When ethno‐cultural heterogeneity exists and thrives within a nation‐state, social tension and ethno‐nationalist sentiments are not considered surprising. Yet in many nation‐states, various native‐born communities have diverse and potentially contradictory national identities without the desire for self‐determination. In this paper, I explore the circumstances in which ethno‐culturally distinct, peripheral communities may develop variants of the dominant national identity – ensuring that they remain excluded from the national narrative – yet remain part of the nation‐state. To do so, I conduct a comparative analysis of the native‐born Muslim communities in Spain's two North African exclaves. I find that most Muslims are Spanish citizens yet understandings of ‘Spanish‐ness’ appear to vary between the exclaves. I use these findings to propose further steps for refining current conceptualisations of the nation‐state, in an effort to better understand cases in which variations in the dominant national identity exist, but without ethno‐nationalist sentiments.  相似文献

In this article, we examine the steep and unprecedented rise of the New Flemish Alliance (N‐VA), a Flemish nationalist party in Belgium that succeeded in gaining almost thirty per cent of the vote in a couple of years. During this period, a panel survey among 3,025 late adolescents and young adults was conducted. Our analyses suggest that support for a sub‐nationalist ideology is far more successful in explaining a subsequent vote for the nationalist party than vice versa. In terms of supply and demand mechanisms, we find that N‐VA has managed to address a preexisting reservoir of Flemish nationalist voters (demand), rather than attributing to a development of a stronger Flemish identity among its followers (supply). We should therefore not overestimate the constructionist power of (sub‐)nationalist political elites for the development of (sub‐)nationalist identities.  相似文献

Abstract. The fundamental improvement between the Sunningdale and Belfast (or Good Friday) Agreements as conflict regulation processes is the recognition of opposing nationalisms as the core cause of conflict and, by extension, the development of a more symmetrical intergovernmental relationship between British and Irish governments which maximised the basis of consent for addressing conflicting claims to national self‐determination. While the Agreement reflects a liberalisation of opposing nationalisms, it does not represent a ‘post‐nationalist’ solution; the evolution of conflict regulation from 1985 to 1998 reflects a bi‐national trend. The key to cultivating a ‘ripe moment’ for a constitutional settlement was based on the recognition that Northern Ireland's constitutional status needed to be redetermined and that the processes of self‐determination needed to address and modify ‘constitutive’ aspects of sovereignty which preceded partition, as well as ‘regulative’ aspects which have evolved since the Anglo‐Irish Agreement of 1985.  相似文献

Abstract. The idea of national self‐determination propounded at the 1919 peace conference centred in Paris marked a new era in international relations. In this article I re‐examine the history of the idea of national self‐determination in this period by situating it in the context of ‘the psychological turn’. I argue that national self‐determination came to serve as a popular philosophical basis for post‐war democracy among Entente liberals at a time when the Enlightenment equivalence between democracy and ‘self‐determination’ was under challenge from new scientific depictions of the unconscious and irrational, and the biologically determined self. The focus of my discussion is the psychological discourse that threaded through the versions of national self‐determination articulated by British and French intellectuals during World War I.  相似文献

ABSTRACT. Even if most liberals nowadays recognise that liberalism depends on some nationalist justification of popular sovereignty and state boundaries, they still underestimate the consequences of the fact that the sovereign territorial ideal is at the heart of the modern state. Therefore, their normative stance either oscillates between fairness and stability requirements (Kymlicka) or is built on a distinction between self‐rule and self‐determination that contradicts the normative import of the modern idea of the nation (Tamir). However, there exist counter‐traditions that may be helpful in challenging the assumption on behalf of the sovereign territorial state. National cultural autonomy is one of these; it is used here to show how starting from different premises, one may escape the ‘statist assumption’ and work out a political framework which would be fairer to minorities.  相似文献

Abstract. This article deals with the principle of national self-determination, its historical roots, interpretations, dilemmas, contradictions and double standards. An attempt is made to divide the concept into its analytical components and to demonstrate that the words ‘national’, ‘self and ‘determination’ mean different things to different people. Issues – such as goals and means of national selfdetermination, the question of ‘settlers’ and of the ‘critical date’, the irreversibility of ‘determination’, the right of secession and the domino theory of secession, the minimal size of viable states and the collision between the principle of national selfdetermination and other international norms and values – are also discussed. The analysis is based on modern case studies and on the political thought of nationalist ideologues and politicians.  相似文献

ABSTRACT. This article compares the ways in which references to ‘the (British) Empire’ were constructed and used in interview accounts of national identity and domestic politics in Scotland and in England. In Scotland, spontaneous accounts of Empire were typically formulated in conjunction with nationalist moral meta‐narratives. Respondents variously inferred heroic national character from Scotland's role in Empire, or cast Scottish history as an enduring struggle between progressive forces of nationalism and atavistic forces of Anglo‐British colonialism. The construct of Britishness was often seen to derive from, and to be synonymous with, the history of Empire. In England, the Empire story tended to be framed within anti‐nationalist meta‐narratives. Imperialism was generally understood to represent a product of excessive nationalism, and tales of Empire were used to draw exemplary moral lessons concerning the deficiencies of Anglo‐British national character and of the catastrophic consequences of the pursuit of national self‐interest more generally. The existence of Britain, and the construct of Britishness, were generally understood to both predate and postdate the history of Empire.  相似文献

This article applies a process approach to the study of nationalism, analysing anti‐colonial protest in interwar Morocco to address how and why elite‐constructed national identity resonates for larger audiences. Using Alexander's social performance model to study nationalist contention, it examines how a Muslim prayer ritual was re‐purposed by Moroccan nationalists to galvanise mass protest against a French divide‐and‐rule colonial policy towards Moroccan Berbers that they believed threatened Morocco's ethno‐religious national unity. By looking at how national identity was forged in the context of contentious performances and why certain religious (Islam) and ethnic (Arab) components were drawn on to define the Moroccan nation, this study offers a model for answering why national identity gets defined in specific ways and how the nation gains salience for broader publics as a category of collective identity.  相似文献

This article attempts to explain changes and continuity in the developmental welfare states in Korea and Taiwan within the East Asian context. It first elaborates two strands of welfare developmentalism (selective vs. inclusive), and establishes that the welfare state in both countries fell into the selective category of developmental welfare states before the Asian economic crisis of 1997. The key principles of the selective strand of welfare developmentalism are productivism, selective social investment and authoritarianism; inclusive welfare development is based on productivism, universal social investment and democratic governance. The article then argues that the policy reform toward an inclusive welfare state in Korea and Taiwan was triggered by the need for structural reform in the economy. The need for economic reform, together with democratization, created institutional space in policy‐making for advocacy coalitions, which made successful advances towards greater social rights. Finally, the article argues that the experiences of Korea and Taiwan counter the neo‐liberal assertion that the role of social policy in economic development is minor, and emphasizes that the idea of an inclusive developmental welfare state should be explored in the wider context of economic and social development.  相似文献

Abstract. In this article I examine the coherence of ‘liberal nationalism’, namely, the attempt to combine liberal and nationalist ideas. Attempts have been made to marry these ideas because of the belief that nationalism has continuing influence and importance for the achievement of liberal objectives, such as respect for identity, democracy and justice. Two central ideas in liberalism are the idea of self‐respect as a primary good and the idea of critical reflectiveness. A central idea in nationalism is the idea of the importance of the nation as a community. If critically reflective individuals are to possess self‐respect then, I argue, the value of membership of particular national communities needs to be argued for against criticism. By rejecting an appeal to universal principles, however, nationalists are unable to provide a reasoned defence of the importance of particular national communities, and therefore unable to satisfy the liberal commitment to self‐respect resulting from critical reflection on membership of a national community. The particularism of nationalism, indeed, pulls against the universalism of liberalism so that ‘liberal nationalism’ constitutes an incoherent construct.  相似文献

This article explores the articulation—in different forms, at different periods, and by different actors—of ‘national self‐determination’ in Somalia and across the Somali‐speaking regions of the Horn of Africa. It explores how this concept can be understood in the context of protracted political fragmentation in Somalia—considering unresolved debates over the ideological foundations of state reconstruction, disagreements about the suitability of federalism, aspirations for the recognition of an independent Republic of Somaliland, and the distinctive trajectory of the Somali Regional State in Ethiopia. Taking a comparative, cross‐border and wide‐angled historical approach, the article argues that ideas of an ethno‐linguistically, culturally and religiously defined Somali ‘nation’ continue to coexist (and be reproduced, updated and used) within an environment of extreme political fragmentation and across multiple ‘state’ boundaries. This argument is made through comparative analysis of contemporary examples of the performance of Somali state and nationalist identities within and beyond the region and the distinctive transnational Somali‐language media environment within which these ideas circulate and compete.  相似文献

Abstract. This article offers a gender re‐reading of the international history of the post‐First World War peace process, a period when nationalism is said to have reached its ‘apogee’, when national self‐determination and mutual cooperation between nations in the form of a League of Nations defined liberal aspirations for a democratic new world order. It was also a period when international women's organisations emphasised female self‐determination as both a national and international issue. Juxtaposed, these two aspects of the history of the peace of 1919 shed light on the importance of sex difference to the idea of national self‐determination and to the overlapping constitution of the national and the international as spheres of political agency and influence in the early twentieth century.  相似文献

This article asks how, when, and why people came to mobilize en masse in the name of the Tunisian nation against French Protectorate rule. Rather than taking anti‐colonial nationalism as an inevitable response to the imposition of colonial rule, the account offered here insists that it is an outcome to be explained. Building on more recent theoretical directions that stress the processual, relational, and eventful dynamics of nationalism, the article shows that nationalism and nationalist mobilization cannot be attributed simply to the workings of nationalist intellectuals, to long‐standing grievances, or to larger macro‐level transformations. Rather, seeing nationalism as part of struggle and as a domain in which various forms of contentious politics are played out, I show how attention to a particular contentious event in the anti‐naturalization campaign can help us to understand how a certain version of the nation becomes salient as a mobilizing rubric for mass‐level mobilization and how various forms of contention coalesce to produce nationalist outcomes.  相似文献

The aim of this article is to analyse the theoretical origins and character of Giuseppe Mazzini's idea of the nation and the wider tensions within nationalist thinking. In particular I will ground Mazzini's idea of national self‐determination on his distinction between rights and duties and finally his republican (and in this sense political, not ethnic) view of the nation‐people. It will emerge that, even if Mazzini shared a voluntaristic idea of the nation, he none the less had a clear perception that the argument of popular consensus needed to be limited (and legitimated) by normative principles, which for him were true democratic principles. Mazzini's originality and modernity lay in his capacity to avoid being a universalist in the old cosmopolitan sense without becoming a relativist. He faced the tension between universality and national identity by making the former concrete and inclusive: universality meant humanity which revealed itself through and within each nation, and was synonymous with democracy. Democracy at home is the premise for democracy abroad: this is Mazzini's legacy.  相似文献

ABSTRACT

This article examines the transformation of Zheng Chenggong’s image in Meiji Japan and late Qing China. Prior to the mid-nineteenth century, Zheng Chenggong was often depicted as a Ming dynasty loyalist in Chinese narratives and as a Japanese hero adventuring in a foreign land in Japanese narratives. The two groups of narratives converged in the late nineteenth and early twentieth centuries, transforming Zheng Chenggong into a patriot, an anti-imperialist hero, and a conqueror and developer of Taiwan. Underlying the convergence of Chinese and Japanese narratives of Zheng Chenggong was surging nationalist sentiment in response to different forms of imperialism. This study aims to show how different nationalist agendas activated efforts to recreate Zheng Chenggong’s image in China and Japan at the turn of the nineteenth century.  相似文献

After the Korean War (1950–53), the two militarized Koreas governed each and every member of society in similar ways through their disciplinary politics of antagonistic nationalism. The existing studies of state formation in the two Koreas have neglected an aspect of state power that was neither necessarily top‐down nor violent from above but also reproduced from below. In both South and North Korea, especially from the 1960s to the 1970s, state power had internal dynamics that penetrated the day‐to‐day activities of most citizens and led them to actively accept and participate in nationalist rule. This article explores an understudied aspect of the two Koreas' state power that was disciplinarily diffused in people's everyday practices through reproduction of aggressive nationalism from below and the organic construction of the individual body and nation.  相似文献

This article analyzes the role of Kashmiri lawyers working in a context of conflict, militarization and political resistance in Kashmir Valley, India. It finds that the Kashmir Bar Association, operating under conditions of state control that are maintained and legitimized through the law, constitutes an authoritative normative community and powerful institutional actor, working within the parameters of the Indian legal system while simultaneously supporting and maintaining solidarity with the movement for self‐determination, and contesting the legitimacy of Indian state rule. The association's decidedly moral vision of the law offers an alternative form of legal imagination that draws on transnational normative frameworks and practices to challenge the legal provisions and legal failures that function to legitimize human‐rights violations taking place under conditions of militarization. As we show in this article, the recent crisis period in Kashmir has posed challenges to KBA lawyers, as they negotiate and assess their relationship to the state, their place in the struggle for self‐determination, and the promise and potency of law as a strategy for social change.  相似文献

Academic research on contemporary Dutch nationalism has mainly focused on its overt, xenophobic and chauvinist manifestations, which have become normalised since the early 2000s. As a result, less radical, more nuanced versions of Dutch nationalism have been overlooked. This article attempts to fill this gap by drawing attention to a peculiar self‐image among Dutch progressive intellectuals we call anti‐nationalist nationalism. Whereas this self‐image has had a long history as banal nationalism, it has come to be employed more explicitly for political positioning in an intensified nationalist climate. By dissecting it into its three constitutive dimensions – constructivism, lightness and essentialism – we show how this image of Dutchness is evoked precisely through the simultaneous rejection of ‘bad’ and enactment of ‘good’ nationalism. More generally, this article provides a nuanced understanding of contemporary Dutch nationalism. It also challenges prevalent assumptions in nationalism studies by showing that post‐modern anti‐nationalism does not exclude but rather constitutes essentialist nationalism.  相似文献

This article conducts a comparative biographical analysis to explain why the Chinese Communist Party's (CCP) revolutionaries used non‐nationalist Marxism to boost a nationalist movement. It argues that these people, based on their own observations of the precommunist Chinese nationalism, thought that China lacked structural conditions for making a solid nationalist movement such as cultural homogeneity, mass literacy, and a shared pride in modern history. They thus turned to seek a non‐national ideology that could still fulfil the functions of integrating leading elites, mobilizing the masses, and motivating the patriots themselves. Then, to explain why the CCP leaders particularly adopted Marxism, this article draws comparison with the Kuomintang (non‐communist nationalists) elites who advocated for more patience and insistence to develop regular nationalism. The comparison shows that the CCP's impatient jump stemmed from their disadvantaged backgrounds that had limited their ideological horizon: lower‐class origins, narrow overseas experiences, poor education, and weak attachment to traditional culture. To pre‐existing literature, this article makes three contributions: (1) provides a more detailed interpretation of the CCP's diagnosis of Chinese nationalism; (2) explains why the same structural dilemmas produced nationalist and non‐nationalist responses alike; and (3) draws a biographical database of the CCP and the Kuomintang.  相似文献

ABSTRACT. Both Will Kymlicka (1995) and David Miller (1995) have defended the value of national self‐determination and have argued that a properly organised self‐determining nation respects rather than undermines the equal treatment of all of its members, including ethnic, religious and cultural minorities. I argue that their respective attempts to defend national self‐determination and the equal treatment of all members of the nation are saddled with a serious tension. It is actually quite difficult to coherently argue both that (a) national self‐determination fulfils ethically valuable ends, and that (b) a self‐determining nation can treat all members equally. The equality‐respecting requirement is in tension with the claim that nations secure ethically valuable goods for their members.  相似文献
