In this article, we examine ways in which critics of liberalism come to adopt, without acknowledgement, ‘liberal’ forms of public reason in responding to homogenising tendencies of fundamentalist doctrines. We focus on the divergent approaches of John Gray and Slavoj ?i?ek, arguing that the former upholds a comprehensive form of liberalism, while the latter upholds a political form popular among policy makers who endorse a ‘fundamentalism’/‘extremism’ dichotomy. We argue that the latter fails to recognise that ‘philosophical’ unreasonableness often translates into political unreasonableness. Examining these non-liberal approaches not only indicates the apparent value of reason as reciprocity, it also supports a long-held charge against liberalism: that it is not able to uphold its promise of accommodating radical forms of diversity. 相似文献

This paper examines the construction of international students as objects of security in the United States during the period surrounding 11 September, 2001. Competing perceptions of international student migration as threatening or beneficial contributed to policy discourses that sought to mitigate the risk inherent in migration. The events of 9/11 prompted new evaluations of migration risk, and in particular, foreign students were securitised – that is, incorporated into policy dialogues as national security threats requiring immediate and strict controls. We examine the securitisation of international students through the evolutionary processes of risk perception and risk management, which are articulated in the construction and contesting of geopolitical storylines. 相似文献

ABSTRACTThis article is an investigation into the attempt by the federal Conservative government of Stephen Harper to securitise the Canadian polity through re-enchantment. Through the strategic use of discourses and the shaping of the regime of signification, the article explains how the Harper government attempted to re-enchant national myths of Anglo-conformist nationalism, militarism and loyalism. Using discourse analysis of government documents and speeches, the article examines three sites of discursive intervention: (1) National Museum and Archive policy, specifically, the renaming of the Canadian national museum; (2) the militarisation and royalisation of national institutions and commemorations, notably the renaming of the Canadian navy and (3) the privileging of anglo-centric and loyalist tropes in the performance of citizenship rituals, and associated with this, reforming Citizenship legislation. The article concludes with an analysis of the reasons for the overall failure of the Conservative government’s attempts to securitise through re-enchantment. 相似文献

ABSTRACTIt is not a novelty for art to come under attack: cultural heritage has always been endangered by wars, conflicts and political violence. Since the last century, the international community has started reacting, moved by the concern that these threatened monuments be protected. Lately, cultural heritage can be seen to undergo a veritable crescendo from politicisation to criminalisation and securitisation. Accordingly, this article seeks to analyse the pathway that characterises the international protection of cultural heritage in crisis-torn contexts, employing a discursive lens and mapping the narrative threads that the main international actors have constructed in reaction to recent attacks on archaeological sites (i.e. Palmyra) and historical artefacts, especially in the Middle East (namely Syria and Iraq). After having traced this process, we will offer a tentative explanation of what we consider a process of securitising an under-researched field (i.e. cultural heritage). 相似文献

This article presents a thematic network analysis of Dabiq—a prominent English-language e-magazine produced by the Islamic State. Through formal qualitative analysis, the article examines the e-magazine’s first 13 issues in order to better understand its structure, evolution and intended audiences. In terms of structure, thematic network analysis provides a comprehensive and holistic understanding of Dabiq’s themes, identifying a range of concerns that are broader and more complex than is often supposed by academic and professional commentators. In terms of evolution, this analysis reveals a thematic landscape that has demonstrated considerable dynamism over four distinct phases throughout the magazine’s publication. In terms of understanding audiences, it is argued that Dabiq has been particularly engaged with the manipulation of group-level identities in an apparent attempt to garner support from global audiences. Themes related to allegiance, the group’s strengths and victories, and territorial expansion all feature consistently and prominently. They seek to create an in-group identity centred on victory, and to frame the Islamic State’s expansion and successes as a group achievement on behalf of Islam itself. Additionally, Dabiq provides the Islamic State with an opportunity to justify its actions and its religious authenticity to a broader Muslim audience, and thus provide the Islamic State with legitimacy beyond its borders. Recognising these thematic dynamics will be important for those engaged in counter-messaging and the development of counternarratives. 相似文献

A new artwork trading model emerged in China at the beginning of 2010s: the value of a piece of artwork was divided into equal shares, and investors could buy and sell these shares in the cultural artwork exchanges, in exactly the same way as investors trading stocks in the stock market. In China, this trading model, once available, was hotly pursued by investors. This rapid market growth quickly descended into trading market confusion and speculation, forcing the government to deal with this model and eventually putting a stop to it. In this paper, we take a closer look at the reasons for the artwork shares’ price booming and slumping, the disorder and speculation in the artwork share trading market, and the reasons why the Chinese government halted this kind of trade. Taking the Tianjin Cultural Artwork Exchange of China as an example, we found that artwork can be an alternative investment vehicle, but the share trading model, similar in function to the stocks and bonds market, is not fit for artwork. The lack of legal basis and supervision by governmental bodies, together with the changeable trading rules has also contributed to the failure of this artwork trading model in China. 相似文献

This article explores the securitisation of water aimed at avoiding a political crisis for the Chun Doo-Hwan regime in South Korea (1979–1988) using the case of the Peace Dam. The legitimacy of the Chun regime was vulnerable because of diverse factors such as internal and external crises inherited from the previous regime and Chun’s rise to power through a military coup and civilian massacres. In this political situation, the securitisation of nature could be an effective method of curbing potential resistance and ruling a people facing a complex crisis. The constructed threat of an attack by flooding by North Korea and the consequent alleged need for the Peace Dam were part of a scheme by Chun to maintain political power through the securitisation of water, specifically by establishing North Korea as an external enemy and unifying the South Korean people. 相似文献

Most international relations (IR) research on the role of collective memory and representations of the past gives the impression that these primarily matter for states constrained internationally by their history as aggressors, such as Japan. How former perpetrator states represent the past is seen as important for bilateral relations because it may affect perceptions in previously victimised states. Representations of the past in the victimised states are seldom dealt with. This article argues that war memory in victimised states is also highly relevant for bilateral relations, since it is closely connected to “ontological security”, or the “security of identity”. By analysing Chinese official documents and Japanese parliamentary debates the article shows how the Chinese government has used representations of the past for ontological security purposes, and how in response Japanese political actors have politicised exhibits at Chinese war museums that are seen as a threat to Japanese identity and interests. 相似文献

Despite regular participation in national and regional elections and occupation of office both at the centre and in the regional governments, the Hindu nationalist Bharatiya Janata Party (BJP) has not acquired the aura of moderation. It has not achieved acceptance into the party system of India in a manner that would make it comparable to Christian Democratic parties in Europe. This appears puzzling in the light of Downs’ moderation thesis, which suggests that regular participation in free, fair and competitive elections transforms extremist parties to moderates as they converge towards the median voter. The article approaches this puzzling counterfactual in intra-system comparison by drawing on the case of Sikh nationalism. With a focus on BJP, the article presents an analysis of party competition, party programs, policies and public opinion data on issue positions and the social base of the party. In conclusion, three general enabling conditions are identified that help explain the deviant case of the ambivalent moderation of the BJP.

This article analyses the Bali Process in the context of Australia’s securitised approach to migrant smuggling, and the consequences this has for both the Australia–Indonesia diplomatic relationship and the Bali Process overall. The Bali Process is the premier regional forum for combating migrant smuggling and is well placed to discuss and develop regional cooperation policies on irregular migration within the region. In particular, the Bali Process remains a key domain where Australia and Indonesia can contest and amend the norms and practices around the human rights of refugees and asylum-seekers. This article traces and analyses the emergence of Australia’s bilateral agreements for offshore processing and resettlement between 2011 and 2014, which Australian political elites aligned rhetorically to the Bali Process, but which the authors argue remain in tension with stated Bali Process objectives in terms of rights and protections for asylum-seekers and refugees. This article identifies that Australia’s security-driven policies and regional disagreements over humanitarian responsibility remain an ongoing tension within Bali Process states, and provides commentary on the implications of this for future Australian policy relating to regional cooperation on irregular migration. 相似文献

Following September 11 and the subsequent heightened fear of terrorism from more recent events, this study examines the role of Social Dominance Orientation (SDO) in explaining individuals’ support for counter-terrorism policies that infringe individual liberties in pursuit of defending community security. Three hypotheses are proposed: (1) that SDO positively predicts support for ‘defensive’ counter-terrorism policies such as the maintenance of strong border protection; (2) that SDO positively predicts fear of terrorism and fear of Islamic extremism; (3) that the relationship between SDO and support for defensive policies is mediated by fear. The hypotheses are tested on a sample of 1200 Australian adults, with support found for each hypothesis. Counter-terrorism policies commonly encounter trade-offs between community-wide security and individual-level liberties; pursuit of optimal security tends to require infringement of those liberties. This research demonstrates that high SDO citizens will support such policies, particularly as fear increases. 相似文献

There is a growing consensus that HIV/AIDS is a ‘time bomb’ ticking in the South Pacific. This may, in fact, be the case. However, there are at least two major problems with this approach. First, analysis of the implications of the epidemic is based on supposedly concrete links between the epidemic and social, economic and political outcomes. Many of these apparent links have not been established (because the data is not available for the South Pacific). As such, much of the method for analysing the ramifications of the epidemic is borrowed from elsewhere, notably Africa, and the strength of these links is beginning to unravel. Second, research on the vectors of the epidemic that informs this consensus is only as good as the data that it relies on. There are major testing and surveillance gaps in the South Pacific that mean projections are often based on patchy and incomplete data. This can dramatically skew priorities. Reflecting on these problems is important because of the clear ramifications they pose for the development of good public policy in, and toward, the South Pacific. 相似文献

This paper begins by reviewing the ancient Chinese worldview, one imbued with cultural particularism wherein the Middle Kingdom identified itself as the centre of the universe. I then distinguish the ways in which historically the Confucian East and Christian West have respectively exerted cultural hegemony. I next analyse China's rebuffing of liberal democracy, and how the CCP's retention of one-party rule has generated concerns about its legitimacy. I conclude by showing that China and America each possess moral traditions – specifically Confucianism and Jeffersonian Deism – that have overlapping outlooks. Both maintain a worldview that disavows extremism. Based on this broader philosophical-religious analysis, I argue that contentions over liberal democracy notwithstanding, China and America share moral ideals vital for confronting some of today's exigencies. 相似文献

While Indonesia’s efforts at countering violent extremism have enjoyed some successes, a section of its Islamist community remains committed to militant jihadism. The return from overseas of hundreds of militants linked to ISIS means that there is now a greater need than ever for interventions to prevent radicalisation – and for programs to reintegrate militants back into society. Drawing on 20 selected interviews with former jihadists, this article asks how successful official efforts have been at disengaging those convicted under Indonesia’s Anti-Terrorism Law from violent extremism. A significant minority remain welded to a militant mindset: “committed jihadists” who are likely to reoffend. Some former jihadists have “disengaged provisionally” but remain vulnerable: they have only disengaged for tactical or practical reasons. Yet some have also begun to disengage emotionally. While they may not disavow completely the use of force, these “provisionally deradicalised” activists have moved closer to that minority of interviewees who are “fully deradicalised”. Using this four-part typology of the pathways by which some militant jihadists have disengaged but others have not, this article finds that disengagement is a gradual process shaped by social networks. Consequently, it is suggested that a variety of methods be used to promote disengagement both before and after inmates leave prison. 相似文献

In this article I will analyse the role of antisemitism for the construction of a national identity and an exclusive national in‐group in the discourse of the Austrian Freedom Party (FPÖ). The analysis will show that this discourse of the FPÖ, one of the most successful extreme right‐wing parties in Europe, utilises various forms of Holocaust inversion and victim perpetrator reversal in order to delegitimise political opponents. The analysis of these incidents and of the legitimising strategies used by the FPÖ when criticised involves discussing the increasing abstraction of the codes characteristic of latent antisemitism and forms of post‐Nazi antisemitism. I will focus on how the FPÖ's use of the term Holocaust and other terms referring to Nazi atrocities against the Jews corresponds to a universalisation of the term Holocaust in social constellations that are permeated by the culture industry. 相似文献

This article examines how the practice of learning geography, and the arenas in which knowledge-making takes place, can be usefully positioned within changing histories of the discipline. It contends that networks of action – understood through the intersection of social sites, subjects and sources – present a conceptual framework and narrative focus for the re-consideration of specific episodes from geography's past. The interventions made here are informed and illustrated by a 'small story' about the doing of geography. Based on different personal accounts, the story revives a series of events, encounters, dialogues and images dating back to the winter of 1951 at Glenmore Lodge, Scotland. This educational institution in the Cairngorm mountains offered children from urban areas the opportunity to learn field studies and the skills of 'outdoor citizenship'. Initially, the focus falls on Margaret Jack, a 14-year-old field-course participant. Her learning experiences are traced through personal letters, a diary and a field journal dating from that time, and her recent recollections of this event. Margaret's account dovetails with the story of her field studies instructor, Robin Murray. Robin's role is traced through his learning experiences as a geography undergraduate at Aberdeen University, and the recent recollections of Catriona Murray, his wife. 相似文献

Work initiated purely as a dating project in support of a craniometric and morphological investigation of domestic dogs from early Peru has proved to have much wider implications. The stable carbon isotoperatios (13C/12C) of hair samples from ten dogs show that maize formed a significant part of their diet. Radiocarbon dates for these remains have confirmed that they belong to the period well after the cultivation of maize was first established. Stable carbon isotope measurements can thus be used to test for the presence of maize as a dietary constituent at earlier sites even where there is otherwise only indirect evidence for its cultivation. Collagen from animal or human bone is a suitable alternative to hair for this purpose and the method has been successfully applied to collagen dating to c. 3000 BC from the Valdivia culture site of Real Alto, Ecuador, as well as to a series of early Peruvian dogs. 相似文献

AbstractThis paper is informed by Furse’s practice as a theatre maker in two fields of output that are connected by two factors: first, the presence of the woman patient — hysteric/subfertile respectively — within the clinical gaze; second, the significance of the womb to each pathology. In the treatment of each (explored in Furse’s theatre), lens based technologies play their part, whilst the cultural and medical can be seen to have overlapped to produce specific meaning with regard to Her body and its spectacularity. The article presents an overview of some of the key issues in precisely how the woman’s body becomes spectacular within this prosthetic medical gaze and how the medical — and theatrically designed spaces to represent these — become meaningful and potent proxemics that in turn inform medical/ theatrical spectatorship. Overarching nineteenth-century protocols at the Salpêtrière Hospital in Paris (where Furse’s Augustine (Big Hysteria) is set) to contemporary imaging technologies used in the treatment of subfertility with Assisted Reproduction Technologies (the topic of her Art of A.R.T. projects), it examines the way in which photography develops through cinema to X-Ray, ultrasound and then 3D/4D ultrasound to ‘capture’ the woman’s body in ways by which she becomes muted and exposed. These occular technologies that extend the gaze, first to an exterior subject and then, eventually, traversing the flesh without knife, lend specific performativity to the ‘patient’ women, within the context of hysterias and reproductive impairments respectively. Finally, issues of suspension of disbelief are addressed. The spectator’s faith in the screen-based image of Her spectacular body is interrupted in Furse’s work, which is also keenly interested in the effect of such imagery on the woman’s sense of Self. The historical and cultural leaps in this article argue that there is indeed a trajectory through the history of medical imaging since the first application of photography to anatomy to the more advanced scoping technologies of medical imaging today, and that in each era, the production of these images remain fraught with cultural implications. 相似文献

Alexander the Great died in 323 B.C. from an unknown cause. Physical depictions of this historical figure reveal the likelihood of a cervical scoliotic deformity. This is substantiated with the medical history and is correlated with his untimely death. For the first time, it is concluded that Alexander’s death may have ensued from the sequelae of a congenital scoliotic syndrome. 相似文献
