Spatial inequality refers to unequal access to local public services between high‐ and low‐income households in relation to their residential locations. We examine two hypotheses regarding the role of income sorting and land‐use conditions in shaping spatial inequality in Chinese cities, where residents have little direct influence on local public service provision. First, in the presence of resource indivisibility, travel cost, and location‐based rationing, scarcity of public‐service resources in a city makes access to public services more uneven across neighborhoods, thus exacerbating income sorting and spatial inequality in the city. Second, the exacerbating effect of resource scarcity is mitigated by land‐use conditions that limit income sorting. Estimates of willingness to pay by households of different income levels for public‐service resources across cities corroborate both the exacerbating effect of resource scarcity and the mitigating effect of inclusive land‐use conditions.  相似文献

The Occupy movement catalyzed public debate on the issue of growing income inequality. This paper examines recent patterns of inequality in Canada, paying particular attention to changes in the characteristics of the top 1% of income earners. At the national level, the gap between the top percentile and the other 99% has widened considerably: in 2006, 11% of the nation's income was concentrated in the hands of top earners (whose mean income of $344,000 is 11 times that of the average Canadian) compared with 7.7% just 15 years earlier. Beneath such national‐level figures lie important geographical differences in the income hierarchy: the thresholds, average incomes and socio‐economic characteristics of the top 1% vary widely across provinces and cities. Among the most important spatial shifts observed is the growing concentration of high‐income groups in energy‐rich Western Canada, where Calgary has become the most unequal city in the country.  相似文献

This paper is a prelude to a theme issue in 2003 on Australasian city and regional problems and policies. It considers the impact of economic restructuring on the level of inequality and disadvantage within Australian cities. Evidence is presented that Australian cities have become more unequal over the past two decades and this greater level of inequality has found concrete expression within the built environment. These patterns of inequality are distinct to Australia. It is argued that the Australian Government's reliance on tightly targeted income support policies and market-based solutions to economic disadvantage has contributed greatly to the concentration of low income and vulnerable households within certain sections of Australian cities.  相似文献

This paper provides a comparative assessment of income segregation in cities of 12 countries. We use spatial entropy indexes based on small‐scale gridded income data and consistent definition of city boundaries to ensure international comparability of our segregation measures. Results show considerable variation in the levels of income segregation across cities, even within countries, reflecting the diversity within urban systems. Larger, more affluent, productive, and more unequal cities tend to be more segregated. Urban form, demographic, and economic factors explain additional variation in segregation levels through the influence of high‐income households, who tend to be the most segregated. The positive association between productivity and segregation is mitigated in polycentric cities.  相似文献

ABSTRACT This paper starts with a “primer” on what we know about the conceptual and empirical links between development and urbanization. While historical experience of developed countries is reviewed, today's rapid urbanization in developing countries offers an intense set of challenges. Rapid urbanization requires massive population movements and enormous local and inter‐city infrastructure investments in a modern context of heavy government interventions in economies. This context raises under‐researched issues, discussed in the second part of the paper. First concerns the spatial form of development. How much development should be focused in mega‐cities, or huge urban clusters, as opposed to being more spatially dispersed, a critical question facing China and India today? How do we conceptualize and measure both the benefits and costs of increased urban concentration; and how are they linked to a country's evolving national industrial composition? Second, what is the evolution of spatial income inequality under massive rural‐urban migration? Is inequality heightened today relative to the past by national government policies which “favor” certain cities and regions and by local government policies in those cities that may try to deflect migrants by offering them poor living conditions?  相似文献

As countries develop the percentage of population living in urban areas tends to increase. As this happens, inequality is expected first to increase and then to decline in what is known as the Kuznets inverted‐U. But the literature has not paid much attention to differences in the absolute size of cities potentially affecting economy‐wide inequality. Building on insights from the urban economics literature, this paper studies the relationship between the size and distribution of cities and income inequality at country level. Results show that beyond Kuznets’ hypothesis there is a U‐shaped relationship between average city size and inequality; inequality first falls and then increases with average city size. This result is robust to a long list of controls, different estimation techniques, and identification strategies.  相似文献

The globalisation of retailing has intensified since the mid‐1990s with the rise of a group of international retailers. Foreign retailers have greatly impacted the Chinese retail market since the opening up of the retail sector in 1992. This study aims to examine spatial inequality and dynamics of foreign hypermarket retailers at different geographic scales in China. Although the relative gaps in foreign hypermarkets among Chinese regions are narrowing, the absolute gaps are widening. Logistic regression models are used to identify locational determinants of foreign retailers Carrefour, Wal‐Mart, and RT‐Mart at the intercity level. Carrefour prefers cities with larger urban district populations, longer time of being open to international retailers, and more foreign investment. While urban district populations are significant to Wal‐Mart and RT‐Mart as well, they favour cities where people have higher annual salaries and aim to achieve internal economies of scale at the provincial level. The three leading foreign retailers also have different first‐city and city size preferences in their provincial expansions.  相似文献

This paper examines the trends in residential segregation by income (post-transfer, pretax income) in the thirty-nine largest Canadian urban areas between 1991 and 1996. The study is motivated by the relative lack of attention paid to residential segregation by income in the Canadian context and by conceptual arguments linking compromised life chances and increased social tensions for the populations of highly segregated cities. We investigated several dimensions of segregation using five different measures (we focus on three of these here given the correlation structure of the measures) to examine changes in segregation between 1991 and 1996, a period characterised by economic recession, cutbacks in social programs and a widening of inequality in market incomes at the national scale. Overall, income segregation increased in most urban areas across all dimensions of segregation during the time period, with particularly high degrees of segregation observed in prairie cities (Winnipeg, Saskatoon and Regina). Of the three largest metropolitan areas (Vancouver, Toronto and Montréal), Montréal was the most consistently segregated. We also find that increases in spatial separation and spatial concentration by income occurred despite the fact that at the national scale, the tax and transfer system appeared to be adequately redressing a rise in inequality in labour and market incomes (as demonstrated by the lack of change in post-transfer national income inequality measures during a period when inequality in market and labour incomes rose sharply). This implies that the lived experience of changes in income distribution are unlikely fully captured by aspatial, national-scale measures and that intra-urban measures with a spatial dimension are an important indicators of inequality in Canadian society.  相似文献

The feelings of young people towards their surroundings have often been neglected in studies of Third World cities. In this paper, I examine these views in Kingston, Jamaica: a large, poor city with high socio‐economic inequality. The young people surveyed have generally positive feelings towards their surroundings, yet are frequently excluded from making decisions about the ways in which these are managed. Their responses shed light on some of the main problems facing the city, and provide a strong case for young people's inclusion in local sustainable development planning.  相似文献

City districts are often classified as ‘rich’ or ‘poor,’ a phenomenon that occurs within cities all over the world. While income inequality, wealth inequality, and other kinds of social inequality are frequently tracked, there is a surprising lack of research concentrating on how social inequality manifests as differences between parts of cities, especially outside of the U.S. That is mostly due to insufficient available data. In this paper, we propose a methodology for measuring the relative inequality between city districts by using the average prices of residential properties in various parts of the city, and assessing their relative difference. This approach has several advantages, as property listings are often readily available even in cities where income data is not. This methodology has potential for measuring developments in inequality in a much wider range of cities. As a proof of concept, we apply this methodology to property prices in Prague during the period 2003–2012 to identify a trend of either growing or decreasing inequality among individual parts of the city. We have found that during this period the disparity has grown only 5.97%, which means the overall growth of disparity between the city districts was negligible.  相似文献

This article identifies spatial dimensions of educational outcomes using maps of the 2016 Grade 5 reading results for Australia's National Assessment Program–Literacy and Numeracy for all Australian schools. A geographical information system (GIS) was used to overlay schools' results onto suburbs' advantage or disadvantage to visualise spatial patterns. We then examined the extent to which school results “cluster” in socio‐economically advantaged and disadvantaged suburbs and considered the consistency of spatial patterns for results across major cities. That work illustrates both how GIS can foreground educational inequality and how “the spatial” is more than corollary for student socio‐economic status. Results show substantial differences between urban and remote areas and towns of different size. Maps of cities visualise spatial “clustering” patterns of school results, with most schools in advantaged suburbs having high results and almost no schools in disadvantaged suburbs having high results. Educational outcomes strongly align to local socio‐demographic characteristics, and parallel host communities’ levels of advantage or disadvantage. Differences between public and private schools are less significant than within‐sector differences for schools in advantaged or disadvantaged locales. Patterns in all cities are consistent—schools in advantaged suburbs predominantly have high results, whereas non‐government schools generally perform better than government schools in disadvantaged suburbs. Most concerning is the persistent and increasing trajectory of results in advantaged, and more so in disadvantaged suburbs, of all cities since the first National Assessment Program–Literacy and Numeracy in 2008. Ameliorating spatial inequality between primary schools is one of the greatest challenges for Australians.  相似文献

ABSTRACT This paper provides an empirical study of the determinants of income inequality across regions of the EU. Using the European Community Household Panel dataset for 102 regions over the period 1995–2000, it analyses how microeconomic changes in human capital distribution affect income inequality for the population as a whole and for normally working people. The different static and dynamic panel data analyses conducted reveal that the relationship between income per capita and income inequality, as well as between a good human capital endowment and income inequality is positive. High levels of inequality in educational attainment are also associated with higher income inequality. The above results are robust to changes in the definition of income distribution and may be interpreted as a sign of the responsiveness of the EU labor market to differences in qualifications and skills. Other results indicate that population ageing, female participation in the labor force, urbanization, agriculture, and industry are negatively associated to income inequality, while unemployment and the presence of a strong financial sector positively affect inequality. Finally, income inequality is lower in social‐democratic welfare states, in Protestant areas, and in regions with Nordic family structures.  相似文献

The literature on post–socialist transformations displays a fairly broad consensus that changes in macro structures of state and economy generate or increase rural inequality. This article examines the distributional effects of macro changes in Vietnamese villages. Findings from local–level research highlight the multiple ways in which people react to changes in macro structures. Core fields of negotiation by local people include exchange relations, the use of surplus, and land tenure. Local negotiation may lead to local–level trajectories of agrarian change that differ significantly from national–level changes. Changes in macro structures thus may not substantially alter the underlying process of differentiation. Rural people may be rich and poor for the same reasons as under collective agriculture, though income differences may have become more accentuated.  相似文献

This paper reviews trends over the last two to three decades in the socio‐economic divisions in Australia, focusing on their spatial dimensions. It provides empirical evidence that our society is dividing on multiple dimensions – including shifts in industry and occupational structure, income distribution, the incidence of poverty. And it demonstrates that the differentiations across space in socio‐economic phenomena also have complex multiple dimensions, which are explained inadequately by a ‘city/bush’ dichotomy popularly espoused by politicians and reported in the media. Processes of globalisation, economic restructuring and employment shifts, and changing patterns of population movement are combining to create stark differentials between places both within the major cities as well as in regional Australia. As demonstrated by the recent One Nation phenomenon, voter backlash is strong, and it too has specific spatial characteristics.  相似文献

Currier and Ives were the most prolific producers of inexpensive lithographs in nineteenth‐century America, their prints designed to be mirrors of national tastes and attitudes. They never intended to create fine art, but rather to produce images that would be attractive to their largely middle‐class clientele. As people gathered in cities in increasingly large numbers and had their work hours regulated, they had the time, interest, and disposable income to engage in various sporting activities. Well‐off city dwellers took to hunting, both for enjoyment and as a symbolic, ritualistic expression of their place in society. Hunting came to reflect urban males’ preoccupation with pursuits that might liberate them from the growing regimentation of city life and gave visible form to the definition of masculinity in their newly adopted urban environment. Currier and Ives mirrored the development of that image in more than 100 lithographs on hunting.  相似文献

Prior literature has emphasized demographic, economic, and political explanations for increasing income inequality in the United States, with little attention paid to the role of state‐level policy. This is despite great variation across states in both the level of inequality and the rate at which it is rising. This paper asks whether differences in state policy choices can help explain this variation; specifically, we examined a range of state redistributive policies enacted between 1980 and 2005 and identified four common approaches likely to impact inequality: taxes on the wealthy, taxes on the poor, spending on the poor, and labor market policies. We used pooled cross‐sectional time‐series data and a fixed‐effects model to assess the relationship between states’ use of each policy approach and two measures of market income inequality: the Gini coefficient and the income share of the top 1 percent. We find policies played a significant role in shaping income inequality in the states. For three of these four policy approaches, we found less inequality following expansions of state redistributive policy. Yet, for another, we identified the opposite pattern. These findings highlight the importance of state policy choices in shaping market inequality, and have implications for designing state policies to reduce income inequality since the success of these efforts depends on the policy approach used to redistribute income and wealth.  相似文献

This article addresses three main issues: why there is such a huge diversity of disposable income inequality across the world, why there is such a deterioration of market inequality among countries of the Organization for Economic Cooperation and Development (OECD), and why inequality seems to move in ‘waves’. There are many underlying questions: does diversity reflect a variety of fundamentals, or a multiplicity of power structures and choice? Is rising market inequality the product of somehow ‘exogenous’ factors (e.g., r>g), or of complex interactions between political settlements and market failures? How do we get through the veils obscuring these interactions and distorting our vision of the often self‐constructed nature of inequality? Has neoliberal globalization broadened the scope for ‘distributional failures’ by, for example, triggering a process of ‘reverse catching‐up’ in the OECD, so that highly unequal middle‐income countries like those in Latin America now embody the shape of things to come? Are we all converging towards features such as mobile élites creaming off the rewards of economic growth, and ‘magic realist’ politics that lack self‐respect if not originality? Should I say, ‘Welcome to the Third World’? In this paper I also develop a new approach for examining and measuring inequality (distance from distributive targets), and a new concept of ‘distributional waves’. The article concludes that, to understand current distributive dynamics, what matters is to comprehend the forces determining the share of the rich — and, in terms of growth, what they choose to do with it (and how they are allowed do it).  相似文献

宋金元时期是陇西、青东地区城镇发展的重要阶段。北宋为经略陇右而在陇西、青东地区大修堡寨,促使城镇数量激增,形成畸形发展之势;金元时期,城镇数量的显著下降是城镇建设回归常态的反映。这一时期城镇数量的剧烈变化主要存在于县以下的小城镇,而县及县以上城镇的变化相对稳定。特殊的政治、军事、民族形势和国防的需要,是影响这一时期城镇发展的主要因素,在此基础上,陇西、青东地区的城镇在功能上形成综合性区域中心城镇、军事性城镇和商贸型城镇三大类型。  相似文献

Feminist research has convincingly shown that an increase in household income does not necessarily lead to improvement in the well‐being of all members of the household. More questionable is the policy conclusion often drawn from this research for rural Africa: redressing gender imbalance in control of productive resources will significantly reduce poverty. This contribution argues that the evidence and analysis presented by two studies repeatedly cited to show that gender inequality is inefficient are problematic. It is mythical to suggest that tinkering with women's market position by exchanging unequal collective rights to productive resources for individual ones will decisively reduce rural poverty in Africa. That will depend on the restructuring of long‐term and deeply unequal processes of integration in the market, not on a firmer insertion of women within existing patterns of individualization and commodification of productive resources.  相似文献
