Under the socialist regime that prevailed until the start of the 1990s, Mongolia made great progress in improving human development indicators, and poverty was virtually unknown. Political and economic transition in the 1990s ushered in a rapid rise in asset and income inequality, and at least a third of the population has been living in poverty since 1995. Many workers made redundant from uneconomic state‐owned enterprises were absorbed into the extensive livestock sector in rural areas and by the growing informal economy in urban areas. The livestock sector grew dramatically, with herders accounting for over a third of the total population and half of the active labour force by the late 1990s. Three consecutive years of drought and harsh winters in 1999–2002 then drastically reduced the national herd. These trends are viewed against a backdrop of relative neglect of the livestock sector in development priorities and a concomitant decline in agricultural productivity. Pressures on common pasture have mounted, and conflict over grazing is becoming endemic. In such a context, sustainable management of Mongolia's pastoral commons should be central to the country's economic development agenda in general, and to its poverty reduction strategy in particular. This article draws on the findings of a country‐wide participatory poverty assessment conducted in 2000. Blending quantitative and qualitative data, these findings help to bring into sharper relief the broad outlines of an integrated approach to building secure and sustainable livelihoods both on and off the pastoral commons.  相似文献

Diversification is routinely promoted to improve poor rural peoples’ livelihoods. However, policy recommendations for livelihood diversification based on evidence from crop‐cultivating sedentary rural societies may not work for mobile pastoral communities, where socio‐ecological conditions predetermine livestock herding as the preferred livelihood strategy. Using survey and semi‐structured interview data collected from 159 households in the Altay and Tianshan Mountains of Xinjiang, China, this study applies cluster analysis to identify six distinct groups based on livelihood strategies: pastoralists, agropastoralists, crop farmers, wage labourers, hired herders and mixed smallholders. Although pastoralism is the least diverse of these in terms of sources of income, it is significantly more diverse in ecological dimensions such as spatial movement, land use pattern and livestock portfolio. Patterns of livelihood diversification and their relationship with household incomes indicate that pastoralism, although preferred, is unattainable for 55 per cent of households given their meagre asset endowments and the pressure of government policies toward sedentarization. The results strongly suggest that livelihood diversification does not improve welfare for pastoral households. Future development interventions should promote policies that enable households to regain flexible access to pastures and should aim to correct the imbalance of opportunities that exists in northern Xinjiang.  相似文献

With the dismantling of herding collectives in Mongolia in 1992, formal regulatory institutions for allocating pasture vanished, and weakened customary institutions were unable effectively to fill the void. Increasing poverty and wealth differentiation in the herding sector, a wave of urban–rural migration, and the lack of formal or strong informal regulation led to a downward spiral of unsustainable grazing practices. In 1994, Mongolia's parliament passed the Land Law, which authorized land possession contracts (leases) over pastoral resources such as campsites and pastures. Implementation of leasing provisions began in 1998. This article examines the implications of the Law's implementation at the local level, based on interviews with herders and officials in all levels of government, and a resurvey of herding households. Amongst many findings, the research shows that poorer herders were largely overlooked in the allocation of campsite leases; that the poor had become more mobile and the wealthy more sedentary; that there had been a sharp decline in trespassing following lease implementation, but that many herders and officials expected pasture leasing to lead to increased conflict over pastures. The Land Law provides broad regulatory latitude and flexibility to local authorities, but the Law's lack of clarity and poor understanding of its provisions by herders and local officials limit its utility. The existing legal framework and local attitudes stand in clear opposition to the implied goal of land registration and titling — an all‐embracing land market and the supremacy of private property rights.  相似文献

Farmer–herder conflicts in Africa are often presented as being driven by ‘environmental scarcity’. Political ecologists, however, argue that these conflicts should be analysed within a broader historical and policy context. This article presents a case study of a local conflict in the Kilosa District in Tanzania that tragically culminated in the killing of thirty‐eight farmers on 8 December 2000. To understand the conflict, the authors argue that it is necessary to study the history of villagization and land use in the District, as well as national land tenure and pastoral policies. Attempts at agricultural modernization have fostered an anti‐pastoral environment in Tanzania. The government aim is to confine livestock keeping to ‘pastoral villages’, but these villages lack sufficient pastures and water supplies, leading herders to search for such resources elsewhere. Pastoral access to wetlands is decreasing due to expansion of cultivated areas and the promotion of agriculture. The main tool that pastoralists still possess to counteract this trend is their ability to bribe officials. But corruption further undermines people's trust in authorities and in the willingness of these authorities to prevent conflicts. This leads actors to try to solve problems through other means, notably violence.  相似文献

Herders spend much time and energy seeking pasture and nurturing their herd animals in Mongolia. In turn, herd animals are the primary food source for herders in the form of meat and dairy products, feeding and nurturing the herding family. The overall herding principle strives towards a mutual balance across different scales within the body and the ecological food chain, resulting in reciprocal health and well-being. The powerful medicinal qualities of the blue and yellow pasque flower (yargui, Pulsatilla spp.) are valued in Mongolia, sought out in early spring by multiple species, including herders, goats and wild deer. Herding knowledge of goats and deer seeking out the pasque flower for medicinal purposes to expel gut parasites is an excellent example of Mongolian herding families’ awareness of their interdependent interconnections with other species as part of a larger surrounding ecology. However, this level of integration may not last, as herding families increasingly rely on introduced medicines, such as anthelmintics, bought from local pharmacies and wholesalers within rural townships.  相似文献

Increased resource scarcity, the social construction of nature, the disintegration of moral economy and associated policy shifts are often cited as the main drivers of resource conflicts in East Africa. Research in geography, anthropology and rural sociology has unveiled how common explanations of resource conflicts overlook multi-scalar political, economic, social, cultural and environmental tensions. The purpose of this study is to provide more nuanced explanations of resource conflicts by incorporating three disparate but related threads of literature. Using literatures on the commodification of nature, multi-stranded notions of identity and geographical conceptualizations of ‘place’, I demonstrate how three transformational moments structure and propagate conflicts between herders and protected area managers around a national park in Kenya. I argue that the rise of a commoditized form of nature tourism coupled with idealized notions of ‘nature’ and ‘wilderness’ have altered the micro-geography of interaction between herders and protected area managers. These altered geographies of interaction have diluted the shared history and traditional relations of reciprocity, created new social milieux, and lead to the creation of binary identities among herders and protected area managers. The enforcement of these binary identities culminates in conflict.  相似文献

Front and back cover caption, volume 39 issue 1 MUTUALISM IN MONGOLIA The front cover of this special issue on mutualism depicts Amarjargal, a young herding woman in Mongolia, holding a newborn kid who is having trouble finding its mother within the herd. Spring in Mongolia is a busy time for herding families, as they assist with the birth and nursing of newborn herd animals under rapid fluctuations in temperature of + or − 20°C within a single day. Before the sheep and goat herd head out to graze on pasture, Amarjargal, who knows each animal individually, searches for the distinct characteristics of the missing nanny goat to match the mother with her young. Before the herd is moved out to nearby pastures, the lambs and kids feed from their mothers. This activity enables the herders to scan the herd to assess whether adults or young are showing any signs of illness. Those struggling and unable to keep up with the moving herd remain behind in the encampment. Weak adults are given extra nutritional feed, while weak newborns are taken inside the circular yurt (ger) to huddle together near the warmth of the central fire. If any have diarrhoea or intestinal worms, they are treated with medicinal plants from the surrounding mountainsides or with biomedicine purchased from the local veterinary clinic. This photograph captures the mutualistic relationship between herding families and their animals in Mongolia. Herding families put a lot of time and energy into nurturing their animals, especially during spring, which is then reciprocated by the nurturing of the family through dairy products and in the form of meat, allowing for the survival of both. The accompanying article highlights how human-animal mutualism also involves interconnections with a diversity of plants such as the pasque flower (yargui) in the surrounding ecology. DOG MUTUALISM In this photograph, we see a Bankhar puppy – a breed of dog unique to southern Siberia and Mongolia known for its thick, shaggy, dark coat and distinctive yellow eye patches – cautiously approaching Natasha Fijn, who has brought unfamiliar smells and objects to the herding encampment. Although Bankhar dogs are not typically used for herding, they are vital to mobile herding encampments. They are respected for their role in guarding against unwanted visitors, rustlers and predators and for their loyalty and dedication to protecting the herd and ensuring the safety of the human herders. Their eye patches are thought to serve as a deterrent to ward off predators like wolves and evil spirits. This moment illustrates the intimate and reciprocal nature of multispecies relations within the domestic sphere or domus. Adult herders do not treat their animals as coddled pets, but the close contact between them within the encampment is evident, whether it be while riding a horse, hand-milking a cow or coaxing a newborn lamb to feed from its mother. Animals like this Bankhar puppy serve as prime examples of social forms of mutualism. This reciprocal relationship, as seen in Mongolia, has existed for thousands of years, with humans providing daily food scraps and care, and dogs providing protection and loyalty in return. This photograph, therefore, captures a glimpse of the theme of this special issue: the enduring bond between humans and animals. It highlights how mutualism can involve the animal existing as a valuable member of the community rather than as a dominated and contained object.  相似文献

Existing research of the reindeer‐herding community and its economy in the Kola Peninsula tends to be centred on ethnopolitical representation in the regional centres of Lovozero and Murmansk. As a result a restricted and somewhat black‐and‐white picture has emerged in the existing literature of the problems the reindeer‐herders are facing and the strategies by which they are seeking to solve them.

There is therefore a challenge for arriving at a more adequate understanding of currently evolving orientations and strategies related to the reindeer‐herding community. More specifically, attention seems to be invited to current brigade management and evolving orientations to future forms of husbandry. The latter could be considered as contingent upon attaining a more autonomous economic status for the brigades and a concurrent shortening of the distance between herders and herd. A more flexible and balanced view is seen to be necessary in respect of the military and poaching problem. Possible reaction to future non‐renewable resource exploitation in the area needs to be drawn attention to.  相似文献

This study represents an isotopic survey of modern plants developed to establish baseline isotopic values in order to explore prehistoric herd management strategies employed by the South American camelid herders that occupied the southern Andean highlands during the past 3000 years. We present carbon (δ13C) and nitrogen (δ15N) isotopic compositions of natural pastures collected from different plant communities along an altitudinal gradient in the dry Puna of Argentina. Our results show that C3 plants are the most abundant along the whole altitudinal gradient and that C3 and C4 plants exhibit a differential distribution, the latter being less abundant in those sites located above 3900?meters above sea level (masl). At the same time, plants growing at low-altitude sites with low water availability exhibit higher δ15N values than plants growing at high-altitude sites with higher water availability. These results explain the negative correlation found between altitude and South American camelid bone collagen δ13C and δ15N values published in previous studies. This work represents a fundamental step towards the building of an isotopic ecology for the dry Puna area with the ultimate goal to explore herd management strategies employed by human groups in the past. In this sense, modern plant and South American camelid tissue isotopic compositions would provide a frame of reference to interpret isotopic compositions measured on archaeofaunal remains recovered at pastoral sites, with the aim to explore mobility and pastureland use by prehistoric herders.  相似文献

An American specialist on Russia's agricultural sector examines the progression and impact of that country's 2010 drought (the worst in a half-century), leading to a grain harvest one-third smaller than originally forecast. A particular focus is on the country's grain reserves and the government's response to drought in such areas as grain export policy and maintaining the size of the domestic livestock herd, responses which the author argues are conditioned by the drive for food security, a concept that has dominated the political discourse in tandem with resurgent economic nationalism during the post-Soviet period.  相似文献

This article examines how customary tenure provides a basis for reciprocal access arrangements and facilitates access to grazing resources in order to adapt to changing conditions. A critical review of the literature on the range ecology and institutions of resource governance guides the overall analysis, while empirical results from three case studies show that internal social relationships and kinship structures still remain important determining factors in facilitating access to the grazing commons. Many forms of institutional arrangements exist, providing different kinds of incentives. For instance, trading of grazing rights at household level provides an important safety‐net for poor pastoral and agropastoral herders, in spite of fears regarding negative externalities for de facto co‐owners of the commons. Evidence from the three studied districts reveals that the influence of resource attributes on institutional choice favours flexibility rather than supporting the axiom of the conventional property rights theory, which considers greater exclusivity to be a natural response to scarcity. Institutions supporting reciprocal grazing relations are characterized by negotiability and by an ambiguity of rights: clan rules facilitating reciprocal grazing are not based on maximization of benefits from own grazing commons, but rather on maximization of security of use rights through investing in relations with others.  相似文献

In this article, I use absence as a lens to explore social change and masculinity in rural Mongolia, with a focus on household splitting during winter months. Since the breakdown in state-sponsored dormitory systems, many mobile pastoralists split their households to accommodate children during the school year. This results in women moving to settled centres while men remain in pastures to care for livestock. In critical reflections on rural work, both male and female herders have underscored concerns around the absence of women in rural homes. In Mongolia, absence has different implications for men and women, gendered division of labour and social roles, which are tied to household economies and pastoralist work practices. Drawing from ethnographic field research, the cases contribute to understandings of the co-constitutive nature of space and society, and attempts to dislodge ideas about the fixed nature of households in rural Mongolia.  相似文献

Several researchers have suggested that Early Iron Age (i.e., first millennium ad) farmers in the mountainous valleys along the southeastern seaboard of southern Africa moved their livestock in a transhumant or seasonal fashion between grazing areas in order to take advantage of differentiation in availability of pasture. Until now, there have been no data to systematically test this hypothesis. This study presents new zooarchaeological and preliminary strontium isotope data from the Early Iron Age sites of Ndondondwane, Mamba I and Wosi in the lower Thukela River Valley of South Africa. Harvest profiles of domestic stock suggest that herds were present year-round in the valley bottom, despite the advantages of a transhumant pastoral system. In order to resolve the discrepancy between the harvest profiles and the expected mobility patterns, a pilot isotopic study collected modern baseline strontium data in an effort to establish the local valley signature. The isotopic signatures from the zooarchaeological cattle specimens from the three sites show variation between sites, which is indicative of both limited and variable patterns of mobility throughout the valley. In addition, the strontium data suggest that some cattle may have been moved through social and/or economic exchanges from outside the valley.  相似文献

High mobility among Scythian populations is often cited as the driving force behind pan‐regional interactions and the spread of new material culture c.700–200 bce , when burgeoning socioeconomic interactions between the Greeks, Scythian steppe pastoralists and the agro‐pastoral tribes of the forest‐steppe played out across the region. While interregional mobility central to warrior lifestyles is assumed to have been a defining feature of Scythian populations, strikingly few studies have investigated human mobility among communities located along the steppe and forest‐steppe boundary zone. Here, we document movement and dietary intake of individuals interred at Bel'sk, a large urban settlement in Ukraine, through strontium, oxygen and carbon isotope analyses of human tooth enamel. The results provide direct evidence for limited mobility among populations from Bel'sk, demonstrating the movement into, and out of, urban complexes. Strontium and oxygen isotope analyses reveal that groups at Bel'sk remained local to the urban complex. Dietary intake, reflected in carbon isotopes, was based on domesticated crops and livestock herding. The combination of low mobility alongside dietary evidence suggests local groups engaged in sedentary agro‐pastoral subsistence strategies that contrast sharply with the picture of highly mobile Scythian herders dependent on livestock portrayed in historical sources.  相似文献

Environmental justice is a key concept for understanding the contested relationship between pastoralism and conservation. Our study adopted a political approach to examine conservation, pastoralism, and justice in the context of the grazing ban policy in China. Employing a qualitative, in-depth case study, we investigated the local political actors and processes that lead to environmental (in)justice. The evidence shows how injustice is perpetuated by both centralized and decentralized political processes and how herders use their knowledge and strategies in resistance to the injustice. In addition, the study contributed to a pluralistic understanding of justice by examining the different notions of justice held by the herders. We found that herders perceive injustices through different lenses, namely economic, ecological, and cultural aspects. Further, the similarities and differences between Han and Mongolian herders are discussed in terms of their notions of environmental justice and counteractions.  相似文献

以整个欧亚草原为视角,对比资料相对丰富且具有代表性的内蒙古东南部、萨彦-阿尔泰地区和黑海北岸三个地区畜牧向游牧转变期的材料,对早期游牧起源问题提出自己的一些看法。研究表明,公元前8世纪以前这三个地区都存在自身特色明显、畜牧业发达的遗存,但其中只有萨彦-阿尔泰地区可能已经转变成游牧经济,而内蒙古东南部和黑海地区在同时期可能还没有进入真正的游牧社会。欧亚草原地区各地早期游牧的起源不是同步的,也不是一条直线发展的,最早的游牧很有可能出现在远离发达农业文明且畜牧业发达的草原地带,而与发达农业文明毗邻且与之关系密切的地区游牧则产生的晚一些。  相似文献

This paper presents the results of three seasons of investigations in the western part of Ja'alan in the southern al‐Sharqyiah Governorate in the Sultanate of Oman. The results highlight the importance of this part of Ja'alan during the Early Bronze Age (EBA), particularly the Hafit period and provide us with important information about the funerary archaeological landscape during this period. The results also reveal important aspects of landscape utilisation and occupation during this time and add to our knowledge of the cultural and economic facets of the earliest Bronze Age societies. The distribution of tombs in the landscape suggests that they were constructed by nomadic or semi‐nomadic pastoral groups that shifted from one location to another in search of grazing for their livestock. The availability and seasonality of natural resources such as water, pasture and game made it necessary for them to mark their tribal territory with their funerary structures.  相似文献

China’s economic reforms have exacerbated the problems of over‐grazing and desertification in the country’s pastoral areas. In order to deal with rangeland degradation, the Chinese government has resorted to nationalization, or semi‐privatization. Since the implementation of rangeland policy has proved very difficult, however, experiments with alternative rangeland tenure systems merit our attention. In Ningxia, in northwest China, local attempts have been undertaken to establish communal range management systems with the village as the basic unit of use and control. Some of these management regimes are under severe stress, due to large‐scale digging for medicinal herbs in the grasslands. This digging has resulted in serious conflicts between Han and Hui Muslim Chinese, during which several farmers have been killed. It is against this backdrop that this article explores the institutional dynamics of range management in two different villages.  相似文献

Abstract

This article applies the analytical concept of shadow field in relation to reindeer management, to explain why some herders and reindeer herding cooperatives do not adhere to government regulations on herd size. The underlying processes and structures related to reindeer numbers are exemplified through two case studies of two Finnish reindeer herding cooperatives, which for several years have exceeded the total allowable quota of reindeer. The case studies reveal a different reality of reindeer management, which functions according to a logic and agenda not always understood by the State authorities or incorporated into the management decisions. This reality is the outcome of anomalies in the official reindeer management system, including the system's disclosure of herders from the decision-making process, the system's provision of self-determination and self-monitoring regarding the organisation of reindeer herding to the cooperatives, the system's weak external control and a subsidy system which promotes reindeer ownership instead of production. Combined, these anomalies enable and encourage the formation of a shadow field of reindeer management. This paper uses as its theoretical framework Pierre Bourdieu's theory of practice, and focuses especially on the key notion of field and shadow field in addressing the Common Pool Resource discussion related to reindeer herding.  相似文献
