This article offers a new interpretation of H.G. Wells's politicalthought in the Edwardian period and beyond. Scholars have emphasisedhis socialism at the expense of his commitment to liberalism,and have misread his novel The New Machiavelli as an anti-Liberaltract. Wells spent much effort in the pre-1914 period in thequest for a ‘new Liberalism’, and did not believethat socialists should compete directly with the Liberal Partyfor votes. It was this latter conviction that lay behind hismuch misunderstood dispute with the Fabian Society. His politicalsupport for Churchill was one sign of his belief in the compatibilityof liberalism and socialism, in which he was far from uniqueat the time. He also engaged, somewhat idiosyncratically, withthe ‘servile state’ concept of Hilaire Belloc. Althoughhe did not articulate his Liberal identity with complete consistency,he did so with increasing intensity as the First World War approached.This helps explain why key New Liberal politicians includingChurchill, Lloyd George and Masterman responded to his ideassympathetically. The extent of engagement between Wells andthe ‘New Liberalism’ was such that he deserves tobe considered alongside Green, Ritchie, Hobson and Hobhouseas one of its prophets.  相似文献

UK commercial radio was formally launched in October 1973 whenLBC went on air. Its sister station, IRN, began providing anews service at the same time for the growing number of ‘IndependentLocal Radio’ stations. During the period 1973–1996these two organisations assembled an archive of over 7,000 reel-to-reeltapes which now represent the largest commercial radio archivein Britain. For historians of the media, and of the twentiethcentury more generally, the collection is a rich and variedsource of social, cultural and political evidence. Media historians,including historians of journalism, can hear examples of a morepopulist and innovative style of reporting (or ‘reportage’)than was to be heard on the BBC. For the first time the phone-inwas an integral part of the schedule and a more opinionatedstyle of presentation was pioneered by Brian Hayes and others.The archive, soon to be digitised and made available online,contains a radio history of the period which started slightlybefore Margaret Thatcher's election as Leader of the ConservativeParty and finished a few years after the end of premiership.New clips, current affairs series like Decision Makers, parliamentarydebates (made by the LBC parliamentary unit) and phone-ins allcovered the major news stories of the time. There are, to takea notable example, 62 tapes on the Falklands War including 778individual news items. The archive is an important and hithertolargely neglected source for future historians of the period.  相似文献

The Paris riots of the six février 1934 are rememberedchiefly as the event that provided the initial spark and theeventual rationale for the anti-fascist Popular Front. However,most French historians have tended to downplay the importanceof the riots themselves, arguing that the Republic was not underserious threat, and that the Left at the time greatly exaggeratedthe danger. Indeed, the fact that the regime ‘survived’these events has often been cited as proof of its resilience,of France’s deep-rooted ‘democratic political culture’,and its inbuilt ‘immunity’ to fascism. This historiographicalreview argues that the standard interpretation of the six févrieris deeply flawed, especially in its tendency to deduce the intentionsof the actors from the outcome of the events. The six févrierconstituted a serious challenge to the regime, and created adangerously fluid situation in which a variety of ‘outcomes’became possible. It should be analysed not as a discrete andtemporally circumscribed event but as a key moment in an ongoingprocess of political radicalization on the French Right.  相似文献

There is an historical consensus that the decline of the BritishLiberal Party, whenever it began, was essentially complete by1929 or 1931 at the latest. This article suggests that the possibilityof a Liberal revival still existed in the early 1930s, but thatit was thwarted by the formalization of divisions between Liberalsand Liberal Nationals which took place in 1932. These divisionswere not accidental, but the result of clear calculations onthe part of the Liberal National leadership. It is further arguedthat the events of this year were important in determining theelectoral politics of the following three decades—dominationby a Conservative party which set out to stress its ‘liberal’credentials and to persuade the electorate that it was the logicalrepository for the country's still significant ‘Liberalvote’. Meanwhile, an independent Liberal Party survived,but one which was far smaller and less electorally powerfulthan might have been the case if the party had remained united.  相似文献

Many historians have highlighted the role played by ‘languagesof patriotism’ in the political appeal of the BritishConservative Party in the late nineteenth and twentieth centuries.The present article engages with this debate by pointing tothe fact that the Liberals, in the Edwardian period at least,could also articulate patriotic languages That this was thecase is demonstrated by an examination of Liberal attitudesto the Education Act of 1902, the tariff reform controversy,and the issue of the ‘land question’. The widelyheld view that the Conservatives enjoyed a complete monopolyon patriotism is called into doubt. Furthermore, this articlecontends that the Liberal Party's use of patriotic rhetoricprovides a new means of making sense of their policies in thisperiod. These policies, it is suggested, cannot simply be understoodas expressive of a ‘new Liberal’ system of thoughtincreasingly influenced by collectivist ideas *I would like to thank Jon Parry for his very many helpful commentsand suggestions on earlier drafts of this article. This essay re-examines the Daily Mail's campaign in 1927–8against the Baldwin government's decision to equalize the franchiseby lowering the female voting age to 21. It argues that theMail's hostility to the ‘flapper vote’ was largelya product of the passionate anti-socialism of its proprietor,Lord Rothermere, and not, as has been suggested, the culminationof a decade of anti-feminism. Rothermere was convinced thatyoung women would vote overwhelmingly for the Labour Party andentrench it in government for a generation. But attacks on the‘flapper’ in 1927–8 were generally confinedto the paper's editorial and political columns, and contrastedwith the much more positive portrayal of young women that hadbeen typical of the Mail's output since 1918. The example ofthe Daily Express, which supported franchise equalization, isused to demonstrate that it was Rothermere's idiosyncratic politicalpinions, rather than the ‘typical’ anti-feminismof the Conservative press, that explained the Mail's stance.The article concludes that the gender discourse of interwarnewspapers has been unfairly stereotyped by historians, andthat media hostility to young, unmarried women in these yearshas been exaggerated.  相似文献

The article tests the claim that certain Labour MPs and ministersin the 1920s succumbed to an ‘aristocratic embrace’.It begins with a short account of debates in the early LabourParty over social mixing, which culminated in the 1924 disputeover the wearing of Court Dress by some Labour ministers. Theextent of ‘embrace’ is assessed through the examinationof who wore Court Dress (and why), who was offered and acceptedhonours, and of patterns of residence, income and wealth, andparticipation in London Society, measured by club membershipsand appearances in the Court & Social columns of The Times.The article concludes by examining the usefulness of the ideaof ‘aristocratic embrace’ in explaining the defectionof J.R. This essay, based on primary sources from the privately-runInternationale FKK-Bibliothek and a growing body of secondaryliterature, examines some of the myths and misconceptions regardingthe fate of naturism in the Third Reich. It shows that despiteGoering's decree of 3 March 1933, which described the ‘nakedculture movement’ as ‘one of the greatest dangersfor German culture and morality’, naturism did not cometo an abrupt halt after the Machtergreifung. While officialhistories of German naturism talk proudly of the movement's‘persecution’ and ‘non-violent resistance’,there was little concerted effort to close down naturist associationsor to arrest individual activists. In fact, without a definitiveorder from the Führer, Germany's naturists existed in asemi-legal limbo for much of the 1930s. Many National Socialistsregarded the clothes-free lifestyle with contempt, but therewere elements within the Nazi state—and particularly theSS—which could see significant benefits from celebrating‘the instinct for bodily nobility and its beauty in ourVolk’. A mutual desire to de-eroticize nudity helped cementthe bond between Heydrich, Himmler and naturist leaders. Asa result, German Freikörperkultur passed some of its mostimportant landmarks in the years of Nazi rule, including itsvery first book with photographs in full colour, a full-lengthfeature film, and a new, more permissive Bathing Law. Thus whileGeorge Mosse's Nationalism and Sexuality claims the Nazis ‘forbadenudism after their accession to power’, a closer examinationof the fate of naturism after 1933 reveals a more complex picture,which serves to highlight not only the limits of the régime'stotalitarian aspirations, but also the naturist movement's owndisparate and problematic heritage.  相似文献

The attitudes of Polish historical scholarship towards the historyof early modern Prussia has been deeply marked by the partitionsof Poland and the anti-Polish coalition between Prussia, Russiaand Austria, which denied Poland its own statehood for wellover a century. In contrast to nineteenth-century German ‘Landesgeschichte’,which focused on local research and archival resources, historiansfrom Poland have usually opted to stay more within patternsof national history-writing. When the Polish state was reconstitutedafter the First World War, hostilities built up between Germanand Polish historical schools on Prussia, expressed in the NationalDemocratic-influenced myl zachodnia (Western thought) on thePolish side, and a not less expansionist Ostforschung on theother side of the border. It was only after the catastropheof the Second World War, the redrawing of national borders ineast central Europe, and under the influence of Marxist historicalconcepts in the People's Republic of Poland that nationalistapproaches as well as the ‘black legend’ of thePrussia's past were temporarily suppressed and finally replacedby a more research-led scholarship. During the second half ofthe twentieth century, Polish historiography was in fact muchquicker and more thorough than its German counterpart to forgethe history of Prussia into a major academic subject. Sincethe 1980s, if not earlier, an extremely fruitful dialogue hasdeveloped between scholars—a dialogue which does not alwayspenetrate journalistic and public awareness, as recent polemicssurrounding the controversially planned ‘Centre for Expulsions’in Berlin have shown.  相似文献

As our two founding editors write in this issue, at its inception,German History fulfilled a dual purpose. First, it arose fromthe need to find a ‘home’ for a growing body ofscholarship on German history produced and debated in the UnitedKingdom, not least under the aegis of the German History Society.Second, the journal was set up with a certain sense of mission,designed to showcase an innovative brand of German history writing,which was at variance, to some extent at least, with that predominantlypublished in the American-based Central European History. The subject of this essay is the historical vision of the GermanCatholic Enlightenment as seen in the work of Michael IgnazSchmidt, a Catholic priest and author of the eleven-volume Historyof the Germans (1778–1793). A proper acknowledgement ofSchmidt's career helps us revise the standard account of Germanhistoricism and historical practice in the eighteenth century,and also sheds light on the place of religion in the GermanEnlightenment. Schmidt wrote a thoroughly modern ‘historyof manners’ that was indebted both to Voltaire and toRobertson. Yet his work passed into obscurity largely becausehe focused on the Holy Roman Empire and the Imperial Church—thetwo great casualties of the Napoleonic passage. Schmidt's viewof the Reformation, and, more importantly, of the history ofthe pre-Reformation German national Church, stands out in theprominence it assigns the Church as part of the history of thedevelopment of German manners. Schmidt's account throws intoquestion the common view in the history of the German ‘nation’that Germany could not be accorded the normal attributes ofa state and existed only as a ‘cultural nation’.The essay addresses the German problem of bi-confessionalism,and Schmidt's awareness of developments in Protestant theologyin the eighteenth century. While this paper does not try todeal comprehensively with all these issues, the essay showshow the agenda of reformist religion, national history, andthe Enlightened vision of Europe's Christian past coalescedin this unjustly forgotten work.  相似文献

The Joint Polish–German Commission for the Revision ofSchool Textbooks was set up in 1972, bringing together historiansfrom Poland and the Federal Republic of Germany in view of reopeninga scholarly dialogue after decades of almost complete noncommunication.Until the late 1980s, the commission played a prominent roleas a forum for cross-national discussions on Polish-German Beziehungsgeschichte,and most of the leading Polish experts in German history participatedin its proceedings. For the development of Polish historiographyon Germany the work of the commission seems to have been relevantin at least two respects. The commission's regular conferenceson controversial or methodologically complex issues of Polish-GermanBeziehungsgeschichte contributed, on the one hand, to defininga new agenda for Polish historiography on Germany. The interestin explicitly comparative approaches to German and Polish historyincreased, and the focus shifted from specifically ‘Polishinterests’ in German history to more general issues. Onthe other hand, these conferences provided Polish historianswith the opportunity to make their research more visible toGerman historians (even outside the field of specialised EastEuropeanists)—a fact that encouraged Polish historiographyon Germany to pursue more ambitious tasks.  相似文献

With the seventy-fifth anniversary of the New Deal in 2008,Portrait of America: A Cultural History of the Federal Writers’Project takes on a meaningful and significant role in the recoveryand interpretation of the Federal Writers’ Project. The text is less a review of the new literature than a reflectionon significant and innovative current trends in the historiographyon women and gender in the National Socialist era. The firstpart deals with various women's activities within milieus andprofessions, including their room for manoeuvre: midwives, socialworkers, female Nazi functionaries, and female auxiliary workersof the Nazi Wehrmacht. The second part of the article addressesspecific features of biopolitics, targeted not only againstJews but also against asocial women, homosexuals and prostitutes.It also looks at visual images of bodies. Although the Nazistried to create strongly determined binaries to categorize ‘we’and ‘the others’ in the arts and other propagandamaterial, there existed, in fact, a broad spectrum of body images,especially among media stars. A third trend in the history ofthe Third Reich deals not only with the politics of exclusionbut also of inclusion, as found in the concept of Volksgemeinschaft(national community), a concept that had many facets, such asthe Volksfamilie, comradeship and home front. And it was themedia that had the task of ‘translating’ this conceptto the people in many appealing ways. The fourth part considersthe gendering of memories after 1945 and the dominance of malenarratives and points of view. This article examines the response of Scottish Presbyterianreformers to the socioeconomic and political dimensions of the‘Edwardian Crisis’. For such individuals the circumstancesof the early twentieth century, despite the undoubted difficultiesthey posed, offered the opportunity to bring about a modernversion of the ‘godly commonwealth’, with the principalmeans of realizing this being Christianized social reform. This article discusses Der gelbe Stern by Gerhard Schoenberner,a book of Holocaust photodocumentation appearing in West Germanyin 1960, and analyses its reception in the contemporary WestGerman press. Both the work and its public discussion are placedin context of Aufarbeitung der Vergangenheit (‘comingto terms with the past’) and of what historian Habbo Knochhas termed ‘the return of the pictures’, in otherwords, atrocity pictures of the kind that the Allies forcedGermans to see right after the war, that Germans tended to shunthereafter, but that came back into public view in the late1950s. The reception of Schoenberner's book included reviewsfrom a wide range of West German newspapers and magazines. Thesereviews were overwhelmingly favourable and in considerable agreementon the book's importance. There was consensus that its pictureswould stir viewers emotionally and lead them to ‘the truth’about the Third Reich and its crime against the Jews. In addition,there were moral, historical and political reflections, includinga discussion of German ‘guilt’ concerned not onlywith specific crimes but with the general acquiescence of Germansociety in persecution of Jews in the 1930s. There was alsoappreciation of the role of pictures in conveying historicalunderstanding and, it was hoped, in educating West German youth.In addition, some reviewers considered Der gelbe Stern to bea prod to greater public discussion and thus to an enlargementof democratic culture. There was a marked reticence in the reviewsto indicate that awareness generated by this book would contributeto public outcry against the employment of men with a Nazi pastas high officials of the Federal Republic, or to defend Schoenberneragainst the charge that was sure to come from the Right: sincesome of his photos were from Communist Eastern Europe they wereof dubious origin and no doubt part of a plot to distract theWest from the fight against Communism. It is suggested thatsilence on either issue would have had the effect of keepingreaders focused on the pictures and their moral, historicaland democratic implications.  相似文献

This article deals with the history of the Nazi Party's officeof the Deputy Führer, Rudolf Heß, which after Heß'sflight on 10 May 1941 was renamed the Party Chancellery andled by Martin Bormann. It evaluates the structures and functionsof this important party office which had the exclusive rightto control government legislation. The Deputy Führer'sstaff was established before 1935/36. It consisted of severaloffices which influenced nearly all processes of legislationand tried to introduce Nazi ideology into all sectors of Germansociety. This was done by corresponding intensively with ministerialbureaucracy. Although the staff of the Deputy Führer andof the Party Chancellery acted in a very bureaucratic manner,the article argues that Max Weber's concept of ‘bureaucraticrule’ is not appropriate for analysing the radicalizationof the Nazi régime throughout the Second World War becausethis Weberian ideal type tends to neglect social practices.The same is true for Weber's concept of ‘charismatic rule’which only offers fruitful insights into the social relationsbetween Hitler and his followers.  相似文献

This article examines an unpublished play written by Aby Warburg(1866–1929), entitled Hamburg Conversations on Art: HamburgComedy, 1896. The play offers a glimpse into Warburg's viewson modern art and into his thinking on the various processesof modernization. It demonstrates how his enthusiasm for innovativeart forms emerged, in part, as an expression of his rebellionagainst the religious, social and professional conventions ofthe German–Jewish economic élite into which hewas born. As with many of his generation, Warburg claimed socialand cultural progress under the banner of artistic innovation.The play also provides a focus for a discussion of the waysin which Warburg's interest in modern art was closely alliedwith pioneering research into the role of symbolism and artin European history. To this end, the article explores Warburg'sconcern about the prospect of a culture in which symbolic andmythical thinking was replaced by a technology that destroyedhumanity's contemplative bond with the world. It also demonstratesthat Warburg's perspective on social and cultural modernizationcombined seemingly different attitudes: it blended the future-orientatedoptimism of an urban, liberal and cosmopolitan outlook withthe nostalgic pessimism of an ardent patriot whose life wasshaped by traditional values and who was uneasy about the increasinglyrationalized and materialistic society in which he lived. Inconclusion, the article suggests that this attitude was notuncommon among the Bürgertum and points to the difficultiesof conceiving of ‘tradition’ and ‘modernity’in Imperial Germany in terms of mutual exclusivity.  相似文献

This article traces a history of the queue in post-war Britain,both in relation to its changing social organization and itsshifting symbolism. In the immediate post-war period, with thecontinuation of rationing and shortages, the queue was exploitedfor its political capital by Conservative politicians like WinstonChurchill, who equated queuing with meddling socialism. As queuingceased to be an explicitly political issue in the 1950s and1960s, it began to be linked implicitly with the issue of national‘decline’, which dominated political discussionand social commentary from the late 1950s onwards. The queuesin banks and post offices, in particular, were seen as a symptomof the ‘British disease’ of badly trained, poorlymotivated employees and mediocre management. In the 1970s and1980s, the ‘dole queue’ also became part of a politicizedmythology of decline, although much of its imagery was borrowedfrom the 1930s. In the Thatcher era, queuing was increasinglytransformed by queue management theories and technologies. Beingprimarily market-led, this queuing revolution was an unevenphenomenon. In low-status public spaces, such as bus stops,people were still left to improvise their own queue discipline;and organizations like banks used queueless services to focuson valued clientele. In the 1950s and 1960s, decolonization coincided with the ‘goldenage’ of British capitalism, with record rises in popularliving standards. Economic historians have understandably usedthis coincidence to suggest that by this period the BritishEmpire was no longer offering substantial economic benefitsto the mass of the metropolitan population. Yet there were linksbetween economic performance and the decline of the Empire.First, despite the good performance, profoundly pessimistic‘declinist’ accounts of British society and theeconomy abounded in the early 1960s, and these had a major impacton policy formation. A key underpinning for such accounts wasthe ‘culture of decline’ intimately linked withthe loss of imperial status. Secondly, while it has become acommonplace of discussion of post-war Britain to assume thatreversing ‘decline’ and modernizing the economyrequired a re-orientation of policy away from the Empire andCommonwealth towards Europe, such a reorientation was not aconstant feature of modernization strategies. Indeed, a centralfeature of the initial period of Wilsonian ‘modernization’after 1964 was its attempt to use closer links with the Commonwealthto achieve this objective.  相似文献
