Australia's handling of Indonesia's confrontation of Malaysia ('Konfrontasi') constitutes a case-study of best practice in crisis management. A strong minister of External Affairs, working closely with an effective department, persuaded Cabinet to set policy guidelines which would serve Australia's long-term regional interests. Bureaucratic skill and diplomatic flair helped to ensure the success-and so the continuance-of the policy, despite private and public criticism. An independent foreign policy, such as had also served Australia well in the late 1940s in facilitating the decolonisation of Indonesia, not only assisted Britain to decolonise successfully in Southeast Asia in the 1960s, but had lasting results in establishing Australia as a credible regional player and in defining the enduring importance of good working relations with its neighbour, Indonesia.  相似文献

Water supply has long been regarded as a limiting resource in the further development of Australia. Active management has been necessary in both more densely settled areas and in areas of moderate settlement density but low rainfall such as the Murray-Darling system. The recently released Water 2000 Report details current knowledge about the quality and distribution of these resources. Following on from this Report this article presents perceived problems with water quantity and quality (in particular, salinisation) obtained from a survey sent to rural local governments in late 1982. The survey requested information on the relevance of twenty-two land use issues, known from earlier work to be representative of common concerns throughout Australia. Public perceptions were remarkably similar to the results of the Water 2000 Report. Water quantity/quality and salinisation issues were the sixth and seventh most commonly cited issues throughout Australia, but were of much greater concern in specific areas. Tasmanian local governments reported major problems of water supply, those in southwest Western Australia exhibited a very high level of concern with dry land salinisation, local governments in the Murray-Darling Drainage Division reported concern with salinisation, droughts, floods and general water quality, while local governments in the Gulf of Carpentaria Drainage Division consistently cited flooding as being a major problem. Information from surveys such as this, and others where the respondents are the end-users, need to be combined with expert opinion in order to increase the effectiveness of the management of our water resources.  相似文献

Differing interpretations regarding the organization of past intensive farming are often distinguished as “top-down” or “bottom-up” perspectives. The development of intensive farming and its social organization are attributed to either nascent states and centralized governments or the incremental work of local communities or kin-based groups. We address the social organization of raised field farming in one region of the Lake Titicaca Basin of the Andean altiplano, Bolivia. We evaluate past research in the Katari Valley, including our own, based on recent settlement survey, excavation, and a variety of analyses. Taking a long-term perspective covering 2500 years, we find that relations of production and rural organization changed greatly over time in relation to changing sociopolitical conditions. Local communities played dynamic roles in the development and organization of raised field farming, yet its intensification and ultimate recession were keyed to the consolidation and decline of the Tiwanaku state. We conclude that the top-down/bottom-up dichotomy is overdrawn. Local communities and their productive practices never operated in a political or economic vacuum but both shaped and were transfigured by regional processes of state formation, consolidation, and fragmentation.  相似文献

我国农村信用社的改革虽然取得了一定成绩,但也存在一些不容忽视的问题。主要是:部分农村信用社采取变通方式强行达标,高指标也带来了高水分;省联社过于“强势”,实际上沿袭了原有县联社对乡镇信用社的控制模式;农村信用社法人治理工作进展迟缓,外部股东参与农村信用社决策、管理的积极性十分有限;农村信用社改革和服务“三农”并不完全一致等等。对这些问题需要警惕,否则将影响“花钱买机制”改革目标的实现。  相似文献

In Ireland the period A.D. 400 to 1169 is characterized by an abundance of field evidence for dispersed enclosed homesteads known as ring-forts. This paper examines a number of hypotheses concerning the spatial characteristics of ring-forts in an attempt to explain puzzling discontinuities in their distributional pattern. Environmental constraints and evidence for alternative settlement forms are discussed. The significance of place-name elements in the understanding of social organization and settlement is critically examined; and attention is focused on the relationship between indigenous Irish settlement and alien settlement forms introduced at the time of the Norman conquest.  相似文献

Regional economic development competition can be inefficient and destructive because decisions by one governmental unit can impose both externalities on its neighbors. Collaborative networks of multiple stakeholders within and across jurisdictions are an increasingly crucial component of regional economic development. In this article, we focus on the emergence of voluntary and self‐organizing network relationships among local governments to address economic development concerns. The motivations and decisions of local actors play a critical role in shaping and implementing regional collaboration. On a micro level, the collaboration choices are shaped by three primary factors: the transaction costs reflected in the configuration of relationships in which an actor is embedded; the organizational similarities (homophily); and the resource dependencies that shape the local actors' preferences for forming relationships with other specific actors. We utilize an exponential random graph model (ERGM) to test hypotheses regarding the most prominent observed patterns of network relationships within and across different organizational sectors. The results demonstrate that both reciprocity and social clustering structures are preferred by both government and nongovernment organizations. These results suggest that interorganizational collaboration for economic development requires more than simple exchange relationships. Rather, network actors may be better served by participating in a densely clustered network that is capable of maintaining credible commitments to collective solutions.  相似文献

In this paper I propose a novel integration of inductive predictive modelling and ethnoarchaeology. The case study concerns seasonal upland pastoral settlement patterns in the eastern Italian Alps. A sample of modern pastoral sites has been selected, and their relationships with environmental variables have been analyzed in order to create a model to predict the location of archaeological upland pastoral sites. The model has been tested with modern and archaeological control samples. It has proved to be useful for predicting the location of specific site categories. Ethnoarchaeological fieldwork has been carried out in the same alpine sample area, which has enhanced the interpretative potential of the proposed model, suggesting that the spatial of the analyzed sites could well be related to their dairying function. The creation of ethnoarchaeological locational models with a predictive potential may be very important not only in helping to tackle some theoretical and methodological problems in predictive modelling, but also in enhancing the importance of ethnoarchaeology in landscape archaeology projects.  相似文献

The picture of the American state policy-making process which emerges from this analysis is one of a system where politics as well as economics matter a great deal. Partisanship and legislative competition are shown to have demonstrable effect on policy output. The control partisan preference exerts over policy decisions is severely constrained in taxing and spending areas, however, and is conditional on forces external to the model presented here. Surpassing the control over policy output exhibited by partisanship is the extent to which the electorate, or the electoral process, holds the parties responsible for policy performance. The influence of relief, as well as other environmental features such as soils or the hydrological regime, on prehistoric settlement patterns is commonly accepted. Settlement patterns and preferences changed over time in different areas, so it is difficult to formulate general rules of human behaviour throughout history. In lowland areas of the temperate zone, which lack radical relief changes and have widespread access to water resources, specific settlement preferences and significant changes in these preferences are difficult to interpret.New methods developed to address the problem of the settlement transformations as a result of prehistoric settlement and economic processes using multivariate statistics have been adapted for the middle part of the Great Poland Lowland. In this region, data from the Polish Archaeological Record Project database have been used.Models of the dependence between geomorphological features and settlement intensity form the basis for estimating changes in prehistoric settlements. The degree of preference (or avoidance) is a nonparametric function of the number of archaeological sites observed in the area relative to the number of sites expected from a completely random pattern. The most crucial factors for settlement are distance to plateau edges, distance to water bodies, and the wetness index. The results show that the entire investigated area is more or less suitable for settlement, but the most occupied terrains are the areas near plateau edges.  相似文献
