Urban Villages in China: A 2008 Survey of Migrant Settlements in Beijing   总被引:2,自引:0,他引:2  
A team of Beijing-based urban planning specialists is joined by a noted American geographer to present the results and analyze their 2008 survey of migrant settlements in China's capital city. The paper examines the living and work conditions as well as housing consumption behavior of migrants in Chinese cities, focusing on chengzhongcun or urban villages—rural settlements that have been transformed into poor living spaces for migrant workers. It finds that although migrant workers are willing to pay the same or higher rent per unit of space, they consume much smaller dwelling spaces than local residents. Estimations of the Mincerian wage equation and of a housing demand equation show that migrants' small space consumption is a function not only of low income but also of a reluctance to spend their earnings in the city. The findings reinforce the notion that migrant workers consider the city as a place to work rather than a home in which to live. ABSTRACT We develop a regional model where, in the city, unemployment prevails because of too high (efficiency) wages, while, in the rural area, workers are paid at their marginal productivity. We characterize the steady‐state equilibrium and show that it is unique. We then consider two policies: decreasing urban unemployment benefits and subsidizing urban employment. We find that decreasing the unemployment benefit in the city creates urban jobs and reduces rural–urban migration since new migrants have to spend some time unemployed before they can find a job in the city. On the other hand, raising employment subsidies increases urban employment but may also increase urban unemployment because it triggers more rural–urban migration. In this respect, the employment subsidy policy can backfire by raising rather than reducing urban unemployment.  相似文献

This paper investigates the characteristics of rural migrants in Sweden divided into periurban and remote countryside using register data at the individual level. The results show that during the two years of investigation, 1987 and 1993, there was a concentration of the population in general but the periurban countryside gained migrants from the cities. In addition, the migration pattern had an aging effect on the population in rural areas. It is also shown that migration selectivity is relatively stable during the study period. The countryside is less attractive than urban areas to those with high income and high education but when the two types of countrysides are compared to each other the periurban is more attractive. Despite the renewed interest in rural living which has been reported in other studies, remote rural areas are less attractive to migrants than periurban areas in Sweden.  相似文献

ABSTRACT This paper starts with a “primer” on what we know about the conceptual and empirical links between development and urbanization. While historical experience of developed countries is reviewed, today's rapid urbanization in developing countries offers an intense set of challenges. Rapid urbanization requires massive population movements and enormous local and inter‐city infrastructure investments in a modern context of heavy government interventions in economies. This context raises under‐researched issues, discussed in the second part of the paper. First concerns the spatial form of development. How much development should be focused in mega‐cities, or huge urban clusters, as opposed to being more spatially dispersed, a critical question facing China and India today? How do we conceptualize and measure both the benefits and costs of increased urban concentration; and how are they linked to a country's evolving national industrial composition? Second, what is the evolution of spatial income inequality under massive rural‐urban migration? Is inequality heightened today relative to the past by national government policies which “favor” certain cities and regions and by local government policies in those cities that may try to deflect migrants by offering them poor living conditions?  相似文献

ABSTRACT

Growing in number in the last two decades, rural migrant workers in China have completed intergenerational replacement, and young migrants have become a principal part of the migrant population. However, the process of such intergenerational reproduction has not been thoroughly examined. Based on field studies in the Chinese countryside, this paper analyzes the mechanisms of intergenerational reproduction of rural migrants from the perspective of rural communities, families, and school education. “Left-behind” rural communities, their migration-oriented social culture, and the cognition of rural–urban differences as constructed through migrant parents facilitated a subjective willingness for migration among left-behind children. Exclusion from urban-biased rural education is often the final external thrust for their migration. Having finished the transition, the households of a new young generation of rural migrants are experiencing a different crisis of reproduction. This paper argues that there is a systematic rupture between labor, households, and rural society and that this presents a critical development trap for China.  相似文献

This article explores the relationships among neoliberalism, social policy expansion and authoritarian politics in contemporary China. It argues that in the era of neoliberalism, rising new right and authoritarian governments, the Chinese Communist Party has sought to retain power by shifting politically to the right and promoting neoliberal-looking economic policies. These policies have raised average living standards but also increased insecurity for most of the Chinese population, while new social policies have facilitated marketization. Social policy expansion includes minimal cash transfers as well as social old-age and health insurance for hitherto excluded sections of the population. These policies have begun to erode long-standing urban–rural segregation, but they have added new, underfunded, social programmes rather than widening participation in existing ones, re-segregating provision so that urban elites and formal sector workers enjoy much more generous provisions than many people working informally and those without work. These social policies’ most significant dark sides thus include compounded income inequalities and the segmentation and stigmatization of the poorest. Authoritarian controls have enabled the Communist Party to avoid redistributive policies that would undermine its urban support, so that politics in China differ from the right-wing populism of new, anti-establishment authoritarian regimes.  相似文献

Using the 2014 China Migrants Dynamic Survey, we analyze rural–urban migrant workers’ destination choices after the global financial crisis, with an emphasis on jobs, amenities, and local spillovers. By using an equilibrium‐sorting model, this paper disentangles local spillovers from local attributes in the estimation process. We employ both an artificial instrumental variable and the provincial highway passenger flow in 1979 to tackle the endogeneity issue. After controlling for the network effects of migrants from the same origin, we find a separate and strong preference for colocating with a large population of migrants, regardless of origin. The results remain robust when we take into account labor supply‐driven migration, spatial autocorrelation between provinces, different industry definitions, and regional differences within provinces. Our results imply that due to institutional barriers, the rural‐migrant community will still be a very important factor in the foreseeable future. In addition, as the ongoing industrial upgrading and transfer policies in China may lead to a westward movement of rural–urban migrants, the movement will be expedited when the older, less educated, or lower income migrants relocate.  相似文献

近年来,南疆少数民族农村劳动力转移的规模不断扩大,外出务工收入成为当地农民收入的主要来源之一。本文在分析墨玉县农村劳动力转移现状的基础上根据2007年的抽样调查数据和2002年以来墨玉县经济社会发展的相关数据,采用多层次多因素灰色关联分析和Logistic回归分析,从宏观和微观两个层面上探讨劳动力转移的动力机制。宏观层面上,农村基本经济指标与劳动力转移的关系密切;微观层面影响农村劳动力转移的驱动力按强弱依次为家庭人口数、是否为低收入户、在读学生数、户均可耕地面积等。最后得出结论,新疆少数民族农村劳动力转移的主要驱动力来自农村内部,来自城镇的拉力作用不明显,而受自然条件、经济发展水平和民族观念等因素的影响,劳动力转移的摩擦力较大。  相似文献

ABSTRACT We investigate whether an aging population may challenge the supremacy of large working cities. To this end, we develop an economic geography model with two types of individuals (workers and retirees) and two sectors (local services and manufacturing). Workers produce and consume; the elderly consume only. As a result, the mobility decision of workers is driven by both the wage gap and the cost‐of‐living gap, unlike the elderly who react to the differences in the cost of living only. We show that the return of pre‐industrial urban system dominated by rentier cities does not seem to be on the agenda. Quite the opposite, the future of large working cities is still bright, the reason being that today's urban costs act as a strong force that prevents a large share of local services and manufacturing firms from following the rentiers in the elderly cities, while the supply of differentiated b2c services impede their complete separation.  相似文献

Despite the increasing preponderance of non‐farm work in Cambodia, labour migrants across a range of working conditions remain linked to their rural homesteads through durable financial and social arrangements. This article explores this phenomenon through the case of debt‐bonded brick kiln workers in Phnom Penh, formerly smallholder farmers in villages. Drawing on the field of labour geography, the article first examines the process by which labourers became debt‐bonded, thus situating them within the country’s broader agrarian transition and recasting peasants as rural labour. It then explores workers’ perceptions of rural life, suggesting that the unfreedom of kiln work, contrasted with the fixedness and potential for mobility in rural life, makes workers aspire to return to their land. The article ultimately highlights how the persistence of smallholder farmers can be understood as an issue of poor work under neoliberalism in Cambodia, and draws light on the agency of labour in understanding this.  相似文献

This paper estimates the effect of migrating permanently as a child from a rural area to an urban area; focusing on long-term educational attainment in Indonesia. We conduct a household survey specifically tailored to collect data on urban–rural migrants in four major migrant destination cities in Indonesia, and merge the data with a nationally representative survey to create a dataset that contains migrants in urban areas and non-migrants in rural areas who were born in the same rural districts. We find that individuals who migrated to the city as children attained three more years of education, compared to observably similar individuals who remained in rural areas. We find no gender differences in the benefit of childhood migration. Finally, age at migration and the size of network in the city do not significantly affect the educational attainment of childhood migrants.  相似文献

While many works have examined urban mortality rates in nineteenth-century Europe, much less attention has been placed on disease patterns in the peripheral areas surrounding these population centers. This study demonstrates that during the Swedish diphtheria epidemic of the early 1880s, mortality rates among children living in the industrial parishes on the outskirts of the town of Sundsvall exceeded those found in the town itself. The epidemic was fueled by the mass in-migration of laborers and their families from distant provinces who sought work in the region's sawmills. Thus, in contrast to the common pattern of disease entering through a port city and spreading into the interior, in this case diphtheria followed the paths of migrants through the rural parishes of the Sundsvall region to the sawmills and then finally into the town itself. This spatial pattern was reversed in the late fall when migrants returned home. Conflicts within the medical profession regarding how best to prevent or contain diphtheria, popular suspicion and distrust of local physicians, and the introduction of the disease into a population with no prior contact with it, all helped increase the number of young corpses.  相似文献

This paper examines the causes and process of return migration from the coastal region to the inland provinces in China since the early 2010s, based on the case study of Zhumadian city in Henan Province. Surveys administered to both rural migrants from Zhumadian to Shenzhen and recent returnees to Zhumadian are presented. Industrial relocation and the development of inland provinces trigger the current wave of return migration. Family obligations, better prospects of the hometown, and barriers to settle in Shenzhen because of the hukou system are the principal reasons to return. Most of the migrants return to work in a factory or start a business. Some migrants purchase apartments in Zhumadian as a prelude to returning and starting a business at a future date. Returnees prefer settling down in urban areas rather than in their rural origins. In light of the empirical findings, the authors argue that return migration will ease the mismatch of labor supply and demand between the inland and coastal provinces, such that the Lewis Turning Point has not been reached yet. The continuing process of rural migrants returning to and settling down in Zhumadian suggests a way to achieve some of the goals in China’s new-type urbanization plan, as local governments may address the two major challenges of the plan, namely, local job creation and financing for increased demand for public services.  相似文献

An attempt is made to explain how a group of people moved from being newcomers to town in the 1940s to being one of the most permanent and stable residential elements in Papua New Guinea's towns in the 1970s. Circular and permanent migration, as Young maintains, are not 2 distinct processes, and both initial rural urban movements and migrants' decisions to return or not to return home are examined simultaneously. The hypothetical career of a migrant is considered all the way from village residence to permanent urban residence along with the different decision points that might vary this career. In this case study focus is on 2 sets of factors that affect migration decisions: an imbalance in rural and urban economic conditions and the effects of the migration process itself. The people discussed come from what is now known as the Malalaua District of the Gulf Province and are referred to as Malalauas. Historically, there are several feastures of Malalaua urban migration that are important. Malalaua migration began earlier than that of most urban migrant groups in Papua New Guinea. In the 1963 urban population there were a number of Malalauas who first came to Port Moresby before or during World War 2. Migration from the Malalaua District has continued in a steady stream from the 1940s to the 1970s, although there is no evidence on absolute numbers of new migrants in any 1 year. The pattern of Malalaua migration to towns over the entire period has been largely one of the movement of young single adult males and young female adults moving to town on marriage. Both the absolute numbers of migrants and the proportion of Malalauas absent from the District have risen rapidly over the 20 years to 1972. Finally, children are being born to Malalaua migrants in town. Malalauas are possibly the migrant group most firmly established in town. The Malalauas are one of the most longterm and residential groups in Port Moresby. In Papua New Guinea as a whole they must be one of the migrant groups with the greatest commitment to urban living. Economic factors have been very important in Malalau decisions to leave the village, particularly the decisions of adult males. The migration process itself has increasingly affected migrant decisions: factors such as the diminished attraction of a depopulated rural community, a change in tastes towards urban based ways of living, the growth of strong personal and family ties among urban residents, and a simultaneous reduction in such ties with rural residents. It is argued that this 2nd set of factors over time increases in importance relative to rural-urban economic imbalance as an explanation of migration behavior. In general, rural urban economic opportunities have become less important over time. So in the 1970s and 1980s it would be argued that many Malalauas would not respond to increases in urban unemployment of rural incomes by moving back to the village. They would be permanent townspeople. This explanation of migration decisions is dynamic: in the history of individuals and groups the context and thus the explanation of decisions change.  相似文献

Rural migrant children have become a fast-growing population in China as a consequence of the large-scale population flow from rural to urban areas. Besides the dual-structure hukou system, which restrains rural migrants from upward mobility, family capital also plays an important role in providing family educational support to rural migrant children. Using the data from P District and N District of Shenzhen in 2013, this paper explores the present status of three dimensions of family capital and five aspects of family educational support to Chinese rural migrant children, as well as the correlation between family capital and family educational support from perspectives of migration status (hukou), life course (children’s age), and school type. Constrained by inadequate family capital in multiple dimensions manifested by less education, lower income, and limited social networks, etc., parents of rural migrant children provide less family educational support in nearly every aspect compared with parents of urban local children. Among rural migrant children, those in private migrant schools receive the least support from their parents.  相似文献

This article is based on an ethnographic study of life histories of 28 rural–urban (internal) migrant men located within southern China. It explores their narratives with a particular focus on changing social relations within the family, from the perspective of migrant sons. It argues that traditional gender norms, such as those attached to being a ‘filial son’, are lived out, albeit reworked, among Chinese male migrant workers across generations. The men recount the role of traditional familial gender norms, which are central cultural resources in forging their ‘dislocated’ identities within specific temporal and spatial conditions. For example, being a ‘filial son’ has become an important reference point for these mobile male workers to actively negotiate their emerging masculine identities in the process of negotiating urban lives, while living away from their rural homes. The article also explores a more complex understanding of rural–urban migration in terms of critically engaging with the men's well-being as urban workers.  相似文献

Conventional migration theory suggests that rural to urban movement was a one-way once and for all movement which resulted in the severance of ties to a rural homeland and the gradual adoption of an urban lifestyle and culture. Analysis of Welsh migration to English towns in the mid-nineteenth century suggests that by no means all migrants conformed to this stereotype. Whilst Welsh migrants displayed similar characteristics to other rural-urban movers and fitted easily into an urban labour market, they were able to retain many of their rural traditions and customs in an English urban environment. They also maintained close links with Wales whilst some engaged in return migration. Although easily accepted into English urban society, the Welsh were able to live in two culture worlds for much of the nineteenth century. It is suggested that detailed longitudinal studies of other migrant groups will demonstrate diversity in the extent to which rural traditions were subsumed by urban culture in the nineteenth century.  相似文献

Drawing on interviews with young migrants who have moved from rural, farming households in northeastern Ghana to rural and urban households in central and southern Ghana, this article explores the inter‐connections between children's migration and children's access to formal and non‐formal education. In contrast to the positive light in which education is usually presented, the findings of the research suggest a more ambiguous and complex picture, and illuminate both positive and negative aspects of the linkages between education and children's independent migration.  相似文献

Using survey data collected from Shanghai and Shenzhen, two popular destinations for rural-to-urban migration in China, this study found a significantly higher level of psychological distress among rural migrants in Shenzhen compared to those in Shanghai, which are partly attributable to the lower earnings and longer work hours among rural migrants in Shenzhen. In addition, a range of structural (e.g., socioeconomic status and work hours), social (i.e., frequency of home visits, perceived social support, and neighbourhood social cohesion), and personality (i.e., optimism) factors were found to be important correlates of psychological distress. Compared to those in Shanghai, rural migrants in Shenzhen were socioeconomically disadvantaged but psychosocially advantaged. A significant and negative interaction effect between optimism and long work hours was also found. Without the presence of the observed psychosocial advantages among rural migrants in Shenzhen, the Shenzhen-Shanghai gap in rural migrant’s mental health would have been even greater.  相似文献
