This article examines how changes in technology affect the strategies various national governments have adopted to protect their respective cultures. The focus is primarily on national policies toward film and television. National quota systems that limit the import of American entertainment products will soon be made impossible to enforce, thanks to new digital and satellite technologies. Economic incentives will still make American products attractive to proliferating private television channels, but narrow‐casting and cable distribution will offer new opportunities for locally produced shows and movies. Increasingly, those countries that wish to continue to protect their cultures from the homogenizing trends of global markets dominated by American films and television programs, will need to move away from quotas and toward subsidies. Moreover, they will have an interest in promoting technologies that are favorable to the promotion of national culture. Financial instruments that reduce risk to local producers may also be appropriate. 相似文献

This paper deals with the cultural and educational relations between the United States and Portugal during the Cold War. It is built upon the premise that cultural policies and cultural relations between states are a fundamental part of international relations. History of International Relations, therefore, should overcome an analysis based only upon political and diplomatic dimensions to address what can also be referred to as ‘cultural diplomacy’. The Cold War period, because of its historical features, is particularly relevant to the study of processes of cultural diplomacy and some authors even consider it as the ‘golden age’ of cultural diplomacy.1 相似文献

This article addresses the importance of cultural industries for the strengthening of the soft power of the rising powers and it seeks to understand how the cultural industries allow rising powers to shape the structures of their international environment. More specifically, studying the cases of People’s Republic of China and of the movie industry, my article focuses on the current evolution of the relationship between the Chinese authorities and the film industry, as well as on the development of the domestic film market. I further aim to draw up an inventory of China’s role within the global governance of cultural industries. Finally, I aim to highlight the global cultural competition that China faces, emphasizing the practices of the US administration and Hollywood. I argue that even if China is the current centre of gravity within the world economy, it still has a long way to go in order to shape the distribution of resources within the global governance of cultural industries and to play a crucial role in the international battle of cultural symbols. 相似文献

Abstract Taking into account the course of cultural policy in democratic Portugal, and against the backdrop of the international crisis of 2008 and the sovereign debt crisis of 2011, this article seeks to interpret recent changes in the cultural sector in Portugal. Using both qualitative and quantitative methods it focuses on three main aspects: institutionalisation of democratic cultural policy; government funding; cultural organizations and facilities. The 2008 crisis put an end to a period in which investment tended to grow. We place Portugal in the broader European context, concluding that the Portuguese cultural scene may once again diverge from that of other European countries. 相似文献

This paper aims to study notable examples of transatlantic transmissions of norms, beliefs and values that have revised the sense of a Luso-Brazilian community in a global world. The so-called Atlantic Civilization understood before as essentially Anglo-Saxon, takes a new shape when seen by the South Atlantic. If the historical relationship between Portugal and Brazil was one of colonial containment, since the nineteenth century those bilateral relations have passed through a process of reconciliation and networking – first through a mutual acceptance, then through the establishment of common international goals. On the one hand, this networking between Portugal and Brazil has occurred through public symbolic demonstration and the commemoration of a common culture; on the other hand, this networking has evolved through cultural connections – music, literature, and cinema, – all of which serve to validate a postcolonial review. Cultural connections that have survived the proverbial test of time have proven to be valuable in assessing the evolving relationship between Portugal and Brazil. Therefore, the Brazilian conscientiousness of its importance in the regional and world sphere involved the preparation of a Brazilian cultural diplomacy that recognized the political desire of diplomacy between Portugal and Brazil – a diplomacy that is largely demonstrative of the importance of soft power in a world of global networks. 相似文献

This article seeks to establish to what extent Silvio Berlusconi's entry into electoral politics as leader of Forza Italia signals an ‘Americanization’ of Italian politics. It argues that Italian party democracy is moving in an ‘American’ direction in two ways. First, Italian party organizations are declining, leading to a more candidate-centred type of electoral politics. Second, the decline of parties is enhancing the ability of business to use its financial clout to tailor public policy to its own requirements. However, these trends do not have identical effects in Italy and the United States. This article will also show that this process of ‘Americanization’ interacts with the existing political praxis and institutional framework of Italian politics to produce an outcome which differs from both the traditional Western European model and the American model of party democracy. It will be concluded that this outcome seriously undermines representative democracy in Italy. 相似文献

The Finnish student magazine Ylioppilaslehti has been an important publication in the Finnish public sphere. This article studies the role of Ylioppilaslehti in creating the Finnish public sphere in the post-war decades. On the one hand, this was a period in which the political position of Finland was unstable, but, on the other, the students experienced ‘a hunger for culture’. The article is also interested in what role Ylioppilaslehti played in creating the Finnish elite. The magazine is an institution, which has been an arena for the Finnish cultural and political elite throughout the 20th century, and the 1950s was a particularly significant period for its participation in the Finnish process of social construction. 相似文献

AbstractWe offer a new methodology for the construction of annual population stocks over the very long run. Our method does not require the assumption of a closed economy, and can be used in situations in which local annual gross flows are obtainable. Combining gross flows with intermittent census-type data, it is possible to arrive at local, regional and national population stock estimates at annual frequencies. We provide an application to early modern and nineteenth century Portugal, using a large sample of parish-level statistics up to the first modern census of 1864. In the inter-war Home Counties, the roadhouse, a sizeable country club style location of entertainment and dancing was an iconic destination of consumption and leisure aimed at the wealthier middle classes. These establishments were marketed in newsreels as exclusive and sophisticated but in reality were open to wider groups in a settings that offered anonymity by virtue of their suburban locations. Reflecting this, roadhouses were also used in literature and in cinema as a locus of transgression and danger. Readings of suburbia have concentrated on static analyses of house/home and discussions of suburban mobilities have been confined to commuting, thus reinforcing the centrality of the house. A consideration of mobilities facilitated by the motorcar can produce a more subtle view of the suburban world of the period. In this paper the roadhouse is shown to form part of a new suburban landscape responding to the development of the wider availability of the automobile and to London's new arterial roads. The leisure products consumed at the roadhouse were heavily influenced by American cultural exports but were hybridized for local audiences. 相似文献

A social analysis based on extensive evaluation of the Dance and Drama Awards programme reveals the social‐market political paradigm underpinning the formation of cultural policy in the UK underthe New Labour government. This specific intervention in the field of cultural production is placed in the context of broader government interventions in the cultural domain that seek to give respect to undervalued social and cultural groups. There is a political analysis of the characteristics of the social‐market political formation that underpin New Labour’s “affirmative” actions, and the political strategies informing the government’s “access” and “inclusion” agendas and their impact on the cultural and creative industries. The authors argue that the construction of a “social‐market” position in New Labour’s cultural policy represents an attempt to bridge or “hyphenate” the contradictory claims of social democracy, on the one hand, and economic fatalism, on the other. Despite the rhetoric of social and cultural “transformation”, the authors argue that a “faith” in the market prevents New Labour from transforming the political‐economic and cultural structures that generate economic and cultural injustices. 相似文献

兴起于20世纪80年代中后期的历史人类学,尽管从学术传承上分属于两个不同的学科,但它的出现为消融历史学与人类学的边界,促成两个学科的交叉与融合,起到了不可低估的作用。在历史学内,“历史人类学”的形成亦经历了一个从社会史、社会文化史到历史人类学的演变过程。而在中国近代史领域,历史人类学已经展开一些研究实践,但是尚需进一步提倡。这种提倡表现在三个方面:底层视角、区域经验、文本与田野互动。历史人类学会对中国近代史研究产生有益的影响,会成为一种介于宏大叙事与经验性实证研究的“中层理论”。从历史学科的本位出发,历史人类学对人类学的吸收借鉴颇多,但是不能轻易放弃历史学科本位。 相似文献

AbstractThis article deals with the reception of American narratives on the Second World War in Italy, assuming the key role that myths and memories about the conflict played in post-war Europe and the importance of transcultural exchanges in the mass-media age. Such narratives were not imported to Italy by official US propaganda, but were mainly conveyed by Hollywood war movies, which were centred on the ideas of the righteousness of the conflict and of the fight between good and evil. The article focuses on a specific sector of the Italian audience, that of critics and film reviewers, who played a key role in interpreting the films and in fostering their acceptance – or refusal. Through the analysis of cinema magazines and newspapers, the research outlines how the reception of such movies was influenced by multiple elements, the different political and ideological allegiances, the cultural gap between elite and popular periodicals, and the interactions with Italian myths and memories about the war. Finally, the article compares the results of the inquiry with the rare sources about the reception of American narratives among a mass audience, and underlines the importance of a transnational approach to the study of cultural issues in contemporary history. 相似文献

Continuing debates over the role of interpretation in history and social science have recently been linked to a program to develop a cultural sociology, as distinct from a sociology of culture. Apart from a defense of the importance of culture and meaning, this effort aims to develop a form of “interpretive explanation,” though not simply by following Max Weber's similar project from nearly one hundred years ago. The book under review looks at different “epistemic modes” that aim to produce social knowledge, in order to show how interpretive explanation can combine the best of all the modes. Unfortunately, the book is beset by numerous theoretical problems, including a problematical understanding of the relations of fact and theory, hasty criticisms of examples of the different modes, and a reliance on metaphors that makes it impossible to do justice to the issues. The project of what I would call a “thick explanation” is worthwhile, but will have to be pursued in a more nuanced and careful way. 相似文献

This article argues that the memorial landscape is a dynamically composed assemblage of heterogeneous elements, and that the guided walking tour is a practical tactic through which discourses and materials might be re-assembled and thus re-signified. Guided walking tours therefore epitomise the relational rethinking of memorial landscapes, or quasi-heritage, in everyday urban life. Based on three case studies in Taipei, Taiwan, we discuss how memorial landscapes featuring the urban underclass and civil resistance might be strategically re-assembled. We explore to what extent the bodily practices, narratives, and reconfiguration of space have produced new memorialised landscapes. We conclude that guided walking tours are a form of social intervention that can reframe our understanding of memorialization or quasi-heritagization, especially in the urban arena where heterogeneous values increasingly compete. 相似文献

This paper aims to show how in France, the synthesis of cultural policy and social concerns throws up a number of tensions and pitfalls. These tensions are perhaps most acute because these sorts of cultural policies are not merely about socio‐economic issues but are actually tied to France’s colonial legacy and the presence of a large and often marginalised population of migrants and their descendents. The pitfalls stem from the universalist starting point of French cultural policy, which, although designed to integrate “new” and migrant/postmigrant publics, emergent artists and cultural practices, seems to simultaneously marginalise them since it is already premised on a binary that opposes art as aesthetic expression and art as an expression of cultural (anthropological) identity or social cohesion. 相似文献
