Working at the intersection of political geography and international relations, this article does two things. First, it theorises the relationship between geopolitics and anxiety. Second, it uses this conceptual lens to analyse and critique the discourse of ‘hybrid warfare’. The conceptual part draws on Lacanian political theory and contributes to critical geopolitics, ontological security studies, and the literature on politics of anxiety. It is built around the notion of anxiety geopolitics, which denotes a discourse that promises to deal with social anxiety by providing geopolitical fixes to it, yet also ultimately fails in doing so. We then move to argue that ‘hybrid warfare’ is a prime case of such discourse. Using examples from the Czech Republic, we show how the discourse of ‘hybrid warfare’ successfully connects different sorts of anxieties together and creates a sense of ontological security by linking them to familiar East/West civilisational geopolitics that points to Russia as the ultimate culprit. Yet, at the same time, the discourse simultaneously subverts itself by portraying ‘hybrid threats’ as too insidious, invisible and constantly shifting to be ever possibly durably resolved. We conclude that this makes ‘hybrid warfare’ self-defeating, normatively problematic, and strategically impractical.  相似文献

Against the background of the broad intellectual response to the events of 9/11, the paper examines the complicity of the media in the West's so-called War on Terror. Rejecting erroneous conceptions of a conspiratorial state control of the media (and consequent distortion of the picture of a given reality), the paper focuses primarily on the form of the media: its role in distorting the nature of reality itself. By elucidating problems with the kind of media analysis that portrays the media as a propaganda machine, the significance of the mediasphere itself is highlighted. The paper considers the media's role in promulgating the myth of antagonistic collective identities (‘Us’ vs. ‘Them’); in promoting a desire that subjugates the individual to the social formations that feed off it; in sustaining a range of fundamentalisms; and in characterizing terrorism as Evil incarnate. The paper thus offers a sympathetic reassessment of Baudrillard's consistent attempt to engage with the geopolitics of the real, measured against a contrasting range of responses from Badiou, Latour, Žižek, and others.  相似文献

The article deals with the problem how Estonian geocultural difference (Estonia as a small, economically vulnerable post-socialist country in the borderlands of Europe) constructs Estonian feminism(s) both in today’s and historical context. The geocultural location has had a great influence upon Estonian society and culture, and the Estonian situation can be understood as a state of being somewhere in-between (see Koobak and Marling 2014 Koobak, Redi, and Raili Marling. 2014. “The Decolonial Challenge. Framing Post-Socialist Central and Eastern Europe within Transnational Feminist Studies.” European Journal of Women’s Studies 21 (4): 114. doi:10.1177/1350506814542882.[Crossref], [Web of Science ®] [Google Scholar]), not only geographically but also socio-culturally. Estonian feminism began in close connection to the Estonian national movement in the second half of the 19th century. The Soviet period in Estonia (1940–1991; from 1941 to 1944 Estonia was occupied by Nazi Germany) which interrupted the feminist tradition had a controversial meaning considering the gender aspect. Although the idea of gender equality was an integral part of Soviet ideology, it was not implemented in reality. Estonia was regarded as the Soviet republic both economically, geographically (the neighborhood of Finland) and culturally closest to the West. Thus, Estonian gender ideas consisted of a mixture of Soviet gender equality rhetoric, the ideas of Estonian nationalism, some Western influences, puritanical attitudes toward sexuality and the female body. Feminism reappeared in Estonia after the restoration of independence. The Estonian experience belongs to those small stories set in a specific local context (see Lykke 2010 Lykke, Nina. 2010. The scholarship on care for older parents within transnational families focuses mainly on the experience of unskilled migrants and is presented largely from the perspective of caregivers. Few studies consider the case of affluent, skilled migrants, and their wealthy older parents who also cross borders to visit and provide care for their migrant adult–children. Through Baldassar and Merla’s concept of ‘care circulation’ and the lens of emotional transnationalism, the article illustrates that despite affluent transnational family members’ mobility and access to resources that should facilitate successful circulation of care, care is not easily exchanged at an intimate level. Drawing upon 30 transnational family case studies of skilled migrants residing in Australia and their urban, high to middle-income older parents from Sri Lanka, I argue that older parents construct both caring across distance and in proximity as an attentiveness to their emotional care needs, and the time and effort taken to engage in emotion work; a task that is more challenging for migrant sons than daughters. The article reveals the manner in which gendered care practices both enable and inhibit care circulation between transnational migrants and their older parents.  相似文献

Understanding cooperation among authoritarian regimes remains a puzzle for researchers; in particular, those working in post-Soviet Eurasia. Research suggests that autocrats are becoming increasingly coordinated in their efforts to thwart democracy, with authoritarian-led regional organizations offering an effective vehicle to extend autocrat time horizons. In contrast, older studies, including insights from failed regional integration among former Soviet states, suggest that the absence of democracy limits cooperation, although in both cases there is a lack of detail on the mechanisms enabling or constraining relations between autocrats. This article addresses this shortcoming by developing a theoretical framework based around autocrat survivability or “regime security” and applying it to the important case of the newly formed Eurasian Economic Union (EAEU), drawing on original interview data with experts and stake-holders in Belarus, Kazakhstan, and Russia. The argument forwarded in this article is that concerns over regime security create antagonistic cooperation drivers. In the case of the EAEU, regime security provides a strong explanation for the inability of member states to coordinate policy. The implication is that future studies should pay close attention to the way the material and ideational aspects of authoritarian rule combine to drive, but also limit relations between autocrats.  相似文献

"Bangladeshis are one of a wide variety of recently established immigrant groups in Italy, analysed here as an example of the interaction of geopolitics, employment and survival strategies, and the micropolitics of the community's organization in Italy. The geopolitics involves events in Bangladesh (change of government), Italy (the Martelli Law and other legislation), Europe (EU and other European policies, and the opening of eastern Europe as a routeway) and the Gulf. The micropolitics concerns mechanisms of immigration, migration sponsorship, connections to Italian political groups and clientelistic relationships within the community. Micropolitics also governs to a large extent the types of mostly informal work done by Bangladeshis in Rome."  相似文献

This paper explores the geopolitics surrounding the “modernization” of the formal property rights regime in land in Thailand (formerly Siam) from the mid 1850s to the late 1930s. The paper argues that this weak, peripheral state, in pursuit of international recognition of territorial and jurisdictional sovereignty, employed a strategy of “counter-spatialization” in order to mitigate or deny claims for control over natural resources and population groups by imperial powers. The intertextual dimensions of this “spatial” mode of resistance are elucidated through a close reading of the ways in which diplomatic negotiations of a series of unequal treaties, beginning with the Anglo-Siamese treaty of 1855, shaped—and were shaped by—the formulation and implementation of regulations governing formal property rights in land in Siam. The political economy of land rights at the large scale (local implementation of land titling) and the medium scale (enactment of national land laws) was nested within a process of geopolitical contestation over land rights at the small scale (international recognition of Siamese territorial sovereignty).  相似文献

The protracted crisis in Ukraine has exposed fundamental political differences between leaders in western Europe and their counterparts in Russia. The very existence of the European Union was meant to have refuted geopolitics as a useful theoretical lens through which to view power relations in Europe. After all, the European project is based on the idea that boundaries no longer matter and that national sovereignty is obsolete. And yet, geopolitics remains critically important—certainly for Europe's potential enemies, but also for Europe itself. It is poignant that to advance our understanding of this new constellation we are well served to turn to the insights of a classic, if hugely controversial, German political thinker: Carl Schmitt. Schmitt's political philosophy is relevant in three aspects. First, as a source of inspiration—even if only indirectly—for the contemporary Russian political establishment. Second, the behaviour of Putin's Russia, particularly since 2008, can be best understood through some of the key concepts that preoccupied Schmitt: sovereignty, the political and geopolitics. Third, Schmitt's philosophy can serve as a point of departure for reflecting on the possibility of a more robust response by Europe to the Russian intervention in Ukraine. What Europe needs is a more hard‐nosed realist approach, which recognizes that Russia's expansionist ambitions can only be constrained by its own readiness and willingness to deploy power both politically and, if necessary, even militarily.  相似文献

Irish Catholics in nineteenth-century Montreal, as a minority within a larger French-Catholic population, encountered a cultural environment very different from that experienced by their compatriots in most cities of eastern North America. In contrast with the more typical situation in which the majority position of Irish Catholics enabled them to exercise leadership in local Catholic affairs, in Montreal they had to overcome numerous obstacles in order to obtain churches and parishes they could call their own. Diocesan and parish records demonstrate that these struggles, in particular the controversy created by the subdivision of the extensive parish of Notre Dame in the late 1860s were defining events in the formulation of Irish-Catholic ethnic consciousness in Montreal. Constructivist interpretations of ethnicity have drawn attention to the way in which conflictual (and less frequently accommodative) relations among groups contribute to the formation and preservation of ethnicities. Drawing on this approach, it is argued that religious institutions acted as catalysts for debates that encouraged Montreal's Irish Catholics to define themselves in relation to the French-Catholic majority. These debates had an important territorial dimension and ultimately led to the entrenchment of ethnic boundaries in the urban landscape through the creation of separate parishes for the two groups.  相似文献

This essay explores the connections between geopolitics and political conservatism. The introductory argument is that geopolitics historically has been appealing and useful for two very different expressions of conservatism: one which aims to preserve the political geography of the existing international status quo and one which seeks to transcend it and establish a new international order. Through an examination of the 'renaissance' of a conservative geopolitics in Germany, the essay considers how this particular pattern is reproduced in the present day. Although this conservative geopolitics operates for the most part at the fringes of political discourses in Germany, it does have a more specific significance for nationalist-conservative perspectives and those of the 'New Right', both in Germany and elsewhere.  相似文献

Gibraltar has long been understood as a strategic location. In this paper I examine the historical emergence of this seemingly common-sense fact, turning to the rise of relational geography and assemblage thinking to re-theorise the idea of ‘strategic locations.’ I argue that the ‘unchanging truth’ of geography as asserted by (neo)classical geopolitical authors is always in fact becoming-otherwise, as shifts in the compositional assemblages (e.g., military-technological systems, logistical networks, domestic politics) can ripple through the place in question, very quickly making strategic places un-strategic again, or vice-versa. People and ideas are central to this emergence, as are place-based materialities such as terrain, technologies, and even micro-climates. Empirically I examine first the emergence of Gibraltar within an English/British cartographic and visual apparatus in the 17th century. I then turn to the materiality of the Strait of Gibraltar and the specific agency of the eponymous Rock, as they both interact with various shifts in military technology and the organisation of empire. I conclude with a call for an assemblage approach to place in geopolitics, highlighting the advantages of such an approach.  相似文献

Critical geopolitics began as a critique of Cold War geopolitical discourses that imposed homogenizing categories upon diverse regional conflicts and marginalized place-specific structural causes of instability and violence. This critique is still relevant. Implicit within it is the promise of a more geographical geopolitics that, arguably, has not been realized by research. Using Bosnia–Herzegovina as an example, this paper examines the challenges of developing a critical geopolitics grounded in the study of contested geopolitical regions and places. Reviewing anthropological and other place-sensitive studies of violent population displacement and post-war returns in Bosnia–Herzegovina, the paper considers some conceptual dilemmas and questions raised by attempting to create a grounded critical geopolitics.  相似文献

Following contemporary shifts in geopolitical scholarship that interrogate perspectives on identity, culture, and everyday life, this article confronts contestations over the place of alcohol in early republican Turkey. Debated today in terms that mirror the headscarf question, our study establishes a basis for scrutinizing this topic by focusing on the nation-state's first deliberations over prohibition, transpiring in the first session of the Grand National Assembly. Like the current push to intensify regulation of alcohol, 1920s prohibitionism brought together an array of narratives that included but also exceeded Islamism. In particular, progressive public health advocates provided crucial support for the narrow passage of a prohibition law that lasted until Kemalists consolidated their rule. Amid this discourse, competing players interpreted differently the ongoing American prohibition experience and deployed conflicting narratives to bolster their positions. Relying upon proceedings from the early parliament and other primary sources, this article about the place of alcohol contributes both to analyses of ongoing affairs within Turkey and to progressive geopolitical engagements with matters of governance and public space, regulation and prohibition, public health, and secular-religious rivalries.  相似文献
