Although feminist geographers understand gender and mobility as mutually constitutive social processes, few studies explain how gender relations are constituted in particular mobility contexts, and how and why they shape mobility patterns in specific socio-spatial circumstances. We address these questions in an analysis of gendered mobilities in Shimshal, Pakistan, which until recently have taken shape in the context of a pedestrian mobility regime. The gender and mobility relationship has transformed as vehicular mobilities have replaced pedestrian mobilities with the construction of the Shimshal road. To demonstrate empirically the co-constitution of gender and mobility, we analyze aspects of socio-spatial context that have shaped gendered pedestrian mobilities, followed by those associated with the new vehicular mobility regime that are modifying gender relations in Shimshal. Shifting gender relations reshape corporeal mobility patterns. Road infrastructure has enhanced men’s and youth’s outbound travel as wage earners and students, respectively. These mobilities have reshaped women’s capacity to move, constraining their mobility beyond the village. As prosperity becomes contingent on outbound movement, men’s and youths’ social horizons and mobilities are expanding, while women’s compromised access to mobility as a social resource produces new mobility hierarchies and gendered exclusions.  相似文献

Situated within the political ecology of hazard, this article is an extended case study of the devastating 2003 wildfires in and around Kelowna, British Columbia (also known as the Okanagan Mountain Park Fire). This article reveals how compliance (or lack thereof) with fire mitigation strategies recommended by provincial, regional, and municipal agencies is complicated by differing social constructions of what constitutes ecologically sustainable forest management and community safety. Three perspectives emerge regarding the urban forests: “nature as hazard”—a volatile force to be controlled; “nature as instrumentally valuable”—a contribution to the character of one's surroundings and subsequent sense of place; and “nature as intrinsically valuable”—a distinct entity to be preserved and protected for its own sake. The article also examines how experiences of disaster influence community perceptions and result in a greater willingness to engage in fire mitigation strategies due to perceptions of heightened vulnerability. Forestry and fire mitigation agencies need to determine multiple courses of action among the varied and valid range of residents’ nature perspectives. The role of human agency in disaster mitigation must be examined, particularly as the risk of fire at the wildland‐urban interface continues to be exacerbated by encroaching human settlements and climate change.  相似文献

Bovine Spongiform Encephalopathy (BSE), popularly known as ‘Mad Cow’ disease, was discovered in the late 1980s in Britain; in 1996, scientists announced a ‘probable’ link between eating BSE‐contaminated meat and a new form of Creutzfeldt‐Jakob disease, a fatal human brain disease. Britain's beef industry was devastated, beef consumption dropped, export markets closed and a mass cull of older cattle was implemented. This article uses social representation theory to analyze how Canada's 2003 BSE outbreak was portrayed to Canadians in major newspapers and compares this representation with BSE's impact in two rural Alberta counties. The day Canada's BSE case was reported, the United States closed its border to Canadian cattle and beef. The event was represented as ‘devastating’ to Canada's cattle and beef industries and rural areas in general, a view that went largely unchallenged and was critical to gaining government support for the affected industries. Little evidence of economic devastation was found in the heart of Alberta's cow‐calf producing area; producers adapted to their changing economic circumstances and acquired other sources of income. But there is little doubt that the financial uncertainty associated with BSE added to stress levels among farm families.  相似文献

For over five decades, Pictou Landing First Nation, a small Mi'kmaw community on the northern shore of Nova Scotia, has been told that the health of its community is not impacted by a pulp and paper mill pouring 85 million litres of effluent per day into a lagoon that was once a culturally significant place known as “A'se'k,” and which borders the community. Based on lived experience, the community knows otherwise. Despite countless government‐ and industry‐sponsored studies indicating the mill's pollutants are merely “nuisance” impacts and harmless, the community's concerns have not gone away. Using a “Piktukowaq” (Mi'kmaw) environmental health research framework to guide the interpretation of oral histories coming from the Knowledge Holders in Pictou Landing First Nation, we convey the deep, health‐enhancing relationship with A'se'k that the Piktukowaq enjoyed before it was destroyed, and the health suppression that has occurred since then. Conducting the research using a culturally relevant place‐based interpretive framework has demonstrated the absolute necessity of this kind of approach where Indigenous communities are concerned, particularly those facing health impacts vis‐à‐vis land displacement and environmental dispossession.  相似文献

We examine Canada's recent Syrian Refugee Resettlement Initiative (SRRI) paying close attention to the resettlement role played by mid‐sized urban communities. We elaborate on a key policy dimension at work at this scale of action: local immigration partnerships (LIPs). We start with a very brief review of Canada's history of mass refugee resettlement. Second, we assess the policy of LIPs, particularly how they have been presented as a form of “place‐based policy,” and third, we offer an overview of the role the LIPs played in three case study communities (Hamilton, Ottawa, and Waterloo) during the SRRI. Finally, we present three overarching themes that emerged from our research in each of these communities: the importance of each community's history of immigration and refugee resettlement; the embeddedness of the LIP and its leadership in the local community; and how the positioning of each LIP relative to the three levels of government and its official Resettlement Assistance Program agreement holders impacted its ability to act. The history, location, and place characteristics of each community influenced the nature of intersectoral and intergovernmental relations in distinctive ways, and differentially shaped the effectiveness of each LIP's ability to contribute to the SRRI.  相似文献

China has experienced considerable economic growth following the economic reforms of 1978, while simultaneously facing dramatic increases in regional inequality. China is becoming a polarized society—a phenomenon that is at the heart of a multitude of serious problems that are threatening sustainable development, as well as social cohesion within the country. Among the key reasons for this polarization are the quality of and accessibility to basic education for children. Since the establishment of the law for nine‐year compulsory education in 1986, children's education has progressed remarkably in most parts of China. It has, however, remained persistently problematic in the western provinces, particularly in remote regions, rural areas and minority communities. Even though some studies on child education in China have been carried out, very little existing research examines spatial inequality in children's schooling or accounts for the importance of sociocultural and geographic contexts. Using the example of Gansu, one of the poorest provinces in Western China, our research emphasizes the two main aspects that have led to high nonschooling rates for children: an unfavourable sociocultural milieu and inadequate educational resources.  相似文献

This invited essay responds to requests by the Suzanne Mackenzie Memorial Lecture Nominating Committee and by the former Editor of this journal to take stock of and provide intellectual‐historical context for the major preoccupations that characterized feminist urban geography in its early years, by means of a personalized reflection in light of the author's own positioning in those debates and interventions. The thread running through the article is that of the relationship between the ‘economic’ and the ‘social’ in urban geography. The last section briefly considers new challenges that neoliberalism poses for critical feminist urban geographies.  相似文献

Geography is perceived to be a relevant contributing discipline within a growing Canadian studies community in the United States, and the Association of American Geographers (AAG) retains a viable Canadian Studies Specialty Group. Since the early 1990s, however, the number of American geographers affiliated with Canadian studies organizations has not significantly increased: the community of scholars remains small and geography holds a peripheral position in terms of its actual contribution to US‐based Canadian studies programs. This article documents and interprets these trends using membership data collected by prominent professional organizations in Canadian studies and geography. It also explores the question of why American geography's Canadian regional specialists are not engaging formal Canadian studies initiatives in greater numbers. The observations that emerge suggest that a diversification of research themes in Canadian studies, particularly in the realms of environmental and physical science, would both increase participation by American geographers and enhance the field's ability to address pertinent aspects of the Canadian experience. Although observations presented pertain directly to the state of Canadian studies in American geography, they may also shed light on the lack of involvement by geographers in a variety of area studies fields in the United States and elsewhere.  相似文献

The paper describes livestock herding in Shimshal, an indigenous mountain community in Pakistan, with particular attention to the considerations that inform herding decisions. Ethnographic fieldwork in Shimshal reveals two main categories of consideration: instrumental and symbolic. Habermas' theory of communicative action provides a basis for reformulating these categories into a set of conceptually integrated ideal types of resources and for arguing that instrumental and symbolic resources provide motivations toward consumption and conservation, respectively. Two examples of outside interventions to Shimshal's pastoral ecology reveal the limitations of conceptualizing indigenous resource use in purely instrumental terms. The paper concludes with a call to conceptualize indigenous community sustainability in instrumental and symbolic terms.
Cet article traite des troupeaux de bétail à Shimshal, une communauté indigène montagnarde au Pakistan en insistant sur des considérations qui influencent les décisions au sujet des troupeaux. La recherche éthnographique sur le terrain de Shimshal nous révèle deux grandes catégories: instrumental et symbolique. The Canadian ‘staples thesis’ literature has documented both the risks (in the tradition of Harold Innis) and the opportunities (in the tradition of W. A. Macintosh) inherent in economies that are dependent on the export of minimally processed natural resources. The key risk is that of retarded long‐term growth as a result of a lack of diversification and over‐dependence on foreign capital and markets. This article argues that the demographic consequences of staples approaches to development also make it difficult to achieve diversification. It profiles Australia's Northern Territory as an example of a mining‐dependent (fiscal) economy that demonstrates a particular demographic profile consistent with what might be expected of a resource frontier. The article argues, however, that restrictive demographic characteristics persist (high sex ratios, high population mobility, disadvantaged position of indigenous people and remote dwellers) even though mining has become an insignificant direct employer (less than one percent of the workforce) and the services sector drives the labour market. This persistence can be linked to the Territory and federal government expectations of economic development patterns in the region and the frontier mythology created around the Northern Territory. Addressing the demographic imbalance is a critical step towards realizing ambitions for economic diversification.  相似文献

ABSTRACT

The China–Pakistan Economic Corridor (CPEC) has been touted as the centrepiece of China’s Belt and Road Initiative and the key to its strategic partnership with Pakistan. Notwithstanding claims about the CPEC’s economic potential, however, Islamabad’s economy continues to be dire. This article attempts to better understand the ramifications of Pakistan’s economic viability and its consequences for China. It does so by examining China–Pakistan relations from the lens of Pakistan’s civil–military relations, paying attention in particular to what the Pakistan Armed Forces (PMA)’s domestic dominance means for China’s interests, including economic interests, in Pakistan. We suggest that PMA preponderance and its attendant influence on the country’s economic performance bring another dimension to interpreting Sino-Pakistani relations. As Beijing’s most trusted political partner in Pakistan, the PMA’s local dominance has considerable benefits for China, particularly in the security and political aspects of its interests. However, this dominance also entails a number of complications for Chinese economic interests, a factor that has implications for the future of China’s CPEC investments and their financial sustainability.  相似文献

Indigenous families are overrepresented among those within Canada who experience food insecurity. Studies have largely focused on northern populations, with less attention paid to southern and urban communities, including the social, cultural, and geographic processes that challenge food security. In this study, we present findings from a decade‐long community‐based study with the Southwest Ontario Aboriginal Health Access Centre (London, Ontario) to examine family perspectives related to the social determinants of food security. These topics were explored through qualitative interviews (n = 25) and focus groups (n = 2) with First Nation mothers with young children from the city of London, and a nearby reserve community. Interviewees from both geographies identified a number of socio‐economic challenges including household income and transportation. However, some interviewees also shed light on barriers to healthy eating unique to these Indigenous contexts including access issues such as a lack of grocery stores on‐reserve; loss of knowledge related to the utilization of traditional foods; and the erosion of community, familial, and social supports. Resolving these unique determinants of food security for urban and reserve‐based First Nation families will require a range of economic and culturally specific interventions, particularly those that support development and uptake of Indigenous foodways.  相似文献

This article analyzes the mechanisms through which metropolitan governance is established in Montreal's aeronautics sector, one of the most important and innovative industries in the region. The article also examines the role of lead firms, socio‐economic actors, and public agencies from a territorial point of view. It is established that on the one hand the existence of a small number of prime producers at the local level facilitates productive linkages among businesses through subcontracting, and on the other hand, the intensive participation of intermediate socio‐economic agencies and organizations ensures a metropolitan anchoring of the sector and creates a strong territorial identity among the players.  相似文献

Community‐based participatory research (CBPR) is generally understood as a process by which decision‐making power and ownership are shared between the researcher and the community involved, bi‐directional research capacity and co‐learning are promoted, and new knowledge is co‐created and disseminated in a manner that is mutually beneficial for those involved. Within the field of Canadian geography we are seeing emerging interest in using CBPR as a way of conducting meaningful and relevant research with Indigenous communities. However, individual interpretations of CBPR's tenets and the ways in which CBPR is operationalized are, in fact, highly variable. In this article we report the findings of an exploratory qualitative case study involving semi‐structured, open‐ended interviews with Canadian university‐based geographers and social scientists in related disciplines who engage in CBPR to explore the relationship between their conceptual understanding of CBPR and their applied research. Our findings reveal some of the tensions for university‐based researchers concerning CBPR in theory and practice.  相似文献

The significance of networks for independent music producers has been well established in the urban‐economic geography literature and the literature centred on cultural industries. In this article, we seek to build on this literature by considering how place‐based attributes mediate network development; that is to say, how the unique characteristics of place (such as historical and cultural attributes) determine networking outcomes among spatially proximate actors. Specifically, we consider the importance of place through an examination of Montreal's independent music industry. Drawing on 46 semi‐structured interviews with key actors in the industry, we illustrate how Montreal's bilingual identity contributes to network dynamics within the industry.  相似文献

Research around the world has been nearly unanimous about the positive impacts of Indigenous‐led health organizations on Indigenous peoples' qualitative experiences in health care, in the face of often negative experiences in non‐Indigenous‐led health care settings. Urban environments, including health care environments, are areas of increasing attention with regard to Indigenous peoples' health in Canada. In this study, which took place in the northern city of Prince George, British Columbia, 65 Indigenous community members and health services workers participated in interviews and focus groups, describing their experiences with urban Indigenous‐led health organizations—defined in this study as non‐governmental organizations that prioritize the values and practices of local Indigenous communities. Employing perspectives on place and relationships drawn from Indigenous critical theory and Indigenous community resurgence to analyze the findings of this qualitative study leads to a focus on how relationships impact and can even constitute places, enabling new understandings of the roles of Indigenous‐led health organizations in urban Indigenous community resurgence.  相似文献

Through a study of trade fairs, this article illustrates that relational approaches to economic geography are not limited to the sphere of economic and social relationships. These relationships are influenced by and, in turn, shape material realities, such as specific infrastructure and the labour market, in a reflexive manner. Trade fairs are “relational events” that bring together regional, national, and often international producers, users, suppliers, and other agents of a value chain or technology field for the purpose of exchanging knowledge about technological and market developments, building partnerships, and maintaining existing networks through learning by interaction and observation. However, these events are also situated in space and time, grounded in the contexts of particular industries, trade patterns, public and private investments, as well as the economic geographies of places. Focusing on North America, this article presents and analyzes data on the economic geography of trade fairs and their regional economic impact (number of events, exhibitors, attendees, exhibition space). It explores regional trade fair patterns and dynamic changes in major trade fair cities by emphasizing the role of history and industry context.  相似文献

In response to the well documented limitations of top‐down, modernist and authoritarian approaches that have dominated development, practitioners and academics increasingly promote more community‐based approaches. The World Bank uses the term ‘community driven development’ to describe projects that increase a community's control over the development process. In an analysis of a community driven poverty alleviation project in Indonesia, this article examines the vulnerability of such an approach to elite capture. The expected relationships among a community's capacity for collective action, elite control over project decisions and elite capture of project benefits were not found. In cases where the project was controlled by elites, benefits continued to be delivered to the poor, and where power was the most evenly distributed, resource allocation to the poor was restricted. Communities where both non‐elites and elites participated in democratic self‐governance, however, did demonstrate an ability to redress elite capture when it occurred.  相似文献

Since 2009, Innu members of the community of Ekuanitshit have faced a major hydroelectric project on the Romaine River, an integral part of the Nitassinan, their ancestral territory. In this paper, we study the project's impacts on the material and ideational relationship the Innu have with the river. We explore the idea that the project transforms the traditional relationship to territory into a more pragmatic one, marked by economic and political interests. Our analysis reveals that the Innu's territorialities, though partly transformed by increased contact—and sometimes conflict—with hegemonic non‐indigenous society, remain anchored in a strong cultural heritage and a deep identification with territory. We argue that these seemingly differentiated conceptualizations, of traditions on the one hand and development on the other, are not incompatible. These conceptualizations comprise dynamic cultural, social, and political territorialities which are thus internal and external, ancestral and contemporary.  相似文献
