Homelessness is a risk for growing numbers of immigrants. Largely as a result of low incomes, newcomers are more likely than the Canadian-born to spend over 50 percent of total household income on housing costs. Many newcomers suffer 'hidden homelessness'. They do not use shelters and other services, but share accommodation, couch-surf and rely on their social contacts for temporary and precarious housing. The adverse impact of low incomes on the housing experiences of Canadian newcomers is exacerbated in the outer suburbs of metropolitan areas where the supply of affordable housing is limited. This study explores the social backgrounds and housing experiences of immigrant households that are vulnerable to homelessness in outer suburbs through analysis of special tabulations from the 2001 census for York Region and interviews with representatives from local community organisations serving immigrant and low-income populations. The initial findings confirm that a high proportion of newcomers in York Region are at-risk of homelessness during the first 10 years of residence in Canada. Although renters are more vulnerable than homeowners, a substantial percentage of newcomers who are homeowners pay more than 30 percent of their total income on housing costs. The shortage of affordable rental housing in the outer suburbs exacerbates the impacts of low incomes, immigration status, household size and ethnoracial identities on immigrants' housing.  相似文献

A surge of forcibly displaced migrants into Europe in 2015 culminated in what has been referred to as the ‘refugee crisis’. As the continent's top destination country, Germany has been widely praised for its welcoming culture while heavily criticized for failures of integration. This is particularly true of Berlin — a city that has absorbed the highest number of war refugees in Europe, many of whom remain without stable accommodation. Despite its significance, the scholarship has largely neglected the housing question within the European refugee crisis. The aim of this article is to cast a critical light on the complexities and contradictions glossed over by the refugee crisis trope. Drawing on the Berlin case, the author argues that resettlement initiatives need to be understood against the backdrop of austerity urbanism, particularly its insistence that markets can meet housing demand. By focusing on three types of shelter provisioning for refugees, the article reveals the multifaceted and nuanced ways in which the Berlin government, refugees and grassroots organizations contest, produce and navigate the moving frames of austerity urbanism in search of stable housing.  相似文献

This article investigates the housing experiences of international students in comparison to other newcomers in the mid-sized Canadian city of St. John's, Newfoundland and Labrador, with a focus on how they navigate housing crises. Drawing on recent literature on housing justice, a quantitative survey of 188 participants, and 30 qualitative interviews, the findings reveal that international students and other newcomers are at different stages of their housing careers, have different needs and goals, and are experiencing the affordability crisis differently. Housing discrimination is a pressing concern, especially for international students who are subjected to intersectional prejudice, exploitation by landlords, and amplified challenges due to the COVID-19 pandemic. The article argues for inclusive housing and immigration policies that acknowledge international students as part of the Canadian housing market and ensure their rights to housing.  相似文献

The successful integration of immigrants into a new society is based on their attainment of several basic needs, including access to adequate, suitable and affordable housing. While this has long been a concern in Canadian cities, such as Vancouver, Toronto, and Montréal, it is also increasingly an issue in growing mid-sized cities such as Kelowna, in the interior of British Columbia. While Kelowna's real estate market is one of the most expensive in the country, there is little published data or literature on the housing experiences of immigrants in the city. This study examines the housing experiences and stresses of a small group of immigrants in Kelowna's rental housing market. This study uses data from five focus groups with 34 new immigrants and 20 interviews with key informants, conducted in Kelowna in summer 2008. The evidence indicates that for this group of immigrant newcomers, the housing search process in Kelowna's rental housing market met with significant barriers in locating affordable rental housing. Of these barriers, the most commonly cited were: (a) high housing costs; (b) lack of reliable housing information, including lack of access to organizations that provide housing help (government or not); and (c) prejudice by landlords based on the immigrants' ethnic and racial background.
This study points to the need for more comparative studies on the housing experiences of immigrants in mid-sized cities in Canada to better understand which groups of immigrants are more successful than others in finding affordable housing in these mid-sized cities, and why.  相似文献

This article considers how direct and indirect transnational linkages influence Somali refugee women settling in London, England and Toronto, Canada, and lead to shifts in identity in resettlement contexts. Drawing on interviews with Somali refugee women and discussions with resettlement staff, this article shows that under influences of distant and local linkages with other Somalis and through the cultural and social influences of the receiving society, Somali women develop a changing sense of their own Somaliness. The article argues that indicators of belonging, such as dress, religion and language, come to hold new and increased value within the new context, and familiar facets of national, cultural and religious identity shift in significance in response to competing influences and are used as intentional signifiers of identity.  相似文献

Japan has experienced a particularly sharp decline in marriage in recent decades and a subsequent increase in ‘never-marrieds’ and single-person households. Social fragmentation has been associated with prolonged economic instability and neoliberalization that has restructured employment, housing and policy contexts. A particular social concern has been the difficulties facing those who do not follow conventional married life-courses. While marriage has been important to progress up a housing ladder and property asset ownership, singledom constrains housing choices and shapes very different life-chances over the life-course. This is especially true for single women who are disadvantaged in both housing and labour markets. This article examines the ongoing restructuring of housing opportunities that are helping reshape gender differences and experiences, as well as the new housing careers being followed by the growing number of urban single women in Japan. Based on interviews with female singles in metropolitan Tokyo, as well as secondary data from national surveys, the article considers how housing opportunities and choices are being renegotiated in regard to changing expectations of marriage, life-courses and home. We also reflect upon relationships between housing choices, social policy, single life-courses and processes of individualization.  相似文献

We present new data from three village panchayats in northwest Tamil Nadu and investigate the associations between demographic and socioeconomic factors with temporary labour migration from this setting. Individual (n?=?1110) and household (n?=?278) level logistic regression models were used to demonstrate how factors at each of these levels can influence temporary labour migration trajectories. Young males were most likely to temporarily migrate for work from this region. Additionally, large households from historically disadvantaged castes with marginal land and housing were most likely to have at least one migrant member. Households with multiple migrant members appear to use temporary migration to cope with serious deprivation relative to households with only one migrant member. These findings provide a strong case that can be compared to other settings in India and can be used to inform improved policy and targeted development initiatives to support temporary migrant workers and their households.  相似文献

The growing prevalence of shift work and non-standard working hours is challenging many taken-for-granted notions about family and household life. This article examines how rotating shift schedules shape household strategies with regard to childcare and unpaid domestic work. In 1993-94 in-depth interviews were conducted with 90 predominantly male newsprint mill-workers and their spouses living in three communities located in different regions of Canada. The analysis in this article is based on these interviews as well as data collected in a questionnaire survey administered to a much larger sample. The article focuses on the effects of rotating shifts and the extent to which household strategies differ between households with one or two wage-earners. The findings reveal that the onus for adjusting to shifts fell mainly on the spouses of mill-workers, who felt constrained in their own choices regarding employment and childcare by the demanding regimen of their partner's shift schedules. In the vast majority of households a traditional division of labour predominated with regard to both childcare and domestic work. When women quit paid employment to accommodate the schedules of shift-workers and ensure time for the family to be together, traditional values reassert themselves. Surprisingly, a high level of satisfaction with current shift schedules was found, despite the significant adjustments to family life they had necessitated. By comparing families employed in the same industry but living in three very different communities, the analysis underscores the importance of local circumstances in mediating the strategies households deploy in coping with shift work, especially with regard to childcare.  相似文献

The intercensal period (2006–2011) was a time of significant policy and population change in Indigenous affairs. The aim of this paper is to document the changing distribution of Aboriginal and Torres Strait Islander population and housing geographies over that period. We use the Indigenous Region structure developed by the Australian Bureau of Statistics to show that Indigenous Australians grew at a rate that significantly outstrips the non‐Indigenous population with an increasing concentration of the Indigenous population on the urban eastern seaboard and particularly among older people. We present results that show that for certain measures, the housing situation of the Indigenous population in 2011 had improved relative to the Indigenous population in 2006. A smaller proportion of Indigenous households were estimated to live in an overcrowded dwelling compared with Indigenous households in 2006. There were also significant increases in the per cent of Indigenous households that owned or were purchasing their own home. Other results might be seen as less positive with community housing (a tenure type identified as having benefits in both qualitative and quantitative analysis) declining in importance. In net terms though, Indigenous households continue to experience a high degree of housing need. Compared with other households, they were 3.7 times as likely to live in an overcrowded dwelling.  相似文献

One of the most common generalizations concerning refugee populations is that they are dominated by female heads of households and children. It is claimed that men are either killed in the wars that prompt displacement or are left behind to fight. This assumption has continued to determine the policies of relief and development agencies, as well as governments in countries of asylum and return. On the basis of empirical data from UNHCR and household data from Eritrea, this article questions the validity of such a dominant assumption. The article also problematizes the concept of household headship by showing that it is a cultural construction whose meaning varies from one cultural context to another. There is, thus, no definition of headship that can apply cross‐culturally. It also argues that since female heads of households (FHHs) are not socially and economically homogeneous, household headship is not an appropriate method of identifying the poorest of the poor for targeting or provision of emergency relief or for productive inputs in development programmes.  相似文献

This paper is an investigation of an arguably unique manifestation of camp geography: the forced incorporation, since 2017, of existing Bangladeshi communities within Rohingya refugee camps in Cox's Bazar. The repercussions of refugee policies that have shaped these camp spatialities have spurred socio-economic and environmental impacts for Bangladeshis not recognized as full residents of the camp and therefore not receiving humanitarian aid. We argue that this unique situation deserves scrutiny, since exploring impacts of camp spatialities in relation to local host communities is urgent as campscapes are expanding their effects globally, and particularly in the Global South. Here we analyze three Rohingya camps that have surrounded Bangladeshi households by privileging the view of host(ed) community members and reflecting on how they articulate and react to the consequences of these campscapes in their lives – especially when already confronted by social, economic, and environmental challenges. The article concludes by suggesting that these camps may be seen as powerful spatial political technologies producing new forms of marginalization which have lasting impacts for the forcibly ‘incorporated’ Bangladeshi communities whose presence seems to have been omitted from the statistics, policies, and operations of the organizations involved in camp management.  相似文献

This article reports the results of research on the implementation of recent legislation which enables Irish local authorities to require that up to 20% of new residential developments must be employed for social housing and for “affordable housing” for sale at below market value to low income households. The legislation will mean that most new residential developments will include several housing tenures. A survey of the number of mixed tenure estates constructed prior to its enactment indicates that, that without this legislation, few estates of this type would have been constructed in urban areas. Furthermore case studies of existing mixed tenure estates indicate that the prospects that this legislation can be successfully implemented are good. Opposition to tenure mixing among home buyers is less than some interest groups have claimed; there is little conflict between the residents of the different tenures in these estates and social housing managers and property developers hold similar views on the most appropriate design of these estates. However successful implementation of the legislation will require some reforms to arrangements for the planning and management of the developments subject to its provisions.  相似文献

Homeownership by migrant households in large Chinese cities is increasingly evident and sometimes blamed for driving up local housing prices. Hukou reform grants local hukou to migrants in small cities while it allows large cities to set up hukou entry barriers to control migration. This paper explores whether migrant households’ micro-level characteristics and macro-level urban policies relating to hukou reform have any impact on their housing tenure choices. Using data from a 2009 survey of migrant households in six large cities, this study adopts logistic regression models to examine factors influencing labor migrant households’ tenure decisions. We find that household income and head of household hukou type, contribution to pension fund, and enrollment in health insurance all positively predict homeownership. Migrant households are more likely to be found in cities with larger population size. We argue that city entry barriers create new forms of institutional haves and have-nots and new forms of inequality. The sustained impact of previous hukou types suggests inherited inequalities through intergenerational wealth transfer, which calls for targeted welfare policies to mediate.  相似文献

This article discusses femininities among East and Central African refugee women self-settled in Nairobi, Kenya. It argues that while normative approaches to refugee studies depict a homogeneous refugee femininity inherently synonymous with vulnerability and ‘victimhood,’ femininity among refugee women in Nairobi is heterogeneous, fluid, and complex. It is premised on individual refugee women's marital statuses in relation to economic situation. The article argues that femininity is a constraint in some instances and a resource in others, such that what exists among the refugee women is not a single femininity but a continuum of femininities. Specifically, the article conceptualizes femininity under three categories, namely: normative, agitated, and rebellious femininities.  相似文献

This article breaks new ground in examining how “new Irish” immigrant women have responded to the collapse of Ireland’s Celtic Tiger economy and the different forms of gender discrimination and marginalisation they face both within their minority ethnic communities and the Irish host society. It approaches Ebun Akpoveta’s Trapped: Prison Without Walls (2013) as an exemplary work of fiction which exposes unresolved injustices and inequalities suffered by immigrant women. Akpoveta creates a narrative that complicates previous representations of cultural encounters between newcomers and long-established members of Ireland’s host society, not least because her Nigerian female protagonist arrives as a postgraduate student rather than an asylum seeker or refugee. She fictionalises female experiences of marginalisation, gender-based violence and family dysfunction within an all-Nigerian family that outwardly appears to be a model of integration and social inclusion in an open and welcoming Irish multicultural society.  相似文献

In this guest editorial Chris Hann considers the refugee route via the Balkans to Germany that opened up in a big way in the summer of 2015. The influx of ‘economic migrants’, as most newcomers are widely perceived, is polarizing opinion throughout the member states of the European Union. Hann also detects a renewal of the old east‐west moral geographies, due in part to legacies of the socialist era in eastern Europe and the semi‐peripheral condition of the region today for European capitalism. Whereas most anthropologists tend to favor unconstrained mobility and hence call for the abolition of frontiers, Hann suggests that the solution cannot be so simple. Focusing on the interplay of economic and ethical factors, he urges empathy not only with all categories of refugees/migrants but also with the dispossessed in the societies that offer them a ‘welcome’.  相似文献

Trans and gender nonconforming (TGNC) people who make refugee claims in Canada negotiate a complex nexus of identity, belonging, and citizenship. Drawing on insights from TGNC refugees, immigration lawyers, and frontline workers, in this paper we examine the ways the state controls the trans body through the refugee claims process and in the process of integration into life in Canada, while also highlighting trans refugee methods of survival and resistance. What emerges is an understanding of the ways that refugees navigate the tension between gender, sexuality, and homecoming as both intimately felt and geopolitically managed. We convey TGNC refugee narratives to demonstrate how they both confirm and expand upon the existing literature on Canadian LGBTQ+ refugees. TGNC refugees' experiences at the Immigration and Refugee Board confirm insights from existing LGBTQ+ refugee studies. However, TGNC refugees' day-to-day lives differ significantly from LGB refugee lives as recounted in the literature. In TGNC refugees' attempts to access gender-affirming documentation, healthcare, housing, and income, they confront distinct systems of transgender exceptionalism, border imperialism, and racial and heteropatriarchal capitalism that limit their access to basic necessities and impact how they build home both conceptually and materially.  相似文献

R esidential m obility is one of the most important forces underlying changes in the social composition and physical characteristics of urban areas (Rossi 1955, p. 2). Consequently, numerous studies on residential migration have been carried out in order to comprehend this process better and thereby aid in the assessment of migration theories and in the development of appropriate models. Mobility studies have examined the characteristics of outmigration areas and households, motivations to move, satisfaction achieved through relocation, and the impact of residential changes. However, as Maher (1974) points out, previous analyses are incomplete in that they tend to focus on the demand characteristics of residential relocation and to omit the supply side of the process, the available housing stock. This study attempts to rectify this omission by considering the provision of newly constructed single-family detached housing in Windsor and the resultant migration patterns and processes through vacancy chain analysis. The demand and supply concepts of residential mobility are examined with regard to the housing multiplier generated by different locations and values of new homes, the socio-economic and demographic characteristics of households at various positions in the turnover process, the reasons for moving, and the spatial patterns of residential moves originating from new housing. In addition, by focusing on a specific form of housing the study avoids problems which may arise from aggregate level analyses of households adjusting to new housing opportunities.  相似文献
