Efforts to understand the geographical and political complexities of transboundary river basins—both within national jurisdictions and at international levels—must embrace critical interdisciplinary perspectives. In this paper, we focus attention on underdeveloped aspects of transboundary water conflicts and cooperation—e.g., how ecological understandings of river basins are transformed within transboundary institutional arrangements; the way multiple actors in transboundary basins construct geographical scales; and how control over water is represented and exercised within governance and management institutions. We advance the notion of critical hydropolitics as a way of explicating these processes. We draw on a case study of conflict over and within the transboundary waters of the Mekong River basin to illustrate this approach. Our aim is to complement and extend ongoing research and policy debates concerning transboundary waters.  相似文献

This study examines the regular pattern of involvement of 19 democratic states in relation to 15 international environmental treaties over the past 20 years. An attempt is made to understand what accounts for the international environmental engagement of democratic states through an empirical evaluation of four theories, specifically structural conditions, political institutions, idea-based, and international connectivity theory. Rather than case study analysis or an evaluation of a single country or theory, the value of the study is its comparative statistical evaluation of multiple indicators of four rival theories across 19 countries. Empirical findings reveal that the strongest causal forces underlying collaborative democratic state behavior are the citizenry's postmaterial orientations and executive-centered political institutions. International environmental commitments among democracies are constructed by the cultural composition of the polity and institutional rules that centralize ratification procedures, rather than by structural conditions and international forces. The study thus corroborates the idea-based theory's emphasis on the underlying values of the citizenry and the institutional theory's emphasis on domestic policy processes.  相似文献

A global water crisis is emerging that may challenge states' existing and future water availability. With countries already heavily reliant on international rivers, the issue of managing water scarcity in these basins is mounting. An already complex issue due to climatic change and the politics of access, the management of water resources is complicated further by sovereignty. In a context shaped by political boundaries and a concomitant territorial exclusivity, nation-states seek to guarantee their societies' water by exerting control through physical and institutional infrastructure. Yet, the basin's hydrological interdependency implies co-riparian countries remain vulnerable to each other's use of the shared river, suggesting ecological rather than just political limits to sovereignty. The continued vulnerability, as envisaged within the greening of sovereignty, suggests international cooperation is necessary. Explained as sovereignty bargains, in which states trade reduced autonomy for future benefits, international cooperation is, we suggest, bi-directional and can stem from or create international institutions. We examine an instance of international cooperation that exemplifies an alternative approach to international river management. The benefit-sharing principle focuses on allocating the outputs from water use, rather than the water itself; and was used by the Senegal basin riparians to access key services such as electricity despite a context of poverty, climatic change and intra-basin politics. What emerges is a strong narrative of cooperation sustained, over decades, by the states' willingness to engage in sovereignty bargains.  相似文献

Physical properties of formation waters in sedimentary basins can vary by more than 25% for density and by one order of magnitude for viscosity. Density differences may enhance or retard flow driven by other mechanisms and can initiate buoyancy‐driven flow. For a given driving force, the flow rate and injectivity depend on viscosity and permeability. Thus, variations in the density and viscosity of formation waters may have or had a significant effect on the flow pattern in a sedimentary basin, with consequences for various basin processes. Therefore, it is critical to correctly estimate water properties at formation conditions for proper representation and interpretation of present flow systems, and for numerical simulations of basin evolution, hydrocarbon migration, ore genesis, and fate of injected fluids in sedimentary basins. Algorithms published over the years to calculate water density and viscosity as a function of temperature, pressure and salinity are based on empirical fitting of laboratory‐measured properties of predominantly NaCl solutions, but also field brines. A review and comparison of various algorithms are presented here, both in terms of applicability range and estimates of density and viscosity. The paucity of measured formation‐water properties at in situ conditions hinders a definitive conclusion regarding the validity of any of these algorithms. However, the comparison indicates the versatility of the various algorithms in various ranges of conditions found in sedimentary basins. The applicability of these algorithms to the density of formation waters in the Alberta Basin is also examined using a high‐quality database of 4854 water analyses. Consideration is also given to the percentage of cations that are heavier than Na in the waters.  相似文献

It has been a feature of the past 30 years or so that individual sovereign states have been increasingly willing to partially set aside their own interests in favour of international treaties on pollution control and wildlife protection. It is the political will of the government signatories to such agreements that is the key to successful implementation as that political will provides the legitimate enforceable authority that is necessary to ensure compliance. This paper examines a trilateral agreement made by the Governments of Denmark, Germany and Holland for the protection and management of the Wadden Sea—one of Europe's most important wildlife sites. The examination of that agreement explores the key mechanisms used for its implementation and, in the case of the Wadden Sea, those mechanisms include the operation of key European Union environmental Directives. The paper finds major differences in approach and application of the Birds, Habitats and Environmental Impact Assessment Directives across the Wadden Sea region and argues that these differences undermine the trilateral agreements made by the three governments.  相似文献

Climate-driven water variability is a natural phenomenon that is observed across river basins, but one that is predicted to increase due to climate change. Environmental change of this kind may aggravate political tensions, especially in regions which are not equipped with an appropriate institutional apparatus. Increased variability is also likely to challenge regions with existing institutional capacity. We argue that our best attempts to assess the ability of states to deal with variability in the future rest with considering how agreements have fared in the past. In this paper, we explore treaty effectiveness, or treaty resilience, by investigating whether particular water allocation and institutional mechanisms help mitigate inter-country tensions over shared water. We use water-related events from the Basins at Risk events database as a dependent variable to test particular hypotheses regarding the impact of treaty design on conflict and cooperation over time. A broad set of climatic, geographic, political, and economic variables are used as controls. The analysis is conducted for the years 1948–2001 using the country dyad as the level of observation. Findings pertaining to our primary explanatory variables suggest that country dyads governed by treaties with water allocation mechanisms exhibiting both flexibility and specificity evince more cooperative behavior. Country dyads governed by treaties with a larger sum of institutional mechanisms likewise evince a higher level of cooperation, although certain institutional mechanisms appear to be more important than others.  相似文献

A U.S.-based political scientist specializing in the complexities of international freshwater basins considers the role of two fundamental factors (geography and relative power) in the study of hydro-politics. Conventional analyses claim that in asymmetric contexts the more powerful state (in relative power terms) is able to dictate the status quo. Arguing, however, that such traditional (and even some critical) analyses tend to downplay the importance of geography, the author investigates how a state's physical position along a river may provide an otherwise weaker riparian state the means to challenge the status quo. The paper considers three cases (Tigris-Euphrates, Nile, and Aral Sea basins) with lessons for the study of power in hydro-politics.  相似文献

To a large degree, conflicts over transboundary freshwater resources arise because property rights have not been clearly defined. International water law provides only hints and suggestions as to how states should resolve their water disputes, since legal principles and clauses are ambiguous and contradictory. But conflict often creates a need for cooperation, which is achieved by means of negotiations, and the specific outcome of negotiations is almost always codified in an international treaty. This article considers bilateral water agreements for rivers with particular geographical configurations and aims to answer a fundamental question: how and why do bilateral treaties vary in their design? Further, it examines international freshwater treaties to deduce the nature of treaty remedies, particularly the side-payment and cost-sharing arrangements, used for resolving conflict over rivers shared by two countries. The theory and testable hypotheses consider geography and economics in order to explore treaty design. In essence, the ‘willingness to pay’ of one of the states reflects on the property rights solution and can be explained by geography and economics. Three geographical configurations are investigated here. The findings affirm that side-payments frequently occur to offset an asymmetric geographical relationship between upstream and downstream states, and are commonly regarded as an appropriate instrumentality for solving a property rights dispute. Side-payments are non-existent when the geographic relationship among the riparians is symmetric and costs for the joint project are most always equally shared. As expected, in this latter case, the geography of the river acts as a focal point for equal participation. When economic differences are taken into account, especially when the upstream state is richer, the side-payment outcome is reversed. As expected, richer states internalize the costs of taking action in favor of poorer downstream states. When the geographical relationship between the riparians is of a symmetrical nature, while the economic relationship between the states is of an asymmetrical nature, the richer state often assumes the bulk of the cost burden. In this way, it provides a side-payment to the poorer state. Such patterns reveal how property rights disputes over issues such as water quantity, hydropower, pollution abatement, and flood control have been concluded. They suggest how ongoing disputes may be resolved.  相似文献

The Middle East and North Africa (MENA) is generally considered to be making adequate progress towards meeting Target 10 of the Millennium Development Goals (MDGs), which calls for halving the proportion of the population with inadequate access to drinking water and sanitation. Progress towards achieving Target 10 is evaluated by the Joint Monitoring Programme (JMP), run by UNICEF and WHO. This article shows that the assessment methodologies employed by the JMP significantly overstate coverage rates in the drinking water and sanitation sectors, by overlooking and ‘not counting’ problems of access, affordability, quality of service and pollution. The authors show that states in MENA often fail to provide safe drinking water and adequate sanitation services, particularly in densely populated informal settlements, and that many centralized water and sanitation infrastructures contribute to water pollution and contamination. Despite the glaring gap between the MDG statistics and the evidence available from national and local reports, exclusionary political regimes in the region have had few incentives to adopt more accurate assessments and improve the quality of service. While international organizations have proposed some reforms, they too lack incentives to employ adequate measures that gauge access, quality and affordability of drinking water and sanitation services.  相似文献

This article sheds new light on the economic globalization in Europe and Asia from the late nineteenth to the early twentieth centuries, with a special focus on the role of bilateral commercial treaties and import tariffs. Countries concluded a number of treaties in those days, and they came to form an extensive ‘conventional-tariff network’. This mechanism contributed to the stabilization of international economic-political space by facilitating reciprocal tariff concessions. The extent of this conventional-tariff network was both temporally and geographically larger than has been assumed. First, as the recent scholarship has shown, the network, which emerged in the 1860s, survived the political turbulence of the 1890s and spanned Central European countries such as Germany and Italy by the early 1910s. Second, the network spread outside Europe and reached East Asia by the 1910s, when Japan renegotiated its commercial treaties and became a new member of the network. The network embodied so strong a mechanism of self-maintenance based on the coordination of economic interests that it was resilient to a major political shock such as the First World War. While the tariff systems in Europe and in East Asia around 1900 have been separately discussed in the literature, this paper focuses on the treaty partnership between these two areas to show how the mechanism of the conventional-tariff network enabled the countries to cooperate for mutual concessions on international trade.  相似文献

In his recent novel Alain Crémieux imagines what might happen in Europe without NATO and US military forces and security commitments. Numerous border and minority conflicts break out, coalitions comparable to those in Europe's past begin to form, and the European Union is divided and ineffectual— until pro‐peace and pro‐EU forces rally. Most European countries then unite under a treaty providing for collective defence and security and a new central European government. The novel raises questions of international order: to what extent have the Europeans overcome their old ‘demons’ (distrust, power rivalry etc.), notably through the EU? While many theories purport to explain the peaceful relations among the EU member states, critical tests of the Union's political cohesion would come in circumstances without the US‐dominated external security framework, including US leadership in NATO. To what extent could the EU maintain cohesion and resist aggression or coercion by an external power against a member state, contain and resolve external conflicts affecting EU interests, and defend the Union's economic and security interests beyond Europe? To determine whether the US ‘pacifying’ and protective role has in fact become irrelevant, thanks in large part to the EU, would require a risky experiment—actually removing US military forces and commitments. The challenges and uncertainties that would face Europe without NATO argue that the Alliance remains an essential underpinning of political order in Europe. Moreover, the Alliance can serve as a key element in the campaigns against terrorism and the proliferation of weapons of mass destruction. To revitalize the Alliance, it is imperative that the Europeans improve their military capabilities and acquire the means necessary for a more balanced transatlantic partnership in maintaining international security.  相似文献

In 1856, the Treaty of Paris nominally welcomed the Ottoman Empire into the Concert of Europe, but this exposed a deep fault line in international relations. Although the gesture implied full sovereign rights, it seemed incompatible with the extraterritorial privileges held by Europeans in Ottoman lands under the age-old capitulations. New commercial treaties complicated the issue by extending similar privileges to British subjects as far afield as China, Siam and Japan. Consular jurisdiction soon became the focus of controversy in Westminster as extraterritoriality featured prominently in local disputes following British commercial expansion across Asia, among them the Arrow incident that led to the Second Opium War. In Japan and other states, it would also become a key grievance in popular campaigns against ‘unequal treaties’ and the injustices of informal empire. This analysis shows how, even before such narratives of resistance emerged, there was already a seam of ambivalence in Victorian political discourse on the question of extraterritoriality. In the Foreign Office, it came as no surprise to be told of defects in these treaties, but it was the context of the existing debate, notably fresh initiatives to set up mixed courts, that framed the British response.  相似文献

In the wake of the crippling cyber attack on Estonia's internet infrastructure in 2007, several world powers announced their intentions to deploy offensive capabilities in cyberspace. As cyberspace evolves from a technology enthusiast's domain into a global economic and military ‘battlespace’, the likelihood of a major interstate cyber conflict increases significantly. The article discusses why now may be the time for international society to begin working towards ratification of a global cyber treaty. It begins by reviewing the converging forces responsible for making cyberspace a dynamic zone of political and economic competition among states. It then examines the central debates surrounding how the laws of armed conflict may or may not apply to cyber warfare. The article concludes by arguing that given proper political support, a multilateral cyber treaty could prove an effective international instrument in preventing cyberspace from becoming the default platform for states seeking to settle conflicts outside the reach of customary international law and diplomacy.  相似文献

Spatial variations in the salinity of pore waters in sedimentary basins can provide important insight into basin-scale hydrogeologic processes. Although there have been numerous studies of brine seeps in the deep water Gulf of Mexico, much less is known about porewater salinities in the vast areas between seeps. A study has been made of spatial variation in pore water salinities in sediments in an approximately 500 km by 200 km area of the northern deep water (water depth >500 m) Gulf of Mexico sedimentary basin (GOM) to provide insight into pathways and mechanisms of solute transport in this portion of the basin. A second objective was to document salinities in the upper 500 m of the sedimentary section, the approximate depth to which methane hydrates, a potential future energy resource, may be stable. Elevated salinities would reduce the P – T stability range of hydrates. Salinities were calculated from borehole logs using a dual electrical conductivity model. Even though much of the northern GOM is underlain by allochthonous salt most of the undisturbed shallow sedimentary section has not been permeated by hypersaline waters. These waters are limited to areas near brine seeps. Hypersaline waters having salinities in excess of 100 g l−1 become more common at subseafloor depths of 2 km and greater. A field study at Green Canyon 65 and published numerical simulations of fluid flow above tabular salt bodies suggest that brines produced by salt dissolution migrate laterally and pond above salt and/or within minibasins and that the dominant mechanism of vertical solute transport is a combination of compaction-driven advection and diffusion, not large-scale thermohaline overturn. Superimposed on this diffuse upward flux of dissolved salt is the more focused and localized expulsion of saline fluids up faults.  相似文献

Offshore fresh or brackish groundwater has been observed around the globe and represents an interesting but unusual freshwater reserve. Formation waters in sedimentary basins evolve at geological time through fluid–rock interactions and water movements in aquifers. However, the mechanism and timing of freshwater displacing and mixing with pre‐existing formation water offshore under the seafloor has not been investigated in many cases. The growing need for developing freshwater resources in deeper parts of sedimentary basins that have not been economic or technically feasible in the past, may potentially lead to an increasing conflict with petroleum production or injection of carbon dioxide. For being able to assess and mitigate possible impacts of fluid production or injection on groundwater flow and quality, a better understanding of the natural history of the interaction between fresh meteoric water and deep basin formation water is necessary. A low‐salinity wedge of meteoric origin with less than 5000 ppm currently extends to about 20 km offshore in the confined Latrobe aquifer in the Gippsland Basin (Australia). The Latrobe aquifer is a freshwater resource in the onshore, hosts major petroleum reservoirs and has been considered for carbon dioxide storage in the offshore parts of the basin. The objective of this study is to constrain the evolution of formation water in the Latrobe aquifer by investigating the water naturally trapped in fluid inclusions during burial. The measured palaeo‐salinities from onshore and offshore rock samples have a minimum of about 12 500 ppm (NaCl equivalent) and a maximum of about 50 000 ppm. Most of the salinities are in the 32 000–35 000 ppm range. There is no evidence for freshwater in fluid inclusions and the variation in palaeo‐salinity across the basin is consistent with the palaeogeography of deposition of the sedimentary rocks. The current low‐salinity water wedge must have started to form recently after most of the diagenetic processes that led to the trapping of water in fluid inclusions happened. The minimum homogenisation temperatures (Th) recorded are consistent with current formation temperature. However, they are generally higher than present day suggesting that hotter temperatures were attained in the past. The Th and salinity data together suggest that the fluid inclusions record the diagenetic modification of connate water to higher salinities over a time period that was accompanied by an increase in temperature, consistent with a westward palaeo‐fluid flow from the deeper part of the basin through the aquifer. Subsequent pore‐water evolution from palaeo‐ to current day conditions is consistent with an influx of fresher and cooler meteoric water into the Latrobe Group. The meteoric recharge originates from the area of the Baragwanath anticline in the onshore part of the basin where the Latrobe Group subcrops at high elevations.  相似文献

Pleistocene melting of kilometer‐thick continental ice sheets significantly impacted regional‐scale groundwater flow in the low‐lying stable interiors of the North American and Eurasian cratons. Glacial meltwaters penetrated hundreds of meters into the underlying sedimentary basins and fractured crystalline bedrock, disrupting relatively stagnant saline fluids and creating a strong disequilibrium pattern in fluid salinity. To constrain the impact of continental glaciation on variable density fluid flow, heat and solute transport in the Michigan Basin, we constructed a transient two‐dimensional finite‐element model of the northern half of the basin and imposed modern versus Pleistocene recharge conditions. The sag‐type basin contains up to approximately 5 km of Paleozoic strata (carbonates, siliciclastics, and bedded evaporites) overlain by a thick veneer (up to 300 m) of glacial deposits. Formation water salinity increases exponentially from <0.5 g l?1 total dissolved solids (TDS) near the surface to >350 g l?1 TDS at over 800 m depth. Model simulations show that modern groundwater flow is primarily restricted to shallow glacial drift aquifers with discharge to the Great Lakes. During the Pleistocene, however, high hydraulic heads from melting of the Laurentide Ice Sheet reversed regional flow patterns and focused recharge into Paleozoic carbonate and siliciclastic aquifers. Dilute waters (<20 g l?1 TDS) migrated approximately 110 km laterally into the Devonian carbonate aquifers, significantly depressing the freshwater‐saline water mixing zones. These results are consistent with 14C ages and oxygen isotope values of confined groundwaters in Devonian carbonates along the basin margin, which reflect past recharge beneath the Laurentide Ice Sheet (14–50 ka). Constraining the paleohydrology of glaciated sedimentary basins, such as the Michigan Basin, is important for determining the source and residence times of groundwater resources, in addition to resolving geologic forces responsible for basinal‐scale fluid and solute migration.  相似文献

As the largest Arab country, Egypt has always played a crucial role in the politics of the Arab world; however, the internal political dynamics of Egypt have until the January 2011 uprising hardly attracted a glance from international observers. This article gives an overview of the political arena and the various political forces at play in post‐Mubarak Egypt. With many unpredictable variables currently at play in Egyptian politics, the result of the elections scheduled for November 2011 will likely surprise many, both within the country and beyond. The article also looks at what impact the political changes in Egypt may have had on the relationship between Egypt and Israel. There have been increasingly frequent demands within Egypt to revise the Camp David accords—but not at the expense of war with Israel. While Israel is unlikely to accept any calls to revise the peace treaty, Arab public opinion has become newly relevant for policy‐makers and Israel will have to make corresponding adjustments to its regional security strategy.  相似文献

Lithium (Li) concentrations of produced water from unconventional (horizontally drilled and hydraulically fractured shale) and conventional gas wells in Devonian reservoirs in the Appalachian Plateau region of western Pennsylvania range from 0.6 to 17 mmol kg?1, and Li isotope ratios, expressed as in δ7Li, range from +8.2 to +15‰. Li concentrations are as high as 40 mmol kg?1 in produced waters from Plio‐Pleistocene through Jurassic‐aged reservoirs in the Gulf Coast Sedimentary Basin analyzed for this study, and δ7Li values range from about +4.2 to +16.6‰. Because of charge‐balance constraints and rock buffering, Li concentrations in saline waters from sedimentary basins throughout the world (including this study) are generally positively correlated with chloride (Cl), the dominant anion in these fluids. Li concentrations also vary with depth, although the extent of depth dependence differs among sedimentary basins. In general, Li concentrations are higher than expected from seawater or evaporation of seawater and therefore require water–mineral reactions that remove lithium from the minerals. Li isotope ratios in these produced waters vary inversely with temperature. However, calculations of temperature‐dependent fractionation of δ7Li between average shale δ7Li (?0.7‰) and water result in δ7Liwater that is more positive than that of most produced waters. This suggests that aqueous δ7Li may reflect transport of water from depth and/or reaction with rocks having δ7Li lighter than average shale.  相似文献

International diplomacy has been one of a number of practices which have performatively constituted “Bosnia” as a particular place with specific people, so that it could be rendered as a problem requiring a particular solution. Even when, as in the case of the Dayton accords, negotiators claim they have desired the reintegration of Bosnia, their reliance on a powerful set of assumptions about identity, territoriality and politics—a particular political anthropology—has meant the ethnic partition of a complex and heterogeneous society is the common product of the international community's efforts. Paying attention to the role of cartography, this paper explores the apartheid-like logic of international diplomacy's political anthropology, the way this logic overrode non-nationalist options and legitimised exclusivist projects during the war, and considers the conundrum this bequeaths Bosnia in the post-Dayton period as a number of significant local forces seek to overcome division.This article is accompanied by a web-site which presents the relevant maps from the periods of international diplomacy discussed here, along with a further commentary. 历史性权利在海洋划界中作用的法律基础既包括条约法也包括国际习惯法。历史性权利分属不同的法律基础,使其在海洋划界中发挥不同的作用。以《联合国海洋法公约》为代表的条约法,规定了历史性所有权或历史性海湾在领海划界中的优先作用,明确了历史性所有权、历史性水域在海洋划界争端解决程序中具有任择性例外的作用,并确立了历史性捕鱼权在群岛水域划界中具有特别适用的功能;而国际习惯法确立的历史性权利规则在海洋划界中的作用,虽然目前国际法上尚无明确规定,但在国际实践上,其主要以并行适用方式发挥作用。历史性权利在海洋划界中的不同作用,为未来我国与周边国家尤其是南海周边国家海洋划界提供国际适法导引。  相似文献
