Cities and the Geographies of "Actually Existing Neoliberalism"   总被引:17,自引:0,他引:17  
This essay elaborates a critical geographical perspective on neoliberalism that emphasizes (a) the path–dependent character of neoliberal reform projects and (b) the strategic role of cities in the contemporary remaking of political–economic space. We begin by presenting the methodological foundations for an approach to the geographies of what we term “actually existing neoliberalism.” In contrast to neoliberal ideology, in which market forces are assumed to operate according to immutable laws no matter where they are “unleashed,” we emphasize the contextual embeddedness of neoliberal restructuring projects insofar as they have been produced within national, regional, and local contexts defined by the legacies of inherited institutional frameworks, policy regimes, regulatory practices, and political struggles. An adequate understanding of actually existing neoliberalism must therefore explore the path–dependent, contextually specific interactions between inherited regulatory landscapes and emergent neoliberal, market–oriented restructuring projects at a broad range of geographical scales. These considerations lead to a conceptualization of contemporary neoliberalization processes as catalysts and expressions of an ongoing creative destruction of political–economic space at multiple geographical scales. While the neoliberal restructuring projects of the last two decades have not established a coherent basis for sustainable capitalist growth, it can be argued that they have nonetheless profoundly reworked the institutional infrastructures upon which Fordist–Keynesian capitalism was grounded. The concept of creative destruction is presented as a useful means for describing the geographically uneven, socially regressive, and politically volatile trajectories of institutional/spatial change that have been crystallizing under these conditions. The essay concludes by discussing the role of urban spaces within the contradictory and chronically unstable geographies of actually existing neoliberalism. Throughout the advanced capitalist world, we suggest, cities have become strategically crucial geographical arenas in which a variety of neoliberal initiatives—along with closely intertwined strategies of crisis displacement and crisis management—have been articulated.  相似文献

This paper argues that geographical research needs to pay greater attention to political parties and their relationship to local governing. In returning to, and updating the concept of the local state, analysis of local socio-spatial and political relations reveals the quieter registers of political power in local governing, and in turn what this means for the condition of local democracy. The long-term housing regeneration of a neighbourhood in Gateshead, North East England is used here as an optic to do just that. Through moments of housing activism, the social and political relations between and within a local Labour Party and local state are considered. A local manifestation of a growing trend that questions the representation of mature structures of power that the Labour Party holds in deindustrialised areas of the UK is considered through struggles over decision-making, belonging, representation and legitimacy. Such accounts of the local scale are critical in relation to global political trends; where apathy, cynicism, lack of expectation and representation and insurgent populist parties are increasingly framed as potential political crises of mature western democracies.  相似文献

The paper discusses the potential of a collaborative scheme for the development of a protocol for recording and managing the cultural heritage in Libya. The critical political situation in the country urges the development of cultural heritage management policies in order to protect it more thoroughly and consistently. Moving on from the numerous international initiatives and projects dealing with a mostly “remote” approach to the issue, the project here presented to engages with staff members of the Department of Antiquities (DoA) in the development of a joint strategy for the application of remote sensing and geographical information systems (GIS) to the preservation and monitoring of Libyan cultural heritage. A series of training courses resulted in an initial development of new ways of recording and analysing field data for a better awareness of the full range of threats that the archaeology of the country is subject to. Focussing on the case of the Jebel Nafusa, the training involved the assessment of site visibility on satellite imagery, the analysis of high-resolution satellite datasets for archaeological mapping, the creation of a GIS spatial database of field data, and the mapping of risks and threats to archaeology from remote sensing data. This led to the creation of of a risk map showing the areas that are affected by a number of threats, thus giving the DoA a tool to prioritise future fieldwork to keep the assessment of site damage up to date. Only a collaborative approach can lead to a sustainable strategy for the protection of the invaluable cultural heritage of Libya.  相似文献

This paper contributes to an emerging geographical literature on the social geographies of caring. Drawing on recently undertaken empirical work in the Scottish Highlands, personal accounts about the provision of both formal and informal care for people with mental health problems are evaluated. The notion of ‘community care’ is critiqued, as too are claims about how rural and remote rural locations engender particular configurations of caring roles, practices and relations. It is shown that geographical distance, social proximity, stoic cultures and rural gossip networks all have a part to play in how caring occurs in such places. The paper concludes by suggesting areas of future research.  相似文献

Partition is an intrinsically abstract and simplistic blunt instrument applied on a complex mosaic of peculiarities that constitute reality. There are very few modern states that are ethnically or culturally homogenous. In this context, partition is a subjective territorial tactic that can treat or exacerbate symptoms of historical, political, and geographical difficulties. While exhibiting comparative scope, especially to the role of the British State and the dynamics of national majorities and minorities, the circumstances concerning the partitioning of Ireland deviate from patterns gleaned from other examples as the evolving bases of its partition between 1912 and 1925 mutated at various stages with regard to geography, political status, and function. However, Ireland served as an important historical precedent in illustrating the disparity between the original intent and eventual result of its partition. Indeed, one can extrapolate from the Irish example that partition is better understood as a catalytic tactical process that radically reconfigures the political and geographical dimensions of conflict rather than as a decisive political instrument solving it.  相似文献

The African continent is known by various metaphors and geographies, but for many there are also unknowns about the continent. Geopolitically, Africa is a continent that is considered remote—an economically emerging continent seen as entangled in persistent challenges of wars, political dictatorship, poverty, disease, and more recently migration. Given these predispositions it is typical to stereotype events, practice, and behaviour as “African.” There is, however, now recognition of the continent as emerging economic power house. But unpacking the diversity of Africa reveals a huge potential with respect to resource endowments, diversity of ecology, socio‐cultural economic advancement, politics, language, and demographics. Colonial history coupled with traditional Africa shaped the geopolitical boundaries that have added to the confusion about this massive and diverse continent. Intellectual discourses either amplify the differences due to specificities of geographical focus or generalizations such as the contested notion of “African.” However, using socio‐ecological lenses, Africa is unified by these very differences in addition to being a massive landmass with several big and small island states. Appreciating these differences is useful to understanding the observed patterns of social, economic, and political systems that unify the continent. This paper illustrates the notion of “African” to describe the heterogeneous nature of a “unified” continent. Some illustrative examples between Africa and other continents are used.  相似文献

The organization of political scale has served to facilitate the power of the dominant society to control, exclude and marginalize indigenous populations. This paper examines how geographical scale has shaped the historical and contemporary geography of indigenous peoples in the United States. More specifically, discussion will center upon the importance of scale in shaping natural resource conflicts between American Indians and state governments. Using the case of the Wisconsin Ojibwe treaty rights conflict, this study shows how scale informed the historical development of an exclusionary state natural resource policy and the state's legal effort to protect its monopoly over policy making during a 17 year court case over off-reservation hunting and fishing treaty rights. At the same time, Ojibwe Indians sought to use the dominant society's legal system to gain recognition of their hunting and fishing treaty rights and to alter the existing scale organization of power by decentralizing natural resource decision-making and creating a resource co-management regime. This paper shows how both the state and the tribes were active producers of space and scale and how attempts to restructure geographical scale represent attempts to restructure existing power relations. Although geographical scale and power relations are never fixed and are subject to contestation, this paper shows that the ability of marginalized populations to reshape scales of power is limited by the persistence of assimilationist attitudes and normative assumptions about the scalar organization of political life.  相似文献

Geographies of education have drawn more research attention in the last decade. The varied motivations for geographical attention to education have led to divergent approaches. First, a macro, political economy or “outward looking” approach has examined educational provision and what it tells us about wider social, economic and political processes. Second, a micro, social-cultural or “inward looking” approach has emphasised social difference within school spaces, and the links between home and educational spaces. This latter approach has also acknowledged the importance of the voices of children and young people in understanding educational experiences. In this paper, l take stock of existing research in the geographies of education and then make a case for the examination of two types of schools that have received little or no geographical attention thus far, namely international schools and faith-based schools. I propose a multi-scalar framework for analysing the former and a relational framework for understanding the latter.  相似文献

The social construction of target populations has emerged as an influential framework for understanding the public policy process. In particular, target populations have been shown to shape the allocation of benefits and burdens by political elites. However, existing studies focus on the elite level, which overlooks whether public preferences are aligned with the allocation of policy benefits and burdens by political elites. Moreover, many studies treat social constructions as homogenous, which this paper calls into question. Using a nation‐wide survey experiment, I investigate variation in public support for affirmative action policies with randomly assigned target populations. The findings indicate that the public formulates policy preferences on the basis of perceived deservingness of target groups similar to political elites. In addition, the findings uncover heterogeneity in the effect of targeting on public opinion based on ideology and racial/ethnic group identity.  相似文献

This article critically investigates past and contemporary treatments of the state within geographical scholarship. We propose that there is a silent statism within geography that has shaped it in ways that limit geographical imaginations. Statism, herein, refers to a pervasive, historically contingent organisational logic that valourises and naturalises sovereign, coercive, and hierarchical relationships, within and beyond state spaces. We argue that although the explicit, colonial statism that characterised early geography is past, traces of statism nonetheless underpin much of the discipline. While political geography has increasingly critiqued ‘state-centrism’, we argue that it is essential to move beyond critique alone. Using anarchist state theory to critically build upon perspectives in geography, we argue that statism is intellectually and politically problematic and should be recast as an active constituent of unequal social relations. In turn, we outline five core myths that form its logical foundations. In concluding, three initial areas in which post-statist geographies can make inroads are identified: interrogating intersections between statism and other power relations; constructing post-statist epistemologies and methodologies; and addressing how the state is represented in geographical work.  相似文献

This paper addresses two main debates: the recent geographical literature on trade union strategy and structure, and contemporary accounts of European labour market governance. Geographers have begun to take notice of organized labour just as it has faced a series of unprecedented challenges, which are partly derived from ongoing changes in the organization of production. In interpreting these debates I focus on the process of scaling – the ways in which the politics of labour market governance are constituted in, and are at the same time constitutive of, one geographical scale or another. These issues are explored through two key recent developments: the changing status of the European Trade Union Confederation, and the creation of European Works Councils. The ETUC and EWCs are particularly significant because they pose a challenge to existing arrangements, and potentially enable a re-configuration of the relation between capital and labour at different scales. I conclude that further exploration of European labour geography could re-connect the diversity of forms of organization of production with the scope and potential of trade union strategy; and that thinking in terms of scale is useful because it highlights the significance of both political and relational issues.  相似文献

Political geography's essence and place in the system of Soviet geographical sciences are assessed and key elements of political geographical analysis defined. The latter include the space-time paradigm, the principle of territoriality, the study of center-periphery relationships, analysis of regional planning policy and theory, consideration of the role of the church and armed forces, and the importance of political geographical regionalization. Water valuation represents both an opportunity and a challenge for interdisciplinary scholarly research, given that it can mobilize academic work beyond unnecessary cleavages between physical and social sciences. The article revisits the most common valuation approaches – namely, water as an economic resource, entangled in commodification strategies and embedded in cultural heritages – as important, but incomplete, considerations of the multitude of water values. While previous publications have dealt with the values held by different social groups and by the territorialized manifestation of water values, the limitations of prevailing valuation strategies are discussed here and a relational synthesis is proposed. As relevant as the examination of particular values (e.g. economic, non‐economic, religious, cultural, aesthetic values, etc.) is the realization that the valuation of water is articulated according to socionatural interdependencies and the historic‐geographical trajectories of individuals and groups. Water valuation is, therefore, premised on a relational, holistic ontology, in the sense that values are necessarily interrelated and emerge out of concrete, politicized socionatural interactions. Making use of relevant examples, it is argued that the valuation of water is ultimately a political statement that synthesizes mechanisms of cooperation and competition between individuals and social groups for the allocation, use and conservation of water. Such politicized understanding of the interconnections between water values provides a helpful entry point into the causes and consequences of water management problems. These are all profoundly geographical, but also interdisciplinary, questions, as water values reflect multiscale connections between local processes and wider relations of production, consumption and reproduction.  相似文献

Abstract

A recent decision by the Washington State legislature to authorise branch campuses for the University of Washington and Washington State University in ‘under‐served metropolitan regions’ led to a practical example of the use of optimum location‐allocation models. This task was embedded within the larger problem of measuring need and of evaluating the role of accessibility to higher educational opportunities. Analyses of geographical patterns of college enrolment and attainment, supplemented by a survey of the adult population, revealed a probable substantial level of latent demand for upper division college opportunities in areas far from existing public institutions. This is an ‘unmet need’ associated with a place‐bound population, unable to relocate. The magnitude of this unmet need was independently corroborated by a survey of employer needs and expectations, and information on the net flows of students to and from the State. The application of location‐allocation models to the distribution of the estimated unmet need resulted in the recommendation of two branch campuses for the University of Washington, and these recommendations have been accepted.  相似文献

ABSTRACT Despite strong national economic growth and significant poverty reduction during the late 1990s, high poverty persisted in remote rural areas. This study uses a geographical information system county database to examine the nexus between rural U.S. poverty and remoteness. We find that poverty rates increase with greater rural distances from successively larger metropolitan areas (MAs). We explain this outcome as arising from the attenuation of urban agglomeration effects at greater distances and incomplete commuting and migration responses to lower labor demand in rural areas. One implication is that remote areas may particularly experience greater reductions in poverty from place‐based economic development policies.  相似文献

Our aim in this paper is to examine the ways in which electronic gaming machines (EGMs) redistribute resources to and from three remote towns in the Northern Territory (NT), namely Katherine, Tennant Creek and Nhulunbuy. We describe EGM expenditure levels in each town at the level of the individual venue, examine patterns of socioeconomic status within each town, explore the ways in which EGM markets are racialised through venue gate‐keeping practices and spatially‐based alcohol regulations, and examine the effects of resource redistribution mechanisms designed to return a proportion of EGM profits to host communities. The ability of venues to draw resources from extremely disadvantaged groups from the remote periphery is of central concern when attempting to assess the societal consequences of gambling in remote towns, both in terms of individual harm and the adequacy of resource redistribution. Existing mechanisms for resource redistribution are both selective and relatively meagre, pointing to a political and racial economy of EGM gambling that transfers resources from remote towns to sites of centralised ‘white’ power. We conclude that political economy in the context of remote NT towns may not be understood outside a consideration of racial economy and the way that constructed notions of race operate to legitimate existing processes of economic exploitation and resource redistribution.  相似文献

The article focuses on the topic of clustering, which has become a popular concept, both from the academic and political perspective, and as an efficient business model. The distinction between clusters, understood as geographical concentrations of specific industries, and cluster initiatives, understood as more formalized actions undertaken by regional actors, is proposed. The primary objective of this study is to verify if these two types of structures are overlapping each other. This problem arises because the motivation for forming some cluster initiatives may be different economic policy instruments rather than existing market potential of a specific regional economy. The study finds that not all of Information and Communication Technologies (ICT) cluster initiatives in Poland represent real concentration of ICT-related divisions included in statistical classification of economic activities in the European community Rev. 2 classification, as measured by location quotients (LQs) for indicators on employment, firms' incomes and number of enterprises. However, there is a visible pattern that the LQs are higher in smaller geographic areas (NUTS 4 (Nomenclature of units for territorial statistics)), which usually represent big cities, being the cores of cluster initiatives. The study also discusses the phenomenon of the internationalization of clusters and the value added to that process from forming formalized cluster initiatives, which create favourable institutional framework for transborder cooperation.  相似文献

Political geographers have produced extensive and valuable bodies of knowledge on both international boundaries and geopolitics. However, an emphasis on discourse study means that these literatures are in danger of becoming both repetitious and lopsided, relegating or even erasing people's experiences and everyday understandings of the phenomena under question. This article suggests that ethnographic participant observation, a method largely neglected by political geographers, could be used to address these imbalances and open new research directions. This argument is demonstrated by a study of the impact of the partial closure in 1999–2000 of the Uzbekistan–Kyrgyzstan Ferghana Valley boundary. Post-Soviet time was hyper-accelerated by the belated imposition of the logic of nation–states onto the existing social geographies of kinship practice. The legal–constitutional division of the Valley in 1991 only ‘caught up’ with the lived experiences of borderland dwellers in 1999. The sudden collapse of this ‘political geographical time-lag’ forced upon them the traumatic realisation that Uzbekistan and Kyrgyzstan really were two separate countries. In this context, using ethnography to highlight discrepancies between elite and everyday political geographical imaginations informs a critique of state violence that is parallel to, but not a replacement of, textual analyses informed by critical social theory.  相似文献

The type and degree of conservation areas in Turkey legally dictate the kind of land uses that can and cannot take place in a conservation area. Thus, the conservation scheme is one of the most important criteria in designing an urban land-use plan. The aim of this study is to analyse the effects of various conservation decisions on land-use allocation holding everything else constant. This study uses a land-allocation mathematical programme formulated by Hanink and Cromley [(1998) Land-use allocation in the absence of complete market values, Journal of Regional Science, 38, pp. 465–480] that integrates the geographical information systems with a generalized assignment problem to determine an optimum level of conservation scheme in Cesme/Izmir, a coastal resort in Turkey. The findings state that the proposed technique is indeed very useful and promising to answer diversified practical issues on a more rational basis.  相似文献
