This paper assesses three sets of contributions made by planning: to economic research on the non‐profit sector, to management of non‐profit organizations, and to public policy toward the non‐profit sector. This article examines the impact of counter‐terrorism measures on non‐profit regulation in the USA, where some of the most interventionist legal and policy responses took hold soon after the brutal attacks of September 2001. It highlights the sternness of these measures by comparing the US approach to counter‐terrorism and charity regulation with that of the UK. It suggests that the different institutional arrangements for charity regulation in the two countries account in part for different treatment and policy choices, with implications for civil society groups working domestically and overseas. The article particularly analyses the impact of legislation and policy on the American philanthropic sector, and the responses of civil society to measures enacted and undertaken in the USA. It argues that groups directly affected by the new legislation and hardened policy, especially Muslim charities and some civil liberties group, have openly resisted these measures, while mainstream non‐profit sector and philanthropic institutions have often acquiesced in the introduction of new policies, ‘guidelines’ and legislation, opposing them only when they felt directly threatened.  相似文献

Utilising a large comparative survey across 11 countries, it is shown that country effects condition the individual uptake of income protection insurance and that shared attributes, including labour market status, are important factors in determining the take‐up of income protection insurance, whatever the respondents' country of residence. We observed differences in the respondents' coping strategies, including self‐reliance, and were able to distinguish between migrant workers and those who work in their country of origin, along with the “special” case of the Australian respondents. These findings have implications for the ongoing debate on the labour market effects of globalisation and the significance of national institutions and regulatory practices.  相似文献

This paper proposes a holistic framework called dynamic resistance for analysing and animating third‐sector organizations’ contestations of neoliberalization. It argues that the third sector constitutes a rich terrain for transforming neoliberalization processes to promote human flourishing and social justice. Dynamic resistance comprises four elements—rejection, resilience, resourcefulness, and reflexive practice—within a cyclical process which can occur simultaneously at different organizational scales. Four vignettes, drawn from participatory action research, illustrate these processes at Oblong, a grassroots community group in Leeds which now runs a community centre. Despite engagement with neoliberal mechanisms, Oblong provides an example of dynamic resistance in practice, avoiding “mission drift” and prioritizing self‐defined core values of equality, collectivity, empowerment, sustainability, respect and care, and being community led. Dynamic resistance suggests third‐sector organizations’ capacity to construct transformative social empowerment through ever‐changing practices which are proactive and self‐directed as well as responsive.  相似文献

This article addresses three main issues: why there is such a huge diversity of disposable income inequality across the world, why there is such a deterioration of market inequality among countries of the Organization for Economic Cooperation and Development (OECD), and why inequality seems to move in ‘waves’. There are many underlying questions: does diversity reflect a variety of fundamentals, or a multiplicity of power structures and choice? Is rising market inequality the product of somehow ‘exogenous’ factors (e.g., r>g), or of complex interactions between political settlements and market failures? How do we get through the veils obscuring these interactions and distorting our vision of the often self‐constructed nature of inequality? Has neoliberal globalization broadened the scope for ‘distributional failures’ by, for example, triggering a process of ‘reverse catching‐up’ in the OECD, so that highly unequal middle‐income countries like those in Latin America now embody the shape of things to come? Are we all converging towards features such as mobile élites creaming off the rewards of economic growth, and ‘magic realist’ politics that lack self‐respect if not originality? Should I say, ‘Welcome to the Third World’? In this paper I also develop a new approach for examining and measuring inequality (distance from distributive targets), and a new concept of ‘distributional waves’. The article concludes that, to understand current distributive dynamics, what matters is to comprehend the forces determining the share of the rich — and, in terms of growth, what they choose to do with it (and how they are allowed do it).  相似文献

Market‐oriented reforms in the health sector continue to dominate health policy agendas in many developing countries despite growing evidence of their negative impacts. This article critically examines eight key arguments that are used to justify market‐oriented reforms and that continue to hold widespread appeal among policy makers and analysts. The authors conclude that although the axiom that health care is atypical due to pervasive market failures is widely acknowledged by reformers, the scope and depth of the negative consequences of market competition and private sector involvement are systematically underestimated in policy design and implementation, while the regulatory capacity to overcome them is overestimated. Their analysis suggests that while there is considerable scope for market‐oriented reforms, the success of such reforms depends on a tight set of conditions that are often absent in the health care sector, especially but not exclusively in developing countries.  相似文献

Neoliberalism and Suburban Employment: Western Sydney in the 1990s   总被引:1,自引:0,他引:1  
During the past 15 years metropolitan planning strategies of the NSW state government have done little to address the spatial distribution of either employment or labour market equity within the metropolis. In the fast‐growing outer western suburbs, the government has focused on attracting business investment to increase the stock of local jobs and to improve employment ‘self‐sufficiency’— a dominantly neoliberal policy framework. This paper explores a widening gulf between the reality of outer urban change and this policy framework by considering changes in the location of jobs and in the employment experiences of residents in Greater Western Sydney (GWS). Evidence is drawn from census journey‐to‐work data (1991–2001). While holding a majority of manufacturing jobs in Sydney, GWS also experienced continued growth of jobs in service industries during the 1990s. Yet the relative importance of employment in the city's fast‐growth finance and business services sector still lags well behind that of inner and northern parts of the city. The focus on growing the regional stock of jobs has not addressed problems of labour market access faced by residents of particular localities and the goal of employment self‐sufficiency has not delivered greater equity to outer suburban labour markets. A focus on sufficiency of access to employment for residents of GWS draws attention not only to regional stocks of jobs but also to the provision of social infrastructure and state‐provided services to outer suburban populations as they continue to expand.  相似文献

Housing was a backbone of the Danish welfare state, but this has been profoundly challenged by the past decades of neoliberal housing politics. In this article we outline the rise of the Danish model of association‐based housing on the edge of the market economy (and the state). From this, we demonstrate how homes in private cooperatives through political interventions in the context of a booming real estate market have plunged into the market economy and been transformed into private commodities in all but name, and we investigate how non‐profit housing associations frontally and stealthily are attacked through neoliberal reforms. This carries the seeds for socio‐spatial polarization and may eventually open the gate for commodification – and thus the dismantling of the little that is left of a socially just housing sector. Yet, while the association‐based model was an accessary to the commodification of cooperative housing, it can possibly be an accomplice in sustaining non‐profit housing as a housing commons.  相似文献

The Rwandan government — widely lauded for its political commitment to development — has refocused its efforts on reviving growth in the manufacturing sector. This article examines how pressures from different levels — international, regional and domestic — have shaped the evolving political economy of two priority sectors (apparel and cement). To achieve its goals of manufacturing sector growth, the Rwandan government aims to access foreign markets (on preferential terms) and larger regional markets while developing effective state–business relationships with locally based firms. Despite the government's political commitment to reviving its manufacturing sector, its strategy has been both shaped and impeded by shifting pressures at the international level (through Rwanda's recent suspension from the African Growth and Opportunity Act), the regional level (through competition from regional firms) and the domestic level (through over‐reliance on single firms). Within the current industrial policy literature, there is limited reflection on how developing countries are dealing with the multi‐scalar challenges of enacting industrial policy in a much‐changed global trading environment. This article contributes to the industrial policy literature by addressing this lacuna.  相似文献

In seeking to better understand the processes involved in the structuring of regional labour markets, an interview study has been conducted which focuses on recruitment procedures in private firms and public sector organizations in the Stockholm region, Sweden. The analysis discusses some of the effects of recruitment procedures used by the investigated firms and organizations, especially in terms of how new employees are selected and how these procedures may in turn act to hinder the entrance of ‘others’ into employment. The conclusions are discussed in relation to the situation in Sweden with particular consideration of the ethnic structure of the workforce and the high unemployment rates among groups of the immigrant population. Further, it is argued that such recruitment procedures as evidenced in the interview study are related to wider socio‐economic change, the particular characteristics of workplaces and their spatial context.  相似文献

This paper explores how women and non‐binary Latinx community workers (LCWs), in the Greater Toronto Area, navigate multiple interlocking forces of oppression like racialisation, heterosexism and neoliberalism, when advancing social justice across the non‐profit sector. Using an intersectionality framework in tandem with testimonio methodology, including 37 testimonios, a workshop and participant observation, I show how LCWs are constrained by, but also contest, a white neoliberal non‐profit funding structure and patriarchal political system. I also explore how community work has contradictory effects on the mental, physical and economic wellbeing of LCWs. Lastly, I demonstrate how LCWs persist by weaving together their family and community histories, personal experiences and women of colour feminisms to enact a Latinx decolonial feminist praxis. I consider what lessons a Latinx decolonial feminist praxis can bring to bear on debates in human geography around neoliberalism, the non‐profit sector and social justice transformation.  相似文献

The European Union's (EU) pledge to assist private sector development (PSD) in the African, Caribbean, and Pacific (ACP) states is a key pillar of its bilateral trade relationship with former colonies. It is this ostensible support to PSD that allows the EU to contend that its pursuit of market opening in ACP countries under Economic Partnership Agreements (EPAs) is not detrimental to human well‐being in low‐income countries, in spite of risks of import flooding and EU monopolization of emerging sectors. This article explores the legitimizing ‘development’ rationales of EU PSD frameworks from the perspective of stakeholders in a strategic site of private sector activity in the ACP grouping. Specifically, it explores Europe's PSD agendas from the standpoint of investors, managers and workers in Uganda's cut‐flower sector, which is domestically seen as one of the sectors most likely to bring economic benefits to Uganda. Based on interviews with stakeholders in the industry, the article explores whether actors in this business sector concur with the underlying ‘pro‐poor’ rationales of Europe's PSD framework and whether Europe is seen as a meaningful partner in this prioritized site of private sector activity.  相似文献

Continuing poverty, deprivation and unemployment in rich English-speaking countries have led governments to reconsider existing methods of delivering social services. In Australia, the Minister for Employment Services, Tony Abbott, has developed a doctrine of 'constructive compassion' to justify human service delivery through private firms and voluntary organisations. The McClure Report has also argued for 'social partnerships' involving governments, the business community and the voluntary sector. The limited purpose of this research note is to evaluate these arguments using the conceptual tools of market failure, government failure and voluntary failure and drawing on some of the theoretical literature on the voluntary sector, especially Billis and Glennerster (1998). We contend that considerable scope does indeed exist for social service delivery by voluntary organisations, subject to at least one important caveat.  相似文献

This article focuses on the commercialization of urban water services in Zambia. It aims to demonstrate the tension between cost recovery and service extension when water sector reforms combine investment cuts with price increases. It is argued that in low‐income economies where infrastructure limitations are serious and poverty is widespread, heavy reliance on ‘tariff rationalization’ with low levels of investment can lead to reduced access to water and render water charges unaffordable. Reforms to public services can prove futile in the absence of upfront resources for investment in the restoration and extension of the existing infrastructure. In many ways, Zambia typifies other low‐income economies; this study thus offers useful lessons for them.  相似文献

Drawing from 18 months of ethnographic fieldwork in Washington, DC, this article outlines geographies of self‐reliance; a theoretical framework for understanding black food geographies that are embedded in histories of self‐reliance as a response to structural inequalities. Using a community garden as a case study, I argue that the garden functions as a site for addressing several manifestations of structural violence: racist and classist depictions of low‐income and working class people, joblessness, gentrification, and youth underdevelopment. Drawing on self‐reliance ideologies as well as collective and personal histories, the residents exhibit a form of agency that demonstrates unwavering hope in the sustainability of their shared community. Through this analysis, I show that self‐reliance functions as a mechanism through which residents navigate spatial inequalities.  相似文献

The extent of homeownership among immigrants may be seen as an indicator of integration and as a determinant of ethnic residential segregation. Studies have shown differences in the determinants of homeownership between immigrants and natives, indicating that variation in homeownership is not only a function of differences in economic resources. These studies have largely focused on Anglo‐American contexts, using mostly cross‐sectional data. We apply survival analysis methods to analyse the determinants of entry to homeownership in the capital regions of three Nordic countries – Denmark, Finland and Sweden – utilizing longitudinal individual‐level register‐based datasets. We find that differences in entry to homeownership between natives and different immigrant groups cannot be explained by differences in socio‐economic background factors. We also find differences in the effects of these factors. Effects of income are generally weaker among non‐Western immigrants and immigrants are less responsive to changes in household composition. The share of non‐Western immigrants in the neighbourhood is only weakly related to entry to homeownership, while immigrants and natives living in public rental housing tend to be slightly less inclined to move to homeownership. Weaker income effects among immigrants, weak effects of ethnic segregation and the importance of the public rental sector differentiate our results from earlier findings. Weaker income effects may indicate that uncertainty about the future also affects middle‐income immigrants. Differences between the three contexts in housing markets and policies do not seem to matter much, although the results indicate that difficult access to the private rental sector may push immigrants to homeownership.  相似文献

In the theory of the firm it is conventional to regard firms as (total)profit-maximizing institutions. In this paper it is shown that the interdependence among firms that is characteristic of monopolistic competition makes it plausible for them also to choose to maximize the rate of profit on capital advanced. For a homogeneous product with inelastic total demand, such as gasoline retailing, firms acting as rational agents, facing fixed costs in a homogeneous spatial market, and choosing to set prices under rate of profit-maximization can achieve higher total profits than firms operating under total profit-maximizing objectives.  相似文献

Restructuring of global and local markets has led to an increased influence of commodity derivatives markets on commodity price setting. This has critical implications for price risks experienced by actors along commodity chains. Commodity derivatives markets have undergone significant changes that have been referred to as the ‘financialization of commodities’, which we define as an increase in trading activity by financial investors and the reorientation of business strategies by commodity trading houses towards risk management and financial activities. This article assesses how these global financialization processes affect commodity producers in low‐income countries via the operational dynamics of global commodity chains and national market structures. It investigates how prices are set and transmitted and how risks are distributed and managed in the cotton sectors in Burkina Faso, Mozambique and Tanzania. It concludes that uneven exposure to price instability and access to price risk management have important distributional implications. Whilst international traders have the capacity to deal with price risks through hedging, in addition to expanding their profit possibilities through financial activities on derivatives markets, local actors in producing countries face the challenge of increased short‐termism — albeit to different extents depending on national market structures — with limited access to risk management.  相似文献

This paper analyses where top executives were born and where they attended university to uncover regional groupings of the most influential executives that shape corporate culture and strategy in the United States. Within the context of this paper, it is argued that the personal histories of top executives influence their decision‐making abilities, and thus corporate culture. It was found that intra‐regional, intra‐state, and intra‐city links were noteworthy factors in executive selection. Distances were higher, and percentages of intra‐regional links were lower for more profitable and higher growth firms. This indicates that more competitive firms acquire executives that have experienced different institutions during their lives and university educations. On the other hand, less profitable and lower growth firms are more likely to obtain executives embedded in similar institutions that already exist within the firm. The results suggest that key choices made by corporate America are influenced in part by geography far more complex than its own operations.  相似文献

Financialization is promoted by alliances of multilateral ‘development’ organizations, national governments and owners and institutions of private capital. In the healthcare sector, the leveraging of private sources of finance is widely argued as necessary to achieve the Sustainable Development Goal 3 target of universal health coverage. Employing social science perspectives on financialization, the authors of this article contend that this is a new phase of capital formation. The article traces the antecedents, institutions, instruments and ideas that facilitated the penetration of private capital in this sector, and the emergence of new asset classes that distinguish it. The authors argue that this deepening of financialization represents a fundamental shift in the organizing principles for healthcare systems, with negative implications for health and equality.  相似文献
