Live streaming of stage performances by opera and theatre companies into cinemas, and increasingly into the home, continues to grow rapidly. What the cinema audience hears and sees differs qualitatively both from what is seen in the theatre and also from what is normally available in cinemas. The ‘real-time liveness’ offered by leading companies appears to be an important attraction, though may diminish as the novelty of streamed performances wears off. The cinema audience is both socio-demographically and in cultural experience more similar to the theatre audiences than to typical cinema audiences, giving rise to suggestions that streaming might cannibalise the live audiences of the transmitting theatres, but there is no evidence of this, nor, at least in the UK, to support speculation that streaming reduces audiences for regional arts companies. Streaming should therefore be welcomed as broadening the number of consumers who can benefit from arts subsidies.  相似文献

This article aims to reintegrate the colonial history of Canada as part of the grids of analysis for understanding the evolution of its Federal cultural policy. Building on the notion of settler colonialism and its implication for Indigenous population (For the purposes of this paper, the term ‘Indigenous’ is used in place of, perhaps, more popular or familiar terms – such as ‘Aboriginal’ or ‘Native’ – in order to remain consistent with current Indigenous politics. In particular, some Indigenous scholars are reluctant to accept the label Aboriginal because they feel it is consistent with the colonial order imposed by the Canadian government [Alfred and Corntassel 2005, p. 599]). The term Indigenous also alludes to a global political awareness and to forms of alterity between different populations from North America, South America, Asia, and the Pacific. in Canada, this paper documents different transformations in cultural policy and illustrates some of its paradoxes and challenges. Building on principles developed by Indigenous scholars, this article highlights some of the components for decolonizing cultural policy in Canada. It is argued that a post-colonial cultural policy must build on the grounds of ethics (and ethos).  相似文献

Abstract

This article focuses on greening cultural policy within a sustainable development context. We examine shortcomings of major public-policy responses to the ecological crisis, linking this to the ambivalent philosophical heritage of anthropocentric worldviews that underpin ideas about the relation of culture to non-human nature. This ambivalence is reflected by weak environmentalism in the cultural policy arena, exemplified by surprisingly non-green cultural platforms espoused by green political parties. Green thinking is further hampered by the widespread adoption of digitisation within cultural organizations, which we contextualise in the broader political economy of digital capitalism and the attendant myth that high-tech culture is a low emissions business. Green cultural policy necessitates intensive self-examination of cultural institutions’ environmental impact, at the same time these institutions deploy art, education, entertainment, sports, and news to raise awareness of ecological crisis and alternative models of economic activity. We cite the efforts of activist artists’ resistance against fossil fuel corporations’ sponsorship of arts and cultural organizations as a welcome provocation for greening cultural policy within cultural organizations and green political parties alike.  相似文献

At the crossroads of citizenship, cultural and diversity studies, I enter in the emerging debate on cultural citizenship. Culture is seen as a channel for diversity inclusion, and cultural policy carries the function of enhancing citizenship. My reasoning will follow two steps. First, in overviewing the recent literature, I identify two main drivers making cultural citizenship: the democratic/equality and the identity/national drivers. However, I will note that the debate is concentrated in the plurality of meanings of ‘culture’, and not, as I will argue as a second step, in the plurality of citizenship traditions: a liberal, a communitarian and a republican one. This view is at the basis of different approaches of cultural policies when we focus on them as enhancing cultural citizenship in diversity contexts. At the end, I will also contend that this can ground an interpretative framework capable of distinguishing current social practices and policies.  相似文献

This article focuses on government policy aimed at the presentation of the nation abroad through cultural activities and its relation to national identity, external cultural policy. The methodological framework is offered by the discourse analysis of Wodak and the notion of identity of Laclau and Mouffe, treating policy as a discourse. A closer look is taken at the concept of cultural diplomacy and the closely related term nation branding. This article will show how the shift in paradigm also changes the role of ‘the other’ in the construction of national identity and how this influences the role of the arts in international cultural policy.  相似文献

Public policies that aim to facilitate cultural activities to serve effectively as industries are often regarded as a new phenomenon. This article argues that arts and cultural policies in Australia have reflected and complemented Commonwealth industry policy for most of their history. The significant change that has happened in the past twenty years is not so much a change to cultural policy, but rather a change in the notion of industries and their role in the national economy.  相似文献

The distinguishing characteristic of cultural policy in countries characterized by a legacy of coloniality is the importance of the identity formation and the politics that are involved in formulating its definition. At root, coloniality is an experience involving dominating influence by a stronger power over a subject state. However, this is not just a matter of external governance or economic dependency, but of a cultural dominance that creates an asymmetrical relationship between the ‘center’ and the ‘periphery,’ between the ruling ‘hegemon’ and the marginalized ‘other.’ In these circumstances, what constitutes an “authentic” culture, and how this informs national identity, is a central political and social concern.  相似文献

Secularism in Islamic countries is a hotly-debated topic which produces dramatic sociopolitical consequences on the one hand, and wide-ranging academic controversy on the other. The real social potential of secularism among Muslim populations is an issue that is not always estimated properly. The present paper first reviews some historical examples of secular cultural policy in Islamic countries. This review covers the secular reforms in four political, social, legal, and educational spheres. Subsequently, using data from the World Values Survey, it compares empirically the desirability of a public role for religion in 18 Islamic and Western countries. Furthermore, it examines the acceptability of Western secular culture in six countries in the Muslim world. Bearing in mind Casanova’s analytical approach to the theory of secularization, it comes to the conclusion that a democratic application of a secular cultural policy in Islamic countries is neither desirable nor feasible.  相似文献

The EU has recently launched several initiatives that aim to foster the idea of a common European cultural heritage. The notion of a European cultural heritage in EU policy discourse is extremely abstract, referring to various ideas and values detached from physical locations or places. Nevertheless the EU initiatives put the abstract policy discourse into practice and concretize its notions about a European cultural heritage. A common strategy in this practice is ‘placing heritage’ – affixing the idea of a European cultural heritage to certain places in order to turn them into specific European heritage sites. The materialisation of a European cultural heritage and the production of physical European heritage sites are crucial elements in the policy through which the EU seeks to govern both the actors and the meanings of heritage. On the basis of a qualitative content analysis of diverse policy documents and informational and promotional material, this article presents five strategies of ‘placing heritage’ used in the EU initiatives. In addition, the article presents a theoretical model of circulation of the tangible and intangible dimensions of heritage in the EU heritage policy discourse and discusses the EU’s political intents included in the practices of ‘placing heritage’.  相似文献

From the 1990s, academia has paid increasing attention to cultural rights and cultural citizenship. This paper reviews existing literature on the construction of cultural rights and cultural citizenship and argues that cultural citizenship expands the concept of ‘citizenship’, promotes citizens’ consciousness, and confirms the content of ‘cultural rights’. The concept of cultural citizenship provides a new perspective from which to examine the challenges of cultural inequality, taste differences, symbolic struggle in cultural participation, and consumption. Based on western theories, this paper discusses the development of cultural citizenship and cultural rights in cultural policy in Taiwan and China, and it finds the tension between control and autonomy and between the government and the civil society in the practice of cultural citizenship. In Taiwan, most cultural policies are developed and implemented by the government, and those affected by them often do not have the necessary critical awareness to judge or examine them. In China, the protection of cultural rights provides a new type of control rather than autonomy from the Chinese Government. In both Taiwan and China, it is important to empower civil society to balance the governments’ control over the practice of cultural citizenship.  相似文献
