The Iranian Green Movement emerged after the presidential election in June 2009. The paper tracks down its foundational origins through the concept of ‘fragmented collective action’, that points to the dispersion of a social movement's political energies and the fragmentation of its constitutive groups. It also addresses the significance of informal mobilizing networks and the widespread use of modern virtual space to bring together an intersubjectively constructed collective identity which was shaped by the movement’s interactions with political forces and with its interlocutors. Finally, the paper argues that the collective identity shaped the movement's strategies over the course of its evolution.  相似文献

This article focuses on how common property resource (CPR) institutions managing forest resources in Latin America have responded to change, a subject relatively ignored in the English-language literature. It examines in particular the evidence surrounding the popular view that CPR institutions must inevitably break down in the face of economic and demographic pressures—an extension of the `tragedy of the commons' thesis. The evidence shows that there have been a number of both positive and negative experiences. The negative experiences include the obvious vulnerability of Amerindian informal institutions to the individualistic incentive structures of market forces. The apparent incompatibility between the market and `gift' economy leads to a questioning of the current donor emphasis on market-orientated natural forest management among indigenous groups that have received little exposure to market forces, and alternative approaches are suggested. However, many indigenous and other groups have responded positively to market pressures and there is ample evidence that, given an appropriate policy environment, community-based natural forest management can still be regarded as a `great white hope' for forest conservation, especially considering the largely negative environmental and equity impacts of individualized resource privatization, as in the Brazilian Amazon. However, CPR institutions have generally faced an unsupportive policy environment; it is therefore over-simplistic for those in favour of privatization of property rights to ascribe their erosion to commercial or demographic pressures per se.  相似文献

This article explores the emergence of collaborative institutional arrangements for managing natural resources in large-scale and complex resource settings, among numerous political jurisdictions and stakeholders. It examines four regional institutions in the United States: the Northwest Power and Conservation Council's Fish and Wildlife Program, the Chesapeake Bay Program, the CALFED Bay-Delta Program, and the Comprehensive Everglades Restoration Plan. While a wealth of literature has looked at the emergence of smaller-scale resource management institutions, and some literature has begun to look at the characteristics and successes of these regional institutions, theory is lacking to explain the formation of these regional institutions. We first introduce three relevant streams of literature—on common pool resources management, on policy entrepreneurs and social capital, and on science and information in policy change—to frame our analysis. The comparisons of the cases point to the importance of integrating key insights from the literature for understanding the formation of collaborative resource governance. We emphasize how science, leadership, and prior organizational experience interact in facilitating institutional change, particularly in the process of raising awareness about resource management problems. In tracing the formation of these institutions, we also identify how external institutional triggers can help spur collaborative governance.  相似文献

In response to the well documented limitations of top‐down, modernist and authoritarian approaches that have dominated development, practitioners and academics increasingly promote more community‐based approaches. The World Bank uses the term ‘community driven development’ to describe projects that increase a community's control over the development process. In an analysis of a community driven poverty alleviation project in Indonesia, this article examines the vulnerability of such an approach to elite capture. The expected relationships among a community's capacity for collective action, elite control over project decisions and elite capture of project benefits were not found. In cases where the project was controlled by elites, benefits continued to be delivered to the poor, and where power was the most evenly distributed, resource allocation to the poor was restricted. Communities where both non‐elites and elites participated in democratic self‐governance, however, did demonstrate an ability to redress elite capture when it occurred.  相似文献

The theory and practice of strategic spatial planning makes a significant contribution to debates about contemporary European planning. Whilst its proponents describe a progressive style of governance and new territorial imaginations it is difficult to point to success on the ground. The paper argues that the normative conception of strategic spatial planning and focus on the failure of planners to live up to the ideal diverts attention from understanding the day-to-day work of planners and the ordinary politics of planning. We review some potentially helpful work in political sociology to develop framework that, rather than seeing planners failing to develop appropriate spatial and governance imaginations, may contribute to a better understanding of how planners pursue interests, attempt to manage the costs of collective action and assess institutional constraints and political opportunities.  相似文献

Voluntary cooperation among governments holds tremendous promise for solving policy problems with regional and national scope. In this article, we apply insights from the theory of institutional collective action to understand the evolution of cooperative governmental institutions. We address the question: What makes a government decide to exit an existing cooperative arrangement and join a new one with a stronger central authority? Our empirical analyses examine state choices about whether to participate in the new Interstate Compact for Juveniles or remain in an existing compact that serves the same purpose. The findings shed light on how governments make trade‐offs between their desire to maintain their autonomy and the need to overcome the transactions costs, coordination problems, and free‐rider problems associated with cooperative governance in order to achieve policy gains.  相似文献

The literature on universities’ contributions to regional development is broad and diverse. A precise understanding of how regions may draw advantages from various university activities and the role of public policy institutions in promoting such activities is still missing. The aim of this paper is to provide a framework for analysing universities’ contributions to regional economic and societal development in differing national contexts and the policy institutions that underpin them. To do this, we review four conceptual models: the entrepreneurial university model, the regional innovation system (RIS) model, the mode 2 university model and the engaged university model. The paper demonstrates that these four models emphasize very different activities and outputs by which universities are seen to benefit regional economy and society. It is also shown that these models differ markedly with respect to the policy implications and practice. Analysing some of the public policy imperatives and incentives in the UK, Austria and Sweden, the paper highlights that in the UK, policies encourage all four university models. In contrast, in Sweden and Austria, policy institutions tend to privilege the RIS university model, whilst at the same time, there is some evidence for increasing support of the entrepreneurial university model.  相似文献

Natural resource tenure and economic feasibility of resource-based activities are two of the most important issues in the current debate around environmental degradation and rural poverty. While many analyses have blamed the ‘tragedy of the commons’ and government mismanagement for environmental destruction, this paper provides a case study of resin tapping in Honduras which formulates the hypotheses that common property regimes can be successful and that economic liberalization policies may be detrimental to community-level resource schemes. Over half of the 6000 farmer-resin tappers in Honduras are organized into forty-six co-operatives that market the tree sap, wood and other forest products. These activities combine the twin goals of community-based forest preservation and income generation. Established legally in 1974, the tapping groups have expanded to include a variety of organizational and technical arrangements. The two co-operatives of Villa Santa and San Juan de Ojojona demonstrate contrasting histories, ecological endowments and economic outcomes. Currently the Honduran resin tappers are facing problems over their access to forest resources, the fluctuating profitability of extractive activities and the stability of the co-operative organization. These three issues are relevant to a variety of community-based environmental activities, and the lessons of the Honduran experience can be applied to analyse the processes of environmental degradation and community response elsewhere in the Third World.  相似文献

Investigations of the evolutionary dynamics of cooperation and collective action provide productive venues for theorizing social complexity, yet this multidisciplinary scholarship contains analytical and epistemological tensions that require reconciliation. We propose a course for integration of this diverse literature to investigate the emergence and developmental trajectories of complex societies. Greater attention to collective action problems, cultural mechanisms that promote cooperation, differentiation of human interests, and multiscalar research designs provide firmer conceptual underpinnings for a theoretically grounded cultural evolutionary framework. The case of agricultural intensification in pre-Hispanic highland Mexico is used to illustrate major points of the paper.  相似文献

In an article published in this journal in 2005, Dorward et al. argued that non‐market institutions are particularly effective in addressing market failures in the high‐transaction cost institutional environment which is often characteristic of low‐income countries. This comment develops additional theoretical underpinnings of this argument by exploring differences in the capacity for addressing market failure of for‐profit firms, on the one hand, and third sector organizations representing a major type of non‐market institutions, on the other. It is argued that while for‐profit firms address market failures by facilitating market exchange, third sector organizations do so by replacing exchange with self‐sufficiency. This recourse to self‐sufficiency is reflected in the important role of third sector organizations in economic development in low‐income countries.  相似文献

The latest orthodoxy to emerge in environmental literature centres on the notion that state ownership of forests results in poor management and ecological degradation. Depending on their political persuasion, scholars, policy-makers and activists either advocate privatization of state forests, or demand their transferral to local communities as solutions for promoting sustainable forest management. This article argues that such proposals are flawed because they assume that ownership status determines the ways in which resources are used and managed. It argues that an analytical distinction needs to be made between property and control for understanding the complex interplay of social, economic, political and ecological factors that influence forest stock, composition and quality. Through a historical analysis of the development of state forestry in the Indian Himalaya, the article shows how state ownership of forests does not result in the monolithic imposition of proprietary rights, but emerges instead as an ensemble of access and management regimes.  相似文献

Modern social theory, by and large, has aimed at reducing the complexity of action situations to a set of manageable abstractions. But these abstractions, whether functionalist or linguistic, fail to grasp the indeterminacy of action situations. Action proceeds by discovery and combination. The logic of action is serendipitous and combinative. From these characteristics, a number of consequences flow: The whole field of our intentions is engaged in each action situation, and cannot really be understood apart from the situation itself. In action situations we remain aware of the problems of categorization, including the dangers of infinite regress and the difficulties of specifying borders and ranges of categories. In action situations, attention is in permanent danger of being overwhelmed. We must deal with many features of action situations outside of attention; in doing so, we must entertain simultaneously numerous possibilities of action. Emotional expression is a way of talking about the kinds of possibilities we entertain. Expression and action have a rebound effect on attention. “Effort” is required to find appropriate expressions and actions, and rebound effects play a role in such effort, making it either easier or more difficult. Recent theoretical trends have failed to capture these irreducible characteristics of action situations, and have slipped into a number of errors. Language is not rich in meanings or multivocal, except as put to use in action situations. The role of “convention” in action situations is problematic, and therefore one ought not to talk of “culture.” Contrary to the assertions of certain theorists, actors do not follow strategies, except when they decide to do so. Actors do not “communicate,” in the sense of exchanging information, except in specially arranged situations. More frequently, they intervene in the effortful management of attention of their interlocutors. Dialogue, that is, very commonly becomes a form of cooperative emotional effort. From these considerations, it follows that the proper method for gaining social knowledge is to examine the history of action and of emotional effort, and to report findings in the form of narrative.  相似文献

This article considers theories of collective action in relation to the management of communal water resources in Nkayi District, Zimbabwe. Taking a critical view of institutional explanations of common property resource management, it illustrates how the addition of social theory can enrich such approaches. The prevalence of rational choice premises in defining the problem of collective action and the persuasiveness of institutionalism in apparently offering solutions to it is questioned. The article rejects simple evolutionary theorizing about institutions in favour of an embedded approach that allows for complexity, for the social and historical location of collective action and for an examination of the interface between agent and structure. It is argued here that collective management of water supplies does exist but that it is more partial, changeable and evolving and less attributable to single factors than suggested in much of the literature.  相似文献

This article examines recent attempts to create a common European Union (EU) immigration policy. This "harmonized" policy has faced political blockages, despite being seen by most observers as necessary if the EU is to meet its goal of free movement of labor. Because of this resistance, immigration harmonization has lagged behind other EU policy areas. To explain national resistance to harmonizing immigration policy, our article develops a theoretical and conceptual model of how immigration policy is potentially harmonized at the EU level, but how this harmonization can be blocked or restricted. We explain these political blockages with a model of intergovernmental bargaining that focuses on political salience, political partisanship, and institutions that protect immigrant rights. We argue that these national-level factors have determined the success and the nature of various harmonization proposals, by determining the positions of member states when negotiating in the European Council. Our primary hypothesis is that when the political salience of a given immigration issue is high, any harmonization that results is more likely to be restrictive toward immigrant rights. We also hypothesize that the impact of institutions that protect immigrant rights, and of political partisanship, is variable depending on the issue area and the national context. We use literature on European integration, immigration politics, agenda-setting, venue-shopping, and two-level games to theorize, operationalize, and test these hypotheses. The article helps to advance scholarly work on immigration politics, but our model could also conceivably be applied to other high-salience policy areas in the EU.  相似文献

This study employs the Institutional Analysis and Development framework across three collaborative watershed partnerships with differing membership profiles (government centered, citizen centered, or mixed) to determine how rules at varying levels of action (operational rules, collective-choice rules, and constitutional rules) affect the formation and implementation of rules-in-use at different levels. Examining trends across group types at varying levels of action helps illuminate how the operational rules produced by different types of partnerships result in outputs that impact watershed management. Results show that the source of rules and their impact on subsequent levels of action vary by group type, with federal and state policies playing a larger role in government-centered and mixed-membership groups than in citizen-centered groups.  相似文献
