lived gender by way of self-identification. In response to these moves toward trans inclusion, a unique coalition of trans-exclusionary (gender critical) feminists and traditionalist conservatives has emerged to challenge these reforms. This coalition of policy opponents, mirroring historical issue frames that present homosexuals as predatory sexual deviants, campaign on a salient issue frame that presents transgender individuals and the expansion of trans rights as an inimical threat to the security, safety, and welfare of (cisgender) women, particularly in single-sex spaces. In this paper, we address two questions. First, we ask: do trans-exclusionary “protect women” issue frames over the alleged threat of trans persons to (cis) women shape mass public opinion? Second, we ask: in a relatively LGBT+ friendly policy environment, who supports the right to self-identification for trans individuals? We answer these questions via an original pre-registered survey experiment embedded within the 2021 Scottish Election Study. We find that trans-exclusionary issue frames appealing to (cis) women's safety significantly depress support for trans rights, particularly among women respondents. Highlighting these concerns is an effective means of increasing already robust opposition to reforms designed to improve the welfare of transgender individuals, which should be of concern for proponents of self-identification policies.  相似文献

The ‘long peace’ of the last twenty-five years has linked various forms of intervention—from development to peacebuilding and humanitarian intervention—with human rights. This ‘interventionary system/order’ model has premised its legitimate authority on expanded versions of human rights, connected to liberal frameworks of democracy, rule of law, and capitalism in order to connect peace more closely with justice. Human rights offer a tactical way forward for those interested in conflict resolution, but this has led to unintended consequences. Unless conceptions of rights are continually expanded as new power structures and inequalities are uncovered and challenged, philosophical and material matters of distributive and historical justice will remain.  相似文献

The paper raises the problem of the impact of unregulated property and ownership rights on the development of the city centre. It applies to Warsaw as a post-socialist city that has recorded fast economic growth since the country’s communist regime collapsed in 1989. We follow the course of changes in the city centre of Warsaw, in particular, those pertaining to land use and high-rise buildings for office use as investments that encounter difficulties under the unregulated status of construction sites and lack of clear regulations for private property restitution that was nationalized under socialism. To describe and explain the difficulties, we provide data showing the location of large companies and office buildings, and examples of conflicts as well. Unregulated ownership issues and property rights weigh on Warsaw’s city centre, now vastly dispersing and gravitating westwards, and prevent the district from rational and effective development.  相似文献

The issue of gender and development has been an important part of the development discourse since the Mexico City Women Conference in 1973. This concern has been very slow to transform itself into policy. For development agencies including AusAID it has been a subsidiary policy area or an add-on, as a recipe might say'add women and stir'. The White Paper of 2007 brought gender to the centre of policy as an overarching principle. The question that arises is the extent to which these policies fit into or are driven by the neo-liberal paradigm underpinning the aid program, or if these policies can challenge it by positing a rights agenda. The 2007 Gender policy tries to sit between the two in that it focuses on the economic role that women can play in fostering growth on the one hand, and the denial of human rights that marginalisation and disempowerment represents. This paper will explore the development of gender policy in AusAID, and compare it with the development of policy of other agencies that follow the neo-liberal framework in particular the World Bank and ADB. Finally the paper will make some suggestions for the new Labor government to strengthen the Policy.  相似文献

ABSTRACT

The article reconstructs how the Italian Radical Party became, from the mid-1960s, the party of ‘civil rights’, and what its main battles for these rights were between 1967 and 1979. In the Italian political system the Party played a crucial role in the process of re-institutionalization that took place in the 1970s, helping to transfer demands formulated in social and cultural terms since the 1960s to the legislative-institutional level. Making the battle for civil rights the object of their own political action had a systemic meaning for the Radicals – namely, to undermine the dominion of the Christian Democrats and redefine the relations between the political sphere and society. This was closely linked to the political strategy of the party and to the organizational form it gave itself from 1967 onwards. These aspects, however, did not remain unchanged between 1967 and 1979; rather, they fed on the Radicals’ evolving vision of Italian society (on its social turmoil) on the one hand, and on the other they reacted to the evolution of the Italian political scenario, in particular to the possibility of building a parliamentary alternative to the Christian Democracy.  相似文献

ABSTRACT. This article focuses on the recent Mexican controversy about the legal status of the indigenous population and the nature of nationalism, which is linked to recent constitutional amendments and new policy strategies. Changes in legislation and policy are examined in the context of a widespread economic and political crisis of the populist regime after 1982, which radically affected the previous indigenist discourse; but they are also seen as having been motivated by Indian demands and mobilisations against the official vision of citizenship as a function of cultural homogeneity and mestizaje. The article analyses the implications of the new constitutional amendments and the heated debates that they have provoked among different political actors, including indigenous organisations. In particular, it examines two areas of disagreement. The first concerns the multiple meanings of multiculturalism – as a threat of fragmentation and fundamentalism, a new form of state control or a strategy for indigenous national participation and empowerment. The second concerns the definition and levels of implementation of indigenous political autonomy. Negotiation over such disagreements, leading to inclusive citizenship, constitute a great challenge for ethnic intellectuals and theoreticians of Mexican nationalism.  相似文献

In this article, I am concerned with the importance of knowledge spaces to the construction and politics of scale. I draw together literatures on re-scaling with feminist critiques of knowledge to show how struggles over the scale at which knowledge claims are represented and legitimized are an important, and under-recognized, element of rescaling. I draw from Neil Smith's (1984) concept of scale-jumping to see the construction of the global space of knowledge as a scale-jump in which one particular situated knowledge, Western folk belief, is redefined as global and universal. What distinguishes it from other forms of local/anecdotal/unrecognizable knowledges is its relation to power and its capacity to achieve a scale-jump in which it is defined as global knowledge. I contrast the social, economic and power relations associated with knowledge in the village of Puno in the Philippines with those of technoscientific knowledge, as manifested by regimes of intellectual property, to show that knowledges are not a natural way of understanding a separate, pre-existing world but inform how that world is experienced. I build upon David Turnbull's (1997) concept of knowledge spaces to reveal all knowledges as not only arising from a particular context but also as creating that context.

Connaître l'échelle: les droits relatifs à la propriété intellectuelle, les espaces de savoir et la production du mondial

Dans cet article, je me penche sur l'importance des espaces de savoir dans la construction et les politiques d'échelle. Je marrie les corpus sur les transformations d'échelle et les critiques féministes du savoir pour montrer comment les débats qui entourent l'échelle à partir de laquelle les prétentions au savoir sont représentées et admises comme légitimes sont une dimension importante et peu connue des transformations d'échelle. Le concept de saut d'échelle proposé par Neil Smith (1984 Smith, N. 1984. Uneven Development, Oxford: Basil Blackwell.  [Google Scholar]) me sert de point d'appui pour mieux situer la construction d'un espace mondial du savoir en tant que saut d'échelle par lequel un savoir contextualisé, en l'occurrence les croyances folkloriques occidentales, est redéfini en fonction du mondial et de l'universel. Ce savoir se démarque des autres formes de connaissances locales/anecdotiques/indiscernables par son rapport au pouvoir et par sa capacité d'opérer un saut d'échelle vers un savoir mondial. Je compare les relations sociales, économiques et de pouvoir liées au savoir dans le village de Puno aux Philippines avec celles qui relèvent du savoir technoscientifique, telle qu'elles se manifestent dans des régimes de propriété intellectuelle, pour montrer que ces connaissances ne sont pas un moyen naturel de comprendre un monde distinct et préexistant, mais représentent plutôt une source d'informations sur la manière dont le monde est connu. Je prolonge le concept des espaces de savoir de David Turnbull (1997 Turnbull, D. 1997. Reframing science and other local knowledge traditions. Futures, 29: 551563. [Crossref], [Web of Science ®] [Google Scholar]) afin de démontrer que toutes les connaissances proviennent non seulement d'un contexte en particulier, mais qu'elles peuvent également créer ce contexte.

Sabiendo escala: derechos de propiedad intelectual, espacios de conocimiento y la producción de lo mundial

En este artículo trato la importancia de espacios de conocimiento con relación a la construcción y la política de escala. He unido literatura sobre el reescalar con críticas feministas sobre conocimiento para ilustrar como la lucha sobre la escala a que se representa y legitima los conocimientos es un elemento del reescalar importante y poco reconocido. Hago uso del concepto de Neil Smith (1984 Smith, N. 1984. Uneven Development, Oxford: Basil Blackwell.  [Google Scholar]) de saltar escalas para ver la construcción del espacio mundial de conocimiento como un salto de escala en que un conocimiento particular, la creencia folklórica occidental, se redefine como mundial y universal. Lo que le diferencia de otras formas de conocimiento locales/anecdóticas/irreconocibles es su relación al poder y su capacidad de saltar de una escala para otra, así redefiniéndose como conocimiento mundial. Comparo las relaciones sociales y económicas y relaciones de poder asociadas con conocimiento en el pueblo de Puno en las Filipinas con las relaciones de conocimiento tecnocientíficas, tal como son manifestados por regimenes de propiedad intelectual para ilustrar que los conocimientos no representan una manera natural de entender un mundo separado que ya existía, sino que informan la manera en que se experimenta ese mundo. Amplio el concepto de espacios de conocimiento de David Turnbull (1997 Turnbull, D. 1997. Reframing science and other local knowledge traditions. Futures, 29: 551563.
