In this article we present a broad definition of social protection to include basic securities, such as income, food, health and shelter, and economic securities including income–generating productive work. A conceptual framework is developed with which to analyse the causes of insecurities of informal workers, identify the core needs of social protection, develop instruments and visualize the institutional mechanisms to address these needs. Further, we present the macro and micro evidence of these insecurities and discuss the institutional mechanisms for delivering social protection for the workers.  相似文献

This article analyses the evolving politics of claims making in relation to women workers in the global South. It asks what claims are being made and by whom, who these claims are addressed to and what strategies are being employed to press these claims. It distinguishes between women working for global markets and those working for domestic markets in order to identify possible differences in constraints, priorities and opportunities underlying these strategies. It also distinguishes between the different kinds of organizations involved in making claims: organizations of women workers, organizations working with women workers and organizations working on behalf of women workers. Some common assumptions about the form and use of migrants' remittances in the South Pacific are examined and questioned in the light of information from a micro-economic study of one group of remittance recipients in the flea market of Nuku'alofa, the capital of the Kingdom of Tonga. The findings of this study suggest that economic analysis and policy recommendations based on the existing macro-economic data on recorded remittances and other economic aggregates should be treated with caution. The unrecorded inflows of remittances in kind and the associated spread of the domestic informal sector have had some important implications for the functioning of Tonga's economy. There is some evidence to suggest that the growth of informal, international trade is fostering other significant changes in the domestic economy. The functioning of remittance-dependent economies such as Tonga is much more complex than existing economic analysis suggests, and involves substantial investment – not just consumption – with the emergence of entrepreneurs and the manipulation of dependence, rather than merely passive receipt of cash and expenditure focused on consumption.  相似文献

Female labour migration has increased in the past two decades, and has become more complex and interconnected, attracting considerable attention from researchers and policy makers. Earlier debates on the relationship between production and reproduction have resurfaced in a period of changing configurations of welfare states; contemporary theorisations of global labour migration are now paying attention to the role of women in the reproductive sector. However, much of the literature has focused on migrants who enter the lesser‐skilled sectors, in particular domestic labour. In this paper we argue that the migration of women into skilled sectors of the labour market, especially in health, alters our understanding of the role of migrant women in social reproduction. Migrant women are present in multiple sites and spheres of reproduction beyond the household and recognising the different ways in which they are incorporated into globalised labour markets challenges simplistic representations of migrant women and draws out a fuller appreciation of their contribution to social reproduction and welfare in the First World.  相似文献

Research and policy concerning the Southeast Asian uplands have generally focused on issues of cultural diversity, conservation and community resource management. This article argues for a reorientation of analysis to highlight the increasingly uneven access to land, labour and capital stemming from processes of agrarian differentiation in upland settings. It draws upon contrasting case studies from two areas of Central Sulawesi to explore the processes through which differentiation occurs, and the role of local histories of agriculture and settlement in shaping farmers’ responses to new market opportunities. Smallholders have enthusiastically abandoned their diversified farming systems to invest their land and labour in a new global crop, cocoa, thereby stimulating a set of changes in resource access and social relations that they did not anticipate. The concept of agency drawn from a culturally oriented political economy guides the analysis of struggles over livelihoods, land entitlements, and the reconfiguration of community, as well as the grounds on which new collective visions emerge.  相似文献

On January 2, 2009, the 2001 UNESCO Convention on the Protection of the Underwater Cultural Heritage entered into force, setting an international precedent for the protection and preservation of underwater archaeological resources and providing guidelines for site management and responsible investigation. Historically, submerged cultural resources, particularly shipwrecks, have been exploited primarily for their potential monetary value. Over the last 50 years archaeologists have challenged this perception, demonstrating the cultural and scientific value of submerged cultural resources.  相似文献
