Redlining occurs where institutional mortgage lending is the norm and where lenders decline to loan in specific areas. The term originated during the 1930s in the United States, where it was promoted by federal agencies and acquired racial connotations. Recently, redlining has been uncommon in Canada, but contemporary reports, archival records and parliamentary debates show it was widespread from the 1930s to the 1950s. Contemporaries distinguished the 'black‐balling' of remote areas, where it was impossible to make loans, from the 'marking' of districts in urban areas where companies could lend but chose not to do so. Only the latter can be regarded as redlining. As defined by Canadian housing agencies, most 'marked' areas were in unregulated, owner‐built suburbs that lacked services. The suburban origin of redlining in Canada had little to do with the distribution of ethnic minorities. As long as it lasted, roughly until the late 1950s, it perpetuated social class diversity in Canadian suburbs.  相似文献

工业化和城市化之间的互动关系体现在都市区尺度上的工业区位上。本文在新经济地理学和城市地理学所揭示的产品差异化和城市集聚效应相互关系的基础上,通过区位熵分析、赫芬达尔-赫希曼指数,对美国工业区位与大都市区间的耦合关系进行实证研究。结果显示:集聚于大都市区核心区的往往是产品个性化和定制化程度较高的行业;位于大都市区外围区的大都是产品依赖于城市市场,但标准化程度较高的行业;传统制造业则往往位于非大都市区。多数都市工业的市场集中度较低,而大部分传统工业的市场集中度较高。这不仅印证了新经济地理学的理论推演和城市地理学的行业分析,而且对包括中国在内的转型国家城市及其产业发展具有重要的参考意义。  相似文献

Territorial inequalities have long been a subject of study and concern in Canada. In the face of large structural changes such as industrial shifts and the decarbonization of our economies, there is an urgency to understand such inequalities and design effective policy interventions for those places facing persistent economic decline. This paper shares a novel composite index that measures economic disparity across Canadian Census Subdivisions (CSDs) using Census data from 2001 through 2016 and the 2011 National Household Survey. Named the “Index of Economic Disparity,” it is comprised of an equally weighted average of four sub-indices that assign percentile rankings for all CSDs based on whether they experience persistent and substantial decline in key economic areas: population, labour force outcomes, working-age share of population, and industrial diversity. The variation of outcomes across geographies—urban and rural—highlights the importance of place-based policies.  相似文献

The article, written before the 1960 census, is based largely on the Statistical Abstract of the United States for 1959 and earlier years as well as Current Population Reports. Creativity is central in stimulating economic growth in cities, regions and advanced capitalist economies in general. There is, of course, no one-to-one relation of the number of firms in creative industries to economic growth. Innovation is a key mechanism explaining the relationship of creative industries with economic performance. Based on an empirical study in the Netherlands we explore the effect of creative industries on innovation, and ultimately on employment growth in cities. In the Netherlands the three specific domains of creative industries - arts, media and publishing, and creative business services - make up 9 per cent of the business population. Drawing on survey data we find that firms in creative industries are indeed relatively innovative. Yet substantial differences are found across the three domains: firms in the arts domain are clearly less innovative, most likely due to a different (less market-oriented) dominant ideology. In addition, firms in creative industries located in urban areas are more innovative than their rural counterparts. We go on to analyse how the concentration of creative industries across cities is connected with employment growth. With the exception of the metropolitan city of Amsterdam, we find no measurable spill-over effect from creative industries. The presence of the creative class (in all kinds of industries other than creative ones) appears to be a much stronger driver of employment growth than creative industries.  相似文献

Although the female labor force participation rate of women has been steadily rising in the United States, there is substantial variation across cities. Previous cross‐county studies find that gender inequality in employment reduces economic efficiency hindering growth. This result is examined in a regional context, across metropolitan areas in the United States. Throughout multiple model formulations including instrumental variables approaches, higher initial female labor force participation rates are positively related to subsequent wage growth in metropolitan areas between 1980 and 2010. Specifically, every 10 percent increase in female labor force participation rates is associated with an increase in real wages of nearly 5 percent.  相似文献

Location Determinants of New Foreign-Owned Manufacturing Plants   总被引:5,自引:0,他引:5  
In this paper we examine the county-level pattern of new foreign-owned manufacturing plants in the United States from 1989 through 1994. We construct a model to produce insights into the differences in the location of these plants among Bureau of Economic Analysis regions, as well as between rural and urban counties. Higher levels of economic size, educational attainment, the existing manufacturing base, and transportation infrastructure are found to be associated with larger numbers of new foreign-owned plants. Meanwhile, higher levels of taxes and labor-intensiveness are found to be associated with smaller numbers of new plants. Comparing regions, we find that the main advantages of the Southeast region stem from a relatively high manufacturing base and relatively low taxes. Comparing urban with rural counties, we find that urban counties possess more favorable average values for nearly all the explanatory variables.  相似文献

Abstract

This article aims at distinguishing recurrent population movements within the territory of the Russian Federation between urban localities of different sizes and rural areas in connection to the processes of urbanization, suburbanization, and de-urbanization. Incomplete urbanization and the strong polarization of socio-economic space in Russia have resulted in two powerful contradictory population flows: centrifugal seasonal sub- and de-urbanization and centripetal labor migration from rural and small towns to large urban centers. The article discusses three forms of recurrent population mobility in Russia: (1) daily commuting of urban and rural inhabitants within metropolitan areas; (2) commuting to large cities and their suburbs for long-term employment intervals (weekly, monthly, etc.), (3) second-home commuting to countryside dachas. Unfinished urbanization in Russia not only attracts rural and small towns’ population to major cities but also keeps it within the latter. It slows down the real de-urbanization and induces specific dachas (second-home) suburbanization/de-urbanization, with these processes being closely interrelated. An opportunity to earn money in cities together with the impossibility of moving to major centers due to expensive housing encourages households to remain in small towns and rural areas. Meanwhile, inhabited rural localities (even ones distant from cities) attract seasonal population (dachniks).  相似文献

ABSTRACT We use the National Establishment Time‐Series database to describe shifts in the geographic dispersion of employment and ownership of firms. Focusing on data on business establishments in California, and establishments anywhere in the United States that are owned by firms headquartered in California, we find shifts in the operations of businesses headquartered in California to other states. However, this shift has been offset by increased employment in the state by firms headquartered elsewhere, resulting in California's share of national employment holding quite constant. The evidence points to increasing geographic dispersion of firms' operations, especially in industries with lower communication costs.  相似文献

Abstract. This paper examines the initial location choice of legal employment‐based immigrants to the United States using Immigration and Naturalization Service data on individual immigrants, as well as economic, demographic, and social data to characterize the 298 metropolitan areas we define as the universal choice set. Focusing on interactions between place characteristics and immigrant characteristics, we provide multinomial logit model estimates for the location choices of about 38,000 employment‐based immigrants to the United States in 1995, focusing on the top 10 source countries. We find that, as groups, immigrants from nearly all countries are attracted to large cities with superior climates, and to cities with relatively well‐educated adults and high wages. We also find evidence that employment‐based immigrants tend to choose cities where there are relatively few immigrants of nationalities other than their own. However, when we introduce interaction terms to account for the sociodemographic characteristics of the individual immigrants, we find that the estimated effects of location destination factors can reverse as one takes account of the age, gender, marital status, and previous occupation of the immigrants.  相似文献

The conventional story of suburbanization in Canada and the United States portrays an outward movement of residences from the cities that only since World War II has been fuelled by the dispersal of employment to the urban fringe. This prevailing wisdom needs considerable revision. In this essay we present a theoretical interpretation of industrial suburbanization. We argue that the outward spread of factories and manuÍfacturing districts has been a distinctive and important feature of North American urbanization since the middle of the nineteenth century. The paper begins with a discussion of how industrial decentralization has been repeatedly misinterpreted as new and unprecedented, rather than an extension of past trends. In contrast to the prevailing interpretation, we claim that industrial suburbanization is the product of a combination of the economic logic of geographical industrialization, investment in real estate, and political guidance by business and government leaders. The result has been extensive, multinodal metropolitan regions.  相似文献

ABSTRACT Theoretical models of urban development come to contradictory conclusions regarding the nature of central city–suburb interdependence. Unfortunately, empirical research into this relationship has been hampered by the lack of identifying information due to the endogeneity of factors affecting both central city and suburban growth. This paper resolves the identification problem by constructing an index that measures price shocks to export industries located in either center cities or their suburbs. The results indicate that positive export industry price shocks to one area have a positive spillover effect on the other. Interestingly, the cross‐elasticity of suburban employment with respect to center city employment (1.18) significantly exceeds the cross‐elasticity of central city employment with respect to suburban employment (0.24).  相似文献

ABSTRACT

In this paper we examine the geographic patterns of employment growth and employment polarization in small and medium-sized cities (SMCs) in Denmark during the rise of the new economy. The geography of employment polarization in Danish cities is examined using register-based employment data on occupations and wages divided into the public and private sectors in the period 1993–2006; it therefore covers a long period of transformation and growth in the Danish economy. We conclude that employment growth is characterized by employment polarization combined with growth in low- and high-wage employment and a decline in medium-wage employment. However, these patterns of polarization differ across the public and private sectors, as well as by geography. While local labour market (LLM) size, city position and city specialization influence the geography of private-sector employment growth and polarization, municipal population and composition influence the geography of public-sector growth patterns across wage levels. Finally, public and private employment are positively associated within SMCs, predominantly driven by the positive association between public employment and private-sector low-wage employment. However, public employment is not associated with an increase in private low-wage employment in more remote areas.  相似文献

Abstract.  Population and employment in the 50 United States are found to be non‐stationary and cointegrated. Vector error correction (VEC) models exhibit dynamics with adjustment to shocks essentially completed in 30–35 years . This contrasts with adjustment periods between one and two centuries for non‐stationary models specified in levels. These dynamic adjustment patterns support the hypothesis that relatively long adjustment periods and slow dynamics are probably the spurious results of using non‐stationary levels of population and employment outside of a VEC model framework. Recommendations for modeling the population–employment relationship are offered based on the findings reported.  相似文献

The research undertaken investigates the applicability of Allen and Sanglier's dynamic model of urban system evolution to the process of suburbanization occurring in the post-World War II United States. The model, derived from principles of the theory of dissipative structures formulated by Ilya Prigogine, considers the urban system as open and far from equilibrium, thereby allowing a dynamic evolution which has the following properties. The structure of a system at any point in its development is historically contingent upon the sequence of structures it has exhibited in its past, and on the precise nature of random fluctuations which have acted to induce structural change. The joint action of chance and determinism influence a system's evolution through the complex interactions and feedback mechanisms embedded in its structure. The critical point at which these forces cause the system to undergo a structural change is called a bifurcation point. The model allows that the microdynamics of the system underlie its macrostate. This implies, therefore, the opportunity for individuals to influence the system's structure and for the possibility for creative system evolution to occur. The central question of the research was whether the processes of deconcentration of population and dispersal of employment from the central cities to the suburbs of large U.S. metropolises, with the resulting morphological shifts from mono- to polycentric urban forms, represent structural changes of the sort defined and modeled by Allen and Sanglier's adaptation of Prigogine's theory. The introduction of a calibration procedure, unspecified in previous applications of the model, provides a means whereby the calibration of the many system parameters can proceed in a systematic fashion, offering insight into the function of these parameters in the overall dynamic and their interactions with one another. Research results highlight the benefits of Allen and Sanglier's approach and areas inviting further investigation.  相似文献

ABSTRACT We develop a regional model where, in the city, unemployment prevails because of too high (efficiency) wages, while, in the rural area, workers are paid at their marginal productivity. We characterize the steady‐state equilibrium and show that it is unique. We then consider two policies: decreasing urban unemployment benefits and subsidizing urban employment. We find that decreasing the unemployment benefit in the city creates urban jobs and reduces rural–urban migration since new migrants have to spend some time unemployed before they can find a job in the city. On the other hand, raising employment subsidies increases urban employment but may also increase urban unemployment because it triggers more rural–urban migration. In this respect, the employment subsidy policy can backfire by raising rather than reducing urban unemployment.  相似文献

ABSTRACT. We model an economy of a developing country that produces an exportable manufactured good in an urban sector and a nontradable rural good. Manufacturing faces a fixed wage, which encourages urban unemployment. Changes in cultivated area in the rural sector involve deforestation or reforestation at frontiers. Government taxes to pay for urban infrastructure that assists the manufacturing sector. Increases in urban infrastructure may relieve or exacerbate frontier deforestation but expands manufacturing employment and reduces urban unemployment. Rural transportation improvements exacerbate frontier deforestation but expand employment in the urban manufacturing sector. A larger population, ceteris paribus, widens the rural-urban wage gap and exacerbates deforestation, but may cause manufacturing employment to expand or contract.  相似文献

This study provides the first empirical assessment of the impact airline delays have on urban employment. While previous works have suggested that road congestion can slow down regional development, the influence of air traffic delays on metro‐level jobs has not been examined comprehensively. The present study uses a nine‐year panel of quarterly data, which covers passenger airline traffic and delays at airports across urban areas in the United States. The panel also includes data on total and industry‐specific employment at the metropolitan‐area level. Our empirical estimates of the impact of air traffic on total employment are comparable to previously reported measures in the literature. However, we find that service‐sector employment is less sensitive to air traffic than other studies suggested. We provide new evidence confirming that delays have a negative effect on employment, a finding that is robust to various specifications of our empirical model. Our results indicate that a 10 percent increase in the number of delayed flights leads to up to a 0.15 percent decrease in total and service‐sector employment, a 0.47 percent decline in leisure and hospitality employment, and a 0.7 percent reduction in the employment level of goods‐producing jobs.  相似文献

依据沈阳市1990年第四次和2000年第五次人口普查数据,从中心城区、近郊区、远郊区和市辖县(市)等尺度分析其劳动力结构和行业结构的空间差异,研究发现沈阳市劳动力从原有的就业空间向新就业空间转移,郊区化现象明显,特别是第二、第三产业的从业人员明显出现郊区化现象,转移的主要地区为城市近郊区;而人口和工业的郊迁是引起这种现象的主要原因。人口、工业以及就业郊迁对沈阳城市空间结构产生作用,导致城市物质空间和社会空间发生重构。  相似文献
