Government reliance on voluntary programs represents a significant shift in public policy: moving from command and control regulations to market based mechanisms. This article explores the determinants of Voluntary Remediation Programs (VRPs) in the American States. During the 1980s and 1990s, 44 states adopted VRPs to facilitate remediation of existing hazardous waste sites. Relying on diffusion of innovation theory, I develop a model of state policy adoption that explores the influence of internal state political and economic factors, as well as testing the influence of regional and top‐down diffusion forces. I utilize a discrete‐time event history approach to test this model. The results indicate that state policymaking is responsive to interest group pressure and the pace of cleanup at hazardous waste sites. Additionally, state policymaking is consistently influenced by the actions of surrounding state governments; the probability of adopting a voluntary program increases if surrounding states have already developed these policies.  相似文献

This paper investigates the competing forces driving the development of renewable energy in the American states. We formulate a framework of state renewable energy politics and develop a set of hypotheses regarding the role of politics, policies, and prices in renewable energy development. We test these hypotheses with a fixed effect vector decomposition model using a panel data set for the U.S. states from 1990 to 2008. The results indicate that renewable energy development is influenced by regulatory institutions, the party affiliations of the governor and legislators, and the professionalism of the legislature, accompanied by the effects of various policy instruments.  相似文献

Despite a decline in crime rates, the 1990s witnessed extensive media coverage of several high‐profile stranger abductions and murders of children. State legislators' swift response to the public's growing fear of sex offenders with the adoption of sex offender registration and notification (SORN) laws raises questions about the role of politics. Punctuated equilibrium theory and the diffusion of innovation jointly provide a context to conduct an event history analysis to assess the extent to which politics enhanced legislative responsiveness to public opinion in SORN policymaking. Contrary to the commonly held belief that attributes legislative interest in SORN to salient crimes against children, the results suggest that factors such as the percentage of a conservative population, district‐level competition, and state innovativeness accelerated the diffusion of innovation of the laws.  相似文献

This paper examines a recent dispute generated by the Queensland State Government proposal to build the Traveston Crossing Dam on the Mary River in southeast Queensland, Australia. It is particularly concerned with the ways in which interrelated issues of belonging, community identity, and social diversity were negotiated during the anti‐dam campaign. As an unusual alliance of farmers, environmentalists, urban retirees, some Aboriginal people and others, it takes a view of the anti‐Traveston Crossing Dam campaign as a fluid network of people and approaches the notion of community identity as the symbolic construction of similarity. Locally specific, the paper describes pertinent aspects of community politics in the context of rural socioeconomic change, and the mobilisation of heritage. With regard to local senses of belonging, it also discusses the involvement of Aboriginal people during the campaign. More broadly then, this paper attempts to make an ethnographic contribution to the study of environmental disputes and the politics of alliance in peri‐urban areas of settler‐descendant societies such as Australia.  相似文献
