“A World Class City of Your Own!”: Civic Governmentality in Chennai,India

Abstract: This paper utilizes a critical governmentality approach to theorize the processes through which urban elites become stakeholders in the “world‐class city”. Through a case study of public consultations for urban development plans in Chennai, India, the paper explores the technologies that produce urban actors who “participate” in urban governance. Key to these technologies is a discourse of participation that privileges and normalizes citizens as urban stakeholders. The paper contributes to current explorations into the technologies of inclusion that are central to an emerging civic governmentality in South Asia. In Chennai this civic governmentality engages various segments of civil society in processes of urban governance through the mechanism of public consultation. It is through these public consultations that elites come to exert influence over urban plans and consolidate a vision and desire for the world‐class city.

The Personal Is Not Political: The Progressive Conservative Response to Social Issues

The American religious right is often taken as the paradigmatic illustration of how conservatives responded to contestation over social issues such as same-sex rights and abortion. This article establishes that the response of Canadian conservatives – as expressed by the Progressive Conservative party – was quite different. The Progressive Conservatives held to a norm, grounded in their party's version of conservative ideology, that rendered partisan mobilization on social issues illegitimate. Rather, the party treated such topics as moral issues on which decisions, if they had to be made at all, ought to be made on grounds of personal conscience. The norm helped limit social conservative mobilization in Canada until the early 1990s, when the Reform Party replaced the Progressive Conservatives as Canada's major right-wing party.     

‘Not All That Is White Is Lime’—White Substances from Archaeological Burial Contexts: Analyses and Interpretations

Archaeological burial contexts may include a variety of white substances, but few analyses have been published. This study reports on the physico‐chemical characterization of such residues from seven archaeological sites. It is often assumed that white materials from burial contexts are lime. Our findings demonstrate that they can be gypsum, calcite (chalk), aragonite, brushite, degraded metal, natural (gum) resins or synthetic polymer–based products. These may be present as the result of diagenetic processes, funerary practices or modern contamination. This paper provides an analytical approach for the holistic investigation of white materials encountered in burial contexts.
