Interethnic Tensions in Kyrgyzstan: A Political Geographic Perspective   总被引:1,自引:0,他引:1  
Two U.S. geographers review an array of intertwining political geographic issues that provide context and set the stage for deadly armed conflict between groups of ethnic Uzbeks and Kyrgyz in the southern Kyrgyzstan city of Osh in June 2010. Applying a disaggregated and localized approach to understanding the ambiguous and complex factors underlying the current instability in Kyrgyzstan, they focus on: the role of north-south political competition; the country's uneasy economic relationship with its western neighbor, Uzbekistan; widespread official corruption and the penetration of organized crime into government structures; as well as broader geopolitical issues. The latter include Tashkent's policy toward the Uzbek diaspora, perceived threats from international terrorism/Islamist fundamentalism, the potential for the export of a "color revolution" to Uzbekistan, the presence of U.S. and Russian military forces in Central Asia, and the relative ineffectiveness of regional security structures such as the Collective Security Treaty Organization.  相似文献

Recently published independent inquiries and detailed chronologies of the violence that occurred in the southern Kyrgyzstan city of Osh in 2010 noted the frequent and threatening use of ‘Sart’ against Uzbek residents in the city's mahallas. This article explains the significance and potency of this insult as the confluence of perceived historical injustices, iniquities in post‐independence land privatizations, and current hardships of food insecurity and poverty. It considers the significance of narratives of ‘Soviet injustice’ (outlawing of pastoralism, collectivization, and land confiscation) for contemporary nationalist agendas which emphasize Kyrgyz harm. With increasing political fragmentation and social disunity, the fear of further inter‐communal violence is ever present, and it is suggested that twenty years on from independence the Kyrgyzstan government will need to find ways of openly debating such interpretations of the past without undermining national reconciliation.  相似文献

Violent events significantly influence the identity of places. Post-conflict areas evoke specific meanings and emotions, and the narratives of violent events have profound effects on the individual and collective interpretations of the venues of violence. This paper addresses the interdependent relationship between violence and place, considering the structural and multi-scalar conditions of a relational and discursive making of places. By linking them with an empirically grounded analysis of the materialisation of violence, we follow Gearóid Ó Tuathail's (2010) call for a more grounded study of place-specific causes for violent conflict. We focus on an empirical example – the post-election violence in Kenya 2007/08 – and look into one of its venues, a poor and heterogeneous workers' settlement at Lake Naivasha in Kenya's Rift Valley. Considering the specific socio-political setting in Kenya, we first examine the factors that explain why the violence broke out at that place in particular. We combine an exploration of the structural conditions that determined the violence, and which still regulate social life at present, with a presentation of the individual accounts of people directly or indirectly involved in the violence in Naivasha. We then investigate how the experience of violence has influenced the imaginations of the place, and whether these localised imprints of violence in Naivasha continue to regulate social and spatial (re)organisation after the events themselves. The study reveals that politically instigated societal divides continue to exist, and that memories of the violence induce intensified processes of segregation in the surveyed settlement during times of political uncertainty.  相似文献

Assailed by mounting debt and increasing economic distress, Greece today is also the target of media representations that emphasize violence and disorder. Michael Herzfeld – who was mugged and tear‐gassed in Athens this past July – argues that these representations are misleading and indeed are part of the problem they seek to explain. The structural violence of an insistent barrage of negative media coverage as well as that of international financial pressures undermines a previously stable and relatively crime‐free country, encouraging new forms – including police and popular racism, physical violence at demonstrations, and acts of petty crime – of what had once been a largely codified and ritualized idiom of aggression. While many Greeks do feel that debts should be paid, increasing economic desperation fuels a different view, and one that can best be interpreted in light of the social values that anthropologists have long studied in Greece: that the country's creditors are violating their own obligations toward Greece and thus deserve to face both default on the massive debt and the public hostility of the Greek people.  相似文献

Suicide bombings receive tremendous attention in the media and are a central aspect of the Western public's imagination of terrorism, yet anthropology has remained relatively silent in debates around this form of violence. Drawing on constructs central to anthropology, namely embodiment and agency, I suggest that when political and structural violence threatens the body and thus the identity of both individual and group, this force can be ultimately rejected and the body can be ‘reclaimed’ through self‐directed violence. In trying to explain the horror that this act generates in the West the article introduces a new element central to anthropology ‐ namely pollution ‐ that has not previously been examined in discourse around suicide bombing. This is a theoretical piece that tries to problematize the role of the body, as a physical entity central to this ‘act’ and offers some questions and potential hypotheses for further research.  相似文献

This editorial explores the context of the arrest and subsequent extradition to the ICTY at the Hague of Ratko Mladi?, former Bosnian Serb Army Commander. As Mladi? acquired an almost mythical status among the Serbs, the issue of dealing with the recent past is important, especially when relativized in relation to recent events. This offers an excellent opportunity for the anthropology of violence and reconciliation processes, as well to re‐examine some of the old debates of the relationship between universalism and relativism when it comes to human rights. Since some of these issues have been present there for a number of years, Serbia offers a unique opportunity to further our understanding of some of these processes.  相似文献

The language used by politicians and its social effects have been of long‐standing interest to social anthropology. Opinion‐formers on both sides of the North Atlantic have recently argued that this language can inflame tensions and reinforce divisions. In the UK, the discussion has centred on relations between a white majority and a Muslim minority, while in the US, in the aftermath of the attempted assassination of a Democratic Congresswoman in Arizona, it has focused on the risk of political language provoking violence. The antidote to inflammatory language is often assumed to be moderation, defined as a (self‐) disciplined engagement with divided publics. Drawing on the insights of Danielle Allen's Talking to strangers, here I suggest that moderation might be re‐imagined, not as a vague commitment to centrism and the ‘middle ground’, but as a powerful resource for citizens and communities to challenge the ideological excesses of politics, religion and the market in the twenty‐first century.  相似文献

In this paper I am concerned with how certain kinds of violence and injuries, located simultaneously in multiple spaces and temporalities, question the prospect of what I call an ‘imagined new future’. I take the proceedings of a recent workshop on transitional justice, held in a university situated in the global North, as an avenue to unpack this idea. Here, I distinguish two instances when testimonies of violence embodied by survivors, may challenge broader assumptions about transitional justice. Firstly, when the prospect of historical injuries emerge, when difference and inequality – despite the promise of new post‐violence nations – are in fact woven together into a longue durée, a longer temporality, that remains beyond the theoretical contours and technical mandates defined by experts in the field. From this perspective, transitions may be experienced by specific communities not as fractures but as relative continuities, for example, of historically rooted political and economic hegemonies. Secondly, when the voice of survivors fracture the theoretical space created by larger discourses of reconciliation. In this case, they may incarnate an unforgiving victim, displaced outside the moral economy of reconciliation that stresses forgiveness and unity over resentment and fragmentation. In the end, the question I would like to pose is how certain forms of violence are rendered unintelligible by mainstream transitional justice discourses.  相似文献

This narrative recounts the events that unfolded around the Gaza Freedom Flotilla as witnessed by an anthropologist invited onboard one of its ships. It shows a pervasive preoccupation of neocolonial states with Othering violence. This is defined as the ability to transform spaces of liberation and solidarity into spaces of deviation and imprisonment. The choice to be an outspoken participant‐observer opens up novel spaces for reflection and research otherwise left to the sensationalist tendencies of journalism and the propaganda machinery of states. Moreover, acting as witnesses to events such as these, in our professional academic as well as in our personal capacity, could also be a last line of defence against expanding Othering violence.  相似文献

This article examines the relationship between gender and the human through the lens of humanitarianism, whose key mission is to protect ‘humanity’. More specifically, it traces the recent history of the entry of gender‐based violence into the medical humanitarian portfolio, quickly becoming the poster‐child for humanitarian aid. The article argues that this unprecedented attention to gender‐based violence, and its incorporation into the mandate of humanitarians and their mission to protect a universal humanity, works to medicalise and depoliticise the issue, limiting the ability to address violence in all its manifestations. The article also suggests that paying attention to the details of this attempted incorporation, and its ultimate failure, actually offers us something more important and interesting to think with: it opens the way to new possibilities for the political, and hence for addressing such forms of violence and inequality.  相似文献

This article reflects on the idea of intractable violence in Palestine/Israel by considering the work of temporality. It considers the latest round of intense violence during the summer 2014 Gaza war in terms of Henri Bergson's notion of ‘duration’, in conversation with Steve Caton's reflections on conflict and duration during his fieldwork in Yemen. Duration provides insight into how collective publics understand, interpret and act in situations of intense conflict; how these knowledges and actions are influenced, discerned but not predetermined, by the way memory shapes perception.  相似文献

This article tells the story of how the remains of victims of the 9/11 terrorist attack on the World Trade Center have been mistreated and misused over the past 10 years. The article focuses on the experiences of some of the victims' families as they have sought to recover human remains dumped in the Fresh Kills landfill and to engage with officials about plans to house unidentified remains in a museum complex. The story reveals the institutional violence of a process in which human remains are devalued and subject to continual control by both state authorities and a private museum, a process that has turned victims into victims yet again. This second victimization lies in the gap between the shared heritage of that tragic September day and the individual rights of American citizens to care for their kin.  相似文献

How do the political institutional features of developing democracies influence how violence occurs? Building on research showing that ‘hybrid democracies’ are more prone to social violence, this article argues that elite competition for power in the context of limited institutional oversight plays an important role in explaining violence. The framework here presents possible mechanisms linking subnational political dynamics and rates of social violence in poorly institutionalised contexts. It highlights how political competition, concentrated political power, and constraints on cooperation can create opportunity structures where violence is incentivised and the rule of law is undermined. This is examined empirically using sub-national homicide data from over 5000 Brazilian municipalities between 1997 and 2010. Findings suggest violence is greater in contexts that are highly competitive – where political actors face credible challenges and have a more tenuous grip on power – and those where power is highly concentrated – where political actors have held power for longer periods or face limited credible challenges. Findings also suggest violence varies depending on whether interactions between state and municipal government are likely to be constrained or cooperative; and are consistent with literatures emphasising the importance of structural explanations of social violence. In light of on-going democratic transitions across the globe, the article highlights the value of understanding links between institutional context, contentious politics and social violence.  相似文献

South Africa has been at the centre of world history for over a century and it is now the focus of all eyes for the World Cup. The country has been a by‐word for racial inequality and more recently for crime and violence. But it is also notable for social progress and cultural vitality. The HIV/AIDS epidemic has claimed more victims there than anywhere else, a tragic sequel to apartheid. Successive political leaders highlight the contradictions of this historical moment in poignant, even Shakespearean ways. The author briefly reviews three books by anthropologists on AIDS there and suggests that South Africa is likely to remain a source of innovation for the discipline. Between March and May 2010 a series of school killings took place in mainland China. This article explores media discourses on the school killings and examines three cases in detail. It connects the search for underlying reasons and responsible authorities in relation to the murders with the wider search for ‘society’ in contemporary China, and concludes by emphasizing the gap between the official promotion of the idea of ‘society’ as a cohesive moral community and a parallel popular understanding of the contemporary Chinese social world as a savage wilderness.  相似文献

The protests on June 16, 1976 of black schoolchildren in Soweto against the imposition of Afrikaans as a medium of instruction in their schools precipitated one of the most pro‐found challenges to the South African apartheid state. These events were experienced in a context of violent social and political conflict. They were almost immediately drawn into a discourse that discredited and silenced them, manipulating meaning for ideological and political reasons with little regard for how language and its absence—silences—further violated those who had experienced the events. Violence, in its physical and discursive shape, forged individual memories that remain torn with pain, anger, distrust, and open questions; collective memories that left few spaces for ambiguity; and official or public histories tarnished by their political agendas or the very structures—and sources—that produced them. Based on oral histories and historical documents, this article discusses the collusion of violence and silence and its consequences. It argues that—while the collusion between violence and silence might appear to disrupt or, worse, destroy the ability of individuals to think historically—the individual historical actor can and does have the will to contest and engage with collective memory and official history.  相似文献

In the civil strife of ancient Greek cities that was the model for Hobbes' state of nature, the intervention of the larger forces of Athens and Sparta, proclaiming unconditional causes‐to‐die‐for, transformed local social differences into lethal factional enmities. Death then raged from many quarters. The same effect of anarchic violence has followed from imperial conquer‐and‐divide policies in modern colonial and post‐colonial societies. The present paper documents the processes by which the American intervention in Iraq transformed a plural nation into a bellum omnium contra omnes. Historically, the state of nature appears as the effect of the subversion of the social contract rather than its precondition.  相似文献

While there is an acknowledgment of the importance of geographic and historical context in contemporary feminist scholarship on the relationship between domestic violence and warfare, there remains an assumption that mainstream narratives will tend to separate these forms of violence or, if connections are acknowledged, warfare will be given primacy. Based on ethnographic research in northern Uganda, I demonstrate how the presence of Orientalist narratives of violence in peacebuilding programs disrupts these assumptions by not only drawing connections between domestic violence and warfare but prioritizing domestic violence. I argue that these narratives of violence, and their associated geographic imaginaries, contribute to uneven geographies of intervention – geographies in which racialized bodies and intimate spaces are associated with war and thereby seen as appropriate sites for peacebuilding. By engaging with peacebuilding programs as sites of geopolitical negotiations in which variously scaled actors are vying for position in the post-war landscape, I argue that the tendency for peacebuilding programs to focus on a singular site of intervention – ‘the Acholi home’ – says less about the centrality of this site to the creation of peace than it does about the centrality of this site in maintaining the networks of mutual legitimization amongst peacebuilding partners.  相似文献

The article reports on the street protests that took over Spanish cities earlier in May and June. The protests have been explained as a response on the part of new media democratic networks to the governance of the economic crises by corrupt political and financial classes. We offer here a tentative chronology of the events, and essay instead an argument about a revitalised municipalist tradition, that sees in the plaza the centrepiece of new forms of do‐it‐yourself political action.  相似文献

In March through June 2010, new coring and excavations were conducted to the Daxinzhuang Site in Jinan City , by which a new cemetery from the later stage of the early phase of the Shang Dynasty to the later phase of the Shang Dynasty was recovered. Among the excavated tombs, Tomb No. 139 is the largest one: it is an earthen shaft tomb with tiers around the bottom, on which human victims were found.
