East African pastoralists have well‐developed systems of communal land management that have been challenged by recent demands from some pastoralists for land privatization. This article analyses the impact on household well‐being of privatizing land among a community of Samburu pastoralists in northern Kenya. Using longitudinal data from household surveys conducted in 2000 and 2005, trends in wealth, income, stratification and livelihood strategies are analysed comparing the privatized community and a community where land remains communally managed. Results indicate few significant differences in wealth and income between the privatized and communal areas, although cultivation has become an important additional strategy in the privatized community. Significant levels of wealth stratification are present in both communities but are mitigated to some extent by mobility across wealth quintiles over time. Wealthy and poor groups exhibit different livelihood strategies with wealthier groups relying more on livestock trade and home consumption while poorer groups depend on wage labour and trade for their income. Policy implications of this analysis include the need for development strategies specific to different wealth groups, greater investment in education and infrastructure, and more attention to employment creation in pastoral areas.  相似文献

Following a strictly theory-building approach, we developed an agent-based simulation model, the Nice Musical Chairs model, to represent the competition between groups of stakeholders of farming and herding activities in the arid Afro-Eurasia. The model deepens the questions raised by the results of our former model, the Musical Chairs model, and further introduces three socio-economic mechanisms, which modulate the behavior and performance of stakeholders and their groups. First, we define land use pairing as the awarding, regarding productivity, of any direct cooperation between farming and herding within a group. Second, group management is modeled as the prerogative of a group leadership to manage stakeholders to pursue a particular proportion between farming and herding. Third, we introduce restricted access to pasture as the engagement in territorial control of rangelands in opposition to an open access regime. An exhaustive exploration of scenarios and parameters placed the control over rangelands as the most significant factor in the formation of land use patterns, followed by land use management. While the effect of land use pairing is mild in comparison, it is still a significant factor in group selection and thus in the persistence of particular land use patterns in the long run.  相似文献

This article addresses processes of livelihood diversification among pastoralists in the rangelands of northern Kenya and southern Ethiopia. The objectives of the article are threefold: (1) to suggest a theoretical framework for addressing income diversification among pastoralists with reference to current literature and databases; (2) to present a case study on pastoral income diversification based on preliminary field research in northern Kenya and southern Ethiopia; and (3) to summarize current understandings of pastoral diversification while pointing to additional empirical research needs. By showing how comparative analyses in the region have been constrained by theoretical and data deficiencies, the article explores ways in which income diversification differs by what are termed conditional, opportunity, and local response variables. Climate, distance to market towns, gender, wealth, and education are attributes covered by these variables and discussed in the article. The conceptualization and case study provide useful bases for conducting comparative research on pastoral diversification in East Africa specifically, and in sub‐Saharan Africa generally.  相似文献

Landcare is a response to the land degradation crisis facing Australia and is both a community process and a government policy. ‘Landcare’ is a contested term with different meanings being placed on it by individuals and groups from different places with different levels of power and local knowledge. A key concept of Landcare is forming partnerships, which are also seen in very different terms by various Landcare stakeholders. Landcare places great value on local environmental knowledge and senses of place. The achievements of Landcare in facilitating cultural change are assessed and the factors identified that will determine whether Landcare can be ‘scaled up’ to address wider issues of ecological sustainability.  相似文献

It is widely perceived that the degradation of China’s rangelands has accelerated since the introduction of rural reforms in the late 1970s. The popular explanation for this phenomenon has been that a ‘tragedy of the commons’ exists, as privately‐owned livestock are being grazed on ‘common’ land. Since the passing of the Rangeland Law in 1985, Chinese pastoral tenure policy has emphasized the establishment of individual household tenure as a necessary condition for improving incentives for sustainable rangeland management. Yet household tenure has yet to be effectively established in many pastoral regions. The first objective of this article is to describe pastoral tenure arrangements in northern Xinjiang‐Uygur Autonomous Region. Its second objective is to explain pastoral tenure arrangements, particularly the observed persistence of collective action. It is argued that there is no ‘tragedy of the commons’ and that it is characteristics of rangeland resources and the social environment that give rise to the particular types of institutional arrangements found.  相似文献

Diversification is routinely promoted to improve poor rural peoples’ livelihoods. However, policy recommendations for livelihood diversification based on evidence from crop‐cultivating sedentary rural societies may not work for mobile pastoral communities, where socio‐ecological conditions predetermine livestock herding as the preferred livelihood strategy. Using survey and semi‐structured interview data collected from 159 households in the Altay and Tianshan Mountains of Xinjiang, China, this study applies cluster analysis to identify six distinct groups based on livelihood strategies: pastoralists, agropastoralists, crop farmers, wage labourers, hired herders and mixed smallholders. Although pastoralism is the least diverse of these in terms of sources of income, it is significantly more diverse in ecological dimensions such as spatial movement, land use pattern and livestock portfolio. Patterns of livelihood diversification and their relationship with household incomes indicate that pastoralism, although preferred, is unattainable for 55 per cent of households given their meagre asset endowments and the pressure of government policies toward sedentarization. The results strongly suggest that livelihood diversification does not improve welfare for pastoral households. Future development interventions should promote policies that enable households to regain flexible access to pastures and should aim to correct the imbalance of opportunities that exists in northern Xinjiang.  相似文献

In this article it is argued that conventional agro-ecological and organizational concepts used in pastoral development are strongly biased towards the formulation and enforcement of norms. This leads development experts to attempts to control pastoralists and their herds. The policies and development interventions based on these assumptions have been largely unsuccessful. As a consequence attention for dryland areas and pastoral development has declined among researchers and development agencies. An important reason for this failure is the fundamental misfit between these normative concepts and the reality of dryland ecosystems and pastoral society. In order to show this, an alternative view on rangeland ecology and pastoral society is presented, supported by a case study of Fulbe pastoral society in dryland Central Mali. The authors argue that approaches to pastoral development must be revised in the direction of the dynamics inherent in the pastoral way of life.  相似文献

Farmer–herder conflicts in Africa are often presented as being driven by ‘environmental scarcity’. Political ecologists, however, argue that these conflicts should be analysed within a broader historical and policy context. This article presents a case study of a local conflict in the Kilosa District in Tanzania that tragically culminated in the killing of thirty‐eight farmers on 8 December 2000. To understand the conflict, the authors argue that it is necessary to study the history of villagization and land use in the District, as well as national land tenure and pastoral policies. Attempts at agricultural modernization have fostered an anti‐pastoral environment in Tanzania. The government aim is to confine livestock keeping to ‘pastoral villages’, but these villages lack sufficient pastures and water supplies, leading herders to search for such resources elsewhere. Pastoral access to wetlands is decreasing due to expansion of cultivated areas and the promotion of agriculture. The main tool that pastoralists still possess to counteract this trend is their ability to bribe officials. But corruption further undermines people's trust in authorities and in the willingness of these authorities to prevent conflicts. This leads actors to try to solve problems through other means, notably violence.  相似文献

The Gobi Gurvansaikhan National Park was established in south central Mongolia in 1993 and is used by over 1100 families with pastoralism as their main means of livelihood. Research conducted in 1998–2000 to analyse grazing management problems identified a number of issues and concerns, including a significant increase in the number of herders and the size of the herd; variations in herd size reflecting differences in wealth; problems with marketing of livestock or livestock products; declining stock movements because of transportation costs and loss of water sources; and significant competition and conflicts for grazing areas. The socio‐economic problems associated with Mongolia's transition to a market system, coupled with the expansion of protected areas, mean that herders have to adapt to both the current economic system and changes in land use. Although some aspects of the development of the park can be seen as a positive influence on maintaining pastoral livelihoods in this area, the national goal of protecting 30 per cent of the country, doubling the area of Mongolia currently under protected area status, could have negative effects on pastoral livelihoods, unless ministry officials, protected area administrators and pastoralists can work effectively to solve resource problems.  相似文献

Indigenous community‐based monitoring has been a central feature in many international attempts to improve monitoring of and local adaptation to environmental change. Despite offering much promise, Indigenous community‐based monitoring has been underutilised in natural resource management in Australia, particularly within the remote, semi‐arid rangelands. This paper discusses contextual social and environmental factors that may help to explain this apparent deficiency, before critically analysing key stakeholder perceptions of the roles for, and challenges of monitoring in the Alinytjara Wilur ara Natural Resources Management region in the north‐west of South Australia. The analysis guides a discussion of responses to better integrate monitoring in general, and Indigenous community‐based monitoring in particular, into regional environmental management approaches. We argue that community‐based monitoring offers a range of benefits, including: better coordination between stakeholders; a heightened ability to detect and respond to climatic trends and impacts; the effective utilisation of Indigenous knowledge; employment opportunities for managing and monitoring natural resources; and improved learning and understanding of rangeland socio‐ecological systems. Identified opportunities for spatial and temporal community monitoring designed for the Alinytjara Wilur ara region could be of value to other remote rangeland and Indigenous institutions charged with the difficult task of monitoring, learning from, and responding to environmental change.  相似文献

Accounts of European explorers between 1623 and 1880 indicate that fires were lit by Aboriginal people on Cape York Peninsula in northeast Australia throughout the dry season (May–October). Diaries kept by three generations of pastoralists in the Musgrave area (1913–1952, 1953–1974 and 1976–1992) show that burning activities were largely confined to a two to six week period between May and early August. The timing of burning depended on the amount and date of cessation of wet season rainfall. More rarely, ‘storm‐burning’, burning under hot conditions within a few days of the first heavy rains of the wet season, was undertaken. Long‐term pastoralists felt a responsibility to use fire wisely and had a detailed knowledge of the role of fire in land management. Their decisions to burn were based on the extent of grass curing, and soil and weather conditions, all of which affected the extent of each burn. They used early dry season fires mainly to maintain forage and control cattle movements. Storm‐burns were reputed to control woody weeds, but were used infrequently because of difficulty in controlling their spread and uncertainty as to when the next rains would stimulate new grass growth.  相似文献

In 2006, transnational ethanol corporations arrived in Chira, a semi‐arid zone located in the Piura region of northern Peru. Large expanses of land were used to produce sugarcane for ethanol, which triggered local concern over the pressure this would mean on the regional water balance. From political ecology, I examine how the state and a corporation produced discourses on the idea of water abundance in the Chira Basin in order to secure water rights, which increased the risk of water scarcity for small communities, pastoralists and farmers in the region. In doing so, I call attention to the discursive strategies aimed to facilitate processes of dispossession under a technical ethos that reinforce capital accumulation. Finally, I argue that water abundance discourses contributed to produce a “waterscape” that not only produced unsustainable water use but also reinforced social inequalities.  相似文献

Australia's rangelands are experiencing a post–productivist transition at a tempo comparable to Western Europe's, but in contexts that ensure marked divergence in impulses, actors, processes and outcomes. In Australia's most marginal lands, a flimsy mode of pastoral occupance is being displaced by renewed indigenous occupance, conservation and tourism, with significant changes in land ownership, property rights, investment sources and power relations, but also with structural problems arising from fugitive income streams. The sharp delineation between structurally coherent commodity–oriented regions and emerging amenity–oriented regions can provisionally be mapped at a national scale. A comparison of Australia with Western Europe indicates that three distinct but interconnected driving forces are propelling the rural transition, namely: agricultural overcapacity; the emergence of amenity–oriented uses; and changing societal values.  相似文献

This article challenges the traditional assumption that the so‐called Benedictine reform produced a clear demarcation between secular and monastic communities in late Anglo‐Saxon England and, consequently, between, on one side, those who had pastoral responsibilities towards the laity and, on the other, those characterized by monastic seclusion. Though to varying degrees, the evidence available for both reformed and newly founded Benedictine communities suggests that the late Anglo‐Saxon monks, especially those serving the urban cathedrals of Winchester, Worcester and Canterbury, could be actively involved in the delivery of such pastoral provisions as preaching, baptism, attending the dying, and burial. Monastic communities therefore represented yet another factor influencing the lively and quickly developing pastoral landscape of late Anglo‐Saxon England.  相似文献

Redress of historical injustice in access to land provided a mobilizing force for the overthrow of the apartheid government in South Africa. Inequality of access to water resources marks South Africa's history even more profoundly than inequality of access to land. Yet in South Africa, post‐apartheid legislative reform relating to land and water has followed largely separate, if parallel, paths. This article traces the development and current status of water reforms in the Inkomati Water Management Area, where water use is dominated by established commercial agriculture and forestry, by important environmental interests, including the Kruger National Park, and by demands for improved access to water from a black population of around 1.5 million living in former Bantustan areas. It indicates that in practice water and land reform are interdependent, but, although both have become more closely linked within local political and economic arenas, they remain largely disconnected and disabled by unresolved tensions within their separate policy processes. The article argues that the commoditized nature of land and water use within the established patterns of commercial agriculture sets constraints on what redistributive land and water reform can deliver to those historically dispossessed. In particular, increasing recourse to ‘strategic partnerships’ between African community landowners and commercial agribusiness as a means of maintaining the productivity of commercial farmland poses questions about the control and beneficial use of new forms of communal property.  相似文献

This paper re‐examines the chronology of reserve selection in South Australia in the context of changing social, political and economic attitudes. The effect of these changing attitudes on reserve selection in South Australia is assessed in the light of the principles of a comprehensive, adequate and representative (CAR) National Reserve System. The outcome of reserve selection in South Australia is the establishment of a vast network of reserves in the arid regions and many fragmented and small reserves in the agricultural regions. It is likely that the remnant ecological system in the agricultural regions is not representative of the regional environmental diversity and that land clearance has precluded the establishment of a CAR reserve system in South Australia. The rate of reserve selection for nature conservation has decreased over the past decade as the opportunities for reserve acquisition decrease. It is concluded that large‐scale and strategic revegetation will be required to facilitate a CAR reserve system in South Australia.  相似文献

As elsewhere in affluent, western nations, the direction, complexity and pace of rural change in Australia can be conceptualised as a multifunctional transition in which a variable mix of consumption and protection values has emerged, contesting the former dominance of production values, and leading to greater complexity and heterogeneity in rural occupance at all scales. This transition has been explored in accessible, high-amenity landscapes driven by enhanced consumption values. Less attention has been directed to remote, marginal lands where a flimsy mode of productivist occupance can, in part, be displaced by alternative modes with the transitions being facilitated by low transfer costs. Such is the case in Australia's northern tropical savannas where an extensive mode of pastoral occupance is selectively displaced by alternative consumption, protection and Indigenous values. This transition towards multifunctional occupance is most readily documented by mapping changes in land tenure and ownership over the last three decades. Tenure changes have been accompanied by new regimes of property rights and land ownership, including: native titles derived from common law; non-transferable, common-property Aboriginal freehold tenures; transfers of pastoral leases to Indigenous and conservation interests; expansion of conservation lands under public tenures; and revisions of the rights and duties of pastoral lessees. Future occupance scenarios remain unclear, given the sensitivity of this frontier zone to national and global driving forces.  相似文献

High mobility among Scythian populations is often cited as the driving force behind pan‐regional interactions and the spread of new material culture c.700–200 bce , when burgeoning socioeconomic interactions between the Greeks, Scythian steppe pastoralists and the agro‐pastoral tribes of the forest‐steppe played out across the region. While interregional mobility central to warrior lifestyles is assumed to have been a defining feature of Scythian populations, strikingly few studies have investigated human mobility among communities located along the steppe and forest‐steppe boundary zone. Here, we document movement and dietary intake of individuals interred at Bel'sk, a large urban settlement in Ukraine, through strontium, oxygen and carbon isotope analyses of human tooth enamel. The results provide direct evidence for limited mobility among populations from Bel'sk, demonstrating the movement into, and out of, urban complexes. Strontium and oxygen isotope analyses reveal that groups at Bel'sk remained local to the urban complex. Dietary intake, reflected in carbon isotopes, was based on domesticated crops and livestock herding. The combination of low mobility alongside dietary evidence suggests local groups engaged in sedentary agro‐pastoral subsistence strategies that contrast sharply with the picture of highly mobile Scythian herders dependent on livestock portrayed in historical sources.  相似文献
