Abstract: Families, the state and employers all have a broad if differentiated interest in securing the daily and generational reproduction of society. Whereas in Western countries, the past two decades have witnessed a progressive displacement of responsibility for social reproduction from the state to families, in southern Africa, day‐to‐day social reproduction has always remained overwhelmingly the preserve of families. Today, however, the AIDS pandemic is radically transforming family life for many children, and prompting concerns (arguably a moral panic) about the potential breakdown of social reproduction. Even in Africa, schools have long supplemented families in delivering generational reproduction, albeit geared around the transfer of “factual” knowledge and with a narrow focus on preparing new generations of workers. In light of the AIDS pandemic, a number of commentators have suggested ways in which schools could further substitute for the diminishing capacities of families. Based on interviews with decision‐makers and analysis of policy documents, I explore a number of interventions being enacted in Lesotho's schools. I argue that such initiatives remain small in scale and often justified in relation to retaining children in school. In practice both government and employers remain more interested in the generational reproduction of workers than in daily reproduction. If the welfare needs of AIDS‐affected children are to be met through schooling, there is a need for the education sector's role to be understood in relation to an ethics of care, rather than the functionalist production of a future workforce. 相似文献

Both social capital and microfinance are central to mainstream development interventions, and both are predicated on the need to recognize the importance of social factors in development. Microfinance institutions mobilize social capital in the form of a group guarantee, and aim to support the development of sustainable financial institutions and income generation. Women are targeted in part because of the effectiveness of their social capital as collateral. However, although social capital is assumed to support development and income generation, the precise dynamics involved in this are rarely explored. This article examines the construction of social capital and its relationship to income generation, based on a long‐term ethnographic study of village life in rural Bolivia and the microfinance institution operating there. The author examines the complexity and gendered contradictions implied in the way that social capital is generally viewed to support economic development. It is suggested that the way microfinance institutions use social capital to support sustainable financial institutions and income generation does not always reflect the way that women's networks support access to resources and ultimately, economic development. 相似文献

Recent changes to US defence strategy, plans and forces have placed the United States at greater risk of over‐promising and under‐delivering on its global security ambitions. In 2012, the Obama administration released a new defence strategic guidance document to adapt to a shifting security environment and defence budget cuts. The guidance upholds the two long‐standing American goals of global pre‐eminence and global reach, but seeks to apply this military power by using new planning and regional concepts. It revises the Department of Defense's force planning construct, an important tool used to size US military forces, and identifies the Asia–Pacific and the greater Middle East as the two regions where the US military should focus its attention and resources. There are three major risks facing this revised US strategy: emerging security threats, the role of US allies and partners, and domestic constraints in the United States. Included in these risks are the proliferation of advanced military technologies, the US response to the rise of China, the continued prevalence of state instability and failure, the capability and commitment of NATO and other US allies, additional US budget cuts, political polarization in the United States, and interservice competition within the US military. In light of these risks, the United States faces a future in which it will continue to struggle to direct its military power towards its most important geopolitical priorities, such as rebalancing towards the Asia–Pacific, as opposed simply to respond to the many security surprises that are certain to arise. If the past is any guide, American political leaders will respond to the aforementioned risks in the worst way possible: by maintaining the current US defence strategy while slashing the resources to support it. 相似文献

Military might is widely recognized as having been a key element in the Mercian kings’ ability to forge and maintain a large kingdom in midland England in and after the seventh century. The paper argues that its basis was a network of fortified places – all major royal settlements that were given substantial defences in the eighth and early ninth centuries – and a systemic mechanism for manning them. The archaeological evidence of these defences at Hereford, Tamworth and Winchcombe is reviewed; the probable locations of other such early fortified places in midland England are considered; and the significance of this burghal system for our understanding of ‘the supremacy of the Mercian kings’ is weighed. 相似文献

Although Flodoard of Reims is best known for his comprehensive historical writings, he also recorded separately the visions of a young girl named Flothilde. Re‐examining Flodoard's varied historical works in light of these visions reveals that he was unusually interested in visions generally, and particularly those of women. The question is why. In proposing answers, it will be suggested that both Flodoard's histories and Flothilde's visions represent a crucial moment in the transformation of ninth‐century Carolingian understandings of history, visions, and reform into the quite different patterns of the early eleventh century. 相似文献

This paper argues that neoliberalism should be viewed not as a unified coherent project but as a series of complex and overlapping strategies that produce hybrid and always emergent forms of governance. To substantiate this argument, the paper reflects on the recent history of Sydney's metropolitan planning and rejects any simple characterisation of its having been transformed from a social‐democratic to a neoliberal form of governance. Instead it traces the unevenness with which neoliberalist aspirations and forms of governance have been enacted through metropolitan planning. In particular, it examines the enduring scope of state institutional capacity to pursue desired spatial and distributional outcomes through planning and suggests that the current reinvigoration of Sydney's metropolitan planning is an opportunity to enhance that capacity and to pursue ‘after‐neoliberalist’ planning possibilities. 相似文献

下载免费PDF全文 Scholarship on neo‐extractivism agrees that this ‘post‐neoliberal’ model of development is founded on an inherent contradiction between the commitment to continue natural resource extraction and the need to legitimize these activities by using their revenues for poverty reduction. Using the cases of the national biofuel policies of the ‘post‐neoliberal’ governments of Argentina, Brazil and Uruguay, this article enquires why and how these policies emerged, how they were implemented, and how the resulting national experiences exemplify the inherent contradictions embedded in neo‐extractivist policies. Adopting a strategic‐relational approach to analyse state–society interaction, it is argued that the scope of progressive policies is conditioned to a large extent by pre‐existing social structures, institutions and state–society interactions. The article shows how progressive reforms intersect with the prevailing interests of agribusiness and state actors and are recast and used for different ends as these interact with powerful actors such as the multinational soybean complex and agrarian movements. It is suggested that the prevailing over‐emphasis in the neo‐extractivist literature on the politics of domination and contestation overlooks the multiple and complex rural responses of the different progressive governments. It also obscures the possibilities to explore the ruptures and continuities of these countries’ governments with previous models, and therefore fails to recognize state advances. 相似文献

This essay is a methodological evaluation of the procedures and presuppositions informing the social and cultural history of gender, as exemplified in recent scholarship about the transformations of sex and gender in Britain from the early modern period through the long eighteenth century. It suggests answers to two questions: how can we write the cultural history of gender while maintaining both rigour in the enterprise and an awareness of its limits? Given the abundance of literature on collective memory practices, there is relatively little empirical research on the socialization processes explaining the transmission of such practices. This article examines to what extent war‐specific communication and parental exemplar behaviour function as a link between the collected memories of individuals and society's collective memory. Utilizing data from an online survey conducted in 2014, we focus on participation in the activities organized on Remembrance Day and Liberation Day in the Netherlands in remembrance of the Second World War. We distinguish between public and private practices. Our findings highlight that different forms of socialization substitute for one another. Whereas communication with non‐relatives is particularly relevant for those communicating less frequently with parents about past war experiences, parental exemplar behaviour, such as participating in the two‐minute silence on Remembrance Day, plays a bigger role amongst those with lower levels of communication with either relatives or non‐relatives. 相似文献

This article examines attempts made by the Commons in the parliaments of April 1414 and 1512 to address the corruption, neglect and poor administrative standards deemed endemic in the nation's hospitals and almshouses, and to remedy a perceived lack of facilities for the care of sick paupers. Despite early (but short‐lived) support from the crown, the first initiative failed, partly because of its association with heretical demands for the disestablishment of the English Church. Although the underlying reasons for institutional decline were often more complex than the reformers cared to suggest, their campaign did inspire a number of hospitals and their patrons to rectify abuses. At the same time, individuals and organisations throughout society invested in new foundations, generally under lay management, for the residential accommodation of the elderly and reputable poor. These measures sufficed until the arrival of endemic pox, along with mounting concerns about vagrancy and disorder, prompted another parliamentary petition for the investigation and reform of charitable institutions. Notable for its emphasis upon the sanitary imperative for removing diseased beggars from the streets, and thus eliminating infection, the bill of 1512 also attacked the proliferation of fraudulent indulgences, which raised money under false pretences for houses that were hospitals in name only. This undertaking also failed, almost certainly because the lords spiritual had, again, drawn the line at the prospect of lay intervention in overwhelmingly ecclesiastical foundations. While the prevalence of smoking has declined in the UK in recent years, class differentials in smoking behaviour have become more marked and smoking is increasingly recognised as a causal factor in inequalities in health. Health education initiatives to support both smoking cessation and to teach children about the health risks of smoking remain key initiatives in reducing health inequalities. However, teaching children about the risks of smoking and the impact of parental smoking on their health is not straightforward for children from backgrounds who are more likely to encounter smoking at home and in their local communities. These children have to reconcile the key messages taught at school and reinforced in smoking cessation campaigns with the knowledge that their parents and other family members smoke. In this article we consider how children from smoking homes make sense of these education and health campaigns as observed by their parents, and the impact that this has on both parental smoking and relationships within the home. The article thus seeks to challenge assumptions about the delivery of health education and the need to acknowledge family diversity. 相似文献

This article is concerned with the potential that statebuilding interventions have to institutionalize social justice, in addition to their more immediate ‘negative’ peace mandates, and the impact this might have, both on local state legitimacy and the character of the ‘peace’ that might follow. Much recent scholarship has stressed the legitimacy of a state's behaviour in relation to conformity to global governance norms or democratic ‘best practice’. Less evident is a discussion of the extent to which post‐conflict polities are able to engender the societal legitimacy central to political stability. As long as this level of legitimacy is absent (and it is hard to generate), civil society is likely to remain distant from the state, and peace and stability may remain elusive. A solution to this may be to apply existing international legislation centred in the UN and the ILO to compel international organizations and national states to deliver basic needs security through their institutions. This has the effect of stimulating local‐level state legitimacy while simultaneously formalizing social justice and positive peacebuilding. 相似文献

This paper addresses the theme of youth out‐migration from rural Australia, in the context of recent policy discussions about creativity and its role in regional development. Ethnographic fieldwork in one rural location – the New South Wales Far North Coast – is drawn upon to highlight how creative industries are being cast as a potential way of promoting cultural activities and jobs for young people, and in turn, how they might be imagined as a means to mitigate youth out‐migration. Yet, creative industries have contradictory employment and social outcomes. Creative industries are likely to generate higher rates of youth participation in economic activities than public data reveal. However, strategies for future job growth should also consider the limitations and instabilities of creative industry employment. Second, and more broadly, the paper discusses those socio‐cultural dimensions of nascent creative industries that may have a more substantial impact when conceived as part of strategies to stem youth exodus from rural areas. Creative activities may contribute to rural development in indirect ways, especially if linked to policy goals of increased tolerance of youth activities, better provision of cultural services, and improved well‐being for young people. While formal job‐creation may be limited, creative industries could mitigate some of the impacts of youth migration to cities by enriching regional social life and mediating perceptions of the advantages and drawbacks of rural versus urban life. This kind of policy imagination requires a shift in attitudes towards young people and a more genuine commitment to encourage young people to feel that they belong in non‐metropolitan areas. 相似文献

The late‐Victorian social purity movement heralded a new phase in the history of moral regulation, generating significant levels of Anglican and Nonconformist support for male chastity and the elimination of the sexual double standard. Historians have so far highlighted the more repressive aspects of these campaigns such as their willingness to use criminal legislation and censorship to elevate standards of public morality. This article rehabilitates the discourse and activity of churchwomen — not least Ellice Hopkins — who were prominent campaigners for social purity. Women purity workers exerted enormous pressure upon the professional hierarchies of church and chapel, actively reworking Christian readings of the body so as to bring the moral influence of the churches to bear upon public opinion. In so doing they brought about a significant transformation in clerical attitudes that regarded discussions of sex as beyond the boundaries of civilized discourse and led in the promotion of a regulatory, but nonetheless highly public, religious discourse on sexuality. 相似文献
