Physiocracy is still sometimes seen as an oddly archaic programme of agricultural development. The aim of this paper is to show that one of the Physiocrats’ prime concerns was to take the subject of agriculture out of international relations. The fiscal regime that was central to Physiocracy was designed to make every large territorial state self-sufficient and, by doing so, to break the connection between modern great power politics, the international division of labour, and the politics of necessity. From this perspective, the memorandum that Victor Riqueti, marquis de Mirabeau, sent to the Berne Economic Society in 1759, contains an early indication of what, had the Physiocratic programme ever been implemented in full, a world reformed on Physiocratic lines might have looked like.  相似文献

Several of Kenya's wildlife conservation areas were established from the late 1950s through efforts by the international conservationist lobby to decolonise African conservation programmes initiated by colonial administrations from the late nineteenth century. The prospect of African independence induced conservationists to look for ways to give Africans a stake in their own wildlife, with a view to securing the future of conservation under independent governments. Kenya's internal politics shaped these efforts on the ground, giving birth to community-controlled wildlife conservation projects such as game reserves. Although the government of independent Kenya had started to transform the conservation programme in favour of state-controlled wildlife areas by the late 1960s, the legacy of the community game reserves persists today. This paper analyses the impact of the internal politics of decolonisation on Kenya's wildlife conservation programme.  相似文献

India is fast emerging as an important player in regional and international arenas. However, it continues to be beset by a number of security challenges, both internally and externally. On the assumption that India's foreign policy has evolved in step with its domestic politics, this article briefly surveys the evolution of Indian domestic politics and foreign policy before discussing some of the domestic and international (including regional) security challenges India faces today. The article concludes that although economic diplomacy does at present serve India well in projecting power internationally, achieving great power status in the future will rest on the resolution of key political and security challenges.  相似文献

Abstract

China, Japan and Korea’s international relations are shaped by the fact that all three are significant importers of resources. This Introduction proposes two conceptual frameworks for understanding the politics that is taken up in the papers of this Special Issue. The first is to consider the extent to which there is an East Asian model of resource procurement. We find that there are some similarities in the approaches taken by all three countries; for example, their development assistance shares a focus on infrastructure building and a reticence to purposefully influence domestic politics. There are, however, also significant differences due in large part to the individual nature of the states as international actors. The second conceptual framework is the broad contemporary theme of the end of Western dominance of the world order. The main way this affects the international politics of resources in Northeast Asia is through the belief that the activities of those countries are threatening in some way. In some cases Northeast Asian approaches to resources are seen as a problem because they are not sufficiently liberal, whereas in others the problem is that Northeast Asian powers are seen as replacing Western powers in exploiting resource-rich developing countries.  相似文献

President Vladimir Putin's foreign policy can be characterized as a ‘new realism’, repudiating some of the exaggerated ambitions of Yevgeny Primakov's tenure as foreign minister in the late 1990s while asserting Russia's distinctive identity in world politics. Rather than acting as a classic ‘balancing’ power prescribed by classic realist theory as the response to the hegemonic power of a single state, Russia under Putin tended to ‘bandwagon’ and the country has been a vigorous ‘joiner’. Putin insisted that Russia retains its ‘autonomy’ in international politics while moving away from earlier ideas that Russia could constitute the kernel of an alternative power bloc. However, the opportunity to integrate Russia into the hegemonic international order may have been missed because of what is seen in Moscow as the resolute hostility of groups in the West who continue to pursue Cold War aims of isolating and containing Russia. The Cold War was transcended in an asymmetrical manner, and this has given rise to four major failures: political, strategic, intellectual and cultural. The world faces the danger of the onset of a new era of great power bloc politics, thus restoring a Cold War structure to the international system. With none of the major strategic issues facing the international community at the end of the Cold War yet resolved, we may be facing a new twenty years’ crisis.  相似文献

In the Social Contract, Rousseau predicted that Europe would experience a cycle of increasingly intense wars, culminating in invasion from the east: first, Russia would conquer Europe's exhausted and war-torn states; then, Russia would itself become overextended and Europe would ultimately be overrun by the Tartars. The future of the modern state would be a version of the fall of Rome. The present essay provides an explanation of why Rousseau held such apocalyptic views by placing them in the context of projects to reform Europe's political economy in the aftermath of the Seven Years’ War. In 1767, when Catherine the Great was planning a major revision of the Russian legal code, she outlined her goals in a manifesto called the Grand Instruction, key sections of which were derived from Montesquieu's analysis of depopulation of the countryside caused by uncontrolled industrialisation. The Grand Instruction became the subject of a critical exchange between the Physiocrat Le Trosne and Diderot, who, drawing upon Rousseau, was by turns both sympathetic to and sceptical of Physiocracy. This discourse reveals a triangular debate about the possibility of stabilising the international order by imposing a balance between the agricultural and manufacturing sectors of Europe's rapidly growing economies.  相似文献

Abstract

This article examines Indian humanitarian help for Republican victims during the Spanish Civil War. It focuses in particular on aid initiatives by the Indian national movement, which were embedded in the larger quest for independence from British colonial rule. By creating their own humanitarian programme in favour of Republican Spain, Indian nationalists dissociated themselves from Britain’s foreign policy and tried to orchestrate a politics of moral superiority for themselves. The article also explores Indian participation in transnational networks of Left solidarity. Established to generate political and humanitarian support for Republican Spain, Indian actors concurrently utilized these networks to enhance their status in the international community and to advance their own end of an independent state.  相似文献

The article recovers Henry Brailsford’s reflections on south-eastern and east-central Europe in a transformative period in international politics. Although the British journalist has been considered as key influence in the development of international relations in Britain, his commentary on the national questions in eastern Europe has remained relatively unexplored. The article argues that in response to the international politics of the Eastern Question and to concurrent imperial questions in Britain, Brailsford articulated an imperial anti-imperialist vision of international order based on the support for local autonomy and self-government across eastern Europe and the colonial world. It then proceeds to chart his gradual distancing from the politics of self-determination during the Great War and argues that Brailsford’s international thought was influenced by a series of pragmatic considerations regarding the future of central and eastern Europe. The intricacies of Brailsford’s international thought offer an informative case-study of the symbiosis of liberal and socialist varieties of internationalism in early twentieth century Britain.  相似文献

Research has shown that policymaking in numerous domestic policies, across a multitude of polities, systematically produces a pattern of change that matches Punctuated Equilibrium Theory (PET), characterized by many incremental and occasional dramatic changes. The field of International Relations (IR), however, has paid surprisingly little attention to PET, even though the same pattern of change is also found in international politics. This study attempts to fill this gap and explains stability and change in international politics based on PET. Specifically, we detail the dynamics behind this pattern of behavior, both at the domestic and the international level, as well as their interplay. The empirical section shows that different indicators of international politics, including troop deployments, foreign aid and international trade, follow a leptokurtic pattern of change, which characterizes Punctuated Equilibrium, and whereby changes in countries' behavior are generally incremental, representing periods of relative stability, and punctuated by large changes that dramatically overthrow existing policies. Moreover, our results indicate that policy outputs where greater friction is at play are more punctuated than those policies that cannot as easily or directly be managed. This study urges future research to further explore the dynamics of stability and change at the aggregate, international level.  相似文献

Anti-extractivist critique still positions Indigenous people as protagonists of counter-modern political sentiment, whether as opponents of modernity's processes of productive rationalization and economic integration, or as embodying ontologies that reject modernity's conceptual separation of humanity from natural resources. Indigenous anti-extractivism is thus said to represent a rupture of modern politics in that it exceeds politics as we know it. Yet the calculus of modern politics remains central to Indigenous responses to resource extraction, even in social contexts where non-modern ontological suppositions are widely adhered to. This is illustrated through an ethnography of Indigenous mining in the southern Ecuadorean Amazon and national-level electoral data showing the sweeping support of Indigenous people for former leftist President Rafael Correa's ‘neo-extractivist’ programme. This persistent modernity of Indigenous resource politics exposes the fallacy of projecting counter-modern sentiments onto Indigenous peoples.  相似文献

There has recently been a resurgence of interest in the art of diplomacy, fuelled by the growing popularity of the idea of 'soft power'. This article reviews three books key to this revival, all of which argue that a transformed and revitalized diplomacy can and should play a positive role in international politics. One calls for diplomats to overcome their traditional reserve and become 'guerrillas' fighting for human security, peace and development; another for a broader and deeper engagement with 'public diplomacy'—the practice of speaking to foreign peoples rather than just foreign sovereigns. The last favours a return to inherited diplomatic wisdom now half-forgotten. While welcoming this renewed concern for diplomacy, this review article argues that its place in contemporary international politics is perhaps less secure than the works reviewed allow. The 'management of legitimacy'—the central task of diplomats—is a much more difficult task than is often acknowledged.  相似文献

This article argues that the dominant paradigm for understanding and explaining north Korean domestic and international politics is in crisis. This 'securitization' paradigm is divided into its %lsquo;bad' and 'mad' elements and is derived from the crudest of Cold War politics and theories. It no longer provides a useful frame of reference for international policy-makers having to 'do business' with north Korea. The intervention of the humanitarian community in north Korea since 1995 has not only shown the obsolescence of this paradigm but also has provided the foundation for two alternative approaches—the 'sad' and the 'rational actor' conceptual framework. The article concludes by arguing for the utility of a historicized and contextualized rational actor model in offering a realistic underpinning for international policies which seriously wish to promote peace, stability and freedom from hunger on the Korean peninsula. South Korea's 'sunshine policy' is cited as one example of such an approach.  相似文献

The establishment of the World Trade Organization (WTO) has been widely accepted as representing the legalisation of world trading rules. However, it is important to reflect on the limits of this legalisation thesis in terms of the interface between international and domestic policy processes. By locating trading disputes in a political analysis of policy implementation, it is argued that it is difficult to establish conceptually how the WTO dispute settlement system could have authority separate from and above the conventional international politics of trade policy relations. Instead, the article argues that case outcomes should be expected to be largely the product of domestic political institutions and policy processes, and how these intersect with developments in the WTO dispute settlement system. Brief studies of the Australian government's dispute settlement strategy and two high-profile WTO disputes—the US upland cotton and European Union sugar cases—serve to suggest that the authority of international trade law is not as significant as assumed by the legalisation thesis. Rather, domestic politics and institutions have an important impact on the outcome of trade disputes.  相似文献

English School approaches to international politics, which focus on the idea of an international society of states bound together by shared rules and norms, have not paid significant explicit attention to the study of security in international relations. This is curious given the centrality of security to the study of world politics and the recent resurgence of English School scholarship in general. This article attempts to redress this gap by locating and explicating an English School discourse of security. We argue here that there is indeed an English School discourse of security, although an important internal distinction exists here between pluralist and solidarist accounts, which focus on questions of order and justice in international society respectively. In making this argument, we also seek to explore the extent to which emerging solidarist accounts of security serve to redress the insecurity of security in international relations: the tendency of traditional security praxes to privilege the state in ways that renders individuals insecure.  相似文献

How should we understand the cultural politics that has surrounded the development of international human rights? Two perspectives frame contemporary debate. For ‘cultural particularists’, human rights are western artefacts; alien to other societies, and an inappropriate basis for international institutional development. For ‘negotiated universalists’, a widespread global consensus undergirds international human rights norms, with few states openly contesting their status as fundamental standards of political legitimacy. This article advances an alternative understanding, pursuing John Vincent's provocative, yet undeveloped, suggestion that while the notion of human rights has its origins in European culture, its spread internationally is best understood as the product of a ‘universal social process’. The international politics of individual/human rights is located within an evolving global ecumene, a field of dynamic cultural engagement, characterized over time by the development of multiple modernities. Within this field, individual/human rights have been at the heart of diverse forms of historically transformative contentious politics, not the least being the struggles for imperial reform and change waged by subject peoples of diverse cultural backgrounds; struggles that not only played a key role in the construction of the contemporary global system of sovereign states, but also transformed the idea of ‘human’ rights itself. In developing this alternative understanding, the article advances a different understanding of the relation between power and human rights, one in which rights are seen as neither simple expressions of, or vehicles for, western domination, nor robbed of all power‐political content by simple notions of negotiation or consensus. The article concludes by considering, in a very preliminary fashion, the implications of this new account for normative theorizing about human rights. If a prima facie case exists for the normative justifiability of such rights, it lies first in their radical nature—in their role in historically transformative contentious politics—and second in their universalizability, in the fact that one cannot plausibly claim them for oneself while denying them to others.  相似文献

The Meaning of “Apology”: The Survivors of Nazi Medical Crimes and the Max Planck Society. Around the turn of the twenty‐first century a new practice in international politics became established: representatives of political, economic and religious organisations apologised for the historical and political crimes of their own collectives, addressing the victims or the victims' descendants. At a public event in Juni 2001, a formal apology of this kind was made by the president of the Max Planck Society (MPS), who had previously launched an extensive programme of research into the National Socialist history of what was then the Kaiser Wilhelm Society. The majority of the eight invited survivors of human experimentation in Nazi concentration camps refused forgiveness. Instead, they called for the MPS not to content itself with historical research and analysis, but to ensure the continued remembrance of the victims and their suffering. Starting from this 2001 ritual of repentance, the paper examines the participants' diverse views of how to deal with the medical crimes of National Socialism, and asks about possibilities of going beyond historical retrospection to fulfil the imperative of remembrance.  相似文献

This article argues that George Savile's thought casts light on international relations in the seventeenth century. Halifax's life and works concern not only England's domestic politics, but also its foreign affairs. Indeed, he develops a clear vision of international politics. This article analyses Halifax's international thought, in particular three concepts that are closely related to one another: ‘interest’, ‘reason of state’, and ‘balance of power’. Through the study of these ideas, this article will try to point out both the novelty of Halifax's thought compared with that of his contemporaries, and to reverse the stereotypical understanding of his intellectual legacy and political behaviour. The ‘trimmer’ contrasts with Louis XIV's attempt to establish a universal monarchy across Europe, outlining a doctrine of moderation that seeks to ensure liberty, security, and restraint in international relations.  相似文献

Against the background of the Pinochet affair, the author considers that a new era of international politics is in the process of being created. The House of Lords' ruling which has allowed extradition procedures against the former Chilean dictator, is understood as a formidable and groundbreaking decision in international law based on the defence of human rights against crimes committed by authoritarian and unlawful rulers. The decision taken under the European Convention on extradition and the setting up of a Permanent International Criminal Court in the summer of 1998 are, according to the author, signs that international law and international politics are moving in the direction of a universal acceptance that violators of human rights must bepunished.
However, the author is also cautious about the tension between the new path opened to international politics and the old power politics based on the absolute and indivisible sovereignty of the state. Double standards will certainly prevail and powerful states, in particular the United States, are reluctant to accept that international law and international politics are in the process of change.  相似文献
