ABSTRACT

The Palestinian–Israeli Conflict is perceived by many – observers and parties to the conflict alike – as a struggle of two peoples over the same land. Yet, through this century-long conflict (and more so as Israel has expanded and deepened its occupation), what was once, perhaps, imagined as a single land has become an assortment of territories. These territories bear multiple names and different legal statuses, and their boundaries are often blurred. In light of the jumbled patchwork that Palestine–Israel has become, we examine the ways that the conflict’s territorial dimensions are imagined and represented. We study the mental maps of the region held by higher education students from Israel, both Jewish and Arab-Palestinian, as well as with university students from Montpellier, France. The representations indicate that while the French students were almost completely at a loss regarding the conflict’s spatial dimensions, the students from Israel were also confused, especially regarding the Occupied Palestinian Territories. We argue that these findings stem from a wider process of deterritorialization, linked to the conflicting relations between state and nation and intensified by a policy of chaotic spatial arrangements.  相似文献

ABSTRACT

This paper examines the potential for cultural policy to shape sustainable development in the context of expectations arising from research and policy work on development. We use, as the basis of a critique, the categorisation of the relationship between culture and sustainable development proposed by a major study funded by the European Union, being emblematical of how researchers and policymakers understand this relationship. The critique highlights a need for multiscalar social change, towards revaluing relations with the natural world, and reforming social relations between producers and consumers. This paper locates cultural policy as an arm of governance, with the capacity to lead social change across several interdependent pathways (revaluing technological change; fostering an aesthetic appreciation and environmental ethical consciousness; and pro-social behaviour) alongside the development of more sophisticated governance frameworks. The paper further proposes that through (re)education, cultural policy can and should play a more active role in shaping social change.  相似文献

This paper considers the argument that arts practitioners are rarely acknowledged by cultural policy researchers as being more than marginally involved in policy-making. Drawing on public policy analysis which pays attention to a breadth of policy actors, and on the concept of civil society, the paper examines whether these approaches can help to better investigate and understand the role of arts practitioners in the policy process. It discusses this subject in relation to cultural policy in general and in the specific arena of British arts policy, focusing on original case-study research of playwrights’ organisations and playwriting policy. The case-study evidence demonstrates that arts practitioners – through involvement in policy debate and implementation, and their own initiatives and activities – are frequently engaged in the policy process and thus more broadly in the democratic public domain. Understanding of cultural policy development is therefore considerably weakened if the role of practitioners is ignored.  相似文献

This paper draws on a larger research project that investigates the networks and institutions shaping cultural policy across national, international and supranational contexts. Taking Britain as its touchstone, it identifies and maps some of the operational relations between culture, governance and nation shaping the development and orientation of contemporary cultural policy. It thus highlights key formal and informal domestic relationships and contexts within which Britain's local, regional and national cultural policy initiatives are situated. The British context – in which England figures strongly for historical, political and demographic reasons, and so draws a corresponding resistance across other constituents of nation – is shown to be both internally differentiated along various lines, and also embedded in the larger sphere of the European Union that redraws the boundaries of cultural policy and governance. In tracing the contours and interrogating the constitutive elements of Britain's domains of cultural policy, we seek to provide a foundation for understanding the intersections and influences that exist between fields of cultural governance, and their interdependence and fluidity.  相似文献

ABSTRACT

In this paper, we argue that policy assumptions are shaped by mythical narratives carrying underlying beliefs and values. Drawing on narrative studies, organisational theory and Gramsci’s cultural hegemony theory, we examine how sense-making narratives create consensus, how they imply causation and individual agency, and finally how narratives fragment to reveal alternatives to hegemonic ‘common sense’ assumptions. Applying this framework to cultural policy we examine the place of mythic, sense-making narratives in the historical development of foundational national cultural policies in the UK and Mexico – respectively, narratives of ‘the civilising mission’ and ‘social transformation’. We then consider narrative emplotment and individualisation underpinning assumptions about individual creativity in the UK creative industries policy. Finally, we address the postmodern turn in narrative studies, showing how fragmented, polysemous narratives fracture cultural policy into ‘personalised truths’ and give voice to other, counter-hegemonic perspectives. We conclude by proposing an agenda for narrative research in cultural policy.  相似文献

This article aims to help researchers think about some big-picture challenges that occur in the early stages of fieldwork. In particular, we address the transition from a clear, concise research proposal to the often complicated, messy initiation of a project. Drawing on autobiographical accounts of our own PhD research projects, we focus on dilemmas that may arise for researchers guided by feminist epistemology and methodology. First, we discuss parameters regarding acceptable changes to original research plans and questions. Noting that the carefully planned proposal may dramatically change as fieldwork begins, we draw on feminist literatures to expand and concretize the notion of flexibility in the research process. Second, we puzzle out the relationship between theory, epistemology, and method as the researcher delves into her fieldwork. As logistical challenges may take priority, theoretical and epistemological concerns may temporarily wane. Third, we consider the many ways in which the researcher's personal and field life bleed into each other to shape the conduct of research. We emphasize the importance of considering – prior to research as well as during – what the concepts of reflexivity and embodiment mean in fieldwork, especially for the researcher in terms of personal needs and logistical realities. Finally, while we suggest that there are certain unique pressures that shape the early stages of the field research period for PhD students, we conclude the article by focusing on ways in which lessons learned during our own experiences might be broadly useful for any researchers in the beginning stages of fieldwork.  相似文献

ABSTRACT

Listed events are policies enacted by states to protect the free-to-air rights of specific television and radio broadcasts that are identified as being of particular national significance. Some states (including the UK, Belgium, and Argentina) have begun to adopt these listed events policies, typically regarding significant national sporting events. We re-conceptualize listed events as a practical means by which to protect the intangible cultural heritage of states – an issue addressed by international institutions such as ICOMOS and UNESCO. Furthermore, we engage in a critical analysis regarding both the merits and potential problems involved in the possibility of Canada adopting listed broadcasting events policies, specifically involving hockey broadcasts.  相似文献

Abstract

The contemporary international development agenda addresses several important gender issues, including the contribution of unpaid care work (UCW) to human well-being. The inclusion of UCW into the mainstream policy debate is undoubtedly a major milestone in the history of feminist scholarship and activism. However, we argue that the universalistic and capitalocentric assumptions laden in the dominant policy discourse belie the diversity of the lived experiences and subjective meanings of UCW often performed by women and girls in different cultural and geographical contexts, particularly in the predominantly agrarian global South. We draw on participatory and visual ethnographic fieldwork to show that rural women in Tanzania perceive UCW as an experience that entails not only physical toil and drudgery, but also positive emotions of joy, satisfaction, and fulfilment, which are integral to affirming their self-perceived identities and roles as farmers and mothers in their communities. These material, affective, and symbolic dimensions of UCW emerge from agrarian women’s situated knowledges and experiences of ensuring household social reproduction on and with the land, as well as the gender relations and seasonal dynamics that shape the organization of work tasks in agrarian landscapes. To achieve transnational gender justice, we suggest that a more fine-tuned and nuanced approach to understanding the variability and complexity of care work as practiced and perceived by heterogeneous groups of women (and men) in particular places and times is needed.  相似文献

Cultural policy research exists in many contexts, asks many different kinds of questions and adopts a wide repertoire of research methodologies from a raft of academic discourses. This article investigates the research questions and approaches being undertaken by those working in this field. In order to achieve this, the article draws upon readings of contemporary publications in the field and on the authors’ experiences of building a research capacity in the area of cultural policy in a British – and, more particularly, a post‐devolution Scottish – university. The article traces the emergence of an academic discipline in the field, and seeks to advance this by reviewing a tripartite research agenda investigating: the history and historiography of cultural policy; the principles and strategies of cultural policy; and, the relationships between cultural policy and cultural theory/cultural studies.  相似文献

Within the Western cultural imaginary, child–animal relations are characteristically invoked with fond nostalgia and sentimentality. They are often represented as natural and innocent relations, thick with infantilizing and anthropomorphizing ‘cute’ emotions. Our multispecies ethnographic research – which is conducted in the everyday, lived common worlds of Australian and Canadian children and animals – reveals a very different political and emotional landscape. We find these embodied child–animal relations to be non-innocently entangled, fraught, and messy. In this article, we focus on some awkward encounters of mixed affect when kids and raccoons co-inhabit an urban forest setting in Vancouver, and when kids and kangaroos bodily encounter each other in a bush setting in Canberra. We trace the imbroglio of child–animal curiosities, warinesses, risks, inconveniences, revulsions, attachments, and confrontations at these sites as generative of new ethical logics.  相似文献

ABSTRACT

Cultural policy archetypes have been fundamental to comparative cultural policy study and continue to be influential in both everyday and scholarly characterizations of national cultural policy systems. This paper explores the proposition that cultural policy archetypes reflect what people believe to be true about culture – their cultural ideologies. Cultural ideologies are integral to the formation of cultural policy and, thus, must be considered in any theory that hopes to measure the extent to which and explain why cultural policies differ. Cultural ideologies embody ideas about why culture is important and how it should be governed. Those ideologies spotlight certain administrative mechanisms, overemphasizing their role in systems that actually are deeply administratively hybrid. This makes archetypes poor tools for analyzing the mechanisms of cultural policy; however, because archetypes tell us about cultural ideologies in straightforward and powerful ways, it is essential that they continue to be a part of comparative cultural policy study.  相似文献

Abstract

If there were no borders, there would be no migrants – only mobility. The persistent reification of migrants and migration – even in critical migration studies –(re-)fetishizes and (re-)naturalizes the epistemological stability attributed to the (‘national’) state as a modular fixture of geopolitical space. In this regard, migration scholarship (however critical) is implicated in a continuous (re-)reification of ‘migrants’ as a distinct category of human mobility. Thus, the methodological nationalism that rationalizes the whole conjuncture of borders-making-migrants supplies a kind of defining horizon for migration studies as such. The dilemma of methodological nationalism has never been merely a problem of thought, however. It is indeed a manifestation of the veritable participation of researchers and scholars – whether consciously or unwittingly – in the very same sociopolitical processes and struggles through which the ‘national’ configuration of ‘society’ (or, the social field) is reified and actualized as the territorial expression of state power. Therefore, the questions of methodological nationalism and what might be called ‘militant research’ are deeply interconnected, indeed, mutually constitutive. As scholars of ‘migration’ – and above all, as practitioners of ‘militant research’ – we must attend to a self-reflexive critique of our own complicities with the ongoing nationalization of ‘society’. Hence, as researchers or scholars of migration, we are indeed ‘of the connections’ between migrants’ transnational mobilities and the political, legal, and border-policing regimes that seek to orchestrate, regiment, and manage their energies. We are ‘of’ these connections because there is no ‘outside’ or analytical position beyond them. The larger juridical regimes of citizenship, denizenship, and alienage configure us to be always-already located within the nexus of inequalities that are at stake in these conflicts.  相似文献

ABSTRACT

The article discusses whether we are approaching the end of public cultural policy in Western democracies, because contemporary cultural policy is not adapted to major transformation processes in contemporary societies. I discuss seven different challenges/scenarios that public cultural policy has to confront today: (1) It appears to be very difficult to democratise culture. (2) Public authorities consistently continue to support cultural institutions that may be obsolete. (3) Professional artists are still poor, despite public support schemes. (4) Public cultural policy is still predominantly national, despite the globalisation of cultural production and distribution. (5) Public authorities increasingly justify subsidies to culture with reference to the beneficial effects that art and culture could have outside the cultural field. Therefore, one might argue that other public bodies could take better care of cultural affairs. (6) A specific public cultural sector may appear to ‘imprison’ culture in a bureaucratic ‘iron cage’. (7) Finally, one might argue that a public cultural policy has no sense in a period of stagnating public finances. In addition, I discuss several counterarguments to these challenges, without coming to a definite conclusion. I have based the analysis on available comparative research about the public cultural policies of Western democracies, predominantly Norwegian cultural policy.  相似文献

ABSTRACT

In recent years, there has been sustained critique of the conceptual and normative foundations of UK cultural policy – the paternalism of ‘excellence and access’ and the neoliberal logic of ‘creative industries’. Whilst these critiques are well established, there is little work offering alternative foundations. This paper makes a contribution to this task. It does so in three ways. Firstly, by identifying ‘cultural democracy’ as a key discourse offering a counter-formulation of what the aims of cultural policy could and should be, and analysing uses of this term, it highlights the need to more effectively conceptualize cultural opportunity. Secondly, drawing on research with one UK-based initiative, Get Creative, the paper identifies a particularly consequential aspect of cultural opportunity: its ecological nature. Thirdly, it shows that the capabilities approach to human development provides ideas with the potential to help build new conceptual and normative foundations for cultural policy. Proposing a distinctive account of cultural democracy characterized by systemic support for cultural capabilities, the paper concludes by indicating the implications this may have for research, policy and practice.  相似文献

This paper considers recent changes in US and UK science policy designed to make academic research more publicly accountable and relevant. To this end, relations between public sector funding bodies academic researchers, andthe wider public are being reorganized in terms of customer-contractor relations, though cultural and institutional differences mean these broad trends have produced different outcomes in the US and UK to which geographers will have to adapt. New forms of market based, customer accountability are restructuring the context of scientific research and reorienting long standing academic norms and values. Though these changes are designed to make academic research more responsive to the demands of various paying customers, the paper suggests the importance of reflexivity about the interests and identity involved.  相似文献

This paper surveys the research literature on cultural and creative industries (CCI). Academic discussions on CCI have grown extensively after the Department of Culture, Media and Sport (DCMS) identified 13 sectors as constituting creative industries in the UK in 1998. The public has also become gradually convinced of the significance of CCI as being important for economic growth. We adopt a systematic and quantitative method to review the academic CCI literature. After collecting data, we first investigate the research fields under which the journals that publish CCI papers are categorized, finding that Business, Economics and Geography are the top three research fields. A second examination on the authors’ nationality indicates that their cultural background induces a different emphasis on their research field. We lastly apply the multiple main paths analysis to uncover the development trajectories of CCI research, with the result showing that the research agenda has changed along with a better understanding of the essential elements of CCI. Based on the literature on the main path, we observe the top five discussed themes: information technology, global cooperation, micro and fragmentary creative activities, remote places, and country/regional characteristics. Monitoring the discussions on these themes may help CCI researchers, creative workers, and policy makers to assess future directions for economic development.  相似文献

ABSTRACT

Building on the literature on global cities and on the worlding of cities, the articles in this special issue chart how cities outside Europe and North America try to reinvent and rescale themselves using culture. They suggest that the fabric of urban cultural policy is embedded in multi-scalar power dynamics. First, the contributions in this special issue reveal the importance of circulating standards across borders in structuring narratives about urban history, heritage and identity, in conjunction with local actors’ interests. Second, the diffusion of hegemonic cultural policy models such as the “creative city” leads to logics of exclusion, gentrification, and has been met with resistance, which suggest that these models can be to the detriment of local residents, despite the progressive values they are often claim to promote. Third, this special issue points to the need to rethink the politics of cultural policy mobility and offers conceptual tools such as vernacularization to make sense of the ways in which urban elites navigate, negotiate and take advantage of circulating cultural policy models.  相似文献

The articulation of ethical responsibility can be conceived as a condition of ethical practice that brings into being a human subject to whom we owe consideration, and the reverse must also hold: we are brought into being – subjectified – through these relational connections. But can these connections exist between human and non-human subjects? In this short paper, we analyse the representation of artificially intelligent machines in the popular television series Westworld and the movie Ex Machina and elaborate on the boundary between human and non-human as a complex and contested ethical space. We argue that taking popular cultural representations of machine learning seriously can offer significant insight into how futures of human subjectivity and ethicopolitical responsibility might unfold. This article introduces a conceptual framework for analysing and comparing the broader or unintended effects of cooperation anchored in border-crossing ecosystems. The importance of addressing this lacuna in our scholarship on such sub-global cooperation is underscored by research in political geography that has demonstrated how the creation of scale is an important expression of power relations and how interaction with the materiality of different kinds of spaces necessitates distinct political technologies (and thus may have distinct effects). The article introduces three key analytical angles central to policy field studies in international sociology and demonstrates their utility through a case of the Arctic/Arctic Council. These analytical angles – networks (what are the relationships shaping the field?), hierarchies (who leads and how does leadership work?), and norms for political behavior – capture key consequences and dynamics of ecosystemic politics in a concise fashion that lends itself to cross-case comparison. The Arctic case focuses on the changing network positions and roles of non-Arctic actors over time, as an initial exploration of the broader ordering effects of such forms of cooperation. The findings suggest that most non-Arctic actors have experienced a decline in their centrality in Arctic cooperation, even as the Arctic has received intensified global interest and the number of participants in Arctic Council work has increased. Further comparative work along these lines would leave us better equipped to assess whether states speaking for their own immediate environs is better – and if so, in which ways – than seeking common solutions to global challenges.  相似文献
